As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. Across the West Bank, Palestinians protest against OCL, clashing with the IDF at numerous points (Abu Dis, Issawiyya, and al-Ram nr. Jerusalem; Bani Na‘im nr. Hebron; Ni‘lin and Silwad nr. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas. The IDF conducts daytime house searches nr. Jenin, making no arrests; conducts late-night arrest raids, house searches in Bil‘in and nr. Hebron, Nablus. Meeting with Abbas in Jerusalem, Olmert pledges to release 150 Palestinian prisoners as a gesture to improve the climate of negotiations and support for Abbas; the release is tentatively set for 8/25. Today, Israel releases 6 Palestinian prisoners (fulfilling a requirement of the 7/16 prisoner release deal with Hizballah): the 6 include Hamas-affiliated Nablus mayor Adli Yaish (see 7/14) and 5 minors arrested for stone-throwing. Meanwhile, the IDF sends undercover units into Ramallah to arrest a wanted Palestinian; conducts late-night arrest raids, house searches nr. Hebron, and in and around Jenin town and r.c., Tulkarm (breaking into a taxi company, stealing 3 cars). Armed Jewish settlers attempt to enter East Jerusalem’s Shu‘fat r.c. to establish an unauthorized outpost, claiming ownership of land inside the camp; the IDF bars their entry. The IDF fatally shoots a Palestinian nr. the Gaza border fence e. of Dayr al-Balah, saying it mistakenly thought he was armed. In retaliation, the AMB fires 2 rockets fr. Gaza into Israel, causing no damage or injuries. Later, Hamas-affiliated police arrest 7 AMB mbrs. for firing the rockets, marking the 1st such arrests by the Hamas leadership in Gaza. Israel does not reseal Gaza border crossings or take any military action against the rocket fire. In the West Bank, the IDF conducts daytime arrest raids, house searches nr. Bethlehem; patrols in Tulkarm, conducting random ID checks; makes another late-night raid into Nablus, breaking into the municipal headquarters (confiscating computers and documents fr. the accounting department), searching 4 mosques, confiscating 4 school buses; conducts late-night arrest raids, house searches nr. The IDF makes a predawn raid on an apartment building in Nablus, assassinating Islamic Jihad cmdr. Tariq Abu Ghalil (targeted by the IDF on 3 prior occasions) and a bystander in an adjacent apartment. In response, Islamic Jihad mbrs. in Gaza fire 3 rockets, 1 mortar fr. Gaza into Israel, lightly injuring 2 Israelis, causing light injuries. Israel calls the rocket attacks a “grave violation of the calm,” closes all commercial crossing into the Strip, but does not take military action. Hamas calls the closure of the crossings a violation of the truce agmt. but says it will maintain the cease-fire. Meanwhile, the IDF uproots, replants more than 80 olive trees along the separation wall route around Jerusalem (farmers do not expect the trees to survive); fires rubber-coated steel bullets, tear gas at Palestinians demonstrating against separation wall construction in Ni‘lin nr. Ramallah (injuring 12 Palestinians, including an 11-yr.- old boy); fires rubber-coated steel bullets at residents of Far‘un village nr. Tulkarm who hold a protest march to a group of houses slated for IDF demolition, wounding a 9-yr.- old Palestinian boy; conducts late-night arrest raids and house searches in and around Hebron, nr. On the sidelines of a donors conference in Berlin, U.S. secy. of state Rice meets with Israeli and PA negotiators and invites them to take part a series of trilateral discussions in New York and Washington beginning in 7/08 in an effort to reach a deal on Palestinian statehood before Bush leaves office. As a goodwill gesture to the PA, which recently deployed a new security unit in Jenin, Israel begins allowing up to 100 Israeli Palestinians/day to travel to Jenin; visitors must return by nightfall and expect to undergo searches and questioning. Also in the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm, nr. Hebron. Jewish settlers fr. Kiryat Arba hold an outdoor celebration the “unification” of Jerusalem; the IDF bars Palestinians fr. using roads in the area. Palestinians throw stones at 2 Jewish settler buses in East Jerusalem and nr. Ramallah, causing no injuries. In Gaza, IDF tanks, bulldozers level land on the Palestinian side of the Qarni crossing. On the Rafah border, 1 Palestinian is killed, 4 are injured when 2 smuggling tunnels collapse. In Gaza City, the acting Hamas government organizes a military court that convicts 5 Palestinians on charges of forming an illegal organization in 7/07 and of plotting against the dismissed government of Ismail Haniyeh, sentencing them to unspecified prison terms. Israel’s siege of Gaza, imposed after Hamas’s takeover of the Strip in 6/07, remains tight. In Gaza, the Israel Defense Forces (IDF) conduct late-night arrest raids, house searches in Shuka nr. Rafah, arresting 3 Palestinians, wounding 1 with live ammunition, bulldozing 8 dunams (d.; 4 d. = 1 acre) of greenhouses and a poultry farm (killing 50,000 chickens). In the West Bank, the IDF patrols in Qaryut nr. Nablus, detaining 4 Palestinians (including 3 teenagers) for questioning; conducts late-night arrest raids, house searches nr. Jenin and Hebron (partially bulldozing a Palestinian home in Bayt Umar); fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in n. of Jerusalem nr. Ramallah (10s suffer tear gas inhalation); and beats demonstrators at a similar protest al-Ma‘sara nr. Bethlehem (lightly injuring 3). Nr. Nablus, 10s of armed Jewish settlers fr. Hamas mbrs. fire 4 mortars fr. Gaza into Israel, killing 1 Israeli civilian, wounding 3, in what may be the 1st fatal Palestinian mortar strike. The IDF retaliates with air strikes on Gaza Interior Min. security offices in Rafah (killing 2 Hamas-affiliated security officers, wounding 5 civilians) and a naval police post on the s. Gaza shore (killing 3 policemen). In a mysterious incident northeast of Jerusalem, Ofra settlement guards fire on 2 Palestinians whom they claim approached the settlement fence carrying a hunting rifle, killing 1 Palestinian and detaining the other, turning him over to the IDF, which quickly seals the area; later, the AMB claims responsibility for an attack on Ofra but says the man killed was an innocent bystander and that its mbrs. escaped unharmed. Also in the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation) and beat demonstrators at a similar protest al-Masa’ra (lightly injuring 3). Hizballah and its allies take control of streets in west Beirut, attacking and shutting down media outlets owned by Saad Hariri’s Future Movement, as the army steps aside, saying soldiers will keep peace but not take sides. Hizballah also takes over several government offices, but immediately turns them over to army. Clashes abate somewhat after Hariri orders his forces not to fight. In Gaza, the IDF continues the incursion into Bayt Hanun begun on 4/25, demolishing the home of the Hamas mbr. targeted on 4/25, leveling surrounding land before withdrawing in the early morning. The IDF also sends troops into Bayt Lahiya, to seize and take to Israel local Hamas leader Hasan Marouf, trading heavy gunfire with local Palestinians and firing on Marouf’s home, killing his 14-yr.-old daughter. In the West Bank, the IDF raids an orphanage for girls, a 2d sewing factory in Hebron owned by the ICA (see 4/11), reiterating its 2/26 decision to evict residents and seal the sites for 3 yrs. if they are not vacated and turned over to the IDF within 24 hrs. (the ICA ignores the orders); conducts late-night arrest raids, house searches nr. Bethlehem, Jenin, Qalqilya. In Jerusalem, Israeli police barricade gates into the Old City, forcibly bar Orthodox Palestinian worshipers fr. reaching the Church of the Holy Sepulcher and the St. Jacob Cathedral to perform Holy Saturday services to mark Orthodox Easter (cf. 4/22), beating and arresting several worshipers, while allowing Jewish worshipers to enter the Old City for Pesach celebrations. In Gaza, the IDF makes a late-night air strike on a group of Hamas mbrs. in Khan Yunis, missing them, hitting an apartment building, causing no injuries; makes a latenight incursion into Bayt Hanun, under cover of aircraft that fire on several groups of Palestinians and buildings, killing a 55-yr.-old Palestinian in his home, seriously wounding another Palestinian, demolishing several greenhouses, damaging 5 homes. A Palestinian shepherd is injured when he accidentally triggers a landmine e. of Jabaliya r.c. In the West Bank, the IDF shoots, wounds an unarmed Palestinian who strays nr. the separation wall northwest of Jerusalem; conducts late-night arrest raids, house searches in and around Jenin, Nablus, Ramallah, in Anata e. of Jerusalem and Qabatya, and nr. In Gaza, IDF conducts arrest raids, house searches in Dayr al-Balah, exchanging fire with local gunmen, killing 2 armed Palestinians, wounding a 3d, arresting 14 Palestinians; helicopter gunships fire on agricultural areas nr. Khuza; later, the IDF sends bulldozers into the area to level 193 d. of cropland, also destroying an irrigation network, 200 beehives. The UN reports that in 3/08, at least 4 ailing Palestinians died as a direct result of Israel’s closure on Gaza barring access to adequate medical treatment. In the West Bank, the IDF arrests 4 Palestinian teenagers (ages 13–17) who stray nr. the separation wall nr. Tulkarm; raids a construction site in Marda nr. Salfit, checking workers’ IDs but making no arrests; conducts late-night arrest raids, house searches in and around Jenin town and r.c. (including raiding an Islamic charity, confiscating a computer and documents). Israel’s Jerusalem Planning Comm. gives preliminary approval for construction of 600 new Jewish settler housing units in Pisgat Ze’ev settlement. Jewish settlers fr. Rachel settlement nr. Nablus beat an 80-yr.-old Palestinian farmer working his nearby land. A 15-yr.- old Jewish settler fr. Shiloh settlement nr. At Gaza’s al-Azhar University, pro-Fatah students beat a group of pro-Hamas students rallying to mark the 4th anniversary of Israel’s assassination of Shaykh Ahmad Yasin; Hamas-affiliated police intervene, using clubs to break up the fights, injuring several students. Egyptian intelligence chief Omar Sulayman secures a pledge by Hamas, Islamic Jihad to suspend rocket fire fr. Gaza unilaterally while he works to obtain a more formal bilateral cease-fire agmt. with Israel. In Jerusalem, an armed Palestinian enters the library of Mercaz Harav, Israel’s leading Zionist yeshiva and the ideological home of the far-right religious settler movement, and opens fire on students with an AK-47, killing 8 Israelis and wounding 9 before an IDF soldier and 2 undercover policemen enter the building and shoot him dead; Israeli security officials identify the attacker as a bus driver for the school and an East Jerusalem resident who apparently acted alone. Israeli police later raid Jabal Mukabir neighborhood, detaining 9 Palestinians for questioning. In Gaza, Islamic Jihad, Hamas mbrs. ambush an IDF patrol that enters Gaza through the Kissufim crossing, detonating a roadside bomb and firing on the vehicle, killing 1 IDF soldier, wounding at least 1. In response, the IDF shells an Islamic Jihad site nr. al-Qarara, killing 3 Islamic Jihad mbrs.; makes an air strike on an Islamic Jihad rocketlaunching site nr. Dayr al-Balah, killing 1 Islamic Jihad mbr. A 5th Islamic Jihad mbr. is killed when a rocket he is preparing to fire into Israel explodes prematurely. The IDF also bulldozes land inside the Gaza border fence e. of al-Qarara. The Israeli navy fires on Palestinian fishermen off the Rafah coast, heavily damaging 1 boat, causing no injuries. Palestinians fire 7 rockets fr. Gaza into Israel, damaging 2 houses, lightly injuring 1 Israeli. Egypt begins replacing some stretches of barbed wire along the Rafah border with a 10-ft.-high stone and concrete wall. In the West Bank, the IDF demolishes the Bethlehem home of a wanted Palestinian; conducts late-night arrest raids, house searches in and around Tulkarm r.c., nr. In Gaza, 2,000 Palestinians hold a peaceful demonstration at a sealed breach in the Rafah border to urge Egypt to keep the border open. Outside Rafah, 2 Palestinian teenagers are injured when they accidentally trigger unexploded IDF ordnance. In the West Bank, the IDF sets up a checkpoint outside a Bayt Umar cemetery to check the IDs of mourners attending the funeral of the 2d Kefar Etzion attacker (see 1/24); later fires percussion grenades, rubber-coated steel bullets at mourners, wounding 6; fires on residential areas of al-Khadir nr. Bethlehem, causing no injuries; conducts arrest raids, house searches in Jenin, northwest of Jerusalem; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 2). Palestinian children throw stones at Jewish settler vehicles traveling on Route 55 nr. Azun and Route 60 nr. Hawara, damaging 2 but causing no injuries. Inside Israel, 20,000 Israeli Palestinians march in Sakhnin to protest a 1/27 government decision not to try police officers who fatally shot 13 Israeli Palestinians during 10/00 antigovernment demonstrations in Um al-Fahm in solidarity with the intifada.
