An Israeli security guard shoots and kills a Palestinian after he allegedly attempts to stab him nr. the Old City. A 2d Palestinian is lightly injured by errant fire. Israeli forces then raid the Palestinian’s home in Issawiyya, arresting his father and 3 brothers. Around the same time, Israeli forces shoot and injure a Palestinian youth after he and a 2d Palestinian youth stab and injure an Israeli security guard on the Jerusalem Light Rail nr. Shu‘fat r.c.; both youths are arrested. Nr. Bethlehem, Israeli soldiers shoot and kill 2 Palestinians at a checkpoint and 2 others in an Israeli settlement nr. Meanwhile in the oPt, Israeli forces assault and arrest 4 Palestinian youths in Issawiyya. IDF troops patrol in c. PA pres. Abbas instructs the PA’s Foreign Ministry to prepare a file of evidence on Israel’s 10/12 arrest and subsequent treatment of a Palestinian youth for submission to the ICC. Stabbing and other small-scale violent incidents continue amid the ongoing wave of violence. IDF troops open fire on 2 Palestinians, killing 1 and injuring the other, after they allegedly attempt to stab an Israeli border policeman at a checkpoint nr. Nablus. In East Jerusalem, Israeli forces shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli at a light rail station nr. Shaykh Jarrah (the Palestinian succumbs to his injuries later in the day). An Israeli bystander is accidentally shot and injured during the incident. The Israeli crackdown across the oPt continues as well, with IDF troops clashing with and violently dispersing Palestinian protesters nr. Hebron, Bethlehem, Ramallah, and in 4 locations along Gaza’s border; an 8-mo.-old Palestinian baby dies from tear gas inhalation nr. Bethlehem, 1 Palestinian is rammed with an IDF vehicle, and 63 are injured overall. Israeli forces also violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s occupation and recent violence in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; there are no serious injuries. The IDF conducts a late-night raid nr. Ramallah, arresting 1 Palestinian; patrols in the Ramallah, Hebron, and Qalqilya areas, sparking clashes with stone-throwers in each (5 Palestinians are injured and 2 are arrested). In East Jerusalem, IDF troops shoot and kill a Palestinian teenager during an arrest raid in Qalandia r.c. Later, thousands of Palestinians march in a funeral procession for the teenager in Qalandia; Israeli forces stationed in the area clash with a number of stone-throwing mourners; 14 Palestinians and 3 Israeli troops are injured. Israeli forces also arrest 11 Palestinians during raids in Issawiyya; arrest and assault a Palestinian in the Old City. Israeli settlers assault a Palestinian bus driver with pepper spray in Shaykh Jarrah. In the West Bank, the IDF conducts raids and house searches in 2 villages nr. Hebron, 3 nr. Ramallah, 1 each nr. Jenin, Qalqilya, and Tulkarm, as well as Bethlehem and a nearby area, arresting 16 Palestinians, issuing an arrest summons to 1, and confiscating a tractor; patrols in 1 village nr. Cypriot pres. Anastasiades discusses a new Israeli-Palestinian peace initiative with PA pres. Abbas, according to PA sources, which reportedly includes invitations for Abbas and Israeli PM Netanyahu to address EU leaders at a future summit in Brussels. In the West Bank, the IDF issues an arrest summons to a Palestinian on a late-night raid in Dahaysha r.c. nr. Bethlehem, sparking light clashes with stone-throwing Palestinian youths. IDF troops also conduct late-night raids and house searches in and around Hebron, al-Fawar r.c., and Bethlehem, arresting 8 Palestinians; patrols during the day in 1 village and al-‘Arub r.c. nr. Hebron, 2 villages nr. Ramallah, and ‘Aqabat Jabir r.c. nr. Jericho. Israeli settlers set fire to dozens of olive trees outside Bethlehem. In East Jerusalem, Israeli forces raid a Palestinian clothing store in Shu‘fat r.c., sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured (1 of them will lose an eye after being struck by a sponge-tipped bullet). A senior Hamas official tells a Russian media outlet that former Quartet envoy Blair is mediating talks between Israel and Hamas over the 2 Israeli civilians who are allegedly being held in Gaza. Blair reportedly met with Hamas leader Mishal in Doha 3 times, both before and after Blair resigned as Middle East Quartet envoy on 5/27, to discuss the issue. On 7/16, a senior Palestinian source will confirm that these talks took place. (TOI, YA 7/12)

PA pres. Abbas forms a national comm. to investigate alleged Israeli war crimes committed in Gaza during OPE. He appoints Farid al-Jallad to head the comm., which will begin its work after ‘Id al-Fitr concludes on 7/20. (JP 7/12; MNA 7/13)

In the West Bank, Israeli forces shut down a major checkpoint nr. Nablus; patrol during the day in 3 villages nr. Hebron, 2 nr. Ramallah, and 1 nr. Off Gaza’s coast nr. Dayr al-Balah, Israeli naval forces fire warning shots at 1 Palestinian fishing boat, then confiscate 8 nets. In the West Bank, Israeli forces destroy hundreds of trees in a nature reserve nr. Tubas; demolish the remaining grocery stands set up along bypass road Route 60 (several stands were confiscated on 6/15). IDF troops conduct 3 raids in Jenin r.c., arresting 1 Palestinian on each and destroying their property. They also conduct raids in Aida r.c. and 1 village nr. Bethlehem, and 2 villages each nr. Israel, the IDF declares a section of the Israeli-occupied Golan Heights a closed military zone to nonresidents in response to recent fighting on the Syrian side of the border. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. However, other reports say that conversations about dissolution have been going on for mos. (HA, MNA, NYT 6/16)

Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. After a meeting of the European Union (EU) FMs in Brussels, EU foreign policy chief Federica Mogherini says that the EU is “ready and willing” to play a major role in a new round of peace negotiations between the Israelis and Palestinians. Israel’s Housing Ministry issues tenders for the construction of 85 new residences in the Givat Ze’ev settlement, n. of Jerusalem, and 1,500 new hotel rooms in the Jabal Mukabir neighborhood of East Jerusalem. The U.S. House of Representatives passes the Iran Nuclear Agreement Review Act by a vote of 400–25. (It passed in the Senate on 5/7.) The bill now goes to Pres. Obama, and White House spokesperson Josh Earnest says that he intends to sign it into law.

Hamas’s parliamentary bloc Change and Reform passes the National Solidarity Tax Law, imposing a new tax on “non-basic” goods being imported into Gaza. Meats, fruits, vegetables, and clothing would all be subject to as much as a 10% tax, but medicine and flour will be exempt. The revenues collected under the new tax policy would be used to pay the salaries of the Hamas-run govt.’s civil servants. (TOI 4/21)

PA Pres. Abbas addresses the UNGA, announcing that the PA, in coordination with the Group of Arab States at the UN, is working on a draft UNSC res. that will call for immediate recognition of Palestinian statehood and a specific timetable for the end of the Israeli occupation, with bilateral negotiations on key issues to be held over the course of that time. Several Palestinian officials later elaborate on the plan, saying that the exact timetable is not set, though it will be either 2 or 3 years. Abbas also uses unprecedentedly strong language to condemn Israel’s most recent assault on Gaza, calling it a “genocidal crime.” The U.S. and Israel are both critical of Abbas’s rhetoric and his proposals. Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. The Israeli govt. authorizes a call-up of some 40,000 reserve troops, in preparation for a possible ground invasion.
