In the West Bank, Israeli settlers attack a Palestinian vehicle traveling near Nahalin, causing damage. Israeli settlers also set fire to an agricultural structure in Ya’bad. Israeli forces shoot and kill a Palestinian child, claiming he tried to stab soldiers at a checkpoint near al-Eizariya. Israeli forces also demolish a Palestinian home in al-Burj, displacing 7 people. Elsewhere, Israeli forces erect a surveillance tower and place caravans near Beit Umar. Israeli forces also arrest 28 Palestinians during late-night raids in and around Silwad, Ramallah, Tulkarm, Hebron, Jenin, Tubas, and Nablus. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Khan Yunis, Gaza City, and Nuseirat refugee camp, killing at least 113 people. Israeli naval forces bomb an UNRWA aid truck. Israeli forces abduct al-Amal Hospital general manager Haider al-Qaddura and administrative director Maher Atallah as 8,000 people are evacuated from the hospital in Khan Yunis, which has been under an Israeli siege for 2 weeks. In Beershaba, Israeli police shoot and kill a Palestinian citizen of Israel after he allegedly tries to grab an Israeli police officer’s weapon. In Lebanon, Hezbollah attacks 2 Israeli military positions in Shebaa Farms and 1 in Yiftah. Israeli forces kill 3 members of the Amal Movement in an airstrike. More than 27,478 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,835 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 375 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 95 children. More than 4,415 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 223 Israeli soldiers have been killed and 1,300 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA says Palestinians sheltering in and around Khan Yunis and Rafah need 50,000 cold weather tents, 200,000 bedding sets, 200,000 sealing kits, and 200,000 winter clothing kits. 218 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. PA prime minister Mohammed Shtayyeh says Israel has not transferred the PA tax funds to Norway and that the PA has not received any of the money. President Mahmoud Abbas meets with French foreign minister Stephane Sejourne in Ramallah, calling on France to recognize the state of Palestine. Sejourne meets Israeli foreign minister Israel Katz earlier in the day, with Katz thanking Sejourne for suspending UNRWA funding. (AJ, WAFA, WAFA 2/5)

Israeli opposition leader Yair Lapid says he told Prime Minister Benjamin Netanyahu that he would enter the emergency government to provide a safety net in favor of a ceasefire deal to get the remaining captives released. A no confidence motion against the government at the Knesset gets 21 votes in favor, failing to obtain the 61 votes required. (HA 2/5)

UN secretary-general Antonio Guterres appoints an independent review group led by former French foreign minister Catherine Colanna to assess UNRWA’s neutrality and Israeli allegations against the agency. UK’s Channel 4 reports, after seeing the 6-page dossier Israel used to accuse 12 UNRWA staffers of taking part in Operation Al-Aqsa Flood, that Israel “provides no evidence” to back its claim. Instead, the dossier states that “from intelligence information, documents, and identity cards seized during the course of the fighting, it is now possible to flag around 190 Hamas and PIJ terrorist operatives who serve as UNRWA employees. More than 10 UNRWA staffers took part in the seventh of October.” The New York Times reports that UNRWA will lose $65 million by the end of February due to funding suspensions by Germany, Japan, and Sweden. U.S. secretary of state Antony Blinken meets with Saudi crown prince Mohammed bin Salman in Riyadh, discussing humanitarian aid to Gaza and regional diplomacy. After the meeting, Blinken says that Saudi Arabia has a strong interest in pursuing normalization with Israel but that it requires “an end to the conflict in Gaza, and a clear, credible, time-bound path to the establishment of a Palestinian state.” Blinken also announces that the U.S. will cancel visas for employees of companies that provide spyware that is used against political activists, human rights defenders, and journalists. In the West Bank, Israeli settlers fenced off a tract of Palestinian-owned land in Umm al-Ubur in the Jordan Valley. Israeli settlers also vandalized 25 olive trees and grapevines and erected tents at a water spring in Ein al-Beida. Elsewhere, Israeli settlers set fire to crops outside of Qusra. Israeli settlers also destroyed 2 tombstones at a graveyard in Burqa. Israeli forces shot and injured a 2-year-old Palestinian and his father outside of their home in Nabi Salih, claiming to be returning fire at Palestinian militants. The 2-year-old was evacuated by helicopter to a hospital in Israel for treatment and later succumbed to his succumbed to his wounds on 6/5. The Israeli military claimed that the incident would be investigated. Neither the family of the 2-year-old nor others in Nabi Salih had heard any other gun shots than those fired by the Israeli forces. Israeli forces also shot and injured 1 Palestinian at a checkpoint in Deir Sharaf. Elsewhere, Israeli forces issued a notice to a Palestinian family that they will seize 5 dunams (1.25 acres) of land in al-Mughayyir for construction of a military watchtower. Israeli forces also raided several towns in the Tulkarm area, violently dispersing Palestinians protesting the incursions; tear-gas related injuries were reported. 38 Palestinians were arrested during late-night raids in Tuqu, Beit Umar, Fawwar refugee camp, Ramallah, Nablus, Qabatiya, and Kafl Haris. Officials from Hamas and Islamic Jihad met with officials from the Egyptian intelligence services. The meetings followed meetings between PA prime minister Mohammed Shtayyeh and Egyptian intelligence chief Abbas Kamal on 5/30. (HA 6/2)

Senior Israeli officials, including Shin Bet chief Ronen Bar, National Security Advisor Tzachi Hanegbi, and Strategic Affairs Minister Ron Dermer met with U.S. officials, including CIA director William Burns, in Washington D.C. In the West Bank, Palestinian militants handed the body of a Druze citizen of Israel to Israel after negotiations between the PA and the militant group. Islamic Jihad, Hamas, and the PA all called for the release of the body. Israeli settlers threw stones at Palestinian vehicles traveling west of Ramallah, causing damage. Israeli forces shot and injured 2 Palestinian students with live ammunition during a raid at the Palestine Technical University – Kadoorie in Tulkarm; others suffered tear-gas related injuries. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik. Elsewhere, Israeli forces shot and injured 1 Palestinian minor before arresting him in Nil’in. Israeli forces also seized 2 caravans, demolished 1 agricultural structure, and razed land in Atara. 14 Palestinians were arrested, including 12 during late-night raids in al-Mughayyir, Bayt Rima, Qaddura refugee camp, ‘Anata, Arab ar-Rashayida, Beit Umar, Dura, Khirbet Qilqis, Azzun, and Huwwara. 2 were arrested at a flying checkpoint near the Halamish settlement. Israel revoked 200 of the 15,500 work permits for Palestinians in Gaza, saying that a laborer had admitted that he planned to plant a bomb on a bus on behalf of Islamic Jihad. The man was arrested on 10/30. (REU 11/24)

In the West Bank, Israeli settlers assaulted 2 Palestinians with pepper spray in Hebron. 1 Israeli settler also shot and injured 1 Palestinian man near the Adora settlement. Elsewhere, Israeli settlers blocked roads near al-Twana. Israeli settlers also threw stones at Palestinian vehicles traveling near Huwwara, injuring 1 Palestinian and causing damage. Israeli forces delivered a demolition notice for a school under construction in the al-Saffi community in the Masafer Yatta area. Israeli forces also demolished 1 car repair shop in Nabi Ilyas. 8 Palestinians were arrested during late-night raids in Qalqilya, Jalbun, Nazlet Zeid, Tulkarm, Yatta, and Asira ash-Shamaliya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Waha and al-Sudaniyya; no injuries were reported. In Gaza, 22 Palestinians were killed in a fire in the Jabalia refugee camp. The PA called on Israel to open its crossings to Gaza to allow the injured to receive treatment in East Jerusalem and the West Bank, which Israel subsequently said it had done. The preliminary investigation suggested that the fire escalated quickly due to a large amount of gasoline stored in the house. U.S. ambassador to Israel Tom Nides visited the Kiryat Netafim settlement. Ambassador Nides said he visited the settlement to offer condolences to the family of an Israeli settler who was stabbed to death on 11/15 in the Ariel settlement, allegedly by a Palestinian. Shomron Regional Council head Yossi Dagan, who accompanied Nides, told Nides that “we will build Samaria [the West Bank]. We are believers, and we know that this is our land.” (HA 11/17)

In the West Bank, Israeli settlers tried to enter ‘Urif, but were repelled by Palestinians. Israeli forces razed land, uprooted 50 olive trees, and demolished 2 agricultural structures and 1 house under construction in Tuqu‘. 11 Palestinians were arrested during late-night raids in Silwad, Kifl Haris, Idhna, Hebron, and Beit Umar; 1 Palestinian was injured by live ammunition during the raid in Silwad and 1 was hit by a baton round; others suffered tear-gas related injuries during the raid in Beit Umar. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah and seized 3 boats carrying 2 generators and flashlights. In Gaza, Israeli forces made incursions and leveled land east of al-Fukhari. In the Israeli-occupied Golan Heights, 1 Israeli soldier died during a military exercise involving a tank. Khalil Awawdeh suspended his over-170-day hunger strike to protest his administrative detention after Israel said it would not extend his administrative detention period beyond 10/2. Haaretz reported that Egyptian security officials had been mediating between Islamic Jihad and Israel to secure Awawdeh’s release and that talks continued for the release of Bassam al-Saadi. Their release was reportedly a demand by Islamic Jihad for agreeing to the ceasefire after Operation Breaking Dawn. Awawdeh is currently hospitalized for treatment related to his hunger strike. The Palestinian Prisoners’ Club said that more than 1,000 Palestinian prisoners would launch a hunger strike on 9/1 in protest against Israeli punitive measures against prisoners implemented since February, including limited yard time and constant transfer of prisoners. The Washington Post released an investigation into the killing of Shireen Abu Akleh on 5/11, concluding that the shot that killed Abu Akleh was likely fired by Israeli soldiers. The investigation also rejected the Israeli narrative that crossfire between Israeli forces and Palestinian militants was happening at the time of the killing. (MDW, TOI, WP 6/12; WAFA 6/13)

PLO secretary general Hussein al-Sheikh and PA director of general intelligence Majid Faraj met with U.S. secretary of state for Near East affairs Barbara Leaf and her deputy Hady Amr in Ramallah. During the meeting, Secretary General al-Sheikh called on the U.S. to reopen its consulate to Palestinians in Jerusalem and to remove the PLO from the U.S. list of terrorist organizations. The Israeli cabinet authorized a compensation program for cultural institutions in Israeli settlements in East Jerusalem, the West Bank, and the Golan Heights, that are excluded from EU Creative Europe funding. Israel had agreed to exclude Israeli settlements from funding from EU’s Creative Europe program when it signed the funding agreement. (HA, JP 6/12)

In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. Israeli settlers vandalized 140 olive and almond trees and water tanks in Qaryut. Israeli forces shot and injured 3 Palestinians, including a minor during a raid in Jenin; 1 Palestinian security officer was also arrested during the raid. Israeli forces also demolished 2 agricultural structures in the Masafer Yatta villages of al-Twana and al-Juwaya. Elsewhere, Israeli forces erected a watchtower in Hebron. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Katz said, “Remember our independence war and your Nakba, don’t stretch the rope too much. [. . .] If you don’t calm down, we’ll teach you a lesson that won’t be forgotten.” (MDW 5/24; HA 5/26)

Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. Çavuşoğlu also met with PA president Mahmoud Abbas. The Turkish and Palestinian officials signed 9 cooperation agreements, including on economics, trade and infrastructure, and for developing an industrial area in Jenin. Politico reported that U.S. president Joe Biden, in a 4/24 phone call to Israeli prime minister Naftali Bennett, had assured him that the U.S. administration would not take Iran’s Revolutionary Guard off the U.S. list of terrorist organizations. President Biden’s decision was seen as an obstruction in finding common ground between the U.S. and Iran with the U.S.’s reentering the Iran Nuclear Deal. In the West Bank, Israeli settlers vandalized 20 olive trees in the Masafer Yatta area. Israeli forces demolished 1 Palestinian-owned home in Deir Salah in Area A. Elsewhere, Israeli forces opened fire near a girl’s school in Duma, causing panic among students. 1 Palestinian minor was arrested at the Havat Maon settlement. 9 others were arrested during late-night raids in Hebron, Harmala, Rafat, Tell, Jenin refugee camp, and al-Yamun. PA prime minister Mohammed Shtayyeh and foreign minister Riyad al-Maliki met with Dutch foreign minister Wopke Hoekstra in Ramallah. Foreign Minister Hoekstra also met with representatives from the Palestinian NGO Al Haq, drawing ire from Israel as Al Haq is 1 of 6 Palestinian rights organizations that were deemed terrorist organizations by Israel in 10/2021. Members of the settler organization Ateret Cohanim entered the 1st floor of the Little Petra Hotel in East Jerusalem with Israeli police escort in an effort to cement the organization’s hold of the building. The ownership of the building is part of an ongoing legal case at the Israeli supreme court between the Greek Orthodox patriarchate in Jerusalem and Ateret Cohanim. The lawyers of the Palestinian family that runs the hotel were attacked with pepper spray by the Israeli settlers when they entered the building and Israeli police detained 1 of the 2 lawyers present at the site. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. During the meeting, President Abbas called on the U.S. to help curb settler violence and end settlement expansion. Prime Minister Shtayyeh told Várhelyi that the PA refuses Várhelyi’s demands. Haaretz reported that Israeli soldiers are forced to register information about at least 50 Palestinians during their shifts at checkpoints and guard posts, and those who do not fill their quota are not allowed to leave their post until they have registered their quota. The registration of information is used in Israel’s Blue Wolf system, a database with photos and details about random Palestinians living in the West Bank including ID number, age, gender, residence, license plate number, and contacts. The Blue Wolf system was 1st reported by the Washington Post in November 2021. In footage obtained by the Israeli anti-occupation group Breaking the Silence, a security coordinator at an Israeli settlement is also heard telling Israeli soldiers to photograph foreign activists in the West Bank to make sure they will not be allowed to enter Israel at Ben Gurion Airport next time they try to enter. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. Israel’s foreign and alternate prime minister, Yair Lapid, told Israeli Channel 11 that there will not be a 2-state solution during the current government. A shipment of Iranian fuel embarked toward Lebanon after a group of Shiite businessmen with help from Hezbollah bought the fuel. Lebanon has suffered a severe fuel shortage in recent months as its economy continues to deteriorate. Issam Daalis, a member of Hamas’s political bureau, said that militant factions in Gaza will start violently resisting Israeli restrictions put on Gaza during May if those restrictions are not lifted by 8/21. The ultimatum was made after a meeting of senior Hamas members. Israeli Palestinian lawmaker Ahmad Tibi from the Joint List filed a complaint against an Israeli soldier who prevented him and 3 other lawmakers from reaching al-Ibrahimi Mosque on 8/14 during a protest against Israeli renovations to the structure. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The PA said it would pay its civil servants their full salaries for November plus an additional 50 percent as the PA starts repaying its civil servants who have only received 50 percent of their salaries for months. The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. The foreign ministry of the Czech Republic released a statement saying the country will open a branch of its embassy in Jerusalem, which will be manned by a diplomat. The country’s main embassy will remain in Tel Aviv. The president of the Czech Republic is a proponent of moving the country’s embassy to Jerusalem. PA president Mahmoud Abbas met with the president of the World Jewish Congress Ron Lauder in Ramallah. The meeting lasted some 3 hours and Lauder arrived in a Jordanian helicopter. In the West Bank, 1 Israeli settler rammed into a flock of Palestinian-owned sheep near Susiya, killing 10. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 15 using rubber-coated bullets while others suffered tear-gas related injuries; of the 15, 4 were hospitalized. The vice president of Sudan’s transitional government Mohamed Hamdan Dagalo said in an interview with a Sudanese TV station that if Sudan establishes relations with Israel then the U.S. will remove Sudan from the list of countries sponsoring terrorism. Dagalo said that Sudan would “need Israel” as the country could benefit from Israeli technical and agricultural capabilities. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. Palestinians in Gaza, East Jerusalem, and the West Bank protested against the UAE’s decision to normalize its ties with Israel. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 Palestinians using rubber-coated bullets and 1 with a tear gas canister to his head. Israeli forces and Palestinians also clashed west of Ramallah with young Palestinians throwing stones and Israeli forces firing live ammunition, rubber-coated bullets, and tear gas; 2 Palestinians were injured by rubber-coated bullets. 7 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Tulkarm, al-‘Amari refugee camp, and Bethlehem. In East Jerusalem, 1 Palestinian family demolished their own home under construction in Silwan. In Gaza, Israel fired missiles and shells at Gaza City, Khan Yunis, and Rafah, causing extensive damage to 7 houses and minor injuries to 4 Palestinians; incendiary balloons were launched from Gaza toward Israel. It was reported that Israeli defense minister Benny Gantz had decided not to allow Qatari aid to enter Gaza as collective punishment for the incendiary balloons landing in Israel. Gantz has also ordered a halt of fuel transfers to Gaza and halved the fishing zone. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, injuring 1 with a rubber-coated bullet. In Israel, Israeli police violently dispersed Palestinian protesters in Jaffa demonstrating against the impending demolition of an 18th century Muslim cemetery. U.S. congresswoman Betty McCollum (D-MN) introduced a bill co-sponsored by 6 other members of the house which seeks to prohibit U.S. funding for areas annexed by Israel. (WAFA 8/17)

The U.S. lost a bid at the UN Security Council to extend an arms embargo on Iran. 11 members abstained, Iran and China opposed, and the U.S. and the Dominican Republic were the only members voting in favor. In the West Bank, Israeli forces demolished 1 Palestinian-owned home in al-Khadir. Israeli forces raided Jenin, dismantling a PA COVID-19 checkpoint and injuring 1 Palestinian using live ammunition during clashes at Jenin refugee camp. Elsewhere, Israeli forces injured 1 Palestinian using live ammunition during clashes at Jalazun refugee camp. Israeli forces seized a Byzantine-era baptismal font from a church in Tuqu‘. Israeli forces also seized 700 dunams (173 acres) of Palestinian-owned land for an Israeli national park near Bethlehem. 4 Palestinians were arrested during raids in Yatta, Bethlehem, and Ramallah. In East Jerusalem, 2 Palestinians were arrested during raids in Shu‘fat ad Wadi al-Juz. An Israeli court remanded the PA governor of Jerusalem Adnan Gheith for 7 days. Governor Gheith was arrested on 7/19; it was the 17th time he has been arrested by Israeli forces since being named governor in 2018. Gheith had previously been released after 2 days but this time his lawyer told Agency French Presse that he is being probed over “planning an act of terrorism.” (WAFA, WAFA, WAFA, YAHOO 7/20)

Syrian state media reported that Israel fired missiles from Israel-occupied Golan Heights toward Damascus, but that the missiles were intercepted. Israeli media later reported that some missiles had not been intercepted and 5 people had been killed and 11 injured in the attacks. In the West Bank, Israeli settlers set up 1 tent on Palestinian-owned land near Bethlehem. Israeli forces razed land to make way for a settler-only road near Huwwara. Israeli forces also delivered a punitive demolition order for the family house on an alleged assailant in Ya‘bad. In East Jerusalem, Israeli forces delivered demolition notices for 30 structures and houses in Issawiyya. 12 Palestinians were arrested during late-night raids in and around Ramallah, ‘Ayn Yabrud, Kaubar, Baytin, Hebron, and Jenin. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Kafr Aqab. PA prime minister Mohammad Shtayyeh called on Israel to close all crossings to the West Bank to curb the spread of COVID-19. Prime Minister Shtayyeh further stated that Israel was preventing the PA from setting up COVID-19 checkpoints in the West Bank and that the PA would bring the issue to the UN. 1 Palestinian died in the West Bank of COVID-19, bringing the death toll in the West Bank since the outbreak to 20.
