Israeli forces shot and killed 2 Palestinians, including 1 minor, during a raid in Aqabat Jaber refugee camp. Israeli forces also shot and critically wounded 1 Palestinian while escorting Israeli settlers to Joseph’s Tomb in Nablus; the man succumbed to his wounds on 8/19. Meanwhile, Israeli forces shot and wounded 1 Palestinian at a checkpoint in Huwwara, claiming he had opened fire at the soldiers. Israeli forces also arrested 2 Palestinians, including 1 minor, in Burqa; they were then charged with throwing stones at Israeli settlers when the settlers raided Burqa on 8/4. Elsewhere, Israeli forces demolished a park in Qarawat Bani Hassan, razing 40 trees, removing artificial turf, benches, solar panels, and light poles. Israel claimed that Palestinian militants attempted to launch a rocket at Israel from the northern part of the West Bank, but that the rocket launch had failed. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested 1 Palestinian man suspected of drug offenses in Shu’fat refugee camp; he was then severely beaten and imprinted with a Star of David under his eye. None of the 16 Border Police officers had their body camaras on and Israeli police claimed the Star of David imprint was caused by shoelaces. The Palestinian man was released from custody on 8/20. An Israeli court sentenced Palestinian activist Aya Khatib to 4-years in prison claiming she provided “information with the aim of harming state security” and that funds she raised were given to families that are connected to Hamas. Khatib called the ruling unjust, saying her work benefits Palestinian children in Gaza suffering from medical issues. (MEE 8/15)

The Jerusalem District Court released Yehiel Indore, the main suspect of the settler attack on Burqa on 8/4 where 1 Palestinian was killed, to house arrest. (AP, HA 8/15)

Israeli foreign minister Eli Cohen met with Paraguayan president Santiago Peña in Asunción hours after he was sworn in to office. The Paraguayan Foreign Ministry announced that Peña will move the country’s embassy to Israel to Jerusalem. In 2018, the then Paraguayan president Horacio Cartes moved the Paraguayan embassy to Jerusalem from Tel Aviv before his successor Mario Abdo Benítez moved the embassy back to Tel Aviv months later, prompting Israel to close its embassy to Paraguay. An Israeli military court released 4 Palestinians arrested in relation to the Israeli settler attack on Burqa on 8/4. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. MK Ahmad Tibi was present at the hearing, saying the 4 Palestinians were victims of an invasion and should not be on trial. (HA, REU 8/10)

PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. Director of the UN agency for Palestinian refugees in Lebanon, Dorothee Klaus, said fighting in Ain al-Hilweh refugee camp had destroyed 400 homes and left half of the camp off-limits as the Lebanese military is barring access. (AP 8/10)

Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In the West Bank, Israeli settlers vandalized 1 water well, 120 olive tree saplings, and wheat and barley crops in the Masafer Yatta area. Israeli forces shot and injured 6 Palestinians, including 1 with live ammunition and 5 with baton rounds during a raid in Nablus to clear the area around Joseph’s Tomb for a large settler tour. Israeli forces also demolished 1 agricultural structure in Nabi Ilyas and issued a demolition notice for a commercial structure in Deir Balut. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished 1 residential building in Wadi Qaddum, displacing 50. The subcommittee for settlements under the Higher Planning Committee in the Civil Administration approved 552 housing units for construction in the Givat Ze’ev settlement. The Israeli Ministry of Construction and Housing also issued a tender for the construction of 58 housing units in the planned new settlement Ariel West. (PCN 5/17; WAFA 5/20)

The Knesset approved a preliminary vote to ban flying the flag of a “hostile entity,” including the Palestinian flag. Ahead of the Jerusalem Day march in Jerusalem, Israeli national security minister Itamar Ben-Gvir said that his policy is “to allow the complete freedom of movement for Jews in Jerusalem.” (HA 5/17)

Jordanian member of parliament Imad al-Adwan was charged in a state security court in Amman for smuggling weapons to the West Bank. Al-Adwan was arrested by Israeli forces on 4/22 and later handed over to Jordan. (AP, MEE 5/17)

Israeli Foreign Ministry director general Ronen Levy met with U.S. officials in Washington D.C. to discuss ways to expand the normalization deals the U.S. has been brokering for Israel, particularly the prospect of normalizing ties with Saudi Arabia. Among the U.S. officials were White House Middle East coordinator Brett McGurk, presidential envoy on energy security Amos Hochstein, and White House senior director for African affairs Judd Devermont. Hochstein and McGurk met with Saudi crown prince Mohammed bin Salman on 5/7. Axios also reported that the White House was considering appointing former U.S. ambassador to Israel Dan Shapiro as the State Department normalization envoy. Elsewhere, Israeli settlers vandalized 14 olive trees in Yasuf. Israeli forces violently dispersed Palestinians in Biddu protesting the assassination killing of 3 Palestinians in Nablus on 2/8, injuring 3 with rubber-coated bullets. Israeli forces also violently dispersed Palestinians protesting in Kafr Qaddum, injuring 10 with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 1 with live ammunition and 3 with rubber-coated bullets. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. Israeli settlers also stole olive harvests from a Palestinian farmer near the Rachelim settlement. Israeli forces delivered demolition notices for 3 agricultural structures, 2 houses, and 1 house under construction in Huwwara and confiscated a caravan east of Yatta. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. According to Hamas, there are 300,000 Palestinians in Gaza actively trying to find work. (HA 10/7; ALM 10/8)

A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. The case was opened after 20 of the Palestinian owners petitioned to have the closed military zone designation rescinded in 2018. (HA 10/6; MEMO 10/11)

Israeli media reported that Israeli security officials met with Egyptian mediators in Cairo to discuss expanding the ceasefire between Israel and Hamas, and to discuss a prisoner exchange between the 2 parties. (MEE 10/6)

The Israeli spyware company NSO Group said it had ended its contract with the UAE after a British court ruled that the emir of Dubai Sheikh Mohammed bin Rashid Al Maktoum used the Pegasus spyware to track his former spouse Princess Haya bint al-Hussein. (AP, HA 10/6; MEMO 10/7)

Axios reported that the U.S. Biden administration has been pressuring the Israeli government to show restraints on expanding Israeli settlements in the West Bank. In the West Bank, Israeli settlers vandalized vehicles and set fire to 15 dunams (3.7 acres) of agricultural land in the Masafer Yatta area. 6 Palestinians were arrested, including 4 during late-night raids in and around Tubas and Nablus, and 2 at checkpoints near Huwwara and in Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinian and Israeli protesters near Shaykh Jarrah, demanding that they end the lockdown of the area. 9 Palestinians were arrested, including 5 during house raids in Issawiyya and the Old City and 4 at the Haram al-Sharif compound. Emir Al Thani promised to help organize other nations in ending Israeli attacks on the al-Aqsa Mosque. President Abbas also spoke to the emir of Kuwait, Nawaf Al‑Ahmad Al‑Jaber Al‑Sabah, and the Egyptian security delegation that had been working as intermediaries between Israel and Hamas before the ceasefire. The UN security council (UNSC) released its 1st statement since the escalation of violence against Gaza on 5/10, calling for adherence to the ceasefire. The statement mourned the loss of civilian lives, called for humanitarian aid to Palestinians, and reiterated its support for a 2-state solution. The U.S. has been criticized by other members of the UNSC for blocking statements before the ceasefire took effect on 5/21. UN humanitarian coordinator for the Palestinian territories Lynn Hastings also toured Gaza to assess the damage, calling for the blockade to end and expressing concern about a potential new COVID-19 outbreak. Israeli forces arrested 5 Palestinian children aged 8-12 in al-Rakiz near an Israeli settlement outpost; a video shows that the children were foraging vegetables when Israeli settlers started chasing them, leading to the Israeli forces arresting them. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. In a statement, PA president Mahmoud Abbas condemns the Israeli decision to seal an entrance to Haram al-Sharif on 2/17. A Jordanian spokesperson also condemns the move “in the strongest possible terms.” Meanwhile, Haaretz reports that Jordan has expanded the Islamic Waqf’s council to 18 seats, from 11, to include several PA and Palestinian religious leaders.
