In the West Bank, Israeli settlers attack a Palestinian vehicle traveling near Nahalin, causing damage. Israeli settlers also set fire to an agricultural structure in Ya’bad. Israeli forces shoot and kill a Palestinian child, claiming he tried to stab soldiers at a checkpoint near al-Eizariya. Israeli forces also demolish a Palestinian home in al-Burj, displacing 7 people. Elsewhere, Israeli forces erect a surveillance tower and place caravans near Beit Umar. Israeli forces also arrest 28 Palestinians during late-night raids in and around Silwad, Ramallah, Tulkarm, Hebron, Jenin, Tubas, and Nablus. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Khan Yunis, Gaza City, and Nuseirat refugee camp, killing at least 113 people. Israeli naval forces bomb an UNRWA aid truck. Israeli forces abduct al-Amal Hospital general manager Haider al-Qaddura and administrative director Maher Atallah as 8,000 people are evacuated from the hospital in Khan Yunis, which has been under an Israeli siege for 2 weeks. In Beershaba, Israeli police shoot and kill a Palestinian citizen of Israel after he allegedly tries to grab an Israeli police officer’s weapon. In Lebanon, Hezbollah attacks 2 Israeli military positions in Shebaa Farms and 1 in Yiftah. Israeli forces kill 3 members of the Amal Movement in an airstrike. More than 27,478 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,835 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 375 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 95 children. More than 4,415 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 223 Israeli soldiers have been killed and 1,300 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA says Palestinians sheltering in and around Khan Yunis and Rafah need 50,000 cold weather tents, 200,000 bedding sets, 200,000 sealing kits, and 200,000 winter clothing kits. 218 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. PA prime minister Mohammed Shtayyeh says Israel has not transferred the PA tax funds to Norway and that the PA has not received any of the money. President Mahmoud Abbas meets with French foreign minister Stephane Sejourne in Ramallah, calling on France to recognize the state of Palestine. Sejourne meets Israeli foreign minister Israel Katz earlier in the day, with Katz thanking Sejourne for suspending UNRWA funding. (AJ, WAFA, WAFA 2/5)

Israeli opposition leader Yair Lapid says he told Prime Minister Benjamin Netanyahu that he would enter the emergency government to provide a safety net in favor of a ceasefire deal to get the remaining captives released. A no confidence motion against the government at the Knesset gets 21 votes in favor, failing to obtain the 61 votes required. (HA 2/5)

UN secretary-general Antonio Guterres appoints an independent review group led by former French foreign minister Catherine Colanna to assess UNRWA’s neutrality and Israeli allegations against the agency. UK’s Channel 4 reports, after seeing the 6-page dossier Israel used to accuse 12 UNRWA staffers of taking part in Operation Al-Aqsa Flood, that Israel “provides no evidence” to back its claim. Instead, the dossier states that “from intelligence information, documents, and identity cards seized during the course of the fighting, it is now possible to flag around 190 Hamas and PIJ terrorist operatives who serve as UNRWA employees. More than 10 UNRWA staffers took part in the seventh of October.” The New York Times reports that UNRWA will lose $65 million by the end of February due to funding suspensions by Germany, Japan, and Sweden. U.S. secretary of state Antony Blinken meets with Saudi crown prince Mohammed bin Salman in Riyadh, discussing humanitarian aid to Gaza and regional diplomacy. After the meeting, Blinken says that Saudi Arabia has a strong interest in pursuing normalization with Israel but that it requires “an end to the conflict in Gaza, and a clear, credible, time-bound path to the establishment of a Palestinian state.” Blinken also announces that the U.S. will cancel visas for employees of companies that provide spyware that is used against political activists, human rights defenders, and journalists. The Palestinian National Council (PNC), the legislative wing of the Palestine Liberation Organization (PLO), convenes in Ramallah for its first regular session since 1996. Some factions boycotted the meetings. Over the next 4 days, they are set to elect new members to the PLO Executive Committee and other top PLO positions. In the evening, PA president Abbas gives a speech calling for the PNC to adopt the initiative he presented at the UNSC in 2/2018, and reiterates his commitment to ending the division with Hamas. PIJ says that the 4 died during unspecified “preparations.” Meanwhile, IDF troops violently disperse Palestinians shepherds working near Dayr al-Balah, and a small number of Palestinians at a Great March of Return tent camp outside Khan Yunis; 4 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops evacuate and dismantle an illegal settlement outpost near Nablus (settlers erected it on 4/13). When some of the settlers throw stones and otherwise resist the IDF, the soldiers arrest 3 of them. More than 10,000 Palestinians gather along Gaza’s border to continue the Great March of Return for the 3d consecutive Friday. A number of protesters throw explosives and Molotov cocktails toward the border fence. IDF troops violently disperse the demonstrations near Gaza City, Khan Yunis, Rafah, Bayt Hanun, and Jabaliya refugee camp; 1 Palestinian is killed and at least 200 are injured. The protester killed today brings the death toll stemming from the Great March of Return to 30. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and late at night near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Friday protests near Ramallah, Nablus, al-Bireh, Qalqilya, and Hebron; at least 12 Palestinians are injured. They also issue an arrest summons during a raid near Bethlehem, and patrol near Qalqilya and Hebron. Israeli settlers break into a mosque near Nablus overnight and set fire to the interior, causing moderate damage. A separate group of settlers damages 7 Palestinian olive trees near Nablus. Israeli DM Lieberman says that the decreasing attendance at the Friday protests along Gaza’s border over the past 2 weeks show that Israel’s “determination” has had an effect. “Each week there are fewer rioters on our border with Gaza. The Jerusalem Post reports that New Zealand is circulating a draft UNSC res. calling for a “firm timetable” for the Israelis and Palestinians to return to negotiations and asking that neither side set “preconditions” for the talks. The draft res. also calls for an end to the Israeli settlement enterprise and for the Palestinian leadership to end its “incitement to violence against Israeli civilians.” (JP 12/11)

After 2 weeks of increasing tension and clashes in East Jerusalem over access at Haram al-Sharif, Israeli authorities ban male and female volunteer guards— murabitun and murabitat—from the sanctuary on the grounds that they disturb and intimidate Jewish visitors. Around 50 Palestinian women gather outside Haram al-Sharif in the morning to protest the Israeli restrictions on their access. Late at night, suspected right-wing Jewish activists spray racist graffiti on walls in the Old City and Israeli forces arrest 7 Palestinians on raids in al-Tur and Jabal Mukabir. In the West Bank, unknown assailants shoot and lightly injure an Israeli settler driving nr. Nablus. Later, Israeli settlers set fire to dozens of olive trees outside a nearby Palestinian village and Israeli forces block the entrances to the village and order a curfew. PNC pres. Zanoun announces that the PNC convention scheduled for 9/14–15 has been postponed in response to various Palestinian political groups’ requests for a delay and calls for a boycott. UNRWA commissioner-gen. Pierre Krähenbühl reaches an agreement with the UNRWA employees union in Gaza to end the recent protests over reductions in agency services. The union went on strike for a week on 8/24, then agreed to return to work on 8/31 in exchange for a tentative agreement to limit class sizes. (MNA 9/9)

Gaza’s border crossings remained sealed for a 3d day. The IDF fires warning shots at Palestinian farmers who stray nr. the Gaza border fence e. of Khan Yunis, seriously injuring 2 elderly Palestinians. The Israeli navy fires warning shots at fishermen to keep them close to shore. AMB mbrs. fire 2 rockets into Israel, causing no damage or injuries. Hebron, setting up road blocks, checking IDs, raiding and searching homes, firing on stone-throwing youths who confront troops, killing a 16-yr.-old Palestinian boy, arresting 1 Palestinian; conducts late-night arrest raids, house searches in and around Nablus and Ramallah, nr. The Israeli navy detains 6 Palestinian fishing off the Rafah coast, questions and releases 16 fishermen. Palestinians fire a rocket toward Israel, but it lands inside Gaza, hitting a home e. of Gaza City, injuring a mother, 2 children. Egyptian border police find a cache of more than 1,000 lbs of explosives, including mortars and rockets, on the Egyptian side of the Rafah border. Overnight in the West Bank, the IDF sends troops into Qabatya to raid and search homes, 2 schools, a mosque, confiscating money and computers, arresting 10 Palestinians; before withdrawing in late morning, troops fire tear gas at children heading to school, injuring 10. The IDF also conducts daytime arrest raids nr. Qalqilya; fires tear gas at Palestinians demonstrating against the separation wall in Ni‘lin (pop. 5,000) nr. For unclear reasons, IDF soldiers at the Erez crossing fire on 700 Palestinians returning from the Hajj in coordination with Israel and the PA, killing 1 Palestinian woman, wounding at least 1. Meanwhile, Palestinian pilgrims who left Gaza under a deal brokered by Hamas (see 12/5) begin to return via Egypt, where Egypt, under pressure fr. Israel, bars their passage through the Rafah crossing, saying they must go via the Israeli-controlled Kerem Shalom crossing; the pilgrims refuse, believing they would be arrested for their Hamas connections. Meanwhile, the IDF fires on Hamas mbrs. laying a roadside bomb nr. the s. Gaza border fence, killing 1 Hamas mbr., wounding a bystander. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. Hamas mbrs. fire 3 mortars fr. Rafah toward the IDF post at Kerem Shalom; the IDF responds with heavy gunfire; no injuries are reported. In the West Bank, the IDF patrols in Tulkarm; conducts arrest raids, house searches in and around Hebron (including arresting a 10-yr.-old boy, heavily damaging 1 home), nr. Jenin. Jewish settlers throw stones, bottles at Palestinian cars traveling a main road linking Hebron and Bethlehem, damaging 1 car; the IDF observes but does not intervene. The IDF makes an air strike on a suspected rocket-launching site nr. Bayt Hanun, causing no injuries. The Israeli navy fires on Palestinian fishing vessels off the Bayt Lahiya coast, forcing them to return to shore. In the West Bank, the IDF arrests Palestinian Awad Abu Suway, head of a Bethlehem group that organizes local nonviolent protests against the separation wall, and his 65-yr.-old father; conducts arrest raids, house searches in and around Jenin town and r.c. and in Hebron, Nablus, and neighboring Balata r.c. PA police rescue an IDF soldier who mistakenly drives into Jenin and is surrounded by an angry mob; police safely turn over the soldier to the IDF, but the crowd burns his vehicle; Israel praises the PA police, saying their actions are a sign of PA Pres. Overnight, the IDF sends tanks and troops, backed by air support, into Gaza City and Khan Yunis in a major day-long ground offensive targeting primarily Hamas and Islamic Jihad, but also including the AMB, arresting 10s of Palestinians, bulldozing 1 Palestinian home and 70 dunams of land, and leaving at least 13 Palestinians (including at least 4 gunmen and 6 civilians, including a 10-yr.-old boy) dead, more than 50 Palestinians and at least 2 IDF soldiers wounded; Fatah and Hamas gunmen fight side-by-side against the IDF, using small arms and antitank weapons. The IDF also makes an air strike on a car in Gaza City, assassinating Islamic Jihad senior cmdr. Raed Fanuna; bulldozes Palestinian land on the Gaza side of the Qarni crossing and industrial zone, along the border southeast of Khuza’a in s. Gaza. For a 2d day, the Israeli navy fires on Palestinian fishermen off the Gaza City coast, forcing them back to shore. Islamic Jihad fires 4 rockets, 5 mortars fr. Gaza toward the Erez crossing; 2 mortars land on the Gaza side, injuring a Palestinian child; those landing on the Israeli side cause no damage or injuries. Before dawn, Hizballah launches a crossborder attack on Israel, dubbed Operation True Promise, firing rockets across the Blue Line into n. Israel as a diversion; sending fighters in to n.
