In the West Bank, Israeli settlers vandalized an irrigation pond in Bayt Dajan. Israeli forces shot and killed 1 Palestinian during a late-night raid in al-Fara‘a refugee camp, claiming he threw an incendiary device at the forces during the raid. Israeli forces also shot and injured 1 Palestinian riding a motorbike in Nablus. Elsewhere, Israeli forces demolished agricultural structures in ‘Anata and delivered demolition notices against a wedding hall, a ceramic shop, a factory, and 2 car repair shops in Deir Sharaf. 20 Palestinians were arrested during late-night raids in Silwad, Kafr Ein, Dura, Hebron, Nablus, Beita, al-Fara‘a refugee camp, Ya‘bad, Qalqilya, and Tulkarm. In response to U.S. requests for Israel to change its rules of engagement as a measure of accountability for the killing of Shireen Abu Akleh on 6/11, Israel’s prime minister Yair Lapid said “no one will dictate open fire regulations to us when we are fighting for our lives.” Prime Minister Lapid further said of the killing of Abu Akleh that he would “not allow them to put an IDF soldier on trial who defended himself against fire from terrorists, just to receive a round of applause from the world.” Several independent investigations have found that no gunfire was detected around the Israeli soldiers who killed Abu Akleh. In the West Bank, an Israeli settlement security vehicle was reportedly hit by 3 bullets near Deir Sharaf; no injuries were reported. Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Beit Umar. Israeli forces also violently dispersed a sit-in demonstration near Tulkarm, where Palestinians protested Israeli settler attacks in the area; tear-gas related injuries were reported. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 18 with tear gas. In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan, displacing 10. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. In the West Bank, Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Jenin refugee camp where Islamic Jihad commander Bassam al-Saadi was arrested after being shot and injured; 2 others were also arrested during the raid at al-Saadi’s home. A general strike was declared in Jenin after the killing and arrests. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 22 with baton rounds and 75 others with tear gas. Elsewhere, Israeli forces delivered stop-work orders for 3 houses and 1 demolition order for a house in Kafr ad-Dik. Haaretz reported that Egyptian military intelligence officials were meeting with leaders of militant factions in Gaza to prevent a response to the arrest to Islamic Jihad commander al-Saadi (see above). Israeli defense minister Benny Gantz ordered Israeli police and military forces to prevent followers of the Nachala settlement organization from setting up settlement outposts in the West Bank, as the organization had publicly announced its plans to erect settlement outposts for months. In the West Bank, Israeli settlers and soldiers violently dispersed Palestinian and Israel activists during a tree-planting event in the Masafer Yatta area. Israeli forces shot and killed 1 Palestinian man during a raid in Jenin. Israeli forces also demolished 2 agricultural structures and razed a road used for agricultural purposes in Anzah, vending stalls near the al-Jalamah checkpoint, and 4 shacks and 3 agricultural structures in ‘Anata. Elsewhere, Israeli forces notified 6 Palestinian families in Khirbet Humsa that they must leave their homes from 7/4 to 7/7 between 7am and 11pm while Israeli forces conduct military exercises in the area. 13 Palestinians were arrested, including 12 during late-night raids in Silwad, Nablus, Jenin, and Azza refugee camp, and 1 at a flying checkpoint in ‘Azzun. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. Israel’s prime minister Naftali Bennett told members of his party Yamina that he will not be running for the next Israeli elections. The parent company of Ben & Jerry’s, Unilever, said it had sold its Israeli business interests to the Israeli company American Quality Products Ltd, allowing the Israeli company to use the Ben & Jerry’s name to sell ice cream in Israel and Israeli settlements. Ben & Jerry’s released a statement saying it disagreed with Unilever’s decision. American Quality Products had earlier this year announced that it was suing Ben & Jerry’s and Unilever over Ben & Jerry’s decision to stop selling its ice cream in Israeli West Bank settlements and ending its licensing deal with American Quality Products to produce its ice cream in Israel. In the West Bank, PA security forces, dressed in civilian clothes, violently dispersed Palestinian students and staff protesting the dismissal of 10 students from the Islamic bloc and 5 employees at An-Najah National University in Nablus, causing several injuries from beatings and pepper spray. The Iranian news agency Tansim said 1 of its Palestinian reporters was abducted by Palestinian gunmen while covering the events before being beaten and warned against writing negatively about the PA. Israeli settlers threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli settlers also vandalized 8 olive trees in Qaryut. Israeli forces evicted 4 Palestinians from their land in Wadi Fukin. 12 Palestinians were arrested during late-night raids in Ramallah, Tuqu‘, Bethlehem, Surif, al-Tabaqa, Nablus, Far‘un, Rumana, and Aqabat Jaber refugee camp; Israeli forces violently dispersed Palestinians protesting the raid in Nablus, injuring 2 with shrapnel. EU commission president Ursula von der Leyen announced that the frozen $224 million in economic aid to the PA from 2021 had been unfrozen and would be transferred to the PA. The announcement came ahead of a meeting between President von der Leyen and PA prime minister Mohammed Shtayyeh in Ramallah. Von der Leyen later met with Israeli prime minister Naftali Bennett and president Isaac Herzog. The EU funding to the PA was frozen due to 1 Hungarian commissioner’s concern over “incitement” in PA schoolbooks. Prime Minister Shtayyeh also met with his Italian counterpart Mario Draghi. Israel’s deputy religious affairs minister Matan Kahana of the Yamina party was filmed telling Israeli high schoolers in the Efrat settlement that “if there was a button that could be pressed, that would remove all the Arabs from here, send them on an express train to Switzerland—where they would live an amazing life, I wish them all the best in Switzerland—I would press that button. . . . there is no such button. We were probably meant to [co]exist here on this land in some form,” Palestinian members of the Israeli parliament attacked Kahana for his remarks and he later apologized for wording his statements poorly. The U.S. White House expressed concern over negotiations between the Israeli spyware company NSO Group and the American defense contractor L3Harris for the latter to buy technology from the former. The deal would see NSO Group removed from the U.S. department of commerce’s blacklist and would transfer NSO’s clients in the U.S., UK, Australia, Canada, and New Zealand, and possibly EU and NATO countries to L3Harris. The New York Times later reported that the negotiations had collapsed after they were made public and that U.S. intelligence officials had backed L3Harris’s potential acquisition of NSO Group. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Nablus. Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. Foreign minister Yair Lapid said the development “opens a new door for us to warm ties [with Qatar].” Israel is not qualified for the World Cup in Qatar. (MEE, REU 6/9)

The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. In the West Bank, Israeli settlers attempted to enter Nabi Salih but were repelled by Palestinians. Israeli forces raided Shufa, seizing Palestinian flags from poles and houses. Israeli forces also seized 1 t-shirt from a 3-year-old at a checkpoint near Tura, saying that the t-shirt depicted a rifle. 10 Palestinians were arrested during late-night raids in Hebron, Husan, Nablus, and al-Am‘ari refugee camp. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound, closing it off to Muslim worshippers. In Gaza, Israeli forces opened fire at Palestinian farmers and shepherds east of Rafah, al-Qarara, and Maghazi; no injuries were reported. Lebanese president Michel Aoun and prime minister Najib Mikati condemned Israel for placing an Israeli gas-drilling rig in a maritime zone that both countries claim is theirs. Prime Minister Mikati said “the Israeli enemy’s attempts to create a new crisis, by encroaching on Lebanon’s maritime wealth, and imposing a fait accompli in a disputed area in which Lebanon adheres to its rights, is extremely dangerous.” Israel claimed that the gas-drilling rig was placed outside of the disputed area. President Aoun and Prime Minister Mikati later, on 6/6, called on U.S. envoy Amos Hochstein to complete negotiations in Beirut on demarcating the 2 countries’ maritime borders to “prevent an escalation.” A Haaretz investigation using satellite images later suggested that the gas-drilling rig was not in the maritime area that both Israel and Lebanon claim. In the West Bank, Israeli settlers vandalized Palestinian property in Imreiha and assaulted 12 Palestinians in al-Mazra‘a al-Qibliya. Israeli forces seized 2 residential structures belong to 2 families in Markaz in the Masafer Yatta area, displacing 12 for a 2d time since 5/11, when Israeli forces also demolished their residential structures. Israeli forces also delivered stop-work notices for 6 residential structures in Artas. 12 Palestinians were arrested during late-night raids in Bayt Rima, al-Ubeidiya, al-Khader, Hebron, and Nablus. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Qalandia refugee camp and Biddu. Haaretz reported that Israel’s military police criminal investigation division had decided not to open a criminal investigation into the murder of Al Jazeera journalist Shireen Abu Akleh, reportedly because they fear such an investigation into an Israeli soldier would cause controversy among the Israeli right. Israel’s military also said it may have identified a rifle used by an Israeli soldier that could have killed Abu Akleh, but said it could not confirm this unless the PA hands over the bullet for analysis. The U.S. on 5/20 reiterated its call for a “thorough and transparent” investigation, while not directly addressing the Israeli decision not to launch a criminal investigation. 1 member of the Meretz party, Ghaida Rinawie Zoabi, said she was leaving the government coalition, making the coalition a minority government with 59 out of 120 seats at the Knesset. Rinawie Zoabi criticized the coalition for being right-wing and hawkish, specifically pointing out the Israeli-led violence at the Haram al-Sharif compound and the killing of Abu Akleh. In the West Bank, 1 Israeli settler attempted ramming 1 Palestinian photojournalist working for Agency France Presse with their car at the Huwwara checkpoint. Israeli forces shot and injured 1 Palestinian man who had allegedly attempted to stab Israeli soldiers near the Shomron Regional Brigade military base by Nablus; the Palestinian man was taken to a hospital while none of the Israeli soldiers were injured. Israeli forces also notified Palestinians in Wadi Fukin that Israel is seizing 40 dunams (10 acres) of Palestinian-owned land near the village. 26 Palestinians were arrested during late-night raids in Dura al-Qari, Husan, Misilyah, Barta‘a, Silat al-Harithiya, al-Fara‘a refugee camp, Qalqilya, Qarawat Bani Hassan, Dheisheh refugee camp, Halhul, Beit Umar, and Qabatiya. In Jerusalem, Israeli forces assaulted the family of 1 Palestinian who was seriously injured on 5/16 during a funeral procession in East Jerusalem at a hospital while trying to arrest their seriously injured relative. 1 of the family members was beaten unconscious by the Israeli police and treated at the hospital. Later, Israeli police informed the family that the seriously injured man was not under arrest and they were still allowed to visit him. Israeli forces also razed 1 dunam (0.25 acres) of Palestinian land and demolished 1 fence in Shu‘fat refugee camp. 1 Palestinian was arrested at the Damascus Gate plaza. In Israel, Israel said it had shot down a drone entering Israeli air space from Lebanon, claiming it was operated by Hezbollah. Israel’s prime minister Naftali Bennett visited the Elkana settlement in the West Bank a week after his government approved 500 new settlement units there. It was Prime Minister Bennett’s 1st visit to an Israeli settlement outside of East Jerusalem since he took office. The PA denounced Bennett’s trip. (HA 5/17)

The Jerusalem district court froze registration of ownership of the Alexander Nevsky Church in the Old City of Jerusalem, saying that the decision of ownership of the church was for the Israeli government to decide. The Russian government has tried to register the ownership of the church for itself rather than the Imperial Orthodox Palestine Society. The Israeli justice ministry said in January 2020 that the church would be registered as owned by the state of Russia as part of a deal between Israel and Russia over the release of an Israeli citizen who was arrested in Moscow for drug trafficking. The Israeli company American Quality Products (AQP), which is licensed to manufacture and distribute Ben & Jerry’s ice cream in Israel, filed a lawsuit against Ben & Jerry’s and its parent company Unilever in a U.S. court. The lawsuit claims that Ben & Jerry’s decision to end its licensing agreement as part of a disengagement from Israeli settlements is unlawful. In the West Bank, up to 70 Israeli settlers attacked Palestinian shepherds with stones and clubs in Sa‘ir, causing fractures and bruises to an elderly man and his nephew. Israeli forces traveling in a minibus with Palestinian license plates assassinated 3 Palestinians during a raid in Nablus. The forces blocked a vehicle carrying the 3 Palestinians and jumped out of the minibus, shooting dozens of bullets at their car. The al-Aqsa Martyrs Brigades said the 3 men, Ashraf al-Mubaslat, Adham Mabrukeh, and Mohammed al-Dakheel, were members or their organization. A 4th person in the car was arrested. Turkish foreign minister Mevlüt Çavuşoğlu said that Turkey would not abandon its commitments to Palestine if the country normalizes its relations to Israel. PA forces opened fire at a sit-in protest in front of the education directorate headquarters in Tubas, injuring 2 with live ammunition bullet shrapnel. The Palestinian students were peacefully protesting in Tubas, Bethlehem, Ramallah, Tulkarm, and Nablus, demanding that parts of the matriculation exams are removed due to the COVID-19 virus. Israel’s interior ministry said it would start processing family unification requests from Palestinians over the age of 50 who had received residency permits within the last 5 years. The ministry said it would start with that age group because they pose less of a security threat. If a family unification request is approved, the Palestinian will be “upgraded” to “temporary resident” with social benefits. There are 1,680 requests waiting as the Israeli interior ministry has refused to process the requests despite a temporary ban on Palestinian unifications expiring in July 2021. The Association for Civil Rights in Israel, Hamoked, and Physicians for Human Rights said Israel should start reviewing all applications and not just those for Palestinians over the age of 50. Amnesty International released a 280-page report named “Israel’s Apartheid Against Palestinians: Cruel System of Domination and Crime Against Humanity,” prepared over the last 4 years. Amnesty said in its report that it had found that “Israel has imposed a system of oppression and domination over Palestinians wherever it exercises control over the enjoyment of their rights—across Israel and the OPT and with regard to Palestinian refugees. The segregation is conducted in a systematic and highly institutionalized manner through laws, policies and practices, all intended to prevent Palestinians from claiming and enjoying equal rights to Jewish Israelis within Israel and the OPT, and thus intended to oppress and dominate the Palestinian people.” Amnesty concluded that this institutionalized discrimination perpetrated by Israel is “the international wrong of apartheid, as a human rights violation and a violation of public international law wherever it imposes this system.” Its research was based on “relevant Israeli legislation, regulations, military orders, directives by government institutions and statements by Israeli government and military officials.” Amnesty said that “Israel must grant equal and full human rights to all Palestinians in Israel and the OPT in line with principles of international human rights law and without discrimination, while ensuring respect for protections guaranteed for Palestinians in the OPT under international humanitarian law. It must also recognize the right of Palestinian refugees and their descendants to return to homes where they or their families once lived in Israel or the OPT. In addition, Israel must provide victims of human rights violations, crimes against humanity and serious violations of international humanitarian law—and their families—with full reparations. These should include restitution of and compensation for all properties acquired on a racial basis.” The Israeli foreign ministry called the report anti-Semitic. Amnesty refuted the charged said that Israel is diverting attention away from its violations of Palestinians’ human rights. U.S. state department spokesperson Ned Price said that the U.S. does not agree with Amnesty’s assessment “that Israel’s actions constitute apartheid.” Neither U.S. or Israeli senior officials commented on the evidence presented in the report. A vice president of the American telecommunications company Mobileum said that he had alerted the FBI to a meeting between the Israeli company NSO Group and Mobileum in 2017, saying that the NSO Group sought to buy access to the SS7 network. Mobileum did not deny the meeting but said that no deal was made with the NSO Group. The former employee who now works for Citizen Lab filed a whistleblower complaint about the meeting and presented evidence to the U.S. justice department, the securities and exchange commission, and the federal communications commission in June 2021. The former VP said that NSO Group senior employees explicitly said during the meeting that they would “drop off bags of cash in [the VP’s] office.” The former VP also said that if the NSO Group had gained access to the SS7 network, it would have “access to the home networks of operators around the world, access to millions and millions of users without bypassing any sort of security controls. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. B’Tselem and the Palestinian Centre for Human Rights published a joint report saying that Israel did not investigate its own deadly response to the Great March of Return protests, despite Israel’s claims to the contrary. The report found that Israel only investigated “exceptional” cases and that only 1 soldier was convicted for wrongdoing and received a suspended sentence and demotion. The 2 human rights groups said in the report that Israel failed to review its own open-fire regulation, which led to more than 200 protesters killed and some 8,000 wounded by live ammunition. In East Jerusalem, Israeli forces arrested the prominent Palestinian activist siblings Muna and Mohammed El-Kurd, holding them for hours before releasing them on bail. Muna was arrested during a house raid in Shaykh Jarrah, and Mohammed turned himself in after being summoned. The El-Kurd family is 1 of 13 threatened by Israeli evictions in Shaykh Jarrah, with half of their family home already occupied by Israeli settlers. Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court.
