The U.S. State Dept. announces that the U.S. will be boycotting the UNHRC’s discussion of Israel at its 34th session this week, also known as Agenda Item 7. “The U.S. strongly and unequivocally opposes the existence of the UNHRC’s Agenda Item 7,” the State Dept. statement reads. Ahead of his 2d meeting with U.S. envoy Greenblatt this week, Israeli PM Netanyahu says, “We are in the midst of a process of dialogue with the White House and our intention is to reach an agreed-upon policy regarding settlement construction. Agreedupon for us, of course, not just for the [U.S.] side.” Netanyahu and Greenblatt then make progress on the issue, pledging to continue contacts next week, according to a joint statement. Hamas announces the formation of a new comm. to administer Gaza. It will comprise mbrs. of the Hamas-affiliated Palestinian Legislative Council bloc and other senior officials. “Hamas has not formed a substitute govt. to replace the [PA] consensus govt.,” according to senior Hamas official Salah Bardawil. “A governmental administrative comm. was formed, not an actual govt. [The comm.] aims to organize the work of state institutions, and any minister from Ramallah is welcome to come to Gaza and do his job, and the comm. will be at his service,” he adds. (ALM 3/22)

Israeli DM Lieberman names the Palestinian National Fund a terrorist organization due to its “continuous and sustained support of entities responsible for serious terrorist activity against Israel.” The PA fund is primarily used to disburse payments to Palestinians imprisoned in Israel on terrorismrelated charges, and to assist prisoners’ families. PA pres. Abbas calls the move “an Israeli attempt to impede, destroy, and belittle” the ongoing U.S.-led peace-making effort. (JP, TOI 3/16)

In the West Bank, IDF troops patrol nr. Nablus, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They conduct further patrols nr. Hebron and Ramallah; and arrest 9 Palestinians during late-night raids nr. Hebron, Ramallah, and Nablus. In East Jerusalem, Palestinian schools go on strike to protest the closure of al-Nukhba School on 2/23 and the Jerusalem Municipality’s 12/2016 decision to align its vacation calendar with the Israeli school calendar. In West Jerusalem, Israeli forces violently disperse Palestinians protesting Israeli demolitions of Palestinian property outside the finance ministry’s headquarters; there are no serious injuries. The Israeli Knesset approves amendments to the Basic Law barring politicians from running for office if they are known to “support terrorism,” if they do not recognize Israel as a Jewish and democratic state, or if they incite racism or support armed resistance against Israel. In response, Joint List MK Ahmad Tibi says “there is a tendency in recent Knessets in which MKs from the right wing compete with themselves over which bill they can present to exclude authentic representatives of the Arab population.” (KNE, WAFA 3/15)

PA pres. Abbas meets with U.S. special representative for international negotiations Greenblatt in Ramallah. Abbas tells him that “under [U.S.] pres. Trump’s leadership a historic peace deal is possible,” according to a U.S. statement. Meanwhile, Israeli PM Netanyahu comments on his 3/13 meeting with Greenblatt, saying that “we’re in a process, but it’s a process of mutual dialogue, authentic and honest in the positive sense.” The process is “not yet visible to the media,” he adds. The Jerusalem Municipality’s Local Planning and Building Comm. approves the construction of 566 new residences in Israeli settlements in East Jerusalem. At the Israeli cabinet’s weekly meeting, Netanyahu says that he no longer supports the so-called regulations bill, which would retroactively authorize hundreds of illegal settlement outposts in the West Bank. He says “it’s possible” that the bill led to the UNSC’s res. condemning settlements on 12/23, and that it would be “irresponsible” to advance it further. Netanyahu also argues that a vote on a bill annexing the Ma’ale Adumim settlement bloc should be postponed until at least after he meets with U.S. pres. Trump. PA pres. Abbas addresses the UNGA in New York City and pledges to present the UN Security Council (UNSC) with a res. condemning Israel’s settlements in the West Bank. Israeli PM Netanyahu also addresses the UNGA in New York, reaffirming his pledge to resist any UN attempt to dictate the terms of a res. to the Israeli-Palestinian conflict and welcoming the “spirit” of the Arab Peace Initiative. The Israeli authorities return the body of a Palestinian to his family in East Jerusalem, having punitively withheld it since he was killed on 12/14 after carrying out a car ramming attack in Jerusalem. Responding to reports about Russian efforts to host a peace summit on 8/28, PA pres. Abbas’s office releases a statement reaffirming that Abbas is willing to take part in any peace initiative aimed at a “comprehensive and fair solution.” A Russian spokesperson says that there is “nothing concrete” yet. In East Jerusalem, Israeli forces arrest a Palestinian youth allegedly carrying a knife and planning a stabbing attack in Shu‘fat r.c., and arrest another Palestinian on a late-night raid in Ras al-Amud. In the West Bank, IDF troops arrest 3 Palestinians during raids nr. Nablus, Ramallah, and Jenin; and patrol in 2 villages nr. Nablus, and 3 villages and al-‘Arub r.c. nr. Hebron. Around 12,000 Palestinians attend a funeral for the Palestinian killed by PASF troops in Nablus on 8/23. Palestinian officials announce the beginning of preliminary discussions about a possible summit meeting in Moscow between PM Netanyahu and Pres. Abbas, to be mediated by Russian pres. Putin. Separately, a senior PLO official says that the Palestinians recently rejected a U.S. offer for a trilateral peace summit with Israel, and that the Palestinians instead insisted on 2 central preconditions for any meetings: release of the 4th tranche of prisoners that were set to go free in connection with the last round of talks in 3–4/2014 and a settlement freeze. As the Palestinian school year begins, the PA Education Ministry accuses Israel of withholding the delivery of around 300,000 textbooks to schools in Gaza. Netanyahu meets with Cypriot pres. Anastasiades in Cyprus and, according to PA sources, Anastasiades reportedly outlines a new European and Cypriot initiative to restart the Israeli-Palestinian peace negotiations . The PA sources say that Anastasiades discussed the initiative with PA pres. The U.S. Parole Commission announces that imprisoned Israeli spy Jonathan Pollard’s parole has been approved and that he will be released from prison on 11/21, having completed a 30-year sentence after being convicted of passing military intelligence to Israel in 1985. Pollard will be required to stay in the U.S. for 5 years after his release. A senior Hamas official tells a Russian media outlet that former Quartet envoy Blair is mediating talks between Israel and Hamas over the 2 Israeli civilians who are allegedly being held in Gaza. Blair reportedly met with Hamas leader Mishal in Doha 3 times, both before and after Blair resigned as Middle East Quartet envoy on 5/27, to discuss the issue. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. On his way to New York, PA Pres. Abbas says that the Palestinian leadership is close to deciding if it will file complaints against Israel at UN institutions and courts. A Palestinian delegation travels to Cairo ahead of planned indirect talks on 9/23 with Israel. The talks will be exploratory in nature, with the goal of establishing parameters for future talks in 10/2014, and mediated by Egypt. Mbrs. include Fatah leader and delegation head Azzam al-Ahmad, Hamas senior official Abu Marzuq, and Islamic Jihad leader Khalid al-Batsh. Meanwhile, Fatah and Hamas officials meet in Cairo to discuss issues facing the unity govt., such as paying salaries and rebuilding the Gaza Strip. They will continue their talks on 9/24. In East Jerusalem, a 16-year-old Palestinian dies of wounds sustained during clashes on 8/31. In the immediate aftermath of his death, the IDF says that his injuries were incurred when he was hit in the leg with a sponge-tipped bullet and then fell, hitting his head on the ground, while the youth’s family says that he was shot in the head at close range. PA PM Rami Hamdallah says that the “govt. and the banks operating in the Palestinian territories were warned that if they make payments to former Hamas govt. employees in Gaza then the govt. and the people will be boycotted.” Separately, PA Pres. Abbas tells Palestinian media that “we will not accept the situation with Hamas continuing as it is at the moment.” Meanwhile, PA Dep.
