The Washington Post reports that the U.S. has raised allegations of beatings and torture of Palestinian prisoner Marwan Barghouti with Israel. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. The letter is written by Senators Bernie Sanders (D-VT), Chris Van Hollen (D-MD), and Jeff Merkey (D-OR) and signed by Elizabeth Warren (D-MA), Mazie K. Khaled Shawish becomes the ninth Palestinian prisoner to die in an Israeli prison since 10/7/2023. 53-year-old Shawish had been imprisoned by Israeli since 2007. 20 lawyers representing Palestinians at the Ofer military court announce a strike, citing poor treatment of Palestinian prisoners and defense lawyers, including beatings of prisoners on their way to court and searches of lawyers entering Israeli facilities. UK House of Commons speaker Lindsay Hoyle breaks with precedent by allowing the Labour Party to introduce its own amendment to a motion introduced by the Scottish National Party (SNP) calling for a ceasefire. The Labour Party amendment waters down the language of the SNP motion, removes language criticizing Israel, and adds language defending its conduct. U.S. president Joe Biden speaks to Israeli prime minister Benjamin Netanyahu, discussing Israel’s planned invasion of Rafah. According to the U.S. readout of the conversation, Biden said Israel should not proceed without “a credible and executable plan to ensure the safety of and support for more than one million people sheltering there.” Biden also stress the need to capitalize on the ceasefire negotiations. Netanyahu tells the Israeli cabinet that Israel will remain in control of security in all the lands between the Jordan river and the Mediterranean. Axios reports that Biden pressed Netanyahu to agree to release more Palestinian prisoners than in the previous exchange to meet some of Hamas’s demands. Elsewhere, Israeli forces shoot and injure a Palestinian during a raid in Dura. Israeli forces also raid a home in al-Minya, vandalizing it and seizing money and a vehicle. Meanwhile, Israeli forces issue stop-work orders for 3 agricultural structures in Khallet al-Farn in the Masafer Yatta area. In Gaza, mobile phone services are cut off again after they were partially restored on 1/19, internet services have been cut off since 1/12. Israeli forces bomb Khan Yunis, Jabalia refugee camp, al-Bureij refugee camp, Gaza City, and Rafah, killing at least 190 people, including more than 65 people in Khan Yunis. Israeli forces storm al-Khair Hospital in Khan Yunis, arresting medical staff. Israeli forces also surround the Red Crescent ambulance headquarters in Khan Yunis, preventing ambulances from rescuing wounded people. Meanwhile, Israeli forces exhume graves at a cemetery in Khan Yunis. Hamas says Israeli forces bombed their own tank after it is incapacitated by Hamas fighters, suggesting that Israeli soldiers were still in the tank when Israel bombed it. Elsewhere, Israeli forces demolished a 4-story building under construction in al-Za’im. Nearly 50 Palestinians were arrested during late-night raids in and around Hebron, Deir al-Ghusun, Ramallah, Deir Ibzi, Bethlehem, and Qaryut. In Gaza, Israeli forces sealed off the Indonesian Hospital in Beit Lahiya; Israeli shelling of the hospital killed 12 people. 100 patients were later evacuated from the hospital. The Israeli seige of al-Shifa Hospital continued for the fifth day. Israeli forces also attacked a Doctors Without Borders clinic in Gaza City, destroying 4 of its vehicles that were clearly marked with the organization’s logo. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. The Israeli military said it attacked 250 sites in Gaza. 2 Israeli soldiers were killed. In Tayibe, Israeli police arrested a 14-year-old Palestinian citizen of Israel for allegedly posting support for Hamas on social media. In Lebanon, Israel attacked several areas, including the home of Amal party official Kabalan Kabalan; no injuries were reported. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Israeli Foreign Ministry director general Ronen Levy met with U.S. officials in Washington D.C. to discuss ways to expand the normalization deals the U.S. has been brokering for Israel, particularly the prospect of normalizing ties with Saudi Arabia. Among the U.S. officials were White House Middle East coordinator Brett McGurk, presidential envoy on energy security Amos Hochstein, and White House senior director for African affairs Judd Devermont. Israeli finance minister and minister in charge of the civil administration at the defense ministry, Bezalel Smotrich, said “Huwwara needs to be wiped out. I think that the State of Israel needs to do that, not, God forbid, private individuals,” when asked about the Israeli settler attack on Huwwara on 2/26. The U.S. State Department spokesperson Ned Price condemned Smotrich’s comments, calling them “irresponsible, repugnant, and disgusting” and calling on Prime Minister Benjamin Netanyahu to reject the comments. The Knesset passed the first of three readings of a bill that will reintroduce the death penalty to Palestinians. The legislation stipulates that a person who “causes the death of an Israeli citizen when the act is carried out from a racist motive . . . with the purpose of harming the State of Israel and the rebirth of the Jewish people in its homeland,” can receive the death penalty. The Knesset passed a law that allows the interior ministry to revoke the residency and citizenship of Palestinians in Israel who are convicted of terrorism and receive funding from the PA. Reuters reported that the UN Security Council was considering a draft resolution written by the UAE in coordination with the PA to have the body condemn Israel’s settlement announcement from 2/12. Israeli media reported that the Israeli military began to prepare the eviction of more than 1,000 Palestinians from the Masafer Yatta area 2 months ago and that it had presented the plans to the new Israeli government after it was sworn in at the end of December. The Israeli Supreme Court greenlit the evictions in May last year, accepting the government’s position that there were no permanent structures in the area when Israel declared it a firing zone. The Knesset passed the so-called Ben-Gvir law, granting incoming National Security Minister Itamar Ben-Gvir of the Otzma Yehudit party more authority over the Israeli police when he is sworn in. The law broadens the national security minister’s authority over police policy and police investigations. The coalition agreement between Benjamin Netanyahu and Ben-Gvir will see the Border Police become an independent entity under Ben-Gvir’s authority. The incoming government coalition also published a text laying out some policies, including that “[t]he Jewish people have an exclusive and inalienable right to all parts of the Land of Israel. PA president Mahmoud Abbas spoke to U.S. secretary of state Antony Blinken in a phone call. The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP.
