The Egyptian authorities open the Rafah border crossing for the first of 2 planned days ahead of Ramadan on 6/6. At the end of the day, around 800 Palestinians are stranded at the crossing due to the 7:00 P.M. curfew Egypt imposes on the n. Sinai Peninsula. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops violently disperse Palestinians demonstrating against the occupation in Kafr Qaddum nr. Qalqilya; 1 Palestinian is injured. Responding to Israeli PM Netanyahu’s 5/30 comments, Arab League secy.-gen. Nabil Elaraby says that the league will reject any alterations or piecemeal acceptance of the Arab Peace Initiative. (MNA 6/4)

The IDF maintains, for a 2d day, the closure of Araqa where 2 Palestinians were killed on 2/14; declares it a closed military zone. They conduct raids in the village, arresting 2 Palestinians. Meanwhile, IDF troops conduct raids in al-Am‘ari r.c. nr. Ramallah, arresting 2 Palestinians and sparking clashes with stonethrowing and armed youths; 42 Palestinians and 1 Israeli soldier are injured. Late at night, they escort 17 busloads of Israelis to Joseph’s Tomb outside Nablus to perform religious rites, sparking more clashes with stone-throwers; there are no serious injuries. Israeli forces demolish 20 residential structures in a village nr. Nablus; deliver stop-work orders to 2 homes under construction in Qalqilya. Throughout the day, the IDF conducts raids and house searches in 2 villages each nr. Jenin and Salfit and 1 nr. Bethlehem, as well as in Qalqilya and Hebron, arresting 11 Palestinians and issuing an arrest summons to 1; patrols in 3 villages nr. Hebron and 1 nr. Tulkarm. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage. Along Gaza’s border, IDF troops open fire on Palestinian farmers nr. Khan Yunis, causing no injuries. Meanwhile, the Egyptian authorities keep the Rafah border crossing open for a 3d and final day. In East Jerusalem, Israeli forces assault and arrest a Palestinian youth outside the Old City after they search and find a knife on her person. They also arrest 1 Palestinian on a raid in Issawiyya. Palestinian hunger striker al-Qiq refuses an Israeli court offer to transfer him from Emek Medical Center in Afula to a hospital in East Jerusalem, demanding to be treated at a Palestinian hospital in the West Bank. Al-Qiq has been on hunger strike since 11/24, days after he was captured from his Ramallah home and held under administrative detention. (MNA 2/16)

After 2 weeks of increasing tension and clashes in East Jerusalem over access at Haram al-Sharif, Israeli authorities ban male and female volunteer guards— murabitun and murabitat—from the sanctuary on the grounds that they disturb and intimidate Jewish visitors. Around 50 Palestinian women gather outside Haram al-Sharif in the morning to protest the Israeli restrictions on their access. Late at night, suspected right-wing Jewish activists spray racist graffiti on walls in the Old City and Israeli forces arrest 7 Palestinians on raids in al-Tur and Jabal Mukabir. In the West Bank, unknown assailants shoot and lightly injure an Israeli settler driving nr. Nablus. Later, Israeli settlers set fire to dozens of olive trees outside a nearby Palestinian village and Israeli forces block the entrances to the village and order a curfew. Separately, Israeli forces raze agricultural land and seize an irrigation network nr. Hebron. IDF troops conduct late-night house searches and raids nr. Jericho, Jenin, Tulkarm, and Bethlehem, arresting 4 Palestinians; patrol in al-‘Arub r.c and nr. Hebron. The Israeli authorities reopen a road nr. Ramallah that has been closed for 15 years (it was initially reported reopened on 5/25, but Israel’s Coordinator of Government Activities in the Territories [COGAT] delayed the opening to perform unspecified maintenance). Off Gaza’s coast nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. PNC pres. Zanoun announces that the PNC convention scheduled for 9/14–15 has been postponed in response to various Palestinian political groups’ requests for a delay and calls for a boycott. He says that a comm. comprising himself, the PLO Exec. Comm., and the heads of the various factions will meet to prepare to convene the PNC within 3 mos. (JP, MNA, WAFA 9/9)

UNRWA commissioner-gen. Pierre Krähenbühl reaches an agreement with the UNRWA employees union in Gaza to end the recent protests over reductions in agency services. The union went on strike for a week on 8/24, then agreed to return to work on 8/31 in exchange for a tentative agreement to limit class sizes. (MNA 9/9)

In the Gaza Strip, IDF troops e. of Khan Yunis detain 3 Palestinians as they attempt to cross the border fence into Israel. In the West Bank, Israeli forces conduct house searches and arrest raids nr. Ramallah and Jenin; patrol nr. Hebron and Salfit; demolish 30 dunams (around 7.4 acres) of wheat fields nr. Bethlehem; and deliver eviction orders to several Palestinian bedouin families in a village nr. Jericho. Israeli settlers level land so they can establish a road leading to an outpost s. of Bethlehem. In East Jerusalem, Israeli forces fire sound bombs and tear gas at Palestinian students as they exit their elementary school in al-Tur, then arrest 1 of their parents. In Cairo, the Arab League agrees to make the “necessary communications and consultations” with international partners to submit a new proposal on behalf of the Palestinians to the UNSC. Diplomats from 5 Arab countries will form a joint comm. to organize the resubmission, and PA Pres. Abbas agrees to respect the comm.’s decisions regarding timing. After meeting with the U.S. Consul Gen. to Israel and Palestine Michael Ratney in Ramallah, PA PM Hamdallah calls on the international community to pressure Israel into unfreezing its tax revenue transfers to the PA. (AJ, REU, WAFA, YA 1/15)

Early in the morning, the IDF drops leaflets from helicopters over n. Gaza border areas nr. Bayt Lahiya warning that the IDF will use deadly force against anyone approaching the border fence. Late at night, IDF troops on the s. Gaza border fire on residential areas of Khan Yunis, damaging a house but causing no injuries. On the Rafah border, 1 Palestinian is killed and 2 are injured in a smuggling tunnel collapse. In the West Bank, Israel’s Shin Bet arrests 13 Palestinians fr. al-Am’ari r.c. (including 2 Palestinian Red Crescent Society employees, the goalie of Palestine’s Olympic soccer team, and a senior PA intelligence officer) for plotting a series of attacks on IDF soldiers nr. Ramallah, claiming that the prominent mbrs. of the group intended to use their status to perpetrate attacks. The IDF seals off a plot of land in the al-Ja’wana area Bayt Furik village (nr. Nablus), confiscating 6 tents and 2 water tanks belonging to local Palestinians; patrols in 3 villages nr. Ramallah (synchronized) and 1 nr. Qalqilya in the morning; patrols in 3 villages nr. Jenin, Qalqilya, and Ramallah in the afternoon; and conducts late-night patrols in 1 village nr. Tulkarm. The IDF also conducts late-night arrest raids, house searches in Qalqilya and nr. Nablus. The IDF issues an eviction order to several Jewish settler families who moved into a house in Hebron, near the al-Ibrahimi Mosque/Tomb of the Patriarchs, several days ago that they claim to have purchased fr. the Palestinian owner (who claims the deeds were forged). The IDF cites the settlers for failing to secure the proper permits from the Israeli military to reside in the West Bank, calling their presence “a risk to public order,” and ordering them to vacate the building by 3:00 p.m. local time on 4/3. (NYT 4/4, 4/5)

U.S. officials spend the day trying to broker a compromise with Israel that will guarantee that direct talks will continue. Despite U.S. appeals, Netanyahu allows the freeze to expire at midnight local time (6:00 p.m. EDT). Abbas agrees not to follow through on threats to halt direct talks immediately to give U.S. diplomacy more time to work, but says he plans to consult with Fatah and PLO leaders, as well as the Arab League regarding how to move forward. (At his request, an Arab League session is set for 10/4, essentially leaving a week to resolve the freeze issue; the date is later changed to 10/6.) Even before the freeze ends, Israel’s Dep. PM Silvan Shalom lays the cornerstone for construction of a new yeshiva at a ceremony in Beit Romano settlement in Hebron attended by settlement leaders and right-wing Knesset members. Likud party mbrs. and 1,000s of settlers bussed in from around the West Bank attend a rally in neighboring Revava settlement to count down the end of the moratorium. In nearby Kiryat Netafim settlement, Jewish settlers hold a groundbreaking ceremony for construction of a new day-care center. Dozens of armed Jewish settlers from Ma’on settlement nr. Hebron guarded by IDF soldiers escort bulldozers to a nearby site where they begin laying the foundations for new homes at nearby Havat Maon outpost. Meanwhile, timed with the lifting of the settlement freeze, 9 Jewish activists depart Cyprus on a catamaran, hoping to break the blockade of Gaza to deliver a token shipment of medicine and water purification equipment. In the West Bank, unidentified Palestinian gunmen fire on 2 Jewish settler vehicles driving nr. Hebron, moderately wounding 1 Jewish settler; no group takes responsibility. The IDF sends troops into Azun village nr. Qalqilya to patrol streets, set up checkpoints, and check Palestinian IDs, arresting 1 Palestinian; seals an entrance to Marda village nr. Salfit; conducts late-night patrols in Jenin town and r.c., making no arrests; conducts late-night arrest raids, house searches nr. Jenin and Nablus. In Gaza, IDF troops on the s. Gaza border e. of Khan Yunis fire warning shots at Palestinians conducting a nonviolent protest march to the border fence to protest Israel’s imposition of a buffer zone, seriously wounding 1. As the quarter opens, Israel has eased (as of 6/2010) its blockade on Gaza, replacing the blanket ban on imports with two lists of prohibited and regulated items, allowing in more (and more varied) food items, construction materials, and commercial goods, but keeping imports only slightly above subsistence and continuing to bar exports. The Israel Defense Forces (IDF) enforces a 300-meter-deep no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya (northern) and Rafah (southern) coasts, and 3 nautical miles elsewhere—placing 17% of Gaza’s total landmass, including 35% of its viable agricultural areas, and 85% of the maritime areas allocated under the Oslo accords off-limits to Palestinians. In the West Bank, Israel’s easing of restrictions on Palestinian movement between major population centers (which began in summer 2009) continues, and IDF operations are relatively few. Today, IDF troops on the s. Gaza border e. of Khan Yunis fire on a group of Islamic Jihad mbrs. burying explosive devices nr. the border fence, killing 1 Islamic Jihad mbr.; the Palestinians return fire, lightly wounding 1 IDF soldier. Hrs. later, unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in al-‘Arub refugee camp (r.c.) and 2 villages nr. Hebron. Jewish settlers fr. Shvut Rachel nr. Nablus uproot 100 nearby Palestinian olive trees. Israel’s Housing Min. approves construction of a new settler-only bypass road to link Ma’ale Adumim settlement e. of Jerusalem with the new E1 settlement area in East Jerusalem; explaining the decision, the Housing Min. states that “the decision to freeze construction in [West Bank settlements] does not include services for existing structures.” (JP, YA 8/16; NYT 8/17; PCHR 8/19; OCHA 8/20)

In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. She lists several additional steps the U.S. expects Israel to take to support the peace process and warns of consequences if Israel does not comply; no details are made public (State Dept. press release 3/12; WP 3/13; HA 3/15)

The IDF makes a day-long incursion 200 m into Gaza e. of Jabaliya, later moving s. toward Gaza City, to level land along the border fence to clear lines of sight. IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinians scavenging construction materials from destroyed buildings, forcing them to flee, causing no injuries. Late in the evening, the IDF makes air strikes on a suspected weapons lab in Khan Yunis in retaliation for Palestinian rocket fire on 3/11, causing no reported injuries; Israeli naval vessels fire on a Palestinian fishing boat off the Bayt Lahiya coast, forcing it to return to shore. Israel, fearing serious Palestinian protests after Friday prayers over the 3/9 Ramat Shlomo construction approval, imposes a general closure on the West Bank through 3/16 and deploys extra units of riot police around Jerusalem; no violence is reported. In an effort to halt weekly Palestinian protests against the separation wall, the IDF issues a military order declaring Bil‘in and Ni‘lin closed military zones on Fridays until 8/17. Today the order is ignored: Palestinian, Israeli, and international activists stage a nonviolent march to the separation wall in Bil‘in and a protest against the wall in Ni‘lin, where some of them throw stones at IDF troops. In both cases, IDF troops fire rubber-coated steel bullets, stun grenades, tear gas (injuring 2 Palestinians in Bil‘in; arresting 1 Palestinian, 1 Israeli in Ni‘lin). The IDF also fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging a nonviolent protest against settlement expansion nr. Dayr Nizam/al-Nabi Salih (injuring 18); fires stun grenades and beats Palestinian and international activists demonstrating against the separation wall in al-Ma‘sara village s. of Bethlehem (injuring 2 Palestinians). Murshud, dies. In the West Bank, the IDF conducts arrest raids, house searches in Nablus, nr. Bethlehem. A Jewish settler kills a Palestinian in a deliberate hit-and-run nr. Bil‘in. Jewish settlers fr. Kiryat Arba vandalize a Palestinian car. Some 500 Islamic Jihad, PRC mbrs. rally at the Rafah crossing to protest its continued closure; PRC mbrs. detonate 2 bombs nr. the border wall, causing no damage or injuries. Hamas-affiliated police fire warning shots at a busload of Islamic Jihad mbrs. who fail to stop at a checkpoint outside al-Bureij r.c., wounding 2 Islamic Jihad mbrs. Hamas-affiliated police raid an area of Rafah to arrest wanted Fatah mbrs., sparking clashes that leave 3 Fatah mbrs., 1 policeman injured. The IDF makes an air strike targeting armed Palestinians nr. Khan Yunis, causing no reported injuries; levels land inside the Gaza border nr. the Erez crossing. In the West Bank, the IDF bulldozes a Palestinian road and barn in al-Walaja nr. the separation wall outside Bethlehem; raids, searches a secondary school in Azun nr. Qalqilya when staff is present but classes are not in session; conducts arrest raids, house searches in and around Jenin and Nablus, in Abu Dis nr. Jerusalem, and nr. Bethlehem. During the day, the new PA policing unit in Nablus, deployed by Palestinian Authority (PA) PM Mahmud Abbas on 11/2 to enhance security in keeping with the road map, makes major arrest raids into ‘Ayn Bayt al-Ma’ r.c. The IDF sends troops into Wadi al-Silqa in central Gaza, raiding and searching homes, occupying several as observation posts, imposing a curfew, firing on anyone on the streets (wounding 2 unarmed Palestinians), bulldozing a greenhouse and 1 d. of land. In the West Bank, the IDF conducts arrest raids, house searches nr. Qalqilya, Tulkarm. In Gaza, the IDF sends tanks, a bulldozer into the Gaza airport site, exchanging heavy fire (heavy machine guns, mortars) with Hamas mbrs., causing no reported injuries; occupies a strip of land in the al-Hawouz area northeast of Bayt Lahiya. In the West Bank, the IDF patrols in Mas’ha nr. Salfit, firing percussion grenades and live ammunition in residential areas, causing no reported injuries; conducts arrest raids, house searches in and around Jenin, Nablus; begins bulldozing confiscated land nr. Salfit for the expansion of the Burkin industrial zone; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 5, including a journalist covering the demonstration) and al-Ma‘sara nr. Bethlehem (lightly injuring 3). Hamas, Islamic Jihad mbrs. exchange fire in Khan Yunis’s al-Rihab Mosque, wounding 3 Palestinians, after Hamas allegedly attempts to seize control of the building. Israel confirms that it is building a 10-mi. Palestinian-only road around Ma’ale Adumim settlement, linking Jericho and Bethlehem and bypassing Jerusalem, to create “transportational contiguity” btwn. Palestinian communities that would otherwise be cut off by the separation wall; critics note that 56 acres of privately owned Palestinian land and 352 acres of “state land” have been appropriated for the construction, which will also allow for the expansion and linkage of Ma’ale Adumim, Mishor Adumim, and Kedar settlements. In Gaza, the IDF raids and searches homes in al-Shuka, occupying several houses as observation posts (troops are still in the village at the end of the day); sends troops into al-Fakhari nr. Khan Yunis, raiding several homes, leveling lands, firing on residential areas, causing no reported injuries; sends troops into Bayt Hanun, bulldozing at least 100 d. of citrus trees and fences around a college and cemetery, withdrawing in the evening. The ESF creates 2 new openings in the Rafah border fence nr. Rafah’s Bloc J and al-Barahma, but no passage through the openings is reported. Egypt allows 30 Islamic Jihad mbrs. and Palestinian civilians stranded in Egypt since Israel sealed the Gaza borders on 6/12 to return to Gaza through the Rafah crossing (see 9/30). In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem (arresting a mbr. of the Bethlehem municipal council), nr. Hebron, and in al-Bireh, Ramallah, Qalqilya (occupying homes as observation posts, firing on Palestinian children as they leave school, wounding 2, ages 11 and 13). Overnight, the IDF makes an incursion into Khuza’a nr. Khan Yunis, storming houses, occupying homes and a school as observation posts, clashing with and calling in air strikes on armed Palestinians who confront them (wounding at least 6 Palestinians, including 2 civilians), bulldozing 6 dunams (d.; 4 d. = 1 acre) of Palestinian land, detaining 5 Palestinians (4 of whom are released later in the day). During the day, IDF troops on the Gaza border fire a surface-tosurface missile into Gaza at a group of Hamas mbrs., killing 1 Hamas mbr., wounding 1. Islamic Jihad mbrs. fire an RPG at an IDF patrol on the Gaza border nr. Dayr al-Balah, causing no damage or injuries. Nr. Gaza City, 1 Hamas mbr. is killed, another wounded when a roadside bomb they are planting explodes prematurely. In 2 separate incidents in Hebron, Jewish settlers attack, vandalize Palestinian homes. In Wadi al-Juz in East Jerusalem, the IDF raids a home where some 25 Israeli Palestinian religious figures, including Islamic Movement head Shaykh Raed Salah, are having a dinner, ordering the group to disband because they are holding an “illegal meeting”; when the group refuses, the IDF fires percussion grenades into the home, injuring 4. Israel begins to allow more than 6,000 Palestinians stranded on the Egyptian side of the Rafah border to enter Gaza through Erez via the al-Oja cargo crossing s. of Rafah and bus them to Erez; 1 ailing Palestinian stranded at the crossing dies. Nr. Khan Yunis, Islamic Jihad mbrs. exchange heavy fire with an IDF unit patrolling the border inside Israel, causing no injuries. In the West Bank, the IDF searches stores, conducts random ID checks in Hebron; patrols in Qalandia. Jewish settlers fr. Yitzhar set fire to 100 d. of Palestinian olive and almond groves nr. Nablus. IDF troops on the n. Gaza border fire on Palestinians collecting scrap metal who stray nr. the border fence n. of Bayt Lahiya, wounding 1. In the West Bank, the IDF partially demolishes a Palestinian home in Ibaydiyya nr. Bethlehem; conducts arrest raids, house searches in and around Nablus and neighboring ‘Askar r.c., in Bayt Fajjar and Dahaysha r.c. nr. Bethlehem, in Hebron, and nr. al-Fawar r.c. (shooting, wounding 1 Palestinian). In Bureij r.c., a Palestinian is injured when an explosive device he is handling explodes prematurely. Fatah, ESF mbrs. clash in n. Gaza for a 2d day, leaving a 2-yr.-old Palestinian boy dead, 6 Palestinians injured. In Gaza City, ESF mbrs. exchange fire with a Fatah-affiliated family, killing 1 Palestinian; unidentified gunmen halt, seize a UN vehicle, leaving the Palestinian UN employee unharmed. Overnight and during the day, the IDF continues to expand its presence in n. Gaza, entering populated areas for the 1st time since disengagement, meeting strong resistance fr. Palestinians, who use RPGs, rifles, roadside bombs and fire 8 rockets toward Israel (only 4 land inside Israel, causing no damage or injuries). The IDF uses air strikes, artillery, tanks, and gunfire as well as bulldozes fields, roads, and open areas to widen the n. Gaza buffer zone; the clashes, mostly concentrated in Bayt Lahiya but also in s. Gaza, leave at least 24 Palestinians (many reportedly Hamas mbrs., but also including at least 2 children), 1 IDF soldier (hit by friendly fire) dead and wound some 80 Palestinians (nearly a third of them children), 1 IDF soldier. The IDF also bulldozes areas around Khan Yunis, demolishing 3 Palestinian homes; opens Erez and Qarni crossings for several hrs. for the movement of international aid workers, humanitarian goods. Palestinian gunmen also fire on an al-Jazeera TV car in Bayt Hanun, believing it to be an IDF undercover unit, wounding the driver, 1 journalist. In the West Bank, the IDF sends undercover units into a memorial service in Jenin r.c. for an AMB mbr. killed on 7/5, attempts to assassinate the AMB’s n. West Bank cmdr. Ma’ariv 3/18 reports that that the financial officer of the Greek Orthodox Church, Nikolaos Papadimas, who has power of attorney for Greek Orthodox Patriarch Irineos, recently signed a secret deal, without Irineos’s permission, to sell the church’s Omar Bin Khattab Square property in the Old City of Jerusalem to Jewish investors fr. abroad and then fled the country with his family, depositing $1.5 m. in a Tel Aviv bank account. The square is a valuable commercial area inside the Jaffa Gate, where 3 prominent Palestinian hotels and a number of shops are located. Irineos denies that he gave permission for the sale, meaning that, by church bylaws, the sale is void.
