In the West Bank, Israel delivered demolition notices for 1 residential tent and 1 animal barn in Atuf. Israeli forces razed Palestinian-owned agricultural lands southeast of Tulkarm. Israeli forces also shot and injured 1 Palestinian man trying to enter Israel for work near Tulkarm. 2 Palestinians were arrested during late-night raids in and around Bethlehem. In East Jerusalem, Israeli authorities banned PA governor of Jerusalem Adnan Ghaith from entering the West Bank for 6 months. Governor Ghaith was summoned by Israeli forces earlier in the day. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli forces fired missiles at Gaza after incendiary balloons from Gaza sparked fires in southern Israel. Israeli defense minister Benny Gantz ordered the entire Gaza fishing zone closed as collective punishment for incendiary balloons and rockets sent toward Israel. 1 Palestinian man was also seriously injured after coming in contact with an Israeli unexploded ordnance near al-Zaytun. Palestinian officials said that Gaza’s only power plant would stop producing power from 8/18 due to Israel’s embargo on fuel going to Gaza. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 1.5 nautical miles off Gaza City and Khan Yunis; no injuries were reported. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. In Cairo, U.S. VP Pence says that the Trump administration remains committed to restarting the Palestinian-Israeli peace process. Palestinian diplomatic delegations discuss the future of the peace process with local officials in Moscow and Beijing. PLO executive committee member Salih Ra‘fat says that the delegations are part of the Palestinians’ efforts to gather support in the wake of U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. U.S. pres. Trump threatens to cut economic aid to any country that votes in favor of a UNGA resolution rejecting his 12/6 recognition of Jerusalem as Israel’s capital, which is set for a vote on 12/21. “They take hundreds of millions of dollars and even billions of dollars, and then they vote against us,” he says. “Well, we’re watching those votes. Trump says he is giving the peace process “a shot” before he “even think[s] about moving the U.S. embassy to Jerusalem.” Trump repeatedly promised to move the U.S. embassy from Tel Aviv to Jerusalem while on the campaign trail in 2016. IDF troops arrest 8 Palestinians, issue 1 arrest summons, and confiscate 1 car during latenight raids in and around Bethlehem, Hebron, Jenin, and Nablus, and patrol near Hebron and Qalqilya. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Sur al-Bahir. On 3 separate occasions, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp off Gaza’s coast. They arrest 2 fishermen and confiscate 1 boat. PA pres. Abbas tells Hamas leader Haniyeh by phone that he is “satisfied with the atmosphere” created by Hamas’s 9/17 pledge to dissolve its administrative committee in Gaza. He also promises to follow up when he returns from his trip to the UNGA in New York this week. (TOI, WAFA 9/18)

On the sidelines of the UNGA in New York, U.S. pres. Trump meets with Israeli PM Netanyahu to discuss the 7/14/2015 Iran nuclear deal and the Palestinian-Israel peace process. In a joint press conference, Trump says he still believes there is a “good chance” Palestinian-Israeli peace will happen. Netanyahu, for his part, focuses his remarks on Iran. The Israeli navy fires 4 shells at Palestinian fishing boats off the Bayt Lahiya coast, causing no damage or injuries, but forcing fishermen to retreat to shore. In Rafah, Fatah security officer Maj.
