Freeze also is called on planning and early proceedings of new roads in o.t. About 3,000 units in early stages in o.t. are affected by the freeze, and govt. is still unsure about what to do with 4,000 completed units unattached to infrastructure, 12,000 in various stages of construction, and about 500 completed units that have been populated in the o.t.
