In the West Bank, 1 Israeli settlement security guard was shot and killed by 2 assailants at the entrance to the Ariel settlement. Israel said it arrested the alleged attackers on 4/30 in Qarawat Bani Hassan and identified them as Palestinians. Al-Aqsa Martyrs’ brigade took responsibility for the attack. Israeli settlers razed farmland in al-Farisiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also placed dirt mounds at the northern entrance to Salfit, blocking access. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Dajan, causing tear-gas related injuries. 3 Palestinians were arrested, including 2 during late-night raids in Bil‘in and Tulkarm and 1 at the Qalandia checkpoint. In East Jerusalem, Israeli settlers threw stones and bottles at a bus carrying Palestinians in the French Hill neighborhood. Israeli forces violently dispersed Palestinian protesters at the Haram al-Sharif compound, injuring 42 with baton rounds and tear gas; 22 were hospitalized for their injuries. 1 Palestinian was arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. In Israel, 1 mosque in Jaffa was vandalized with spray paint depicting the Star of David and the Israeli flag. The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. In the West Bank, Israeli forces arrested 1 Palestinian accused of attempting to stab an Israeli soldier near the Ariel settlement. Israeli forces also blocked the entrance to Jalazun refugee camp and 1 main entrance to Salfit. 5 Palestinians were arrested, including 4 during late-night raids in and around Hebron, Jericho, and Hizma, and 1 was arrested at a military checkpoint east of Bethlehem. In East Jerusalem, Israeli forces installed 2 loudspeakers on the Haram al-Sharif compound. 1 Palestinian minor was arrested and later released to 5 days of house arrest in the Old City. In Gaza, Israeli forces opened fire on agricultural lands east of Khan Yunis; no injuries were reported. Israeli forces also made incursions to level land east of Khuza‘a. Chairman of the Hamas politburo Ismail Haniyeh met with the secretary-general of Hezbollah Hassan Nasrallah in Beirut to discuss political and military developments in the region. Chairman Haniyeh also visited the Palestinian refugee camp ‘Ayn al-Hilwa. (AJ 9/6)

In the West Bank, 2 apartments in Hebron belonging to the family of a Palestinian convicted for the murder of an Israeli in February were demolished by Israeli forces. In Salfit, Israeli forces raided and took measurements for demolition of a home belonging to the family of a Palestinian alleged to have attacked Israeli settlers in the settlement of Ariel on 3/17. The alleged perpetrator was killed by Israeli forces on 3/20. Israeli forces also violently dispersed the weekly anti-settlement protests in Kafr Qaddum using live ammunition, rubber-coated bullets, and tear gas, injuring 6. One French activist was arrested during the protest. In East Jerusalem, a soccer tournament in Bayt Safafa was shut down by Israeli police, claiming that it was organized by the PA. In Gaza, Israeli forces attacked 2 Hamas posts east of al-Bureij refugee camp after shots allegedly were fired at Israeli soldiers near the Gaza fence, causing damage, but no injuries were reported. Israeli forces also fired live ammunition, tear gas, and rubber-coated bullets at protesters partaking in the weekly Great March of Return protests, injuring at least 46 Palestinians. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. According to Israeli sources, an incendiary balloon was found on a beach near Ashqelon in Israel. Israeli authorities announced that it would institute a week-long closure between 4/19 and 4/27 of entry points to Israel from Gaza and the West Bank for the celebration of Passover. In an interview with the Atlantic, the outgoing French ambassador to the U.S. Gérard Araud, in discussing the Trump administration’s “peace plan,” called Israel an apartheid state. He said, “They [Israel] have the West Bank, but at the same time they don’t have to make the painful decision about the Palestinians, really making them really, totally stateless or making them citizens of Israel. They won’t make them citizens of Israel. So they will have to make it official, which is we know the situation, which is an apartheid. There will be officially an apartheid state. . . . They are in fact already.” Araud also recounted a conversation between French president Emmanuel Macron and U.S. president Donald Trump, in which Trump said “I have given everything to the Israelis; the Israelis will have to give me something.” (AM 4/19; HA 4/24)

The U.S. envoy to the Middle East Jason Greenblatt rebuffed in a tweet speculations that part of the Trump administration’s “peace plan” includes transferring parts of Egypt’s Sinai to the Gaza Strip. (HA 4/19)

A Palestinian stabs and kills an Israeli soldier at the Ariel Junction near Salfit. He opens fire on a group of Israeli settlers, seriously injuring 1, before fleeing the scene. The IDF conducts raids and sets up roadblocks and mobile checkpoints in and around Salfit, searching for the assailant. IDF troops also conduct raids in Burqin village near Nablus, arresting 2 Palestinians and sparking clashes (2 Palestinians are injured). Three Palestinians are injured and three more are arrested during clashes sparked by similar arrest raids in nearby al-Zawiya and Kafr al-Dik late at night. Elsewhere in the West Bank, Israeli settlers throw stones at Palestinian homes and vehicles near Hebron, Ramallah, and Nablus, injuring 5 Palestinians and causing minor damage. IDF troops arrest a Palestinian minor when she is found with a knife on her person; arrest 6 more Palestinians during late-night raids in and around Bethlehem, Jenin, and Hebron; and patrol near Tulkarm, Hebron, and Salfit. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working near Rafah, causing no damage or injuries. In East Jerusalem, Israeli forces arrest an Islamic Waqf guard at Haram al-Sharif. In Gaza, Hamas security forces arrest dozens of activists during raids in Gaza City, Jabaliya refugee camp, Dayr al-Balah, Khan Yunis, and Rafah. An armed Palestinian opens fire on Israeli settlers at the Barkan Industrial Park near the Ariel settlement, killing 2 and seriously injuring a 3d. The assailant evades arrest and flees the scene. IDF troops then set up dozens of mobile checkpoints and conduct raids and searches in the area. Elsewhere in the West Bank, IDF troops arrest 18 Palestinians during raids near Hebron, Tulkarm, Ramallah, Bethlehem, and Nablus; and patrol near Hebron, Tulkarm, Qalqilya, and Salfit. Israeli settlers break the windows of 10 Palestinian vehicles at a showroom near Salfit. In East Jerusalem, more than 100 right-wing Jewish activists tour Haram al-Sharif. Along Gaza’s border, an Israeli aircraft conducts an air strike on a group of Palestinians near Rafah who were allegedly preparing to fly incendiary kites and balloons into southern Israel; there are no reported injuries. Meanwhile, Israeli firefighters put out 5 fires in border communities allegedly sparked by such kite and balloon attacks emanating from Gaza. Israeli police shoot and kill an Israeli settler after he allegedly attempts to stab 1 of them on the East Jerusalem side of the Hizma checkpoint. They reportedly mistook the settler for a Palestinian. Israeli forces later find the settler’s suicide note, showing that he intentionally attacked them with the goal of being killed. Elsewhere in East Jerusalem, approx. 90 right-wing Jewish activists tour Haram al-Sharif in the morning, marking Israel’s Independence Day. Israeli forces arrest 13 Palestinians during late-night raids in Sur al-Bahir, Silwan, and al-Tur. In the West Bank, Israeli settlers destroy a Palestinian well in al-Khadir nr. Bethlehem. Israeli forces level Palestinian land nr. Salfit to clear the area for settlers from nearby Ariel. IDF troops establish a checkpoint nr. Nablus, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. They also arrest 3 Palestinians during a raid nr. Bethlehem and patrol nr. Qalqilya. A former Palestinian prisoner dies of kidney failure at a hospital nr. Ramallah. He developed kidney issues as a result of medical negligence while he was in Israeli prison, according to the head of the PA’s prisoners’ affairs comm., Issa Qaraqe. (MNA, TOI, WAFA 5/2)

Stabbing and alleged stabbing attacks continue today as IDF troops shoot and fatally injure 2 Palestinians outside Ariel settlement nr. Salfit. The 2 men had allegedly stabbed and injured an Israeli soldier. After the incident, Israeli forces close roads nr. the alleged attackers’ Bethlehem-area village, barring exit and entry except in humanitarian cases. They also conduct raids in the village, arresting 1 Palestinian. Meanwhile, IDF troops conduct house searches and raids nr. Bethlehem, Qalqilya, and Jenin, arresting 5 Palestinians; patrol nr. In the Beit Horon settlement nr. Ramallah, a settlement security guard shoots and kills 2 Palestinians after they allegedly stab 2 Israeli settlers, critically injuring both (1 will succumb to her injuries on 1/26). After the attack, the IDF encourages settlement security personnel to carry weapons at all times and tighten security procedures; locks down the nearby Bayt ‘Ur al-Tahta village where 1 of the alleged attackers was from, barring anyone from entering or exiting. The Israeli press reports that the planning and building comm. of Israel’s Civil Admin. approved plans for the construction of 153 new settler residences in the West Bank last week, including 65 nr. Hebron who allegedly attempts to stab Israeli soldiers at a checkpoint with a screwdriver. Israeli soldiers shoot and kill a 3d Palestinian in the Ariel settlement nr. Salfit after he stabs and injures 2 Israeli settlement security guards. The IDF later raids his home nr. Salfit and questions his family. IDF troops patrol in Qalandia r.c. nr. Ramallah, killing 1 Palestinian and injuring 4 others in clashes with stone-throwers. Meanwhile, Israeli forces return the bodies of 2 Palestinians killed on 11/23 and 11/30. During a regular security briefing to the Knesset, IDF chief of staff Lt. Gen. Benny Gantz says that Israel may need to strike Gaza if rocket fire continues, stating that Israel would initiate an operation before it would allow itself to be “dragged into” one. Later in the day, unidentified Palestinians fire 2 rockets fr. Gaza into Israel, damaging an empty kindergarten but causing no injuries. The Israeli govt. approves construction of up to 500 West Bank settlement housing units in Ariel, Gush Etzion, Kiryat Sefer, Ma’ale Adumim, Mod’in Ilit (large settlements Israel expects to keep under final status) in retaliation for the killing of 5 settlers on 3/11 by suspected Palestinians, with PM Netanyahu telling relatives of the victims: “They murder and we build.” The U.S. expresses “deep concern,” saying “continued Israeli settlements are illegitimate and run counter to efforts to resume direct negotiations.” Meanwhile, the IDF continues searches in Awarta, raiding and searching several homes and turning a few into observation posts. At least 16 attacks on Palestinians and their property by armed Jewish settlers exacting revenge for the Itamar murders are reported in Qalqilya (10), Salfit (3), Nablus (2), and Ramallah (1). In a bid to secure the backing of rightwing coalition partners for a package of U.S. guarantees for a short extension of the settlement freeze, Netanyahu proposes legislation that would require those becoming Israeli citizens to pledge a loyalty oath to “the State of Israel as a Jewish and democratic state,” as opposed to simply “the State of Israel” as it is now worded.
