In the West Bank, Israeli settlers with military escort toured shines in Kafr Haris and Sabastiyya, closing the areas to Palestinians. Israeli forces arrested 5 Palestinian children aged 8-12 in al-Rakiz near an Israeli settlement outpost; a video shows that the children were foraging vegetables when Israeli settlers started chasing them, leading to the Israeli forces arresting them. Israeli forces also demolished Palestinian-owned shops near Nablus, leading to confrontations with Palestinians, and delivered a demolition notice for a house under construction in Wadi Hummus in Area B. 9 Palestinians were arrested during raids in and around al-Khadir, Bayt Fajjar, Aida refugee camp, Jenin, and Qalqilya. In East Jerusalem, 66 Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested the former Mufti of Jerusalem Shaykh Ikrima Sabri at his home. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water at Palestinian fishermen within 6 nautical miles west of Gaza, causing damage to 1 boat; no injuries were reported. Mohammad Dahlan, a political rival of PA president Mahmoud Abbas, said the UAE would send another 40,000 doses of the Sputnik V vaccine to Gaza. The UAE had previously sent 20,000 doses to Gaza in February. Dahlan, who is an advisor to the UAE crown price Mohammed bin Zayed, said the vaccines would arrive on 3/11. (TOI, TOI 3/10)

Yahya Sinwar won an internal Gazan election to retain his position as political leader of Hamas in Gaza. Sinwar narrowly defeated Nizar Awadallah, a founder of Hamas. Awadallah is said to represent the more conservative wing of Hamas. (AP 3/9; AJ, ALM, AP, HA, REU, TOI 3/10; HA 3/11)

An investigation by the Fake Reporter project showed that many of the 5,000 followers of Israeli prime minister Benjamin Netanyahu’s Arabic language Facebook page were fake. On 2/1, Prime Minister Netanyahu launched an Arabic language Facebook page as part of his push to convince parts of the Palestinian-Israeli population to vote for him in the upcoming Israeli elections, but some 20% of the surveyed followers were reported to be fake. The Israeli Museum for Islamic Art canceled plans to sell 268 items after the Al Thani Collection promised to provide sponsorship to the museum for 10 years. (AJ, AP 3/10)

In the West Bank, Israeli settlers attacked Palestinian farmers in the Masafer Yatta area, leading to injuries. Israeli forces violently dispersed anti-settlement protests in Kafr Qaddum, leading to tear-gas related injuries. 5 Palestinians were arrested, including 4 during raids in Zabbuba, Hebron, and Bayt Fajjar; 1 was arrested at a checkpoint near Qalqilya. In East Jerusalem, PA security forces entered Kafr ‘Aqab to respond to a triple homicide after getting permission by Israeli authorities; Kafr ‘Aqab is part of the Israeli-occupied Jerusalem municipality but lies on the West Bank side of the separation barrier. 1 Palestinian self-demolished his house under construction in Jabal Mukabir. 1 Palestinian child was arrested by Israeli forces. The PA extended the strict COVID-19 restrictions by 2 weeks, 1st instituted on 12/17 including curfew on evenings and nights on weekdays and all day and night during weekends. In Gaza, similar measures have been instituted. The extension was announced on a day when the PA recorded 25 new COVID-19-related deaths and 1,064 new cases in the West Bank and Gaza; East Jerusalem was not part of the tally. (HA, WAFA, WAFA 1/2)

The PA said it received a letter from Hamas’ Ismail Haniyeh conveying the party’s desire to move forward with reconciliation. In a statement, the PA thanked Egypt, Qatar, Russia, Turkey, and Jordan for their help in facilitating reconciliation. (WAFA 1/2)

Israeli settlers from East Jerusalem and the West Bank demonstrated against the Israeli police in East Jerusalem and Israel over the death of 1 Israeli settler who was killed in police pursuit after throwing stones at Palestinians. 14 people were arrested, 7 Israeli police officers were injured, and 2 police vehicles were damaged. Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 28th Saturday in a row in Jerusalem and Tel Aviv. The protesters are demanding that Prime Minister Netanyahu resigns due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (HA 1/2)

In the West Bank, Israeli settlers closed off a street in Huwwara and threw stones at Palestinian-owned vehicles. Israeli settlers also threw stones at Palestinian vehicles in Dayr Sharaf. Elsewhere, Israeli settlers fenced off a tract of Palestinian-owned land in Khirbat Makhul. Israeli forces uprooted 350 olive trees and demolished 3 residential structures south of Jericho. Israeli forces also delivered a stop-work notice for 1 house in al-Khadir and delivered a demolition notice against 1 greenhouse near Jenin. Elsewhere, Israeli forces demolished 1 house and uprooted 1 olive tree in Salfit. Israeli forces also demolished 1 storage structure east of Yatta, leading to clashes with Palestinians; tear-gas related injuries were reported. Meanwhile, Israeli forces shot and injured 1 Palestinian near the separation wall in Barta‘a. 16 Palestinians were arrested during raids in and around Ramallah, Jenin, and Qarawat Bani Hassan in East Jerusalem; 5 Palestinians were arrested. Islamic Jihad, Hamas, and several other smaller armed resistance groups in Gaza carried out a joint military drill, including launching 8 rockets into the sea. (HA, REU 12/29)

After the U.S. state department refused to disclose who the buyer of the ambassador’s residence in Tel Aviv was, an Israeli newspaper disclosed that it was U.S. casino magnate Sheldon Adelson, who had paid $67 million for the seaside property. The U.S. will continue to lease the property until the spring of 2021. The property was sold as part of the Trump administration’s push to cement the move of the U.S. embassy from Tel Aviv to Jerusalem. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, damaging 2 vehicles. 10 Palestinians were arrested during raids in and around Ramallah, Tulkarm, Tubas, Nablus, and Jenin. In East Jerusalem, Israeli authorities informed 1 Palestinian of their intention to remove his residency rights, giving him 30 days to appeal. 2 Palestinians were arrested during a late-night raid in Issawiyya. Palestinian factions, including the PA, Hamas, and Islamic Jihad, held a meeting via videoconference to discuss Palestinian unity across political factions. In a final communique, the factions stated that they are united against efforts to normalize the occupation, discussed rules of engagement with Israel, and confirmed their “commitment to the establishment of a Palestinian state on the entire Occupied Palestinian Territory, with Jerusalem as its capital, and . . . that there will be no state in Gaza, and no state without Gaza.” (AJ, REU, WAFA 9/3; WAFA 9/4)

The Israeli high court of justice ruled that 1 Israeli soldier who shot and killed 1 Palestinian minor who had thrown a stone at the soldier’s car in July 2015 would not be tried in court despite a petition to do so. (HA 9/3)

In the West Bank, Israeli forces demolished 8 structures in a bedouin village north of Ramallah and delivered demolition notices for 2 houses near Bethlehem. 11 Palestinians were arrested in and around Tulkarm, Jenin, Bethlehem, and Ramallah; during the raid in Tulkarm, 2 Palestinians were shot by Israeli forces using rubber-coated bullets; during the raid near Jenin, 1 Palestinian was shot by live ammunition. In East Jerusalem, 1 Palestinian-owned home was demolished in Silwan and 1 Palestinian family demolished their own home in Sur Bahir to avoid exorbitant Israeli demolition fees. 4 Palestinians were arrested. In Gaza, Hamas authorities initiated a 48-hour curfew after 4 members of the same family tested positive for the COVID-19 virus on 8/24; these were the 1st people to test positive in Gaza outside of designated quarantine facilities. Both PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh met separately with the British foreign secretary Dominic Raab in Ramallah. President Abbas told Secretary Raab peace cannot be achieved by bypassing the Palestinians through normalization of relations with other Arab countries. (WAFA, WAFA 8/25)

Israeli defense minister Benny Gantz and the defense minister of the UAE Mohammed al-Bawardi spoke during a phone call where the 2 discussed shared security interests. (HA, REU 8/25)

U.S. secretary of state Mike Pompeo spoke to the Republican National Convention from Jerusalem while on an official trip to the Middle East. Secretary Pompeo’s performance at the Republican National Convention was a violation of the Hatch Act and a congressional investigation was initiated shortly after his speech was broadcasted. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues. The Democratic candidate for vice president Kamala Harris said in a call with Jewish supporters that a Biden administration will not condition U.S. military aid to Israel. (HA 8/26)

The director of UNRWA affairs in Gaza, Matthias Schmale, called on Israel to start allowing fuel into Gaza as Gaza’s only power plant had remained closed for 1 week due to lack of fuel as Israel blocked the entrance of fuel to Gaza. (WAFA 8/25)

In the West Bank, Israeli forces arrested 8 Palestinians during late-night raids in and around Jenin, Tubas, Nablus, Jericho, and Bethlehem. In East Jerusalem, 1 Palestinian was shot and injured during a confrontation with Israeli forces that was sparked by a demolition of a 5-story Palestinian-owned building in Jabal Mukabir. In Gaza, incendiary balloons were sent toward Israel from Gaza, causing fires, and 1 rocket was launched at Israel. Israel fired missiles at Gaza near Rafah, Gaza City, Bayt Hanun, and Bayt Lahiya, causing damage; no injuries were reported. The Gaza power plant stopped producing electricity as Israel stopped all deliveries of fuel to Gaza on 8/13. Palestinians in Gaza only have between 3-4 hours of electricity a day, as opposed to 8-12 hours, because of the power plant closure. (AJ, HA, REU, WAFA 8/18)

Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. The prime minister of Pakistan Imran Khan said that Pakistan would not recognize Israel until the establishment of a Palestinian state acceptable to Palestinians. (HA, HA, REU 8/18; AJ 8/20)

In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. In the West Bank, Israeli forces raided Ramallah for the 1st time since the PA ended security coordination with Israel on 5/19. 13 Palestinians were arrested during raids in and around Bayt Umar, Yatta, Ya‘bad, Anata, and Ramallah. In East Jerusalem, 3 Palestinians were assaulted and arrested by Israeli forces at a gate to the Haram al-Sharif compound. The AP reported that the U.S. administration is considering withholding or cutting aid to Jordan because the country is refusing to extradite 1 Palestinian-Jordanian woman who served 8 years in Israeli prison after being convicted of organizing an attack in Jerusalem that killed 15 people in 2001, including U.S. citizens. She and more than 1,000 others were released in a prisoner exchange between Hamas and Israel, and she has been living in Jordan since being released in 2011. (AJ, HA, TOI 6/16)

UK prime minister Boris Johnson said at the British parliament that he believes “that what is proposed by Israel would amount to breach of international law” and that he “strongly objected and we believe profoundly in a two state solution and we will continue to make that case.” (HA 6/16)

In the West Bank, a Palestinian school in ‘Ayn Bus was set on fire, damaging classrooms, and racist Hebrew graffiti was painted on the building. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. In East Jerusalem, Israeli forces demolished a Palestinian-owned store in Wadi al-Juz. 8 Palestinians were arrested, including 3 during raids in Silwan and the Old City, and 5 at the Haram al-Sharif compound. Israeli prime minister Benjamin Netanyahu was indicted in the 3 corruption cases against him. Prime Minister Netanyahu had earlier on that day, before the indictment, withdrawn his request for immunity from prosecution. (AJ, HA 1/28)

U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. Palestinians, according to the plan, would have 4 years after the “peace deal” was signed to achieve the right to their own state. (BBC, NPR, NYT, REU 1/28; AJ, HA 1/29; HA 1/30)

The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister. In the West Bank, Israeli settlers slashed the tires of 2 Palestinian-owned vehicles and sprayed racist graffiti on the walls of a mosque, a clinic, and residential structures in ‘Ayn Bus near Nablus. It was reported that the settlers were from the Yitzhar settlement. Israeli forces razed 1.2 acres of Palestinian-owned land in Asira near Nablus to expand an Israeli military camp. In East Jerusalem, Israeli forces arrested 3 employees from the Islamic Waqf in the Old City of Jerusalem. In Gaza, for the 2d day in a row, a rocket exchange unfolded in Gaza after Israeli forces said that a rocket from Gaza had hit a building in Sderot, causing damage but no injuries. Hamas prisoners in Israeli prisons threatened a hunger strike because the Israeli Prison Service breached an agreement made with prisoners in April. The prisoners claim that the prison service reinstalled cellphone-jamming devices in a wing of Ramon Prison. (HA 6/13)

At an Israeli Jerusalem municipality event attended by the Israeli mayor of Jerusalem and Prime Minister Benjamin Netanyahu, a large screen displayed the Jerusalem skyline but with the Dome of the Rock removed from the Haram al-Sharif compound. (HA 6/14)

U.S. officials blamed Iran for explosions, damaging 2 oil tankers in the Gulf of Oman. Iran denied responsibility for the explosions. (AJ 6/13; HA 6/14)

A senior adviser to the EU Court of Justice said that EU law requires products from Israeli settlements in East Jerusalem and the West Bank to be labeled as such, rather than from Israel. (CURIA, F24 6/13)

The Israeli security service Shin Bet announced that it had arrested a Palestinian from the West Bank who had planned an attack in Jerusalem close to Israeli election day. According to Shin Bet, the attack was planned with Hamas operatives in Gaza. Elsewhere in the West Bank Israeli forces arrested 16 Palestinians during late-night raids in and around Nablus, Bethlehem, Jenin, Tulkarm, and Ramallah. 3 Palestinian land surveyors were attacked by Israeli settlers in Ras Karkar west of Ramallah; all 3 were treated at a hospital for their injuries. In the West Bank, an Israeli soldier assaulted a Palestinian shepherd in Hadidiya in the Jordan Valley. Elsewhere in the West Bank, a 17-year-old Palestinian was injured after being hit in the head by an Israeli fired rubber-coated bullet. The attack happened as Israeli forces raided Muthalath al-Shuhada south of Jenin; Palestinians in the village responded to the raid by throwing stones at the soldiers. At least 4 Palestinians were detained in late-night raids in and around Hebron, Hizma, and Tulkarm. In East Jerusalem, a Palestinian family demolished their own home to avoid the excessive Israeli demolition fees. Along the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen. At the World Economic Forum on the Middle East and North Africa in Jordan, the Omani foreign minister Yusuf bin Alawi bin Abdullah said at a panel that Palestinians should reassure Israel that it is not under threat in the Middle East. Yusuf bin Alawi’s comment was quickly rebuked by Jordanian foreign minister Ayman Safadi, stating that the Arab Peace Initiative stipulates that normalization with Israel is based on Israeli withdrawal of occupied Palestine. An IDF spokesperson also announces the 1/12 discovery of a 6th major tunnel and says preparations are underway to demolish it. He says that this is the largest and most important tunnel discovered during the operation. Meanwhile, Lebanon’s Ambassador to the UN Amal Mudallali files a formal complaint with the UN Security Council over Israel’s construction of a concrete wall along the Israel-Lebanon border. Following a week of increasing tensions between Fatah and Hamas, the Fatah-dominated PA announces plans to remove its staff from the Rafah border crossing on 1/7. “This decision comes in the light of recent developments and brutal practices of the de facto gangs,” reads the PA statement. “Since we took over the Rafah crossing, Hamas has been obstructing the work of our crew there. Israel’s Public Security Minister Gilad Erdan announces his intention to propose a series of measures meant to “worsen” the conditions of Palestinians in Israeli prisons. “The party is over,” he says. Erdan says he will propose reductions in water supplies, halts to PA support, reduced autonomy for certain prisoners, and an end to the separation of prisoners affiliated with Hamas and Fatah. “We don’t fear threats or strikes,” he adds. Amid an uptick in Israeli violence against Palestinians in the West Bank, PA president Mahmoud Abbas accuses Israel of creating a climate of incitement through repeated incursions into major Palestinian cities. “Our constant policy is to reject violence, incursions and settlers’ terror and that incitement should stop and not to create an atmosphere that contributes to the aggravation of the situation.” Israeli prime minister Benjamin Netanyahu, for his part, announces plans to promote the retroactive authorization of thousands of Israeli settler homes in the West Bank, the construction of 82 new homes in the Ofra settlement, and the establishment of 2 new settlement industrial zones in response to the violence. “They are thinking of uprooting us from our land, but they will not succeed,” he says. According to a senior Israeli official, Netanyahu also conveyed a message to Hamas threatening to break the cease-fire in Gaza if violence in the West Bank continues. In the evening, approximately 1,000 right-wing Israeli protesters gather outside Netanyahu’s residence in Jerusalem to call for his resignation, burn pictures of Abbas, and push for the IDF to “crush the terrorist authority,” as one protester puts it. An IDF spokesperson announces that Israeli forces have discovered another Hezbollah-built cross-border tunnel in the context of Operation Northern Shield. “The tunnel is booby-trapped right now in a manner that would endanger the life of anyone attempting to enter it from the Lebanese side,” the spokesperson adds. Earlier in the day, IDF troops stationed along the Israel-Lebanon border fire warning shots at 3 people approaching the border fence from the other side. “Troops fired towards the suspects following fire procedures. In a speech at a conference in Ramallah, PA president Mahmoud Abbas outlines his plans for reforming his relationships with Israel, the U.S. and Hamas. “For the Israelis, we told them that we want to amend or cancel the Paris Agreement. They responded, ‘We will give you the answer after 2, 3 or 4 days.’ Two days later, [DM Avigdor Lieberman], who we were talking to, resigned and now we do not know who we are talking to.” The U.S., Abbas says, asked the Palestinians not to join international organizations. “But after the U.S. decision on Jerusalem, we decided to gradually accede to these organizations, and indeed we acceded to the Universal Postal Union.” Regarding Hamas, Abbas says that “there are a lot of issues between us that we will follow in order to ensure the interests of our people.” He also announces plans to dissolve the Palestinian Legislative Council (PLC), the PA’s parliament. Hours after the IDF announces that it yesterday launched Operation Northern Shield to uncover and demolish “attack” tunnels built by Hezbollah and leading into northern Israel, Israeli prime minister Benjamin Netanyahu says there has already been “operational successes” in the operation. “Whoever tries to harm the State of Israel will pay a heavy price,” he says. “We will continue with further actions—public and clandestine—in order to safeguard the security of Israel.” IDF officers predict it will likely take several weeks to locate and demolish all of the tunnels. Hamas’s leader in Gaza, Yahya Sinwar, says that Hamas has not made any “deal or understandings” with Israel, despite recent reports of progress in the Egypt- and UN-mediated talks on a potential Hamas-Israel cease-fire. He says that Hamas is instead reaching “understandings” with Egypt, Qatar, and the UN “in order to lift the blockade.” (HA 11/9)

Vehicles bearing $15 million in cash pass through the Erez border crossing into Gaza. The money was reportedly provided by Qatar, approved for transfer by Israel, and set to help Hamas pay the salaries of civil servants in Gaza and support Gazan families struggling to meet their basic needs. The transfer is yet another indication of progress in the Egypt- and UN-mediated efforts to broker a “calm” or some sort of cease-fire between Israel and Hamas. Al-Hayat reports that PA president Mahmoud Abbas has given in to Egyptian pressure and agreed to stop working against the Egyptian effort to broker a “period of calm” between Israel and Hamas. According to Palestinian sources, Abbas has agreed not to impose new sanctions on Gaza and to resume fully paying PA employees in Gaza. The Egyptian plan is reportedly to mediate a period of calm lasting 2 to 3 weeks, then to broker some kind of reconciliation between Hamas and Fatah, and then to resume talks on a long-term cease-fire between Israel and a newly unified Palestinian side. Later, a senior PA official says he is unaware of any change in Abbas’s position, as the al-Hayat report indicates. “Abbas agreed with the Egyptian president that there was a need to alleviate the suffering of our people in the Gaza Strip,” the official says. “But [Abbas] also emphasized that Hamas was not authorized to reach any agreement with any party on behalf of the Palestinians." PLO Executive Committee member Azzam al-Ahmad denies the 11/4 report that the Fatah leadership has agreed to support the recent Egyptian proposal of a “calm” between Israel and Hamas. Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The official announcing the projects offers no details about who is funding them, what type of work they will require, and how long they may last. (AFP, TOI, YA 11/7)

The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. Yarmouk was home to approximately 160,000 Palestinian refugees prior to the Syrian civil war in 2011. Very few are still living there today. (AFP, TOI 11/7; EI 11/10)
