Palestinian pres. Mahmud Abbas says that he wants to return to direct talks with the Israelis as soon as possible, speaking at a news conference in Ramallah with Maldivian pres. Mohammed Waheed Hassan. However, senior PA officials Hussein al-Sheikh, minister for civilian affairs, and chief negotiator Saeb Erakat warn that failure to recommence negotiations will mean Palestinians returning to international bodies to prosecute Israel, or even dismantling the PA itself. An anonymous senior Israeli official is quoted in Ha’Aretz as saying that Abbas has given U.S. Secy. of State John Kerry 2 more weeks to formulate a specific proposal. U.S. Secy. of State John Kerry calls Israeli PM Benjamin Netanyahu to express disapproval over plans for new construction in Ramat and Gilo settlements. Meanwhile, Jordanian FM Nassar Judeh, in a joint press conference in Ramallah with PA FM Riyad Malki, announces that Kerry will shortly be in Amman for a 4th visit to Jordan to discuss peace efforts. Rami Hamdallah, president of an-Najah University, announces that Pres. Abbas has asked him to replace Salam Fayyad as prime minister and form a new govt., adding that most ministers will remain in post. Fayyad resigned on 4/13 and has been serving as a caretaker. U.S. Secy. of State John Kerry welcomes the appointment, but the decision is denounced by Hamas, whose spokesperson Fawzi Barhoum says that Abbas should have implemented the reconciliation deal achieved in Cairo in 5/2013, rather than name his own appointee. Meanwhile, senior Fatah leaders Nabil Shaath and Othman Abu Gharbieh arrive in Gaza to take part in talks with representatives of all factions about national reconciliation. Following the incident, an IDF spokesperson says that soldiers shot at Palestinians attempting to damage the border fence. Israeli naval vessels open fire on Palestinian fishermen off the coast of the Gaza Strip, causing no damage or injuries. Hizballah leader Hasan Nasrallah says that Syria will supply the organization with ‘‘game-changing’’ weapons, following recent Israeli air strikes, and that Hizballah would help other groups looking to liberate the Syrian Golan Heights from Israeli occupation. Newly re-elected Hamas leader Khalid Mishal convenes senior Hamas officials in Qatar to discuss, among other issues, prospects for forming a national unity government in the wake of PA PM Salam Fayyad’s 4/13 resignation, and ways of pressuring Israel to free Palestinian prisoners. Meanwhile, Pres. Mahmud Abbas says he will launch talks in the near future on forming a new cabinet. (AFP, MNA 4/19)

IDF soldiers violently disperse Palestinians, Israelis, and internationals taking part in nonviolent demonstrations in multiple villages against the Israeli occupation and in solidarity with Palestinian prisoners. Protesters are dispersed in 5 villages nr. Ramallah (Abud, Bayt Laqiya, Bil‘in, alNabi Salih, Ni‘lin), al-Haraiek nr. Hebron, 1 village nr. Qalqilya (Kafr Qaddum), and at Ofer prison nr. Ramallah. U.S. State Dept. spokesperson Victoria Nuland says that the Obama admin. has unblocked almost $500 million in aid—including $200 million in direct budget support—to the PA, previously frozen by Congress in October 2011 as a response to the UN statehood bid (see QU 162). According to Nuland, the White House also notified Congress in late 2/2013 that it seeks a further $200 million to fund USAID projects for the Palestinians. In response, Palestinian Labor Minister Ahmad Majdalani says that the PA’s financial crisis is not over. (AFP 3/22; MNA 3/23)

Hamas authorities complain to Egypt about Israel’s 3/21 decision to restrict Palestinian fishermen off the coast of Gaza. The government in Gaza also reportedly arrests 2 members of the Mujahidin Shura Council, which claimed responsibility for the 3/21 rocket attack on Israel. (ToI 3/22)

Under pressure from Pres. Obama to restore normal ties with Turkey, Israeli PM Benjamin Netanyahu phones Turkish PM Recep Tayyip Erdogan to apologize for ‘‘mistakes made’’ during the IDF’s attack on a Gaza-bound flotilla in 2010, when 9 Turks (including one U.S. dual national) were killed aboard the Mavi Marmara (see QU 157). They agree to dispatch envoys to each other’s countries. After coordinating this diplomatic breakthrough, Pres. Obama leaves for Jordan. (NYT 3/23)

U.S. Pres. Barack Obama meets with Jordan’s King Abdullah II in Amman for talks primarily on the Syrian civil war and the refugee crisis. Pres. Obama pledges to work to supply Jordanian authorities with $200 million extra assistance to care for the estimated 460,000 Syrian refugees who have crossed the border seeking refuge. (REU 3/22)

Lebanese PM Najib Mikati resigns due to divisions within the government about elections later in the year and to protest the cabinet’s refusal to extend the tenure of the national police chief, a figure perceived by the Sunni community as sympathetic to their interests. (AP 3/22)

Israeli media reports that PM Benjamin Netanyahu may adopt a package of ‘‘goodwill gestures’’ ahead of U.S. Pres. Obama’s upcoming visit, including transferring responsibility for 2 West Bank roads to the PA, releasing Fatah prisoners, and approving building plans for Palestinian villages in Area C currently considered illegal. Netanyahu’s office denies the reports and says that any practical steps would only be taken if the Palestinian leadership returns to talks without conditions. (MNA, ToI 3/5)

Israeli security service Shin Bet publishes statistics indicating a 70% increase in violent attacks by Palestinians in the occupied territories during 2/2013 (138 incidents) compared to 1/2013 (83 incidents), most of which were the throwing of Molotov cocktails. (HA 3/5; XIN 8/6)

Hamas reports that PA security forces arrested 66 of the movement’s supporters in the West Bank during 2/2013, and summoned another 38 for interrogation. A senior Hamas official in the Gaza Strip says that PA Pres. Mahmud Abbas had ‘‘sold the reconciliation in return for an American smile.’’ (JP 3/5)

A week after assuming office, U.S. Defense Secy. Chuck Hagel hosts Israeli DM Ehud Barak at the Pentagon for talks on Iran and Syria, among other topics. Hagel assures Barak that there would be no interruption of funding for Israeli defense systems like Iron Dome, Arrow and David’s Sling, even as the looming sequester looks set to cost Israel around $155 million in defense assistance. White House spokesperson Jay Carney responds to a question about the consequences of the Israeli election for peace efforts by restating the administration’s call for a resumption of direct negotiations on final-status issues. Meanwhile, the UN’s special coordinator for the Middle East peace process, Robert Serry, tells a UNSC meeting that courageous steps by Israeli and Palestinian leaders are required to save the two-state solution. At the meeting, Palestinian FM Riyad al-Maliki sits behind a ‘‘State of Palestine’’ nameplate, drawing criticism from U.S. amb. Susan Rice, who says that the U.S. does not recognize the UNGA vote in 11/2012 (see Quarterly Update in JPS 166). After the meeting, Maliki says that the Palestinians’ decision about whether to go to the ICC over Israel’s settlement construction will depend on what the Israeli government does in the E1 area nr. Eyewitnesses say the soldiers were traveling in a civilian car. Also, a Palestinian teenager shot by the IDF during clashes in Aida r.c. on 1/18 dies in the hospital. The IDF patrols in 1 village nr. Human rights NGO the Palestinian Center for Human Rights publishes a list of media workers in the Gaza Strip arrested by Hamas security services over the previous 48 hours. Meanwhile, dep. head of Hamas politburo Musa Abu Marzuq says that there is no disagreement within Hamas about Mahmud Abbas heading a unity government. (MNA 1/23)

PA fin. min. Nabil Qassis says that the government’s financial crisis is structural, requiring systematic changes in the budget and culture. He reveals that the deficit has now exceeded $1.4 b. (MNA 1/23)

Jordan holds parliamentary elections, which are boycotted by the Muslim Brotherhood–affiliated Islamic Action Front. The boycott is based on claims that the electoral system is biased in favor of rural tribal areas where pro-regime sentiment is highest, in contrast to large, more densely populated urban areas, where pro-Brotherhood views are strong among poor Palestinians. In the election, 1,425 candidates compete for 150 seats, up from 120, in the lower house. King Abdallah has agreed to cede some powers to the new legislature, such as choosing the PM and running day-to-day affairs. There are numerous reports of vote-buying and small-scale clashes in Karak governorate and some districts of Amman. The results see pro-government candidates maintain their dominance of the parliament, though 37 Islamist and other government critics win seats in the legislature. The Lebanese army states that 12 Israeli warplanes violated Lebanese airspace overnight, claiming that the breach of Lebanon’s sovereignty is a violation of UN Res. 1701, which was accepted as the basis for the cease-fire that ended the Israeli-Lebanon war of 2006. (Daily Star 1/23)

Fatah official Azzam al-Ahmad announces that Hamas and Fatah will form a tripartite comm. with Egypt to implement national reconciliation. The EU announces that Denmark and Holland agree to jointly contribute around €7.2 m. to the payment of 12/2012 salaries and pensions for more than 80,000 Palestinian civil servants and pensioners in the West Bank and the Gaza Strip. (WAFA 1/21)

In an effort to reopen the Ramallah– Jerusalem road in al-Amari r.c. nr. Ramallah, Palestinian security forces open fire on Palestinians demonstrating in solidarity with Palestinian prisoners in Israel. Three Palestinian youths are wounded in the legs by live ammunition. (MNA 1/21)

Egyptian security forces seize 1 ton of explosives in the Sinai Peninsula allegedly bound for the Gaza Strip, the largest single such capture. Local media report that police have seized a total of 5 tons of explosives as well as disassembled rockets and automatic weapons in the last 3 mos.—all apparently headed for Gaza. Egyptian maj. gen. Sameeh Bashadi says that in the past 3 days, 10 Palestinians have been detained after entering Sinai illegally from the Gaza Strip and that a list of Palestinians entering Egypt through the tunnels has been distributed to the Egyptian security forces. The Egyptian government announces that Fatah and Hamas have agreed to start implementing previous reconciliation agreements, following talks between PA pres. Abbas and Hamas leader Mishal in Cairo. Abbas spokesperson Nabil Abu Rudaineh says the 2 sides agreed on the formation of several joint committees, including ones dealing with presidential and parliamentary elections in the West Bank and Gaza Strip, the formation of a Palestinian unity government, and the reconstruction of the PLO. Gaza’s Minister of Public Works and Housing Yousef Subhi al-Ghariz says that the United Arab Emirates has donated $50 m. to build a housing project for Palestinians released from Israeli jails. (MNA 1/10)

Hundreds of thousands of Fatah supporters rally in Gaza City to mark the 48th anniversary of the founding of the movement, the 1st such show of support for Fatah in Gaza since 2007. Pres. Abbas tells the crowds in a televised address that Palestinian national unity is coming soon. Hamas’s acting PM Ismail Haniyeh calls Abbas to congratulate him on the occasion of the anniversary. Meanwhile, a report in Ha’Aretz says that IDF-PA security coordination is improving again, and the PA is renewing arrests of Hamas and Islamic Jihad suspects. (HA, MNA, REU 1/4)

Christian Science Monitor reports that Palestinian support for military operations against Israel has registered its most significant jump in 10 years (50.9%, up from 29.3% in 1/2011), spurred by Operation Pillar of Defense, ongoing Israeli settlement expansion, and frustration over a peace process that has been essentially deadlocked for more than 4 yrs. In Syria, fighting between pro- and anti-government groups resumes in Yarmuk r.c. nr. Damascus, ending a short-lived cease-fire (see 12/21) and prompting another wave of Palestinian refugees. (AKH 1/4)

Recently retired Shin Bet chief Yuval Diskin says in an interview with Israeli media that PM Netanyahu acted irresponsibly regarding Iran’s nuclear program and tried to convince him and colleagues to approve an ‘‘illegal’’ decision to attack Iran. (AP 1/4)

In a meeting chaired by Pres. Abbas, the PLO Executive Comm. affirms the need for a UNSC resolution against Israeli settlement construction. Abbas also signs a decree changing the name of the PA to the ‘‘State of Palestine,’’ with all stamps, signs, and official letterheads set to carry the new name. (MNA 1/3; ToI 1/4)
