Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. The Israeli High Court rules that a 2007-imposed ban on family visits by Gazans to Palestinians held in Israeli jails is valid. (OCHA, PCHR 12/16; PCHR 12/23; HA 12/31)

The IDF conducts military exercises in the Golan Heights. Meanwhile, IDF troops on the n. Gaza border make a brief incursion to detain 2 Palestinian teenagers scavenging for scrap metal from destroyed buildings nr. the border fence n. of Bayt Hanun, holding them for 12 hrs. of interrogation before releasing them. Israel allows Gazans to export 1 truckload of carnations (30,000 flowers), marking the first exports permitted since 4/27/09. In the West Bank, the IDF raids Khirbat Tana village, located in area C northeast of Nablus and w. of Mehola settlement, early in the morning, searching several homes and confiscating 4 tractors, stating the area is a closed military zone (see Quarterly Update for details). The IDF also shuts the Shavei Shomron checkpoint on the Jenin–Nablus route for road repair work that is expected to take 9 mos.; the closure creates long delays for Palestinians traveling between Jenin and the s. West Bank. Jewish settlers fr. Revava northwest of Salfit brutally beat a 13-yr.-old Palestinian child; the IDF evacuates the child to an Israeli hospital. (NYT 12/11; OCHA, PCHR 12/16)

Some 10,000 Jewish settlers protest the 10-mo. settlement freeze outside Netanyahu’s Jerusalem residence. Also in Jerusalem, Palestinians in Shaykh Jarrah report that in the previous wk., Jewish settlers have slashed the tires of 19 Palestinian vehicles in the neighborhood. In the West Bank, the IDF conducts late-night arrest raids, house searches in Balata r.c. nr. Nablus and Ramallah. The Israeli High Court rejects a petition by a Palestinian student at Bethlehem University that challenged her deportation from the West Bank to Gaza in 10/09 because her legal address was in Gaza and she did not have an Israeli permit to live in the West Bank. Bayt Hanun open fire on Palestinian farmers working their land nearby, wounding 1 of them. The IDF also makes a brief incursion into n. IDF troops on the c. Gaza border e. of Gaza Valley open fire on 7 Palestinians nr. the border fence, killing 1 Palestinian teenager and wounding another, then enter Gaza to detain the entire group. The IDF claims they were engaging in hostile activity, a charge local Palestinians deny. (NYT, WP 11/14; PCHR 11/19; OCHA 11/20; OCHA Humanitarian Monitor 11/09)

In the West Bank, the IDF completes construction of a segment of the separation wall along bypass road No. 55 nr. Qalqilya, completely isolating Azun village and separating the farmers in the village fr. at least 1,300 d. of their land; fires live ammunition at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring at least 2 Palestinians); fires rubber-coated steel bullets, sound bombs, tear gas at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (10s suffer fr. tear gas inhalation). Jewish settlers fr. Avraham Avino occupy a Palestinian commercial building on al-Sahla street in the old city of Hebron for several hrs. to conduct religious ceremonies. IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinian farmers approaching their land some 600 m fr. the border fence, killing 1 Palestinian teenager. In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international human rights activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 3, including an Israeli and a Palestinian journalist) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2, including 1 teenager); conducts latenight raids, house searches in and around Tulkarm town and r.c., in al-Fara‘a r.c. nr. Tubas, and nr. Jenin, Ramallah, and Hebron, making no arrests but summoning at least 1 Palestinian for questioning; patrols Qabatya but makes no arrests. (PCHR 9/10)

On the 2d Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 130,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering and 19 people (primarily women and children) are injured in the crush of worshipers awaiting entry at IDF checkpoints around the city. Israel allows 2,631 Palestinians to transit through the Rafah crossing (880 going into Egypt, 1,751 returning to Gaza). The UN reports that in the preceding wk., 2 Gazan boys (ages 8, 10) in al-Bureij r.c. were injured by UXO fr. OCL; 4 Palestinians were killed, 5 injured in tunnel collapses along the Rafah border. In the West Bank, the IDF conducts late-night house searches in villages s. of Jenin, making no arrests; stages late-night arrest raids, house searches in Fasayil village n. of Jericho. A Hamas-affiliated PA prisoner dies in a Jordanian hospital, where he was transferred by the PASF on 6/30 with severe injuries apparently resulting fr. torture. (OCHA, PCHR 8/6, 8/13)

In Bethlehem, 2,325 delegates fr. the West Bank and 80 countries around the world open Fatah’s 6th General Conference in Bethlehem to vote on a new party platform and hold elections for party institutions for the 1st time in 20 yrs. (MM, alSharq al-Awsat 8/4; al-Ayyam, MM, MNA, NYT, WP 8/5; MNA 8/8; JPI 8/14)

No Israeli-Palestinian violence is reported. To mark the 3d anniversary of Shalit’s capture, Israeli protesters block the crossings into Gaza, and Israel’s transportation union urges haulers to observe a 1-day boycott on the import of goods to Gaza. Israel agrees to limit military incursions into 4 major Palestinian cities (Bethlehem, Jericho, Qalqilya, and Ramallah), allowing the PASF to operate there 24 hrs./day, instead of requiring them to remain in barracks fr. midnight to 5:00 a.m. as it had done before. Israel also agrees to remove some West Bank roadblocks and barriers to travel (there are currently more than 600), but no immediate steps are taken on this. (NYT, WJW, WP, WT 6/26; OCHA, PCHR 7/2)

Israeli rights groups Gisha and HaMoked reveal that Israel has tightened restrictions on what qualifies as a “humanitarian reason” for a Gazan to relocate to the West Bank, threatening to reclassify 1,000s of Gazans currently residing in the West Bank as “illegal aliens” at risk of being expelled to Gaza. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, arresting 2 fishermen. In the West Bank, the IDF conducts late-night arrest raids, house searches in Nablus and nr. Hebron. The UN reports that in the past wk., 2 Palestinians were killed in tunnel-related incidents, 1 in a collapse and 1 electrocuted; 4 were injured. Al-Mezan Center for Human Rights reports that in the past wk. Hamas-affiliated police in Gaza seized 674 humanitarian aid kits that were to be distributed to Bayt Hanun residents by an international organization through a local NGO. Overnight, the IDF sends troops into Gaza to engage a group of armed Palestinians laying a roadside bomb nr. the border fence, fatally shooting 2 Islamic Jihad mbrs.; the deaths bring to 22 the number of Gazans killed by the IDF since the 1/18/09 cease-fire. Later in the day, the Popular Front for the Liberation of Palestine detonates a roadside bomb on the Gaza border fence as an IDF patrol passes, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Jenin (firing live ammunition and stun grenades at homes, injuring a Palestinian woman); fires tear gas at stone-throwing Palestinians demonstrating against the separation wall construction in Bil‘in; fires live ammunition, rubbercoated steel bullets, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Ni‘lin (injuring 10 Palestinians, 2 with live ammunition). Jewish settlers burn 10s of d. of Palestinian crops nr. Yitzhar settlement nr. Nablus, block firefighters fr. reaching the scene. A Jewish settler is found dead nr. Eli settlement btwn. In the West Bank, the IDF raids a house in al-Mukabir belonging to the family of construction worker Hussam Dweikat (shot dead on 7/2/08 when he deliberately rammed his bulldozer into a crowd in West Jerusalem), harasses family mbrs., and threatens to arrest Dweikat’s father because the family had rebuilt part of the house demolished by the IDF in reprisal for the 7/08 attack; conducts late-night arrest raids, house searches nr. Nablus. After mediation by UN agencies, the PA in Ramallah and Hamas authorities in Gaza reach an understanding regarding control of the Referrals Abroad Dept. (see 3/22) allowing normal operations to resume; the World Health Organization estimates that at least 3 patients (and as many as 8) died while waiting for referral documents authorizing their treatment abroad. A military court in Gaza sentences 4 Palestinians to death and 3 Palestinians to life with hard labor in the 7/06 death of an Islamic University prof. during interfactional fighting; only 1 of those convicted is currently held by Hamas police; the others escaped when the IDF bombed Gaza’s central prison on 12/28/08, at the opening of OCL. IDF troops fire on armed Palestinians laying a roadside bomb nr. the Israel-Gaza border, sparking a cross-border exchange of gunfire and calling in an air strike, leaving 2 armed Palestinians dead and 3 armed Palestinians and 1 IDF soldier wounded; the IDF enters Gaza to clear the area, claiming to find a cache of grenades and an antitank missile. Palestinians also fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The UN reports that in 3/09, a total of 10 Palestinians were killed in tunnel incidents (7 collapses, 2 electrocutions, 1 fall) and 12 were rescued fr. tunnels experiencing unexplained breathing difficulties. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Jenin, Tubas. The UN reports that over the previous wk., the IDF has installed a guardrail along 7 km of Road 317 (used by Jewish settlers) nr. Hebron to prevent Palestinian herders fr. crossing the road to access grazing areas. (OCHA, WP 4/1; PCHR 4/2)

The Knesset approves (69–45, with 5 Labor MKs who had opposed joining the coalition abstaining, 1 Israeli Palestinian MK absent) Netanyahu’s coalition government, which bills itself as representing Israelis who are unhappy with the peace process, worn down by Palestinian rocket fire fr. Gaza, and increasingly worried about the growing regional influence of Iran. (IFM, NYT, WP, WT 4/1; WJW 4/2)

Inside Israel, some 100 supporters of Kahane Chai, an extreme right-wing Israeli group that has called for removing Arabs fr. Israel by force if necessary, march in the outskirts of the major Israeli Palestinian town of Umm al-Fahm under heavy police escort for 30 mins., waving Israeli flags and praising Israel as a Jewish state. Umm al-Fahm residents hold a counterdemonstration, raising Palestinian flags and throwing stones at the marchers; Israeli police use tear gas, water cannons, percussion grenades to disperse the Palestinians, resulting in fights that leave 16 police officers and 15 demonstrators injured. In Gaza, a 2d Palestinian dies of apparent torture in Hamas police custody (see 3/16). Israel allows the first shipments of soap and shampoo into Gaza since 10/08. The UN reports that in the previous wk., 2 Palestinians were killed and 2 injured in 3 smuggling tunnel collapses on the Rafah border. Israel announces it will lift restrictions on the import of foodstuffs to Gaza, “provided that the source of the shipments is approved by the Israeli authority” (not further clarified). IDF troops enter s. Gaza nr. Abasan to bulldoze land along the border fence. Israeli warplanes repeatedly break the sound barrier over Gaza City. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, damaging several and forcing them to return to shore, but causing no injuries. In the West Bank, IDF troops demand that a Palestinian move his car, parked nr. the Beit Shalom outpost site evacuated last quarter; when the man refuses, troops scuffle with him, prompting Palestinians nearby to come to his aid; the situation escalates, with IDF troops beating 6 Palestinians and storming and damaging a nearby Palestinian grocery. The IDF also conducts late-night arrest raids, house searches nr. Hebron. The Israeli High Court approves the confiscation of 30 d. of land in Shu‘fat r.c. northeast of Jerusalem for construction expansion of an existing IDF checkpoint and extension of the separation wall to create a new permanent crossing point into Jerusalem; 30 Palestinian shops are expected to be demolished and at least 45,000 Palestinians are expected to lose direct access to Jerusalem. The local council of Har Adar settlement in East Jerusalem issues instructions that Palestinian “laborers are strictly forbidden to move around the community on foot, between the construction sites,” and must be accompanied at all times by their employer or the employer’s representative, stating “this instruction is meant to protect the community’s residents”; the IDF says it will enforce the order, which the Association for Civil Rights in Israel denounces as “a racist instruction based on a general fear of Arabs.” Alleging corruption by Fatah-affiliated employees, Hamas authorities in Gaza take control of the PA Referrals Abroad Dept. which assesses medical cases for specialized treatment in hospitals in the West Bank, Egypt, and Jordan. In response, the PA Health Min. in Ramallah and the Egyptian government say they will no longer finance the transportation or treatment of medical patients referred by the office and Israel says it will not grant travel permits for referrals to exit Gaza. Gaza’s power plant is forced to shut 1 turbine for lack of spare parts, increasing rolling power outages across the Strip fr. 4–6 hrs./day to 8–12 hrs./day for 3 days until parts are allowed in for the repair. In the West Bank, the IDF conducts synchronized late-night arrest raids, house searches in villages around Hebron and Jenin; conducts additional late-night arrest raids, house searches in Silwad nr. Ramallah, nr. Tulkarm. Jewish settlers fr. Kiryat Arba settlement seriously beat a Palestinian woman walking nearby; the IDF observes but does not intervene. In the West Bank, Israel reopens a main road to Bani Na‘im nr. Hebron (closed since 2001); authorizes the Palestinian Authority (PA) to build an additional 12 police stations across the West Bank (Israel previously approved 20 and the PA has built 19); issues VIP travel permits to 120 high-ranking PA security officers and Palestinian personalities (bringing to about 390 the number of VIP permits issued to date); increases the number of Palestinian workers allowed into Israel (no figures given); allows Israeli Palestinians to visit Nablus and Jenin on weekends (intended to boost those local economies). The IDF also levels Palestinian land to expand an IDF checkpoint nr. Einav settlement nr. Tulkarm; conducts late-night arrest raids, house searches in and around Bethlehem, in Hebron, nr. Jenin and Ramallah. In Gaza,IDF troops on the s. Gaza border fire on unarmed Palestinians inspecting damaged homes e. of Khuza nr. the border fence, wounding a Palestinian teenager. The UN reports that Palestinians have fired 21 rockets and mortars into Israel since 2/18, causing no damage or injuries. In Gaza, Palestinians detonate a roadside bomb nr. the Gaza border fence e. of al-Musaddar village in c. Gaza, causing no reported damage or injuries. The IDF sends troops into al-Musaddar in pursuit, exchanging gunfire with the armed Palestinians, calling in 3 air strikes on the area, injuring 2 armed Palestinians, heavily damaging 3 Palestinian homes before withdrawing 90 mins. later. Palestinians also fire 2 Qassam rockets fr. Gaza into Israel, causing no reported damage or injuries. In the West Bank, the IDF makes a large late-night incursion into Nablus to raid and search a home for weapons, blowing up part of the home, detaining 2 Palestinians for questioning, but finding no weapons; occupying and searching Asia Television offices; blowing the doors off several shops in the old city. The IDF also conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem and Hebron. Jewish settlers escorted by IDF troops enter Nablus to pray for several hours at the shrine of Prophet Joseph. In the evening, Jewish settlers in Hebron cut electricity to Palestinian houses in the center and s. of town, then rampage through the areas, damaging several homes; the IDF observes but does not intervene. In Gaza, UN and Hamas officials report the theft of a cache of IDF UXO fr. OCL that was being held at a storage site guarded by Hamas police; police say unknown individuals stole the explosives when police fled the site fearing an attack by IDF drones operating in the area; the UXO had been collected by Hamas police and turned over to the UN for safe disposal. IDF troops on the s. Gaza border fire on Palestinians and international activists working their land nr. the border fence, wounding 1 Palestinian farmer. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, and nr. Hebron, Jenin, Salfit. Jewish settlers accompanied by IDF troops level land nr. Final Israeli election results are posted, showing Kadima maintaining a 1-seat lead over Likud. The close race means that Kadima’s Livni and Likud’s Netanyahu will have to compete to form a governing coalition. (al-Ahram, AY, IHY, JP, Jordan Times, MA, MM, NHR, QA, al-Ra’i, YA, 2/12; NYT, WP 2/13)

During the day, the IDF makes an air strike on a lumber store in Gaza’s Jabaliya r.c., destroying it, heavily damaging 20 other stores, wounding 11 Palestinians (including 5 children ages 1–6). Late in the evening, an IDF drone fires on 2 PRC mbrs. riding a motorcycle nr. Khan Yunis, assassinating PRC mbr. Ali al-Qidra, wounding a 2d PRC mbr. Israel allows 109 truckloads of humanitarian aid and commercial goods into Gaza, as well as a limited amount of fuel for Gaza’s power plant. In addition, Israel permits Gazans to export 25,000 carnations to Europe via the Kerem Shalom crossing and Ben-Gurion Airport, marking the 1st permitted exports in nearly a yr. The IDF says no further Gazan exports are planned, though the situation will be reviewed periodically. In the West Bank, the IDF conducts late-night arrest raids, house searches in Qabatya and nr. In Gaza, the IDF makes an air strike on a Hamas-affiliated police station in Khan Yunis, which has been bombed repeatedly, causing no reported injuries. Israel allows 94 truckloads of humanitarian aid and commercial goods into Gaza, as well a limited amount of fuel for Gaza’s power plant. In the West Bank, the IDF enters Jayyus in the afternoon, imposes a curfew; conducts late-night arrest raids, house searches in and around Ramallah, and nr. Jenin, Salfit, Tulkarm. Palestinians in Yassuf village nr. Salfit report that over the past several days, Jewish settlers escorted by IDF troops have bulldozed at least 250 d. of village land and replanted 200 d. with their own crops. (PCHR 2/12, 2/19)

Palestinians fire 2 rockets into Israel, causing no damage or injuries. The IDF responds with 10 air strikes on tunnels on the Rafah border, also destroying an evacuated house and a farm, killing many animals. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, wounding 1 Palestinian. UNRWA halts aid transfers to Gaza, accusing Hamas of confiscating UN stocks for a 2d time, commandeering 10 truckloads of rice, flour. UN Secy. Gen. Ban Ki-moon warns Hamas that the suspension will remain in place until the stolen goods are returned and UNRWA is given credible assurances that thefts would not be repeated. Some Fatah-affiliated charities in Gaza also accuse Hamas of confiscating their supplies. Israel allows 82 truckloads of humanitarian aid and commercial goods into Gaza today. In the West Bank, the IDF fires live ammunition, tear gas to disperse Palestinians holding a nonviolent demonstration against OCL in Hebron, wounding 1 Palestinian; fires rubber-coated steel bullets at Palestinian and international activists taking part in nonviolent demonstrations against the separation wall in Jayyus (injuring 3 Palestinians); fires tear gas at a similar demonstration in al-Ma‘sara s. of Bethlehem (injuring 5 Palestinians); conducts latenight arrest raids, house searches in Bil‘in and nr. Jenin, Nablus; makes a late-night incursion into Dayr Abu Da’if nr. Jenin, rousts 3 shop owners fr. their homes and has them open their stores, photographing and confiscating some goods. Jewish settlers fr. Ramat Yishai in Hebron vandalize nearby Palestinian houses. IDF troops on the s. Gaza border fatally shoot a Palestinian nr. the border, claiming that he attempted to fire on them. The Israeli navy diverts a Lebanese cargo ship (organized by Lebanese politicians and human rights groups) en route to Gaza to an Israeli port and detains the crew of 20, including an al-Jazeera reporter. After confirming that the cargo contained only food, medicine, bedding, and toys, Israel agrees to transport the aid to Gaza. Israel, which has been allowing only very limited amounts of cooking gas and fuel for Gaza’s electricity plant into Gaza, cuts off fuel deliveries without comment but allows 114 truckloads of humanitarian aid and commercial goods into Gaza. In the West Bank, IDF undercover units make an early morning raid on a home in Qabatya, fatally shooting Islamic Jihad mbr. Ala’ Abu al-Rub in an apparent assassination. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, causing no injuries. Palestinians fire a Grad rocket fr. Gaza into Israel (the 1st Grad fired since the end of OCL), causing damage in Ashqelon but no injuries. Hamas denies responsibility. Late in the evening, the IDF responds with air strikes on smuggling tunnels along the Rafah border and a Hamas outpost nr. Khan Yunis, causing no injuries. Israel allows 185 truckloads of goods (much of it seed and fodder), 15 tons of medicine and medical equipment into Gaza. Palestinians fire at least 4 rockets and several mortars fr. Gaza into Israel, lightly injuring 2 IDF soldiers and 1 Israeli civilian nr. Nahal Oz. For a 3d day, the IDF relays automated phone messages to Rafah residents ordering them to evacuate houses nr. the border. The Israeli cabinet discusses the recent rocket fire at its regular weekly session, stating afterward that while Israel believes small Palestinian factions (including the AMB) are responsible for the fire, Israel would hold Hamas responsible and would respond “disproportionately” to each attack. After the cabinet session, Israeli warplanes fly over Gaza, setting off sonic bombs as a warning. In the 1st serious breach of the Gaza cease-fire, 1 IDF soldier is killed, 3 are wounded when Palestinians remotely detonate a roadside bomb nr. an IDF patrol near the Gaza border inside Israel, e. of Dayr al-Balah, nr. Kissufim crossing; Hamas denies involvement and says it is unclear who staged the attack; no group asserts responsibility. IDF soldiers make a brief incursion into Dayr al-Balah under cover of helicopters to bulldoze land along the border fence, directing heavy helicopter and machine-gun fire on nearby residential areas, wounding 1 Palestinian. Later, an IDF drone fires a missile at a Hamas-affiliated police officer riding a motorcycle in Khan Yunis (wounding him and 2 Palestinian children, ages 5 and 13, nearby) and briefly sends troops into Khan Yunis, withdrawing after several hrs. On the 1st Friday since the Gaza ceasefire went into effect, Gaza’s imams praise the “victory” of the Palestinian resistance; mosques across the Strip overflow with Hamas supporters. Hamas security officers deploy outside the posts they guarded before OCL, even if the buildings are no longer standing. Israel allows 65 truckloads of humanitarian aid and commercial goods into Gaza. Palestinian smugglers work to clear and repair tunnels on the Rafah border, estimating their operations will be “back to normal” within a month. Israel allows 204 truckloads of humanitarian aid and commercial goods into Gaza and lifts the ban on foreign journalists entering Gaza, though they must sign a document saying they will not sue Israel should they be injured. The UN estimates 15,000 Gazans are still seeking refuge in UN shelters. The Gaza cease-fire holds, with no Israeli or Palestinian violence reported. Israeli officials say the IDF has accelerated its withdrawal fr. Gaza in hopes that it will be completed by the time U.S. pres.-elect Barack Obama is sworn in on 1/20. Across Gaza, some stores reopen, and traffic along the main north–south route (occupied by the IDF during the war) resumes, though observers say (WP 1/20) that “much of the main highway was nearly impassable from the dirt and debris plowed up by Israel’s military”; Hamas-led police provide traffic control in damaged areas and generally try to assert a presence. Israel allows a small group of foreign reporters into Gaza and permits them to interview Palestinians, but requires them to team report as a pool and runs their coverage through IDF censors, given the continued presence of Israeli soldiers in the field.
