In Gaza, the IDF makes an air strike on a car driving nr. Gaza City, killing 1 Hamas mbr., wounding a bystander; fatally shoots a Palestinian nr. Bayt Lahiya attempting to fire a rocket into Israel, also wounding 8 bystanders; shells a group of armed Hamas mbrs. nr. the Qarni crossing, killing 1 Hamas mbr., a PA Preventive Security Forces (PSF) officer at a post nearby; fires into al-Qarara, wounding 1 Palestinian farmer; shells the PA Education Min. offices nr. Bayt Lahiya; directs shells, air strikes on Bayt Hanun and Jabaliya, severely damaging 1 Palestinian home, an UNRWA clinic, a PA school; warns residents of a pending air strike on another Palestinian home nr. Jabaliya, but 10s of neighbors gather in the home, forcing the IDF to call off the operation. Palestinians fire 1 rocket fr. Gaza into Israel, causing no damage or injuries. PA Pres. Mahmud Abbas phones Israeli PM Ehud Olmert to offer a total cease-fire in Gaza (including halts to rocket fire, digging of tunnels) in exchange for a halt to IDF operations in the Strip. Olmert agrees that if Palestinians halt actions first at 6:00 A.M. local time on 11/26, the IDF would halt operations, quickly withdraw troops fr. Gaza if the truce holds. Some Izzeddin al-Qassam Brigades factions say they will not adhere to the truce until Israel halts actions first. Meanwhile, in the West Bank, IDF troops patrolling in Abu Dis chase a group of Palestinian children who throw stones at their vehicles, firing into the air and firing percussion grenades, detaining 4 children ages 11–13 for questioning; demolishes 4 shops nr. In Gaza, the IDF makes predawn artillery strikes on Bayt Hanun in retaliation for 11/7 rocket fire, hitting a residential area, killing 19 Palestinian civilians (17 in 1 family, including 8 children, 6 women), wounding 60–80 (including at least 26 children) in what the army says is a regrettable error; Israel suspends artillery fire on n. and e. Gaza pending an investigation. The IDF also fatally shoots 2 Palestinians (at least 1 armed), wounding 6 in Jabaliya; makes an air strike demolishing 1 Palestinian home in Gaza City after warning residents to leave. By nightfall, the IDF completes withdrawal of its forces fr. n. Gaza population centers into the border area btwn. the Strip and Israel officially ending Operation Autumn Clouds, leaving a total of 78 Palestinians dead (including 1 PSF officer and 50 civilians, including 16 children, 10 women), 262 wounded (including at least 67 children, 58 women), 250 d. of land razed, at least 16 homes and a mosque demolished, some 120 homes, 3 mosques, several schools, a hospital severely damaged Palestinians fire 13 rockets fr. Gaza into Israel in retaliation, causing no damage or injuries. In Damascus, Hamas leader Mishal calls on all factions to retaliate; a n. Gaza faction of Hamas’s Izzeddin al-Qassam Brigades issues a statement blaming the U.S. for the casualties for its support of Israel and calls for attacks on U.S. targets worldwide, but a spokesman for Izzeddin al-Qassam Brigades rejects the call, saying Hamas’s only theater of operations is Palestine. Bush sends his condolences, calls on all sides for restraint. The IDF also makes an air strike on a car in Gaza City, assassinating Hamas mbrs. Ahmad Awad (reportedly a chief rocket maker and son-in-law of PA FM Mahmud Zahhar), Ramzi Shuhaybir. In the West Bank, the IDF fires on Palestinians demonstrating against Operation Autumn Clouds, wounding 5; conducts arrest raids, house searches in and around Jenin and Nablus, nr. Bethlehem and Jerusalem; orders 71 bedouin to evacuate land nr. Overnight, the IDF stages scores of arrest raids across the West Bank detaining 64 senior Hamas political officials, including 8 PA cabinet mbrs. and 26 PC mbrs., plus 23 senior Izzeddin al-Qassam Brigades mbrs. Haniyeh, Siyam, PA FM Mahmud Zahhar remain free. (100s of Palestinians in Jenin, Ramallah, Tulkarm hold marches, sit-ins to protest the Israeli arrest of PA legislators.) Israel says the arrest campaign has been planned for wks., with the government securing Atty. Gen. Menachem Mazuz’s authorization and arrest warrants far in advance of the Kerem Shalom attack on 6/25. In Gaza, the IDF shells 2 electricity transformers and open areas of n. Gaza, cutting all electricity to n. Gaza and wounding 1 Palestinian civilian; makes air strikes on 2 electrical shops in Khan Yunis, a Hamas training camp outside Khan Yunis, a car carrying 4 Islamic Jihad mbrs. in Gaza City, wounding 3 bystanders in the Gaza City incident; fires at least 30 shells at areas around Khan Yunis, wounding 1 Palestinian farmer; conducts house searches in al-Shuka nr. Rafah; intermittently breaks the sound barrier to harass the Gaza population. In response to Israel’s military escalation, the PRC mbrs. overnight kill a Jewish settler teenager they reported they kidnapped on 6/27; the IDF finds his body buried nr. Ramallah. During the day, the IDF makes an air strikes on targets in s. Gaza and on a car driving in Gaza City in an attempt to assassinate an Islamic Jihad mbr., who escapes lightly wounded; shells n. and s. Gaza, lightly wounding at least 3 Palestinians. AMB, Democratic Front for the Liberation of Palestine, Islamic Jihad, Popular Front for the Liberation of Palestine (PFLP) mbrs. also fire at least 6 rockets fr. Gaza into Israel, causing light damage to a farm. Palestinian militants (thought to be Hamas) blow a hole in the Gaza-Egypt border fence; cordons of PA security forces,Egyptian border guards prevent most Palestinians fr. crossing through, though the militants who set the bomb reportedly escape into Egypt. In the evening, Olmert, Peretz order the IDF to suspend plans to send the Givati Brigade into n. Gaza overnight as planned in light of requests fr. Egypt to allow its envoys in Gaza more time to secure Shalit’s release. Meanwhile in the West Bank, the IDF conducts arrest raids, house searches (unrelated to the arrest of PA officials) in Hebron, and in and around Ramallah, Salfit; raids 6 Islamic charities and schools nr. Before dawn, 8 Palestinian gunmen dressed in IDF uniforms sneak across the s. Gaza border into Israel using a tunnel, attack an IDF border post nr. Kerem Shalom with grenades, rifles, antitank rockets, killing 2 IDF soldiers, wounding 4, capturing 1 (IDF soldier Cpl. Gilad Shalit, apparently wounded in the exchange) in what they call Operation Dispel Illusion; 2 Palestinian gunmen are killed by retaliatory fire; the IDF sends tanks, bulldozers a half-mile inside Gaza to search for the captured soldier, the tunnel; several groups including Hamas’s Izzeddin al-Qassam Brigades, the PRCs, and a previously unknown group, the Army of Islam, jointly claim the attack as retaliation for the IDF’s 6/8 Abu Samhadana assassination; Abbas, some Hamas political leaders call for the captured IDF soldier’s immediate release. In response, Israel shuts all crossings into Gaza (including forcing the closing of the Rafah crossing by barring EU monitors fr. entering Gaza through Kerem Shalom, leaving as many as 3,000 Palestinians stranded on the border inside Egypt, and some 400 medical patients awaiting treatment abroad stranded on the Gaza side); shuts off fuel supplies to Gaza; bars Palestinian fishermen fr. going out to sea; tightens restrictions on Palestinian movement at checkpoints and roadblocks across the West Bank. During the day, the IDF also conducts arrest raids, house searches in and around Nablus (firing on a clearly marked al-Jazeera TV vehicle, causing damage but no injuries), and nr. Hebron, Jenin (firing on stone-throwing youths who confront the troops, wounding 2), Qalqilya. IDF undercover units raid Bethlehem, open fire on a car, assassinating wanted AMB mbrs. Daniel Abu Hammami and Ahmad Muslih, wounding a 3d. The IDF also closes Kerem Shalom crossing for the day; raids al-Amal Hospital in Nablus, searching wards for wanted Palestinians; raids a PA police station in Azariyya in East Jerusalem, detaining 2 officers; conducts arrest raids, house searches in and around Hebron and nr. Bethlehem, Tulkarm. In Gaza City, armed Fatah mbrs. protest outside the PA Health Min. offices in Gaza City, demanding assistance for relatives in need of medical treatment abroad, and begin to riot when they are told that budget constraints have forced the government to slash funding for medical transports abroad; when PA police are unable to quell the demonstration, the Health M calls in Izzeddin al-Qassam Brigades mbrs. to support the police, sparking an exchange of gunfire with the Fatah mbrs., leaving 3 Fatah mbrs. wounded. In Nablus, AMB gunmen (mbrs. of the PA security forces) fire on the historic Nablus municipal building, forcing employees to evacuate, demanding that the Hamas mayor close his offices, that the PA pay their salaries. To calm tensions, Abbas orders the PA security forces to cancel plans for a massive pro-Fatah rally in Ramallah against Mishal’s 4/21 statements.
