In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Birin and al-Twana. Israeli forces shot and killed 1 Palestinian child during a raid in Aida refugee camp. Israeli forces also shot and injured 1 Palestinian during a raid in Ya’bad. In Hebron, Israeli forces punitively demolished the family homes of 2 Palestinians accused of killing an Israeli settler in August. 50 Palestinians were arrested during late-night raids in and around Hebron, Beit Fajjar, al-Arroub refugee camp, Bethlehem, Aida refugee camp, Dheisheh refugee camp, Jaba’, and Jalazone refugee camp. 1 Israeli soldier wounded near the Itamar settlement on 11/8 succumbed to his injuries. In Gaza, Israeli airstrikes killed 260 Palestinians and injured 590 others. Israel bombed al-Shifa Hospital, killing at least 13, and bombed the Indonesian and al-Rantisi Children’s hospitals, causing damage. Israeli snipers opened fire at al-Quds Hospital’s ICU unit, killing 1 and injuring 28, mostly children. Israeli airstrikes on al-Buraq School north of Gaza City killed more than 50 people sheltering there. Israel claimed its forces assassinated Hamas members Ahmed Musa, Omar Alhandi, and Muhammad Khalot in Jabalia refugee camp. Rockets were fired from Gaza, injuring 2 in Tel Aviv. In Eliat, a drone reportedly launched from Syria hit a school, lightly injuring 1. Near the Blue Line, 5 Israeli soldiers were injured by anti-tank fire and a drone. The Gaza Ministry of Health said at least 11,078 Palestinians have been killed, including 4,506 children and 3,027 women, and 27,490 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 174 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,552 people have been injured. Israel adjusted the Israeli death toll from 10/7 from 1,400 to 1,200, including 33 children. 5,431 people have injured since 10/7. 42 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Around 30,000 people fled northern Gaza to the south. No one was evacuated from Gaza to Egypt. The Indonesian Hospital said it had stopped all surgeries due to a lack of fuel and Israeli attacks. Al-Shifa Hospital director Muhammad Abu Salmiya called Israeli claims that the hospital hosts Hamas fighters and infrastructure “utter lies,” saying UN personnel frequent the hospital and could attest to this. Al-Haq, Al Mezan, and the Palestinian Human Rights Campaign sent a letter to the ICC saying Israel is committing “war crimes and crimes against humanity, including genocide and incitement to genocide.” (REU 11/10)

Israeli prime minister Benjamin Netanyahu said in a speech to Israelis living near Gaza that Gaza will be under total Israeli security control when Israel has eliminated Hamas. (AP, HA, HA, REU 11/10)

Saudi crown prince Mohammed bin Salman condemned Israeli attacks on Gaza at the African-Saudi summit in Riyadh. A joint statement by the participating countries said Israeli attacks needed to stop and called for an end to the occupation. (REU, WAFA 11/10)

U.S. secretary of state Antony Blinken said Israeli airstrikes have killed “far too many” Palestinians, saying Israel has taken steps to minimize civilian casualties but that it was not nearly enough. (AP, AP, AX, HA, NYT, REU, REU 11/10)

French president Emmanuel Macron said there was no justification for Israel’s killing of civilians in Gaza, urging Israel to stop and calling for a ceasefire. In response, Prime Minister Netanyahu placed the blame for civilian death on Hamas, insisting on calling the group “Hamas-ISIS” several times. In the West Bank, Israeli forces shot and critically wounded 1 Palestinian man at the Gush Etzion junction near Bethlehem, claiming that the man had tried to stab an Israeli soldier with a screwdriver; a video showed how Israeli soldiers prevented a medic from treating the Palestinian man. Israeli forces also demolished 1 parking lot near the separation barrier west of Deir al-Ghusun. 10 Palestinians were arrested during house raids, including 3 close relatives of 1 of the Palestinian prisoners who escaped the Gilboa prison on 9/6 in and around Abu Njeim, Aida refugee camp, Dheisheh refugee camp, al-Yamun, Kafr Dan, Qalqilya, Ni‘lin, and Jericho. In East Jerusalem, 3 Palestinians were arrested during late-night raids in al-Tur and Silwan. In Gaza, Israeli forces made incursions and leveled land near Beit Lahiya. In West Jerusalem, Israeli forces shot and severely injured 1 Palestinian man from the West Bank after he stabbed 2 Jewish people near the Jerusalem central bus station; both stabbing victims were said to be in stable condition. The Palestinian prisoner leadership said that 1,380 Palestinian prisoners in Israeli jails would go on hunger strike on 9/17 to protest the collective punitive measures introduced by Israel after 6 Palestinians escaped Gilboa prison on 9/6 (see 9/8). (HA, WAFA, WAFA 9/13; AJ, JP, PCHR 9/14)

After rumors that tips from Palestinians in Israel had led to the capture of 4 of the 6 Palestinians who escaped from Gilboa prison on 9/6, PA prime minister Mohammed Shtayyeh called for national unity. Prime Minister Shtayyeh said that “[t]he occupation authorities are trying to divide us from our brothers, and we need to strengthen the connection.” Shtayyeh also called on the UN to ensure that the prisoners are not tortured as rumors were circulating that at least 1 of the prisoners had been subjected to severe torture, leading to hospitalization. The PA instructed the Central Elections Committee to prepare for local council elections on 12/11. Political fractions in Gaza later rejected the elections after a meeting on the subject, saying that national election must precede local elections. (WAFA 9/14; MEMO 9/17; MEMO 9/21)

The New York Times detailed that a report by the International Atomic Energy Agency suggests that Iran is within 1 month of having enough material to build 1 nuclear warhead. It was also reported that manufacturing the warhead would take much longer. The reporting suggested that Iran was enriching the nuclear material to weapons grade to pressure the U.S. in the renewed Iran deal negotiations. (NYT 9/13; HA 9/14)

In the West Bank, Israeli settlers marched across the West Bank to protest the presence of Palestinians living in Area C, closing off much of Area C to Palestinians. Most of the marches were directed toward the Evyatar settlement outpost, which Israeli settlers are trying to rapidly expand to prevent the new Israeli government from evacuating it. Israeli forces violently dispersed Palestinian protesters in al-Wad, leading to tear-gas related injuries. Israeli forces also delivered stop-work orders for 2 houses in Idhna and a demolition order for a 2.2-mile-long electric power line near Hebron. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 6th day in a row. 15 Palestinians were arrested during late-night raids in and around Bayt Liqya, Tulkarm, Zababdeh, Kafr Qaddum, Aida refugee camp, and Bayt Umar; during the raid in Bayt Umar, Israeli forces violently dispersed Palestinian protesters, leading to tear-gas related injuries. PA forces arrested prominent Israel and PA critic Issa Amro; Amro was later released in the morning of 6/22. In East Jerusalem, 1 firebomb caused minor damage in Shaykh Jarrah; Israeli police arrested 2 Palestinian minors suspected of throwing it. Subsequently, 1 Israeli setter used pepper spray on Palestinians in the area, and other Israeli settlers and Palestinians threw lawn furniture at each other. Palestinians were also said to have shot off firecrackers at Israeli settlers. Israeli forces violently dispersed Palestinians in the area, injuring 20 with rubber-coated bullets and tear gas. Israel continues to prevent Palestinians not living in Shaykh Jarrah from entering while all Jewish Israelis are allowed to enter. Israel allowed a small amount of agricultural and textile products to be exported from Gaza for the 1st time since 5/8. Israel still maintains an even stricter blockade of Gaza than before “Operation Guardian of the Walls” in May. Gaza’s Pepsi factory, for example, sent home all its employees on 6/20 due to running out of carbon dioxide gas and syrup, which it has been unable to secure due to the Israeli blockade. Israel’s defense minister Benny Gantz signed an administrative detention order against a Palestinian citizen of Israel from Lydda. The man is the 3d Palestinian citizen of Israel with orders signed to be put in administrative detention since the middle of May. 12 Palestinian residents of East Jerusalem have also had administrative detention orders signed against them. 13 other Israeli citizens are held in administrative detention but with no order signed against them. It was unclear if any of the 13 were Jewish Israelis. (HA 6/23)

Hamas’s Yahya Sinwar said that a meeting with the UN special coordinator for the Middle East peace process Tor Wennesland had gone poorly and that he would consult with the Hamas military wing to find a response to Israel’s continued tightening of its blockade after the latest escalation between Israel and Hamas in May. Sinwar and Wennesland met to discuss how the UN could mediate to strengthen the Hamas-Israel ceasefire. (HA 6/21; AJ 6/22)

In the West Bank, Israeli settlers set up sheds in Dayr Istya. Israeli settlers with military escort vandalized property in Burqin and Israeli forces attacked Palestinians when they tried to fend off the settlers, injuring 2 with rubber-coated bullets. Israeli forces also shot and killed 1 Palestinian child and wounded dozens of others during a protest at a checkpoint in Bil‘in; Israel said that 2 Israeli soldiers were lightly injured. Elsewhere, Israeli forces shot and killed 1 Palestinian in Hebron, saying he was going to attack the soldiers. Israeli forces also violently dispersed Palestinian protesters in Ramallah, killing 2 and injuring 64. Separately, Israeli forces violently dispersed Palestinian protesters in Qalqilya, injuring 12 with live ammunition and 20 with rubber-coated bullets; others suffered tear-gas related injuries. The casualties included: 1 in an air strike a house south of Gaza City; 1 of a heart attack during heavy bombardment of Rafah; and 1 Palestinian infant succumbed to her wounds sustained on 5/11 during an air strike on Gaza City that killed her father, mother, and sister. In Israel, Israeli police shot and seriously injured 1 Palestinian-Israeli minor who was sitting in a car with friends in Umm al-Fahm. Rockets fired from Gaza killed 2 Thai citizens working at a factory in Moshav Ohad, raising the Israeli death toll to 12. Israel also said it had destroyed 7.5 miles of Gaza tunnels overnight. 1 drone of unknown origin was shot down by Israeli forces near the northern part of the Israeli-Jordanian border. The Israeli high court of justice ruled that 1 Israeli settler must stop cultivating 170 dunams (42 acres) of land near Turmus ‘Ayya, saying the cultivation is illegal. The court, however, refused to rule on the ownership of the land, stating that the 8 Palestinian petitioners must obtain permission to farm the land from a different body as the court does not consider itself the proper venue for the question. Israel’s Channel 12 said that an Egyptian truce proposal calling for an end to violence from 6 a.m. on 5/20 had been agreed to by Hamas. (AJ 5/19)

The Israeli police commissioner Kobi Shabtai was criticized by the public security minister Amir Ohana for saying that there “were terrorists from both sides [Jewish-Israeli and Palestinian-Israeli] and we will bring every one of them to justice.” (HA 5/18)

After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. Israeli forces shot and killed 1 Palestinian using live ammunition during a Nakba Day protest in Zeita, near Tulkarm. Israeli forces also violently dispersed Palestinian protesters in Aida refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Tura, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinian protesters at a checkpoint near Huwwara, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries. In Israel, rockets from Gaza hit 1 house in Ashdod and damaged 5 vehicles in Ashkelon; no injuries were reported. Israel’s defense minister Benny Gantz extended the state of emergency in Lydda for 48 hours. Israel arrested 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, saying he had made incendiary remarks about Israel’s attacks on al-Aqsa Mosque. 28 people were wounded in a subsequent protest in Kafr Kana where he was arrested, including many by Israeli live ammunition. 8 Palestinian-Israelis were arrested in Taiba and Qalansawe. 2 Jordanian citizens were arrested in Gilboa after having crossed from Jordan into Israel. 28 U.S. Democratic senators, led by Jon Ossoff (D-GA), called for an immediate ceasefire “[t]o prevent any further loss of civilian life and to prevent further escalation of conflict in Israel and the Palestinian territories.” (HA, NYT 5/17)

At a UN security council (UNSC) meeting on Israel-Palestine, UN secretary-general António Guterres said that the situation was “utterly appalling,” calling for an immediate ceasefire. He said the UN is actively involved in facilitating a ceasefire. This was the 3d time in a week that the UNSC met about the situation and the 3d time the U.S. stalled any joint statement. The Organisation of Islamic Cooperation called for an immediate halt of Israeli attacks on Gaza and “systematic crimes” against Palestinians. Saudi Arabia also condemned Israel’s “fragrant violations” of Palestinian rights. Pope Francis, for the 2d Sunday in a row, denounced the escalation of violence in Israel and Palestine, saying that the death of children was a “sign that they don’t want to build the future but want to destroy it.” (HA 5/16; WAFA 5/17)

In the Gaza Strip, the IDF and armed Palestinian groups largely hold to the new 5-day cease-fire, though Palestinians fire 8 rockets into Israel and IDF troops conduct a number of air strikes. Meanwhile, 3 Palestinians die of injuries sustained earlier in the Israeli assault. In the West Bank, IDF troops shoot and injure a Palestinian in Aida r.c. in Bethlehem during an arrest raid. The IDF conducts house searches and arrest raids in 1 village each nr. Hebron and Salfit at night; patrols in 3 villages nr. Hebron and al-Fara‘a r.c. nr. Tubas during the day. A Jewish settler runs over a Palestinian nr. Salfit and kills him. In East Jerusalem, Israeli security forces arrest dozens of Palestinians in Silwan, Shu‘fat, and the Old City, taking the number of those detained since the murder of Abu Khdeir to more than 600. Upon his arrival in Gaza from Cairo, Hamas official Khalil al-Hayya says that there is “still a real chance to clinch an agreement” for a longer-term deal. An unnamed Egyptian official tells Haaretz that “the emerging agreement will be the most detailed that has been signed between Israel and the Palestinians since the Oslo accords” and that, if successful, it “would set up a new framework of relations between Israel and a Palestinian govt., because without it there will be no way to implement the agreement’s clauses.” Islamic Jihad official Ziad al-Nahla, in Cairo for the talks, says that the long-term cease-fire is a “done deal.” (AFP, AP, HA, JP, MNA, REU, YA 8/14)

As Operation Pillar of Defense continues, the IDF carries out air strikes on 133 targets across Gaza, killing 31 Palestinians, including several children, bringing the Palestinian death toll to 146. The IDF says that those killed include 18 Islamic Jihad and Hamas fighters. IDF air strikes kill 3 Palestinian journalists, attacks condemned by Reporters Without Borders. Palestinian armed groups fire 140 rockets into Israel, killing 1 IDF soldier and 1 Israeli Defense Ministry contractor, bringing the Israeli death toll to 5. In addition, 2 Israelis are wounded by a rocket strike on a building in s. Israel. The Iron Dome intercepts 51 rockets. U.S. secy. of state Hillary Clinton meets with Israeli PM Netanyahu in Jerusalem to urge Israel to deescalate the situation in Gaza. At the press conference afterward, she says that the U.S. is pleased with the success of the Iron Dome defense system. In Cairo, Hamas chief Mishal and Islamic Jihad chief Shalah meet with Egyptian intelligence chief Raafat Shehata in an effort to finalize details of a cease-fire agreement with Israel. Egyptian sources hope that a deal will be signed in Cairo on 11/21 and will include not only an immediate cease-fire, but more long-term negotiation of an easing of Israel’s Gaza blockade. The UN Security Council (UNSC) convenes to discuss the situation in Gaza and Israel but does not come to any conclusions. Arab League secy.-gen. In the West Bank, Palestinians clash with IDF forces at the funerals in Hebron and al-Nabi Salih for the 2 Palestinians killed (see 11/19) in demonstrations against Israel’s Operation Pillar of Defense.
