The Israeli military conducts 1 air strike each in Gaza City and nr. Bayt Lahiya, causing some structural damage and wounding 2. In the West Bank, the IDF conducts house searches and arrest raids in Hebron in the afternoon, and in 1 village nr. Jenin at night; patrols in Jenin and Hebron in the morning, in Jenin in the afternoon, and in 1 village and al-Fawar r.c. nr. Hebron and in 1 village nr. Jenin at night. Anonymous Israeli officials tell AFP that the govt. will announce plans for new settlement construction next week, to coincide with the scheduled release of Palestinian prisoners on 12/29. In response, Palestinian chief negotiator Erakat warns against such a step, saying that the Palestinians are ready to seek membership in 63 international organizations, including the International Criminal Court. Asst. Secy.-Gen. on Palestinian affairs at the Arab League Mohammad Sbeih says that Kerry intends to present Palestinian and Israeli leaders with a framework peace deal by the end of the month.
