A PA unity govt. delegation travels to Gaza to address the ongoing wage crisis. Inter alia, they are tasked with counting the number of PA employees from before 2007 to determine how many of the Hamas-run govt.’s civil servants hired after 2007 can remain employed. Meanwhile, the Gaza Chamber of Commerce organizes a hearing about the National Solidarity Tax Law, which Hamas passed on 4/18 to levy a new import tax on “non-basic” goods. The 26th Arab League summit begins today, with reps. of all the mbrs. as well as UN Secy.- Gen. Ban, gathering in Sharm al-Shaykh, Egypt, to discuss the recent violence in Yemen, Palestinian affairs, and other issues. At the summit, PA Pres. Abbas says that Israel has not yet released the tax revenues that PM Netanyahu’s office said would be unfrozen on 3/27 and that the PA is still set to “to reevaluate our economic, political and security relationship with Israel.” (MNA 3/27; AFP, AP, HA, MNA, TOI, WAFA 3/28; JP, JTA 3/29)

The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. In 2 separate incidents in the Gaza Strip, IDF troops e. of Khan Yunis and along the n. border open fire with live ammunition on Palestinian farmers working nr. the fence, causing no injuries. In the West Bank, Israeli authorities release 14-year-old Palestinian Malak al-Khatib from prison after arresting her on 12/31 for throwing stones and possessing a knife, the latter being a charge added after the arrest. The IDF violently disperses Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in 5 areas nr. In the West Bank, Israeli forces demolish and evacuate the tent camp “Gate of Jerusalem” after Palestinian and international activists rebuild it in Abu Dis for the 4th time. In separate incidents, IDF troops violently disperse Palestinian and international activists protesting outside Ofer military prison nr. Ramallah and in a village nr. Hebron, causing no injuries. The IDF conducts house searches and raids nr. Jenin and Hebron; patrols nr. Ramallah, Tulkarm, Hebron, and in al-Fawar r.c.; arrests 1 Palestinian outside al-Ibrahimi Mosque in c. Hebron. Israeli settlers park 5 mobile homes in a Palestinian village nr. Nablus, establishing a new outpost. Israeli settlers level land so they can establish a road leading to an outpost s. of Bethlehem. In East Jerusalem, Israeli forces fire sound bombs and tear gas at Palestinian students as they exit their elementary school in al-Tur, then arrest 1 of their parents. French Pres. Hollande meets with PA Pres. Abbas in Paris to discuss Abbas’s plans to go to the UN and ICC. In a joint press conference, Hollande says that a “solution to the conflict” between the Israelis and Palestinians will be put to the UNSC. (AFP, HA 9/19)

Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. It is the 1st round of talks since the 7/20 deadline was extended. Participants suggest that the parties are close, but with difficult final issues still to resolve. Meanwhile, the IAEA reports that Iran is continuing to take action in compliance with the interim agreement. (AFP, AP, REU 9/19)

In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. In an al-Qassam Brigades operation, 12 Palestinian fighters enter Israel by a tunnel nr. Bayt Hanun and attack an IDF site, killing 4 and destroying a jeep with an RPG shell. Ten of the Palestinian fighters are killed in the operation and the other 2 return through the tunnel. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, 1 nearby village and al-Fawar r.c., and 1 village nr. Qalqilya at night; patrols in 2 villages nr. Palestinian UN amb. Riyad Mansour tells the meeting that the international community is obliged to ensure protection of Palestinian civilians, and accuses Israel of violating its responsibility as an occupying power. Israeli UN amb. Ron Prosor says Hamas is “committing a double war crime: targeting Israeli civilians while hiding behind Palestinian civilians.” Pres. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire. PA Pres. Abbas swears in the new national unity govt. in Ramallah, after final disagreements between Fatah and Hamas are resolved. The 18 ministers, including a secy. with ministerial rank but no portfolio, take an oath of office in a televised ceremony, though 4 are participating via teleconference from the Gaza Strip because Israel denied their entry into the West Bank. Abbas announces that the govt.’s principal task is to organize elections within 6 mos., and that preparations will begin immediately. Following a meeting of Israel’s security cabinet, which was called to coordinate a response, Netanyahu’s office issues a statement that says Israel will work against the inclusion of Hamas candidates in the planned Palestinian elections, while refusing to negotiate with the Palestinians as long as a Hamas-backed unity govt. is in power. U.S. State Dept. spokesperson Psaki announces that the Obama administration intends to work with the new PA unity govt. Israeli PM Netanyahu tells his Likud-Yisrael Beitenu faction at the Knesset that the govt. is not on the way to a final-status agreement with the Palestinians, ahead of U.S. Secy. of State Kerry’s on 12/11, his 9th trip to the region since taking office. Netanyahu also reportedly rejects the U.S. Gen. John Allen’s security plan, saying it was important to maintain Israeli forces on the border shared with Jordan. Meanwhile, PLO Secy.-Gen. Israel, Jordan, and the PA sign a watersharing agreement that includes the proposed construction of a desalination plant in Jordan on the Gulf of Aqaba, and a pilot study for a pipeline linking the Red Sea-Dead Sea. Israel also intends to sell more water from the Sea of Galilee to Jordan and to sell water to the PA at reduced rates. The agreement is signed at the World Bank in Washington. The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. Israel begins phase 2 of OCL, a massive ground advance into Gaza, in the evening. The IDF states that “the objective . . . is to destroy the terrorist infrastructure of the Hamas in the precise area of operation, while taking control of some of [sic] rocket launching areas used by Hamas in order to greatly reduce the quantity of rockets fired at Israel and Israeli civilians.” Israeli FM Livni acknowledges that Israel has broader aims, stating that toppling Hamas is “a strategic Israeli objective,” but that it might take more than one large-scale military operation such as OCL to do the job.

Israeli actions: Before phase 2 begins in the evening, the IDF launches artillery strikes on some 40 targets concentrated in open areas around Bayt Hanun, east of Rafah, and along Gaza’s main north–south artery in an apparent effort to clear the areas of mines and tunnels, to move Palestinians away from those areas in preparation for the insertion of ground forces.

The IDF also continues air strikes and naval bombardments across Gaza. Target areas include Bayt Lahiya, Gaza City (al-Nasser, al-Rimal, al-Shuja‘iyya, al-Tuffah, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, Khuza, al-Mughraqa, Nussayrat, Rafah, al-Shuka (e. of Rafah). Targets include 2 mosques in Bayt Lahiya and Jabaliya, killing at least 13 worshipers and injuring 30 during evening prayers; a car in Khan Yunis, assassinating senior Hamas military cmdr. Muhammad Ma‘aruf; 2 PA security compounds in Gaza City; the al-Aqsa Radio and the al-Risala newspaper offices in Gaza City; tunnels on the Rafah border; suspected rocket-launching sites and weapons depots. By evening, the Palestinian toll reaches at least 460 dead and more than 2,000 wounded.

At dusk, the IDF drops leaflets on n. Gaza warning residents that troops will soon operate in this area and that they should evacuate for their safety. Around 8:00 P.M. local time, the IDF cuts power to the Strip and begins sending ground forces into n. Gaza, taking up positions on the outskirts of Bayt Hanun and Bayt Lahiya (occupying homes as operational bases); securing areas e. of Gaza City nr. the Qarni crossing, but notably keeping a distance from Jabaliya (considered a Hamas stronghold), and just inside the s. Gaza border e. of Rafah (with tanks firing flechette shells at houses and agricultural areas, killing 1 Palestinian and wounding 7 inside their homes). Heavy gun battles are reported, with Hamas issuing a statement that it is firing mortars at IDF ground forces. After ground operations begin, the IDF announces a naval blockade of Gaza out to 20 nautical miles.

Palestinian actions: During the day, Palestinians fire 28 rockets and 7 mortars into Israel, hitting as far as Ashdod and Ashqelon to the n., and Netivot to the e., lightly damaging 3 homes and an apartment building, lightly injuring 2 Israelis.

Of note: Embedded with some IDF ground units are the first Israeli journalists and 2 foreign reporters (BBC and Reuters) allowed into Gaza since late 10/08. These journalists have been given “trusted” status by the government for their “long history of relations with the IDF” and are under the strict rules of the IDF censor; the general ban on foreign journalists is still in place, despite a 12/31 High Court ruling ordering the government to allow journalists access. After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. After a last-minute talks in Cairo between Egyptian intelligence chief Omar Sulayman and senior Hamas official Mahmud Zahhar fr. Gaza, Hamas’s dep. leader Musa Abu Marzuq announces from Damascus that Hamas will not attend national unity talks in Cairo on 11/9. Hamas officials cite Egyptian and PA unwillingness to compromise on the wording of an Egyptian draft national unity statement or to discuss issues of importance to Hamas, and the PA’s failure to fulfill a pledge to release 100s of Hamas and Islamic Jihad prisoners held in the West Bank as a confidence-building gesture in advance of the summit. An Islamic Jihad suicide bomber fr. Kefar Rai (btwn. Jenin and Tulkarm) detonates a device outside a shopping mall in Netanya, killing 5 Israelis, wounding 31 (4 seriously). Islamic Jihad says the attack is retaliation for the IDF’s 10/24 assassination of 2 of its leaders. The IDF immediately imposes closures on the West Bank and shuts pedestrian crossings in Gaza (keeping the Qarni crossing open for goods); announces that it is preparing for a wide-scale retaliation operation in northern Gaza and will step up assassinations and arrest campaigns in the West Bank, with DM Mofaz stating that the IDF had “decided to operate in a much broader, much deeper and more intensive manner against the Islamic Jihad infrastructure” and would make an effort to keep fr. drawing Hamas into the fighting. Later in the evening, the Israeli security cabinet authorizes the IDF to “adopt a harsher response” to rocket fire fr.
