Israel releases Hamas-affiliated Palestinian Council (PC) mbr. Ahmad ‘Attoun, discharging him at the Qalandia crossing and ordering him to Ramallah. Israel revoked ‘Attoun’s Jerusalem residency status in 9/2009 on the grounds that he was affiliated with a “terrorist organization” (i.e., Hamas) and warned him in 5/2010 to leave the city or face deportation to the West Bank (QU in JPS 157). He was arrested in East Jerusalem on 9/26/11, when he went to address a protest rally in Shaykh Jarrah, and was charged with “being illegally present in the city.” (MNA 12/6; PCHR 12/8)

Israeli municipal forces in East Jerusalem demolish a Palestinian home. IDF troops make a brief incursion into al-Shuja’iyya neighborhood in Gaza City, leveling land to clear lines of sight and exchanging gunfire with Palestinians, causing no injuries. Late in the evening the IDF carries out 2 air strikes at armed Palestinians preparing to fire rockets fr. Gaza City into Israel, the 1st killing 1 Islamic Jihad mbr. and wounding 2 in al-Shuja’iyya, and the 2d seriously wounding an unidentified armed Palestinian in al-Zaytun neighborhood. In the West Bank, the IDF patrols in 3 villages nr. Jenin during the day; conducts late-night arrest raids, house searches in Nablus and nearby Balata r.c., detaining around 12 PFLP mbrs. (including 1 senior mbr.) and 1 senior Hamas mbr. The IDF reports that 3 IDF soldiers have been arrested on suspicion of participating in “pricetag” attacks in the West Bank. Health officials in Gaza report that Gaza’s Central Drug Store is lacking 120 essential medicines and 140 essential medical supplies, including medicine for the anesthesia, cancer, hemophilia, and kidney dialysis (450 patients); the shortage is the result of poor coordination between the Min. of Health branches in Gaza and the West Bank (where no shortages are reported). Hamas leader Mishal and PA pres. and Fatah head Abbas meet for 2 hrs. in Cairo to hold the 1st detailed talks since 8/2011 on implementing their 5/2011 national unity deal (see QU in JPS 161). They approve a 2-page document (leaked to AFP on 11/24, which publishes excerpts, but not released publicly) reiterating their commitment to the main elements of the 5/2011 accord, agreeing to observe a truce in the West Bank and Gaza Strip (including halting political arrests), vowing to increase “popular resistance” to oppose Israel’s settlement expansion and construction of the separation wall, and pledging that the factions would agree on the “style” of popular resistance and form “a framework to direct it.” In an interview with AFP later in the day, Mishal clarifies that Hamas believes in both armed and popular resistance, stating “armed struggle is our right. How we use it, and when we use it, is something different.” Mishal and Abbas fail, however, to resolve key issues regarding composition of an interim unity government and elections. Though both call the meeting positive, sources say (e.g., WP 11/25) that the meeting “raised new questions about whether the rivals are serious about working together or just going through the motions.” (AFP 11/24; NHR, NYT, WP, WT 11/25; WP 12/22)

In the West Bank, the IDF troops operating in the Hebron area demolish a mosque, 2 Palestinian homes, a rabbit farm, and a generator and block up a cave used as an agricultural storeroom in Yatta village; demolish 1 Palestinian home, 3 wells, and 3 agricultural storehouses in Ithna village; bulldoze a residential tent and an animal pen in Khirbat Susia. The IDF also patrols in 5 villages nr. Jenin (1 village is entered twice; 3 villages are entered simultaneously) and 3 villages nr. Qalqilya (2 villages are entered simultaneously). U.S. Dep. Secy. of State Burns meets with Israeli PM Benjamin Netanyahu to discuss ways of reviving peace talks with the Palestinians. U.S. officials say that they are trying to find ways around Palestinian demands for a settlement freeze in East Jerusalem and the West Bank, but give no details. (NYT 11/22; JPI 12/2)

The IDF makes a late-night incursion into s. Gaza, patrolling in and firing on residential areas of Rafah, causing no injuries and making no arrests. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF raids and searches the home of a PA police officer nr. Jenin, arresting him; patrols in 7 villages nr. Ramallah, in 1 instance firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them. PA Tourism and Antiquities M Hamdan Taha says that now that Palestine has full membership in UNESCO (see QU in JPS 162), it is planning to seek world heritage status for the old cities of Hebron and Jericho. An application for Bethlehem is already in the works and is expected to have a better chance now that Palestine has membership. The PA also plans to seek recovery of artifacts looted by Israel, increase funds for preservation and excavations, and use its status to force Israel to stop calling West Bank sites “Israeli antiquities.” (WP 11/22)

King Abdallah of Jordan makes an official visit to Ramallah (his 1st in 10 yrs.) to hold talks with PA pres. Abbas on their independent efforts to reconcile with Hamas and personally to inform Abbas that Jordan has invited Damascus-based Hamas leader Khalid Mishal (barred fr. visiting Jordan since 1999) for an official visit to Amman. The king stresses that any improvement in ties with Hamas is not intended as a move against the PA or as a gesture to Jordan’s Islamist opposition. The U.S. reportedly has expressed displeasure to Jordan over the Mishal visit and hinted that U.S. aid could be cut if Jordan reconciles with Hamas. (NYT, WP 11/22; JPI 12/2)

A Hamas-appointed lower court in Gaza rules that 2 major banks in Gaza, the Bank of Palestine and Palestine Islamic Bank, must pay 10s of millions of dollars in fines and back fees for refusing to recognize the Hamas authority’s power to levy tax, instead remitting taxes to the West Bank PA. Bank officials boycott the hearings and say they may simply shut down to avoid paying. The ruling is seen as precedent setting and possibly applicable to Gaza’s 6 other banks, as well as companies that import fuel and electricity and operate cell phones. (NYT 11/18)

In the West Bank, the IDF conducts daytime patrols in Tulkarm, 2 villages nr. Jenin, and 1 nr. Ramallah; conducts late-night patrols in 1 village nr. Qalqilya; conducts other late-night arrest raids nr. Hebron. The IDF also conducts late-night raids on the homes (in al-Nabi Salih and 2 nr. Retaliating for the 10/31 UNESCO vote, Netanyahu suspends the transfer of VAT taxes Israel collects on the PA’s behalf and orders accelerated construction of 2,000 settlement housing units in East Jerusalem’s Har Homa settlement and the nearby West Bank settlements Efrat and Ma’ale Adumim, calling it Israel’s “right and obligation” to build in Jerusalem. Meanwhile, Palestinian IP addresses and Palestinian phone networks in the West Bank and Gaza come under “multiple attacks” by computer hackers originating from many countries; the PA says the attacks appeared linked to the UNESCO vote and it believes they were “organized by a state” [i.e., Israel]. In the evening, unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus and nr. Jenin; conducts late-night patrols in Jenin. The Israeli Comm. against House Demolitions (ICHAD) submits a report to the UN special rapporteurs on Palestine that concludes that Israeli policies in East Jerusalem (e.g., restricting building permits, demolitions, revoking permanent residency status) are forcing Palestinians to flee in what may constitute a war crime. In the West Bank, the IDF rearrests senior Hamas official Hassan Yousef in Ramallah for having links to a “terrorist” organization; Yousef was 1st arrested in 2005, was released on 8/4/11 as part of a mass release to ease prison overcrowding. Bosnia, a rotating UNSC mbr., announces that it will abstain from the vote on the Palestinian membership in the UN, making it impossible for the Palestinians to secure the 9 votes needed to approve the application, making a U.S. veto unnecessary. The lack of 9 supporting votes also means the Palestinians cannot ask the UNGA to consider the measure under the Uniting for Peace res. (res. 377). (NYT 11/1)

UNESCO’s general conference votes (107-14, with 52 abstentions and 20 not present) to approve Palestine’s full membership. The U.S., Israel, and Canada immediately announce they are cutting off funding to the organization. (CNN, HA 10/31; NYT, WT 11/1)

Jenin and Tulkarm in the afternoon, and 4 villages nr. Qalqilya and 1 nr. Tulkarm late at night. Jewish settlers fr. Esh Kodesh nr. In the West Bank, governed by the Fatahled Palestinian Authority (PA), Israeli military operations are relatively low. Israeli troops on the Gaza border fatally shoot a mentally handicapped Palestinian teenager who approaches the border fence e. of Dayr al-Balah in c. Gaza. In the West Bank, the Israel Defense Forces (IDF) patrols 6 villages nr. Jericho, Qalqilya, Ramallah, and Tulkarm during the day and 2 villages nr. Jenin and Ramallah late at night. An Israeli military court says it is holding Samer Allawi, a senior Palestinian journalist who serves as al-Jazeera satellite network’s Kabul bureau chief, on suspicion of being a Hamas mbr. but has not yet indicted him; the IDF confirms that it detained him on 8/9/11 at a border crossing to Jordan when he attempted leave the West Bank, where he had visited family in Nablus; Allawi denies any Hamas connection. During the day, Hamas convenes Gaza factions to urge them to reimpose a ceasefire. Late in the evening, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. The IDF responds with air strikes on 2 “infiltration tunnels” on the n. Gaza border, lightly to moderately injuring 4 Palestinian bystanders and damaging a recycling center, a construction company, and 11 homes. In the West Bank, the IDF enters Jenin in the afternoon to search the theater run by Mer-Khamis (killed on 4/4) and question locals about his murder. The IDF also patrols in 4 villages nr. Jenin, 3 villages nr. Qalqilya, 1 nr. Ramallah (firing tear gas at stone-throwing youths who confront them), and 1 nr. Tulkarm. Israel’s Jerusalem planning comm. gives preliminary approval for 942 new settlement housing units in Gilo and the Israeli DMin. announces that it has finished new zoning plans for several West Bank Jewish settlements, retroactively legalizing construction already underway. The State Dept. expresses “deep concern,” stating that the “Israeli settlements [are] illegitimate” and “Israel’s actions run counter to efforts to resume direct negotiations.” Israel charges Gazan engineer Abu Sisi (see 3/10) with developing rockets for Hamas and establishing a “military academy” in Gaza to train Hamas commanders. Hamas and Abu Sisi deny the charges. In Jenin r.c., unidentified assailants fatally shoot Israeli actor Juliano Mer-Khamis (half Jewish and half Palestinian) who runs a theater troop for Palestinian children in the camp (see Quarterly Update for details). Meanwhile, the IDF patrols in ‘Ayn al-Sultan r.c. nr. Jericho in the morning and in 4 villages nr. Jenin and Qalqilya in the afternoon; conducts late-night arrest raids, house searches in Awarta (possibly in connection with the 3/11 Itamar murders). Jewish settlers fr. Taffuh settlement attempt to fence off a nearby plot of Palestinian land; the PA district liaison intervenes with the IDF, which removes the settlers but leaves the fencing marking off the land in place. The UNSC authorizes (10-0, with Brazil, China, Germany, India, and Russia abstaining) “all necessary measures” short of foreign occupation to protect civilians in Libya, including calling for an immediate halt to the heavy fighting ongoing nationwide, imposition of a no-fly zone, and interdiction of ships heading to support Qaddafi’s forces. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. After a week of violent clashes, the Libyan govt. has lost control of most of the eastern part of the country to armed antigovernment protesters. Qaddafi responds with overwhelming force, dispatching warplanes, helicopters, special forces, and heavily armed mercenaries (paid and flown in to Tripoli by the planeload in recent days to shore up the regime) to hunt down demonstrators. Fighting has also reached Tripoli, where there are reports of strafing fr. the air, combat in the streets, burning buildings, and looters ransacking police stations. In Cairo, 100,000s of Egyptians join protesters in Tahrir Square for the March of Millions, as similar protests are held around the country. (Little violence is reported.) Protesters hold fast to demands that Mubarak resign, rejecting his offers over the past 2 days to reshuffle his cabinet, to open talks with El-Baradei, and not to seek reelection when his formal term ends in 9/2011. Meanwhile, the U.S. and EU have stepped up diplomatic efforts to pressure Mubarak to begin an “immediate transitional process leading to democratic elections,” without explicitly calling on Mubarak to step down. Mubarak, outraged, today hardens his positions and escalates violence to break up the protests, while the international community steps up diplomatic efforts (especially U.S. talks with Egyptian military figures) to put him in check. Hamas authorities assure the public that it has enough fuel and food stockpiled to last several days, warning merchants against hiking prices. OCHA however—noting that Israel continues to cut off all industrial fuel imports to Gaza for a 3d week making Gaza all the more reliant on smuggled fuel—expresses concern that fuel shortages will quickly become a problem, affecting the ability of municipal authorities to provide electricity, water, and sewage treatment. Meanwhile, Hamas officials in Gaza report that at least 8 Hamas mbrs. jailed in Egypt are among those freed during prisons breaks and rioting across Egypt in recent days; at least 2 have already returned to Gaza through smuggling tunnels on the Rafah border. With major protests (10,000s) in Egypt continuing unabated and a “march of millions” called for 2/1, the Obama admin. calls on Mubarak to facilitate an “orderly transition” to a more representative government but does not explicitly call on him to resign, with Secy. Clinton stressing “we are not advocating any specific outcome,” but “it needs to be done immediately.” France and Germany issue similar statements. Joint Chiefs of Staff head Adm. Mike Mullen phones Egyptian military chief of staff Gen. Sami Anan to express “his appreciation for the continued professionalism of the Egyptian military” in refusing to engage protesters. Amid signs that Mubarak’s regime might really topple, Egypt’s organized opposition parties, including the Muslim Brotherhood, huddle for most of the day to discuss whether they could project a united front to provide direction and leadership to the popular protests, choosing opposition figure and fmr. IAEA head Muhammad El-Baradei (as a nonthreatening figure to the West) to represent the opposition in negotiations with the government over a transition and naming 10 persons they would delegate to an interim unity government. But when El-Baradei speaks in Tahrir Square in the evening, demonstrators reject him, saying the opposition parties do not represent them. Fearing that outside forces could begin smuggling weapons into the country to back an overthrow, Egypt seals the Gaza border indefinitely and, with Israel’s permission, moves 2 battalions (800 soldiers) into the Sinai for the 1st time since the 1979 peace treaty was reached, requiring the area to be a demilitarized zone. Israeli officials hold nearly around-the-clock strategy meetings to discuss the implications for Israel if Mubarak’s government falls, fearing that Mubarak’s overthrow could strengthen Hamas in Gaza and destabilize Jordan, but seeing Mubarak’s appointment of Suleiman, who has overseen Israeli-Hamas prisoner release talks, as a hopeful sign. Israeli authorities indicate they intend to close the Qarni crossing into Gaza (used to import wheat, animal fodder, and construction aggregates) permanently within weeks and reroute these imports through the Kerem Shalom crossing.
