In the West Bank, Israeli settlers used dogs to attack Palestinian farmers near Yatta. Israeli forces seized 4 Palestinian-owned tractors in al-Hadidyya. Israeli forces also fired tear gas at Palestinians trying to enter Israel near al-Midya. The Nablus governate was placed on a partial lockdown for 5 days after a rise in COVID-19 cases. The PA asked residents to stay inside between 7 p.m. and 6 a.m. 2 Palestinians were arrested; 1 during a late-night raid in Hebron and 1 at a military checkpoint near Nablus. In Gaza, Hamas launched 2 rockets at Israel, both landing in open areas, and Israel fired missiles at Gaza, causing damage near Rafah, Bayt Hanun, and Khan Yunis. A source from Hamas said that the rockets were launched by mistake due to lighting and that Hamas does not seek an escalation of violence. The Israeli Lands Authority issued tenders for construction of a new settlement, Givat Hamatos, in East Jerusalem, dubbed the doomsday settlement as it would cut East Jerusalem off from Bethlehem and cut Bayt Safafa off from its surrounding towns. Tenders for a total of 1,257 settler units were issued. Israel’s plans drew condemnation form the PA, and the international community. The Israeli anti-occupation organization Peace Now called the plans a “lethal blow” to the 2-state solution. The EU high representative for foreign affairs Josep Borrell said in a statement that he was “deeply worried” about the decision and that “Israel should instead show vision and responsibility and reverse these negative decisions at this critical and sensitive time.” The UN envoy for the Middle East peace process Nickolay Mladenov also condemned the plans, saying “settlement construction is illegal under international law and I call on the authorities to reverse this step.” (AJ, EEAS, HA, PCN, REU, WAFA, WAFA 11/15; AJ, HA, PCHR, WAFA, WAFA, WAFA 11/16; WAFA, WAFA, WAFA 11/17; SG, WAFA 11/18; WAFA 11/19)

In the West Bank, Israeli forces demolished 8 structures in a bedouin village north of Ramallah and delivered demolition notices for 2 houses near Bethlehem. 11 Palestinians were arrested in and around Tulkarm, Jenin, Bethlehem, and Ramallah; during the raid in Tulkarm, 2 Palestinians were shot by Israeli forces using rubber-coated bullets; during the raid near Jenin, 1 Palestinian was shot by live ammunition. In East Jerusalem, 1 Palestinian-owned home was demolished in Silwan and 1 Palestinian family demolished their own home in Sur Bahir to avoid exorbitant Israeli demolition fees. 4 Palestinians were arrested. In Gaza, Hamas authorities initiated a 48-hour curfew after 4 members of the same family tested positive for the COVID-19 virus on 8/24; these were the 1st people to test positive in Gaza outside of designated quarantine facilities. Both PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh met separately with the British foreign secretary Dominic Raab in Ramallah. President Abbas told Secretary Raab peace cannot be achieved by bypassing the Palestinians through normalization of relations with other Arab countries. (WAFA, WAFA 8/25)

Israeli defense minister Benny Gantz and the defense minister of the UAE Mohammed al-Bawardi spoke during a phone call where the 2 discussed shared security interests. (HA, REU 8/25)

U.S. secretary of state Mike Pompeo spoke to the Republican National Convention from Jerusalem while on an official trip to the Middle East. Secretary Pompeo’s performance at the Republican National Convention was a violation of the Hatch Act and a congressional investigation was initiated shortly after his speech was broadcasted. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues. The Democratic candidate for vice president Kamala Harris said in a call with Jewish supporters that a Biden administration will not condition U.S. military aid to Israel. (HA 8/26)

The director of UNRWA affairs in Gaza, Matthias Schmale, called on Israel to start allowing fuel into Gaza as Gaza’s only power plant had remained closed for 1 week due to lack of fuel as Israel blocked the entrance of fuel to Gaza. (WAFA 8/25)

In the West Bank, Israeli forces arrested 8 Palestinians during late-night raids in and around Jenin, Tubas, Nablus, Jericho, and Bethlehem. In East Jerusalem, 1 Palestinian was shot and injured during a confrontation with Israeli forces that was sparked by a demolition of a 5-story Palestinian-owned building in Jabal Mukabir. In Gaza, incendiary balloons were sent toward Israel from Gaza, causing fires, and 1 rocket was launched at Israel. Israel fired missiles at Gaza near Rafah, Gaza City, Bayt Hanun, and Bayt Lahiya, causing damage; no injuries were reported. The Gaza power plant stopped producing electricity as Israel stopped all deliveries of fuel to Gaza on 8/13. Palestinians in Gaza only have between 3-4 hours of electricity a day, as opposed to 8-12 hours, because of the power plant closure. (AJ, HA, REU, WAFA 8/18)

Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. The prime minister of Pakistan Imran Khan said that Pakistan would not recognize Israel until the establishment of a Palestinian state acceptable to Palestinians. (HA, HA, REU 8/18; AJ 8/20)

Palestinians in Gaza, East Jerusalem, and the West Bank protested against the UAE’s decision to normalize its ties with Israel. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 Palestinians using rubber-coated bullets and 1 with a tear gas canister to his head. Israeli forces and Palestinians also clashed west of Ramallah with young Palestinians throwing stones and Israeli forces firing live ammunition, rubber-coated bullets, and tear gas; 2 Palestinians were injured by rubber-coated bullets. 7 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Tulkarm, al-‘Amari refugee camp, and Bethlehem. In East Jerusalem, 1 Palestinian family demolished their own home under construction in Silwan. In Gaza, Israel fired missiles and shells at Gaza City, Khan Yunis, and Rafah, causing extensive damage to 7 houses and minor injuries to 4 Palestinians; incendiary balloons were launched from Gaza toward Israel. It was reported that Israeli defense minister Benny Gantz had decided not to allow Qatari aid to enter Gaza as collective punishment for the incendiary balloons landing in Israel. Gantz has also ordered a halt of fuel transfers to Gaza and halved the fishing zone. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, injuring 1 with a rubber-coated bullet. In Israel, Israeli police violently dispersed Palestinian protesters in Jaffa demonstrating against the impending demolition of an 18th century Muslim cemetery. PA president Mahmoud Abbas and chairman of the Hamas politburo Ismail Haniyeh spoke via phone. According to WAFA, Haniyeh expressed Hamas’s support for a collective Palestinian movement. (WAFA 8/13)

Turkish president Recep Tayyip Erdoğan said that Turkey is considering suspending its diplomatic ties with the UAE in light of the UAE’s decision to establish ties with Israel. Oman called the UAE’s decision “historic.” (HA, REU, WAFA 8/14; AJ 8/15)

U.S. congresswoman Betty McCollum (D-MN) introduced a bill co-sponsored by 6 other members of the house which seeks to prohibit U.S. funding for areas annexed by Israel. (WAFA 8/17)

The U.S. lost a bid at the UN Security Council to extend an arms embargo on Iran. 11 members abstained, Iran and China opposed, and the U.S. and the Dominican Republic were the only members voting in favor. Russia called for a world summit to avoid further “confrontation and escalation.” (AJ, HA 8/14; AJ, HA 8/15; AJ 8/17)

In the West Bank, Israeli forces raided Jenin, leading to clashes with Palestinian residents; tear-gas related injuries were reported. Israeli forces also handed stop-work orders for 9 structures, 7 of them residential, in Kafr al-Dik. 4 Palestinians were arrested during raids in and around Ya‘bad and Bethlehem. In East Jerusalem, 2 Palestinians were arrested during raids in Ras al-Amud and the Old City. In Gaza, 1 rocket was fired at Israel; shrapnel from the rocket, which was intercepted, damaged 1 car in Sderot. Israeli forces subsequently fired rockets at a cement production facility and underground infrastructure near Khan Yunis and Rafah; no injuries were reported. Hamas called the Israeli rockets a “clear message of escalation.” Israeli forces also fired live ammunition at agricultural lands east of Khuza‘a; no injuries were reported. 3 Israeli border police officers were arrested on suspicion of assaulting Palestinians and armed robbery on 8 different occasions over a number of months at the Meitar checkpoint south of Hebron. (HA 8/3)

Israeli army officials said Israel had struck targets and probably killed 4 people in Syria after suspecting a group planted explosives near the Israeli-occupied Golan Heights. (REU 8/2; AJ, HA, HA 8/3)

In the West Bank, Palestinians clashed with Israeli soldiers in Hebron, leading to tear-gas related injuries. Israeli forces also seized 4 trucks, claiming they were carrying stolen water from a water pipe near Hebron. Elsewhere, Israeli forces seized 2 excavators near Nablus. 7 Palestinians were arrested during late-night raids in and around Jenin, Tulkarm, al-Fawar refugee camp, and Hebron. In East Jerusalem, 2 Palestinian families demolished their own houses under construction in al-Tur to avoid exorbitant Israeli demolition fees. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles off the coast west of Bayt Lahiya; no injuries were reported. The secretary-general of the Fatah Central Committee Jibril Rajub and the head of the Hamas political bureau Salah al-Arouri held a joint press conference formulating a plan of action to counter Israeli plans to annex parts of the West Bank. The 2 confirmed that the factions have had conversations on the issue previously. The chairman of the Joint List in Israel Ayman Odeh also joined the virtual conference. (AJ, HA, TOI, WAFA 7/2)

The PA finance minister Shukri Bishara said that the PA would cut wages for some 132,000 public employees by 50 percent, but not to less than $507 a month. The PA is facing a financial crisis due to not receiving tax revenue collected by Israel and from the COVID-19 crisis. (REU 7/2)

A fire broke out at an Iranian nuclear facility in Natanz. Iran refused to disclose the reason for the fire, but 3 Iranian officials told Reuters that it was caused by cyber sabotage. Israel’s defense minister Benny Gantz neither denied nor confirmed Israel’s involvement, saying “[n]ot every incident that transpires in Iran necessarily has something to do with us.” (AJ 7/2; AJ 7/3; AJ, REU, REU 7/5; HA 7/11)

In the West Bank, Israeli forces attacked Palestinian protesters throwing stones in Kafr Qaddum by using a bulldozer to push large stones downhill toward the protesters, 1 Palestinian was hospitalized after being hit by 1 of the stones. Israeli forces also violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Beita, Nablus, Jenin, Qalqilya, al-Fawar refugee camp, and Bil‘in, leading to tear-gas related injuries. Israeli armed settlers attacked Palestinians in al-‘Awja, injuring 2 Palestinians who were taken to a hospital in Jericho. Israeli settlers also toured 2 Palestinian villages near Tubas; before the settlers arrived, Israeli forces had sealed off a main checkpoint in the area to prevent the movement of Palestinians. Qatar announced that it would increase its aid to Gaza by $15 million after a meeting between Hamas leader Yahya Sinwar and Qatari envoy Mohammed al-Emadi. Part of the aid package provides some 120,000 Palestinian families in Gaza $100 by the end of February and $24 million would be spent on building a new hospital in Rafah. (HA 2/22)
