An IDF drone makes an air strike on a motorcycle in Rafah, assassinating Islamic Jihad mbr. Muhammad Abu Mu‘ammar and seriously wounding Islamic Jihad’s ‘Abdullah al-Ghalban; Israel alleges the men were responsible for the 3/29 rocket fire toward Israel. The IDF also makes a brief incursion into n. Gaza nr. Bayt Lahiya, firing warning shots at farmers to force them to leave the area, then leveling land to clear lines of sight. Netanyahu warns Hamas that Israel will retaliate if rocket and mortar fire fr. Gaza resumes. Though no rocket or mortar fire is reported during the day, the IDF makes a late-night air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF patrols in 4 villages nr. Jenin, Ramallah, and Tulkarm during the day and 1 nr. Jericho late at night; raids 2 villages nr Qalqilya late in the evening, searching homes for Palestinian youths who allegedly threw stones at troops earlier in the day, arresting 1 teenager. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. In the West Bank, the IDF levels 5 dunams (d.; 4 d. = 1 acre) of agricultural land nr. Salfit; sets up a checkpoint at the entrance to Araqa village nr. A govt.-appointed Israeli panel charged in 2008 with investigating the 7/22/02 assassination of Hamas military leader Salih Shihada in a massive air strike on a residential area of Gaza City that killed 19 bystanders and wounded some 140 (mostly women and children) concludes that the operation was flawed by putting too much emphasis on killing Shihada and not enough on the “risk of harm to uninvolved civilians,” but “did not stem from disregard or indifference to human lives.” (NYT 2/28)

Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. The IDF retaliates with at least 5 air strikes on Hamas and Islamic Jihad targets in Khan Yunis and Rafah, wounding 4 Palestinian civilians (including a baby); in 1 instance, Israeli intelligence units phone the targeted site to warn residents to evacuate, calling a 2d time before the strike to make sure the house is clear (no one is injured in that strike). IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1 Palestinian. With daily antigovernment protests continuing, the head of Bahrain’s banned al-Haq party, seen as the hard-line leader of Bahrain’s oppressed Shi‘i majority, returns fr. exile and is greeted by throngs of supporters, in what is seen as an escalation against the regime. (WP 2/28)

In response to the cross-border exchange on 2/23, Palestinians fire 3 manufactured Grad rockets fr. Gaza into Israel, striking Beersheba for the 1st time since Operation Cast Lead (OCL; 12/27/08–1/18/09), damaging a house but causing no injuries. The IDF retaliates with multiple air strikes on Hamas and Islamic Jihad targets, killing 2 Hamas mbrs. in Rafah and wounding 3 Islamic Jihad mbrs. elsewhere. In the West Bank, the IDF patrols in Qalqilya and 4 nearby villages, in Jericho and 1 nearby village, as well as in 2 villages nr. Salfit and Tulkarm. In Ramallah, up to 1,500 Palestinians rally in support of national unity and an end to the Hamas-Fatah divide, which they say “opens the door for the occupiers to do whatever they want”; though representing Fatah, Hamas, and leftist factions, they show only the Palestinian flag—a rare gesture in recent years. In East Jerusalem, a group of Jewish settlers stabs and beats 2 East Jerusalem Palestinians, killing 1 Palestinian and wounding the other; Israeli authorities confiscate the body of the man killed and return it to the family with orders to hold the burial immediately, with no more than 10 family mrbs. present to prevent rioting (the family complies). In the West Bank, the IDF patrols in 3 villages nr. Ramallah, 2 nr. Qalqilya, and 2 nr. Tulkarm in the afternoon and evening, and in 1 village nr. Qalqilya late at night; conducts late-night arrest raids, house searches nr. Nablus. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 3 Palestinians are injured, and 3 are arrested. (PCHR 2/17; OCHA 2/18)

Early in the day, with massive antigovernment protests expected in Egypt after Friday’s midday prayers, rumors spread that Mubarak has left Cairo for his residence in Sharm al-Shaykh under pressure from the army. Soon after, the Supreme Council of the Egyptian Armed Forces issues communiqué no. 2 indicating that the military is in effective control of the country and will oversee “the peaceful transfer of authority . . . towards a free democratic community that the people aspire to,” and pledging not to take action against protesters for demonstrating against the government. Timed with lateevening prayers, VP Suleiman confirms that Mubarak has “decided to relieve himself of his position as president and the supreme military council has taken control of the state’s affairs,” ending the 82-yr.-old leader’s 30-yr. rule. In Gaza, 1,000s of Hamas supporters rally to celebrate Mubarak’s fall, calling on the next Egyptian government to open the Rafah border and reconsider Egypt’s relations with Israel. In the West Bank, the PA continues to bar rallies in solidarity with Egyptian protesters, but 100s of Palestinians spontaneously honk horns and cheer in the streets when news of Mubarak’s exit broadcast. (NYT 2/12)

Amid concerns that the Mubarak regime in Egypt might fall, Israel begins internal discussion of possibly reclaiming control of the Philadelphi Corridor along the Rafah-Gaza border and significantly increasing the military budget and expanding the IDF to defend against any threat fr. Egypt. In Gaza City, around 1,000 Hamas supporters hold a rally outside Egypt’s mission offices in solidarity with Egyptian protesters. In the West Bank, the IDF patrols in 5 villages nr. Qalqilya, 2 nr. Tulkarm, 1 nr. Ramallah, and 1 nr. Jenin; in 2 incidents they are confronted by stone-throwing youths and respond with rubber-coated steel bullets, tear gas, and percussion grenades, causing no serious injuries. In light of domestic security concerns, Egypt seals its border with Gaza, causing almost all trade through the smuggling tunnels along the Rafah border to cease, sparking hoarding by Gazans. Hamas authorities assure the public that it has enough fuel and food stockpiled to last several days, warning merchants against hiking prices. OCHA however—noting that Israel continues to cut off all industrial fuel imports to Gaza for a 3d week making Gaza all the more reliant on smuggled fuel—expresses concern that fuel shortages will quickly become a problem, affecting the ability of municipal authorities to provide electricity, water, and sewage treatment. Meanwhile, Hamas officials in Gaza report that at least 8 Hamas mbrs. jailed in Egypt are among those freed during prisons breaks and rioting across Egypt in recent days; at least 2 have already returned to Gaza through smuggling tunnels on the Rafah border. In the West Bank, the IDF patrols in a village nr. Tulkarm during the day; conducts late-night arrest raids, house searches in Hebron and nr. Jenin and Qalqilya (warning the mayor of Jayyus that his house would be turned into an IDF post if stone-throwing at troops fr. the village continued). (AFP, MNA 1/30; PCHR 2/3; OCHA 2/4)

With major protests (10,000s) in Egypt continuing unabated and a “march of millions” called for 2/1, the Obama admin. calls on Mubarak to facilitate an “orderly transition” to a more representative government but does not explicitly call on him to resign, with Secy. Clinton stressing “we are not advocating any specific outcome,” but “it needs to be done immediately.” France and Germany issue similar statements. Joint Chiefs of Staff head Adm. Mike Mullen phones Egyptian military chief of staff Gen. Sami Anan to express “his appreciation for the continued professionalism of the Egyptian military” in refusing to engage protesters. Amid signs that Mubarak’s regime might really topple, Egypt’s organized opposition parties, including the Muslim Brotherhood, huddle for most of the day to discuss whether they could project a united front to provide direction and leadership to the popular protests, choosing opposition figure and fmr. IAEA head Muhammad El-Baradei (as a nonthreatening figure to the West) to represent the opposition in negotiations with the government over a transition and naming 10 persons they would delegate to an interim unity government. But when El-Baradei speaks in Tahrir Square in the evening, demonstrators reject him, saying the opposition parties do not represent them. Fearing that outside forces could begin smuggling weapons into the country to back an overthrow, Egypt seals the Gaza border indefinitely and, with Israel’s permission, moves 2 battalions (800 soldiers) into the Sinai for the 1st time since the 1979 peace treaty was reached, requiring the area to be a demilitarized zone. Israeli officials hold nearly around-the-clock strategy meetings to discuss the implications for Israel if Mubarak’s government falls, fearing that Mubarak’s overthrow could strengthen Hamas in Gaza and destabilize Jordan, but seeing Mubarak’s appointment of Suleiman, who has overseen Israeli-Hamas prisoner release talks, as a hopeful sign. IDF chief of staff Gabi Ashkenazi warns that the tension along the Gaza border is “fragile and explosive,” adding that while small Palestinian groups seem to be behind the recent rocket fire, Israel will hold Hamas responsible. In the West Bank, the IDF demolishes a Palestinian home in al-Nu‘man village nr. East Jerusalem’s Har Homa settlement (Jabal Abu Ghunaym), firing tear gas and beating Palestinians who attempt to stop the demolition, moderately injuring 1; the family had already been fined more than $13,500 for building without a permit. IDF troops also patrol in Silat al-Harithiyya nr. Jenin in the afternoon, firing tear gas at stone-throwing Palestinians who confront them and then raiding several Palestinian homes, summoning 1 Palestinian for questioning. Gaza toward Israel, with at least 9 landing inside Israel, causing no damage or injuries. Late at night, in response to the recent increase in Palestinian rocket fire, the IDF makes an air strike on a manned Hamas facility in Khan Yunis, injuring 2 IQB mbrs., marking Israel’s 1st targeting of an occupied Hamas facility since OCL ended in 1/2009. Hrs. later, the IDF carries out 6 more air strikes targeting 2 suspected tunnels nr. the border. Targets include Bayt Lahiya and Jabaliya in n. Gaza (hitting a poultry farm, killing 1,800 chickens), 3 smuggling tunnels on the Rafah border, and 2 alleged Hamas military sites in s. In retaliation for Israel’s assassination of an AOI mbr. on 11/3, the PRCs fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response, the IDF makes 2 air strikes destroying a smuggling tunnel on the Rafah border (causing no injuries) and hitting a Hamas target in Khan Yunis (lightly injuring 1 Palestinian in a home nearby). In the West Bank, the IDF patrols without incident in 2 villages nr. Qalqilya, 1 nr. An explosion inside a Hamas security compound in Rafah damages more than 30 houses, 4 schools, and 1 clinic nearby, injuring 26 Palestinian civilians (including 18 children, 15 of whom were inside their classrooms), mostly by flying glass; the reason for the explosion is unclear. The IDF makes a brief incursion into s. Gaza e. of Khan Yunis to level land along the border to clear lines of sight, firing on surrounding areas to keep Palestinians away, seriously wounding a 65-yr.-old Palestinian harvesting olives 1,000 m away. In the West Bank, the IDF raids a coal plant nr. the separation wall w. of Jenin, confiscating 40 tons of wood and sealing the building, saying that local Jewish settlers claimed it was a nuisance; makes a daytime incursion into Barta‘a nr. Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), takes responsibility for shooting at a Jewish settler vehicle driving nr. Hebron (in area C, under full Israeli control, where the PASF is not allowed to operate), killing 4 Jewish settlers, including a pregnant woman, marking the deadliest West Bank attack on Israelis in more than 2 yrs. and the first staged by Hamas since before the 1/2006 elections. Both Abbas and Netanyahu say the attack should not derail peace talks. The YESHA settlement council vows to renew construction in West Bank settlements immediately, before the temporary freeze ends, to demonstrate Israelis’ “resolve against terrorism.” Following the attack and throughout the night, the IDF seals the entrances to Hebron, Halhul, and al-Fawar r.c. and imposes a curfew on nearby Bani Na‘im village, raiding and searching homes and detaining Palestinians with suspected connections to Hamas. Meanwhile, Jewish settlers implementing their “price-tag” doctrine to punish Palestinians for any state acts against settlers, beat Palestinian farmers working their land nr. Emanuel settlement nr. Salfit and stone Palestinian vehicles traveling on the Nablus–Qalqilya road (2 separate incidents) as well as on a road bypassing Yitzhar settlement nr. Nablus. Jewish settlers fr. Kiryat Arba in Hebron attempt to break into a nearby Palestinian home but are prevented by the IDF. Late at night, the IDF patrols 2 villages nr. Salfit; no incidents are reported. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that in the previous wk. 3 Palestinians were killed in 2 separate tunnel collapses on the Rafah border. IQB mbrs. fire 1 manufactured Grad rocket fr. Gaza into Israel, striking nr. Ashqelon, causing damage but no injuries, marking a serious escalation; the last time Ashqelon was hit by Palestinian rocket fire was in 2/09. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 1 Palestinian and 1 international activist. Jewish settlers fr. Brakha nr. Nablus set fire to 100 olive trees and large tracks of agricultural land; IDF soldiers initially fire tear gas and stun grenades at Palestinian civil defense workers who attempt to put out the fire, but finally let the firefighters pass more than half an hour later, after the PA liaison dept. intervenes. As announced on 6/1, Egypt opens its side of the Rafah border in both directions to Palestinian medical cases, students, other humanitarian cases with proper travel documents, as well as to foreign passport holders; 1,000s of Gazans stream to the border crossing in hopes of reaching stores in Egyptian Rafah, but Hamas and Egyptian officials allow fewer than 500 out and fewer than 600 in the first day. (The crossing remains open continuously through the end of the quarter, but average daily numbers allowed to cross are slightly lower than these, with Egypt denying entry to a significant number of Palestinians approved for exit by Hamas.) Twice during the day, IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials inside the Erez industrial zone, wounding 1 Palestinian. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts evening arrest raids in al-Ma‘sara. The U.S. summons Israeli amb. Michael Oren and national security advisor Uzi Arad to a 4-hr. mtg. at the White House to discuss how to “contain fallout” fr. the flotilla raid and to find ways for Israel to ease the siege of Gaza without harming Israeli security. Separately, U.S. Secy. of State Hillary Clinton phones Israeli DM Ehud Barak to urge Israel to be very careful about what it says and does in the coming days to defuse the situation as quickly as possible. In light of the 5/31 flotilla incident, Egypt says it will open its border with Gaza indefinitely as of 6/2 for unlimited travel for humanitarian purposes, though import of goods will remain restricted per Israeli demands. Overnight, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing damage but no injuries. As the quarter opens, Israel’s siege of Gaza continues, with Israel barring all exports, most imports except limited humanitarian and consumer goods and small amounts of construction materials for UN-supervised projects, and most crossborder transit by individuals (with very limited exceptions for extreme medical cases, VIPs, and international NGO workers). The Israel Defense Forces (IDF) enforces a 300-meter-deep no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya and Rafah coasts, and 3 nautical miles elsewhere. In the West Bank, the IDF raids Palestinian municipal inspector offices in al-Gazzazin in Hebron’s old city, sealing the office and evicting the staff (unarmed police who maintain public order); fires tear gas to disperse Palestinian, Israeli, and international activists conducting a nonviolent march to the separation wall outside Bayt Jala nr. Bethlehem, arresting 8 demonstrators. In Gaza, batonwielding, Hamas-affiliated police beat and evict Palestinians fr. at least 25 homes in s. Khan Yunis, and a metal workshop in Gaza City in retaliation for the fatal 3/18 rocket strike; 2 Palestinian civilians are wounded in Rafah. After unidentified Palestinians fire another Qassam rocket into Israel during the day (causing no damage or injuries), the IDF carries out air strikes on a Hamas facility nr. Dahaniyya airport (11 Palestinians injured) and on smuggling tunnels on the Rafah border (injuring 14). In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Budrus village nr. Ramallah (1 Palestinian injured; 3 Palestinians, including 2 journalists arrested), Dayr Nizam/ al-Nabi Salih (11 Palestinians injured), and Ni‘lin (10s suffer tear gas inhalation); protesters in Ni‘lin throw stones at IDF troops, but the other demonstrations are nonviolent. Palestinians also demonstrate against the separation wall at the Qalandia checkpoint, setting fire to tires and throwing stones and bottles at IDF troops, who respond with rubber-coated steel-bullets, injuring 3 and arresting 1. The IDF also carries out late-night arrest raids, house searches in Qalandia r.c. nr. Ramallah. Jewish settlers burn a wooded area of Palestinian land nr. Bet Ayn settlement nr. Hebron. At a meeting in Moscow, the Quartet issues a strong statement “condemning” Israel’s Ramat Shlomo construction plan, “recalling that the annexation of East Jerusalem is not recognized by the international community,” and reiterating that Israel was obligated irrespective of Palestinian reciprocity to “freeze all settlement activity, including natural growth, dismantle outposts erected since March 2001; and to refrain from demolitions and evictions in East Jerusalem.” (WP 3/19, 3/20; NYT 3/21)

Biden wraps up his trip to Israel with a big speech to the Israeli public at Tel Aviv University, underscoring American solidarity with Israel. He reiterates U.S. disapproval of the Ramat Shlomo housing plan because it “undermined the trust required for productive negotiations,” but accepts what he calls “significant” assurances from Netanyahu that the construction will not break ground for years, expressing hope that negotiations would “resolve this and other outstanding issues” before construction could begin. He then heads to Jordan. Separately, Netanyahu issues a statement apologizing for the “unfortunate timing” of the Ramat Shlomo announcement, but notably not apologizing for the construction itself. At the same time, Israel’s Jerusalem municipality announces plans to build 1,000s of settlement housing units e. and s. of Jerusalem in areas Israel intends to keep under final status, including 3,000 units each in Gilo and Givat Matosim, 1,500 units each in Har Homa and Pisgat Ze’ev, 1,200 units in Ramot, 600 in Armona Netseev, 450 in Neve Ya’acov, and 144 in Olive Mount. Late in the evening, the IDF patrols in Ramallah, firing rubber-coated steel bullets at stonethrowing Palestinian youths who confront them, causing no injuries; carries out latenight house searches in Jenin town and r.c., making no arrests. In Gaza, the littleknown Salafist group Ansar al-Sunna fires a Qassam rocket into Israel, causing no damage or injuries but marking the 1st incidence of rocket fire since 2/12. Later in the day, unidentified Palestinians fire 2 more Qassams toward Israel, but they land harmlessly inside Gaza. Late at night, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. Gaza’s Hamas-run government bans male hairstylists fr. working in women’s beauty salons; analysts (e.g., WT 3/5) view it as evidence that Hamas is coming under increasing pressure from radical Islamist groups to prove its Muslim credentials. After 2 days of intensive talks and a meeting that stretches overnight, Netanyahu is unable to secure cabinet approval for a German deal endorsed by Hamas to release some 1,000 Palestinian prisoners for the release of captured IDF soldier Cpl. Gilad Shalit. DM Barak tells the press that freeing Shalit is still a “top priority” but “not at any price.” (WP 12/22; WT 12/23; JPI 1/1)

Egyptian security officials acknowledge that they are building an underground steel barrier along the Rafah border to prevent smuggling. In the West Bank, the IDF ceases permanent staffing of the major Bayt Ibia checkpoint at the w. entrance to Nablus (established in 2001), easing Palestinian access to the city; conducts latenight house searches nr. Hebron, making no arrests; makes late-night arrest raids in Qalqilya. Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. The IDF retaliates with air strikes on 2 suspected weapons factories and a smuggling tunnel on the Rafah border, injuring 8 Palestinians (2 seriously, 2 moderately, 4 lightly) and damaging another 2 factories and 4 homes nearby. Hrs. later, Hamas announces that it has secured renewed pledges from all Gaza factions to halt all rocket and mortar fire toward Israel, to preserve the stability in Gaza and prevent further Israeli retaliation, though the factions say they will respond to any IDF incursion into Gaza. New York State assemblyman Dov Hikind leads a delegation of 50 Jewish Americans to lay the cornerstone of a new settlement housing project (Nof Zion) in the Palestinian neighborhood of Jabal Mukabir in East Jerusalem (see Quarterly Update for details). Meanwhile, the IDF demolishes a Palestinian home and store in Issawiyya (14 residents) on the outskirts of Jerusalem, 4 Palestinian structures in other Arab areas of East Jerusalem, including Silwan. In the West Bank, the IDF searches greenhouses nr. Jenin, looking for unlicensed wells; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin. Also in East Jerusalem, an Israeli youth stabs, wounds a Palestinian laborer in Ramat Eshkol settlement. The IDF also makes 2 incursions into s. Gaza nr. Abasan and Khuza to bulldoze land along the border fence, clearing lines of sight. Late in the day, unidentified Palestinians fire a rocket into Israel, causing no damage or injuries. In response, the IDF makes air strikes on 2 smuggling tunnels along the Rafah border (injuring 1 Palestinian) and on a Hamas training site in Khan Yunis (destroying 2 structures). As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)
