In the West Bank, Israeli forces demolished 13 buildings in 2 settlement outposts; 6 settlers were arrested. Israeli settlers attacked Palestinian property in Aqraba, damaging animal barns and solar panels and stealing goods. 7 Palestinians were arrested, including 1 at a military checkpoint west of Salfit, and 6 during late-night raids in and around Ramallah, Salfit, Nablus, and Tulkarm. In East Jerusalem, Israeli forces demolished 2 apartments and 4 storage units in Shu‘fat refugee camp. 7 Palestinians were arrested, including 5 during raids in al-Tur; 2 others were arrested while visiting a brother at the Russian Compound detention center. In Israel, Israeli authorities reported that 1 rocket was launched from Gaza; no injuries or damage were reported. Israel’s high court of justice ordered the Israeli government to explain why there has not been an investigation into the construction of unauthorized settlement units in the Hayovel settlement outpost. Peace Now petitioned the high court of justice in 2018 and no construction has resumed in the settlement outpost since the petition. (HA 6/16)

In a press conference, senior Hamas official Salah al-Bardawil called for united Palestinian resistance against Israel as plans for annexation of parts of the West Bank intensify. Al-Bardawil also called for meetings between Hamas and the PLO. (AJ 6/15)

Reuters reported that sources had told the news agency about plans to build a 5-mile settler bypass road in East Jerusalem to connect settlements in the south, central, and north West Bank. (AJ, REU 6/15)

According to reporting by Al Akhbar, Israel approved a $50 million transfer from Qatar to Gaza. (HA 6/15)

The Israeli cabinet approved a $2.3 million budget for an Israeli settlement in the Israeli-occupied Golan Heights named after U.S. president Donald Trump. The plans for Trump Heights were announced in 2019 but had not yet been funded. Israel is planning to build 120 settlement units there. (AJ, HA 6/14)

In the West Bank, Israeli forces delivered demolition notices for residential structures, 1 stable, and 1 stone wall; a stop-work notice for a water well and fencing in al-Walaja; and demolished and seized 5 tin structures in Sawahara al-Sharqiyya. 19 Palestinians were arrested during raids in and around Hebron, al-‘Arub refugee camp, al-Fawar refugee camp, Nahalin, Nablus, and Bardala. In East Jerusalem, Israeli forces demolished 1 house in Silwan, displacing a family of 9. Israeli forces also violently dispersed Palestinian protesters demonstrating against the killing of an unarmed Palestinian man on 5/30; 6 people were arrested. Another 3 Palestinians were arrested during raids in Issawiyya. In Israel, Israeli forces violently dispersed hundreds of Palestinian citizens of Israel protesting against the planned demolition of an 18th-century Muslim burial ground in Jaffa. PA prime minister Mohammad Shtayyeh told journalists that if Israel moves forward with annexing West Bank territory, the PA would declare an independent state along the 1967 borders with East Jerusalem as the capital. Prime Minister Shtayyeh further stated that the PA had sent a counterproposal to the U.S. peace plan to the Quartet. (AJ, HA, REU 6/9)

The Israeli high court of justice ruled the “Law for the Regularization of Settlement in Judea and Samaria [the West Bank]” unconstitutional. The law was approved in 2017 and allowed use of Palestinian-owned land to build settlements and legalize settlement outposts. (HA, NYT, REU 6/9; WAFA 6/10)

In the West Bank, Israeli settlers attacked a Palestinian man in Susiya. Israeli forces made Jiftlik a temporary military zone and seized an irrigation system, 2 bulldozers, 1 tractor, and 1 water tank. 21 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-Fawar refugee camp, Ramallah, Jericho, Nablus, and Tulkarm. In East Jerusalem, 2 Palestinians were arrested. The Israeli Jerusalem municipality ordered some 200 Palestinian-owned industrial buildings in Wadi al-Juz to be evicted and demolished. Israeli defense minister Benny Gantz said he had instructed the Israeli army’s chief of staff to accelerate the army’s preparations for “the upcoming diplomatic changes in the Palestinian area.” Defense Minister Gantz was referring to the potential fallout from Israel’s upcoming plans to annex parts of the West Bank. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv. The direct flight was seen as another step toward normalizing ties between the UAE and Israel. (AJ, HA, REU 6/1)

U.S. secretary of state Mike Pompeo said in a podcast that the U.S. government would make announcements this week “push[ing] back against what the ICC is up to.” The ICC is currently investigating possible war crimes committed by the U.S. in Afghanistan and by Israel in the occupied Palestinian territories. The World Bank warned that the Palestinian economy could shrink up to 11 percent in the coming year, citing COVID-19’s impact on the tourism industry and PA-enhanced spending on health. (HA 6/1)

In the West Bank, Israeli forces shot and wounded 3 Palestinians who allegedly threw an explosive device at a military checkpoint in Abu Dis. 4 Palestinians were injured by Israeli forces during clashes that erupted admist a raid in ‘Aqabat Jabir refugee camp, including 1 by live ammunition. Israeli forces also violently suppressed anti-settlement protests in Kafr Qaddum and al-Sawiya, leading to 3 Palestinians injured from sounds bombs and rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces delivered stop-work orders for 8 residential and agricultural structures in Nahalin and demolished 1 residential structure east of Ramallah, displacing 8 Palestinians. Israeli forces also sealed-off Ya‘bad in their continued harassment of the town since an Israeli soldier was killed during a raid on 5/12. 2 dunams (0.5 acres) of Palestinian-owned crops caught fire east of Yatta after Israeli forces fired flare bombs in the area. 3 Palestinians were arrested at a military checkpoint near Nablus; 1 vehicle was seized. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles northwest of Gaza City, injuring 2 Palestinians and damaging 1 boat. In the West Bank, Israeli forces uprooted some 400 olive tree saplings west of Bethlehem and seized a residential tent, a generator, and an animal barn in al-Mughayyir. Israeli forces also arrested 15 Palestinians during raids in and around al-‘Arub refugee camp, Ramallah, Baytin, Tulkarm, Jenin, and Nablus. In Gaza, the death toll from the fire in a bakery on 3/5 rose to 13 after 2 more people succumbed to their injuries. Israeli forces opened fire on Palestinian shepherds east of al-Maghazi; no injuries were reported. Israeli defense minister Naftali Bennett announced that the Israeli government had approved to build a separate road for Palestinians to connect the northern and southern parts of the West Bank as Israel is moving forward with building 3,500 settler units in E-1 near East Jerusalem. Defense Minister Bennett said that Israel is “applying sovereignty [over the West Bank] in deed, not words.” The PA foreign Ministry said in a statement that, with the move, Israel is seeking to close the door for a Palestinian state with East Jerusalem as its capital. Qatar donated $10 million worth of medical equipment to help the PA combat the spread of the COVID-19 virus in the West Bank. There are 25 confirmed cases of COVID-19 in the West Bank. (WAFA, WAFA 3/9)

In the West Bank, some 190 Palestinians were injured by Israeli forces as they were protesting Israeli settler incursions in Beita, including at least 1 by live ammunition, 53 by rubber-coated bullets, and other by tear gas inhalation; 2 Israeli soldiers were lightly wounded by stone throwers. Israeli forces also injured 6 Palestinians using rubber-coated bullets and tear gas during the weekly anti-settlement protest in Kafr Qaddum. Israeli settlers raided Huwwara, leading to confrontations with local Palestinians; some 20 vehicles were damaged and several stores had their windows broken. Israeli forces broke up the confrontation; however Israeli settlers returned to the village until the Israeli forces again removed them. 6 Palestinians were arrested, including 4 during late-night raids in and around Tulkarm, Qalandia, and Hebron; and 2 during a raid near Nablus. In East Jerusalem, 1 Palestinian family began demolishing their own home in Shu‘fat to avoid exorbitant Israeli demolition fees. Israeli forces and Palestinians also clashed in Shu‘fat refugee camp during a raid. 3 Palestinians were arrested, including 2 at a checkpoint and 1 during a house raid in Issawiyya. In Gaza, Israeli forces violently dispersed Palestinians protesting near Khuza‘a, leading to tear-gas related injuries. In the West Bank, Israeli forces prevented some 200 Israeli activists from helping Palestinians plant trees in Yasuf village. 2 Israeli organizations, Rabbis for Human Rights and Zazim, had planned to help the Palestinians who had many trees vandalized during the harvesting season. Israeli forces violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Qalqilya, Kafr Qaddum, Qiffin, ‘Azun, and Ramallah; 2 Palestinians were injured by live ammunition, 1 was hit by a tear gas canister to the head and other suffered tear-gas related injuries. Israeli forces also clashed with Palestinians during raids in Dura and Bayt Umar, causing tear-gas related injuries. 4 Palestinians were arrested at checkpoints near Nablus and al-‘Arub refugee camp. In East Jerusalem, Israeli forces injured 1 Palestinian in Issawiyya during a raid. In Gaza, Israeli forces opened fire on Palestinian agricultural land east of Dayr al-Balah; no injuries were reported. In the West Bank, Israeli forces issued a stop-work order for a road near al-Mughayyir and seized nearby machinery. Israeli forces also distributed 8 demolition notices for Palestinian-owned homes south of Hebron. 15 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Umar, Abu Dis, Ramallah, Nablus, and Tulkarm. Israeli settlers threw stones at Palestinian homes in Madama, causing damage. In East Jerusalem, 2 Palestinians were arrested during late-night raids in the Old City and Issawiyya. Israeli Channel 13 released a video showing half a dozen Israeli policemen attacking a Palestinian near Shu‘fat refugee camp for failing to show his ID. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Jabalia; no injuries were reported. In Israel, 5 international activists, including a member of the Finish parliament, were arrested by Israeli forces after trying to cut through the fence to Gaza in an act of solidarity with Palestinians in Gaza. Israel relocated 33 Palestinian minors held at Ofer Prison in the West Bank to Damoun Prison in Israel. Israel also extended the administrative detention of a women scheduled to be released on 1/15 for another 6 months. The woman has been in administrative detention since 6/15/2019. In the West Bank, Israeli settlers cut down 50 olive trees in al-Sawiya south of Nablus. 12 Palestinians were arrested during late-night raids in and around Bayt Awa, Bayt Fajjar, Ramallah, al-‘Arub refugee camp, and Abu Dis. During a raid in Jericho, 6 Palestinians were injured by rubber-coated bullets and others suffered tear-gas related injuries after clashes broke out between Israeli forces and Palestinians. Israeli defense minister Naftali Bennett told reporters that he had created a task force to develop plans for the future of Area C, to which he said, “[t]he State of Israel’s policy is that the land in Area C belongs to [Israel].” (HA 1/9)

In the West Bank, Israeli forces arrested 9 Palestinians, including 8 during late-night raids in and around al-‘Arub refugee camp, Nablus, Jenin, and Ramallah; and 1 at a military checkpoint in Hebron. During the raid in al-‘Arub refugee camp, Israeli forces confiscated 2,000 NIS ($578). Israeli forces also razed some 100 dunams of agricultural land near Hebron and delivered demolition notices for 4 homes in Yatta. In East Jerusalem, Israeli forces arrested 11 Palestinians at the Haram al-Sharif compound, including 5 in the morning and 6 in the evening. The 6 arrested in the evening were taken into custody because they were chanting “nationalistic slogans” at Israeli police. A video of the incident shows Israeli forces kicking 1 of the Palestinians in the head during the arrest. In Gaza, Israeli forces opened fire northeast of al-Bureij; no injuries were reported. An Israeli soldier who placed a snake inside a Palestinian family’s car during a search on 12/23/2019 in Bayt Furik received 18 days of prison. His continued employment for the IDF will be reevaluated by the end of his sentence. (TOI 1/7)

In the West Bank, clashes erupted between Israeli forces and Palestinians when Israeli settlers toured Joseph’s Tomb near Nablus; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet, others suffered tear-gas related injuries. 6 Palestinians were arrested including 5 during late-night raids in Hebron, Taqqua, and al-‘Arub refugee camp; 1 was arrested at a military checkpoint near al-Khadir. Israeli forces delivered a stop-work order for a Palestinian-owned house near Tubas. In East Jerusalem, 15 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces opened fire at agricultural lands east of Khan Yunis; no injuries were reported. Israel notified 6 Palestinians living in the East Jerusalem neighborhood of Issawiyya that Israel intends to use a British Mandate-era emergency regulation to place them under nighttime curfew for several months. (HA 12/30)

8 Palestinian and Arab banks signed a memorandum of understanding with the Jerusalem District Electricity Company (JDECO) for a loan to facilitate an end to the power cuts that have affected thousands of Palestinians since 12/15. The Israel Electric Corporation (IEC) began to cut power for several major cities in the West Bank because the JDECO had accumulated too much debt to the IEC due to a fiscal crisis. The JDECO is a Palestinian-owned electricity company that relies on the IEC for supplying power to East Jerusalem and the West Bank. (WAFA 12/29)

In a statement, Hamas’s interior ministry accused the PA of providing information to Israel that aided the Israeli assassination of PIJ commander Baha Abu al-Ata on 11/12. The statement also said that Hamas had arrested a PA intelligence cell which had allegedly collected the information given to Israel. (HA 12/29)

The Israeli security cabinet approved a request made by defense minister Naftali Bennett to withhold $43 million of the PA tax revenue collected by Israel from the PA. According to the defense ministry, the $43 million represents payments transferred from the Israeli government to Israeli families who were victims of Palestinian attacks. The U.S. conducted 3 airstrikes in Syria and Iraq against the Kata’ib Hezbollah militia group, killing 25 and injuring 55. U.S. officials said the attack was in response to the killing of a civilian contractor on 12/27 working for the U.S. at a military base in Iraq, officials also warned that “additional actions” may be taken. According to the Iranian media outlet Fars, the Iranian Revolutionary Guard seized a foreign tanker carrying illegal oil south of Larak Island in the Persian Gulf. The reporting did not indicate the nationality of the ship, but 16 Malaysian crew members were arrested. (HA 12/30; AJ 12/31)

In the West Bank, Israeli forces shot and injured a Palestinian man at a checkpoint near Jenin; the man was taken to the hospital with moderate injuries. Israeli forces also punitively demolished, for a second time, the family home in al-Am‘ari refugee camp of a Palestinian accused of killing an Israeli soldier in May 2018. During the demolition, Israeli forces clashed with protesting Palestinians, leading to tear-gas related injuries. Israeli forces also demolished several structures erected by Israeli settlers outside the Yitzhar settlement; the demolition happened after settlers threw stones at Israeli forces on 10/21. Israeli settlers attacked Palestinians harvesting olives in Yasuf and stole the harvest when the Palestinians fled their fields. Israeli forces also forced Palestinian farmers to leave their olive fields while harvesting olives in Luban al-Sharqiyya. 7 Palestinians were arrested, including 3 during the punitive demolition, and 4 during raids in and around Nablus and Jenin. In the West Bank, al-Ibrahimi Mosque was closed to Muslim worshipers due to Israeli restrictions during the Jewish Sukkot holidays. Israeli settlers with military escort toured Solomon’s Pool south of Bethlehem, closing the area for Palestinians. Elsewhere, near Nablus, Israeli settlers and military escort toured Joseph’s Tomb, leading to confrontations with Palestinians; 51 Palestinians were injured including 3 by live ammunition, 14 by rubber-coated bullets and others suffered tear-gas related injuries. 1 Palestinian was shot after allegedly ramming his car into an undercover Israeli officer’s car in al-Am‘ari refugee camp. Israeli forces violently dispersed a protest in Turmus ‘Ayya, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces shot and injured 2 Palestinians trying to enter Israel for work near Jenin. 9 Palestinians were arrested, including 8 during raids in al-Am‘ari refugee camp, Jaba, ‘Azun, Anabta, and Bayt Awa; the Palestinian accused of ramming his car into the undercover Israeli officer’s car was also arrested. In East Jerusalem, hundreds of Israeli settlers attacked Palestinians and Palestinian-owned property in Issawiyya; Israeli forces arrested 7 of the perpetrators. Some 400 Israeli settlers also toured the Haram al-Sharif compound. In East Jerusalem, Israeli forces demolished 2 buildings under construction in Issawiyya. Israeli prime minister Benjamin Netanyahu’s Facebook page had an automated pop-up message, warning voters that “Arabs want to annihilate us all—women, children, and men,” and urged voters not to vote for a left-wing government “that relies on Arabs who want to destroy us all.” Joint List chairperson Ayman Odeh said that he had reached out to Facebook to end Netanyahu’s “racist and dangerous incitement against the Arab population.” (HA 9/11)

In the West Bank, Israeli settlers destroyed 3 Palestinian-owned vehicles in Asira. Israeli authorities issued 2 military orders to seize 100 dunams (24.7 acres) of land in Qaryut and Jalud south of Nablus. Israeli forces also raided Bayt Umar, leading to clashes with Palestinians; several suffered tear gas inhalation and 1 vehicle was seized. 3 Palestinians were arrested, including 1 during a late-night raid in Hebron. In East Jerusalem, 2 Palestinians were arrested on separate occasions, including 1 after he and his mother were pepper-sprayed by Israeli police near Shu‘fat refugee camp; and 1 at his workplace in Issawiyya. According to the Israeli military, 1 missile was fired from Gaza toward Israel but landed inside of Gaza. A delegation of Egyptian security officials also met with Hamas and Islamic Jihad in Palestine members after days of rocket fire between Gaza and Israel. (HA 9/8)

Hezbollah forces downed an Israeli drone in the Lebanese town of Ramyah. It was also reported that missiles were fired from Syria toward Israel, but they failed to penetrate Israeli territory. (AJ, HA, HA 9/9)

In the West Bank, Israeli forces installed a metal gate on a road west of Bethlehem. Israeli forces also arrested 11 Palestinians in late-night raids in and around al-‘Arub refugee camp, Taqqua, Tulkarm, and Beita. Israeli settlers from the Yitzhar settlement threw stones at a Palestinian-owned house south of Nablus, causing damage. In East Jerusalem, 5 Palestinians were arrested in Issawiyya and Anata. In a separate incident, Israeli naval forces used water cannons against Palestinian fishermen, damaging 2 boats and injuring 1 Palestinian child. The Israeli high court of justice rejected a petition by a Gaza company producing snacks to allow it to sell its products in the West Bank. The high court sided with the Israeli states argument that it was the PA’s fault that the company could not sell its products in the West Bank. Three senior U.S. officials say that the Trump administration is currently planning to release its long-awaited plan for Palestinian-Israeli peace as soon as possible after the Israeli election on 4/9. The Egyptian authorities shut down the Rafah border crossing to passage in both directions, marking the anniversary of the 2011 Egyptian revolution. They plan to resume operations at the crossing on 1/27. The heads of the parties in Israel’s ruling coalition announce their decision to dissolve the current Knesset and hold early elections on 4/9/19. Israeli prime minister Benjamin Netanyahu says that the decision was unanimous and that he intends to bring new parties into the current coalition after the elections. Netanyahu reportedly made his decision to push for early elections on 12/22 after consulting with his lawyers and top aides about a variety of issues, including several stalled legislative initiatives and the percolating corruption case against him. Netanyahu also says that the IDF has asserted control over the northern border and that this is the “perfect” time for early elections. Later, the ruling coalition agrees with the opposition to suspend work on all legislation that they don’t agree on until the Knesset is dissolved. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years.
