In the West Bank, Israeli settlers set fire to 3 olive trees in Tel Rumeida in Hebron. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, ad-Doha, al-Asakra, Bil’in, Turmus ‘Ayya, Jalazun refugee camp, Ya’bad, Burqin, and Bardala; Israeli forces injured 1 with live ammunition and others with tear gas during the raid in Dheisheh refugee camp. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. We do not have a framework, we do not have the terms ready to be signed. There is still work to do,” further stating that there is a “broad understanding of many of the key elements.” (HA, REU 9/8)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Hebron. Israeli settlers also raided Mazra’a al-Gharbiya and Qusra. In the West Bank, Israeli forces raided the home of Hassan Yousef, a member of the PLC for Hamas, in Beitunia and arrested him. Israeli forces also raided Rummana, dispersing Palestinians protesting the raid with tear gas. Elsewhere, Israeli forces delivered a demolition order for a house under construction in Nahalin. Israeli forces had arrested and severely beaten a man during a late-night house raid in Qalqas; the man was later admitted to a hospital in Beersheba. 2 others were arrested during late-night raids. In East Jerusalem, 20 Israeli settlers vandalized 12 Palestinian-owned vehicles in Bab al-Zahara. 1 Palestinian was arrested in Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia refugee camp and 6 nautical miles north of Rafah; no injuries were reported. In Lebanon, 4 people were killed and 7 injured during a shootout in the Burj el-Shemali refugee camp. The event unfolded during the funeral procession for 1 person who was killed during an explosion in the camp on 12/10. There were differing reports of the events, including 1 that said the shooting was between Hamas and Fatah members. Hamas claimed that the killings were ordered by the PA. Israeli prime minister Naftali Bennett arrived in the UAE for meetings with UAE foreign minister Abdullah bin Zayed Al Nahyan and later, on 12/13, with Crown Prince Mohammed bin Zayed Al Nahyan. This marked the 1st time an Israeli prime minister visited the UAE, planned since the normalization deal between the 2 countries in 2021 but postponed due to the COVID-19 pandemic. The Washington Post reported that Israel had conducted air strikes in Syria on 3/5/2020 and 6/8/2021, allegedly to counter Syria’s chemical weapons program. (TOI, WP 12/13; HA, MEMO 12/14)

Administrator of USAID Samantha Power said during a speech at a gala hosted by the Alliance for Middle East Peace that aid to Palestinians suffers under politicization, which makes it controversial. Administrator Power said that aid to Palestinians had broad consensus for decades but that that consensus had been waning. (HA 12/12)

In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, Israeli settlers with military escort raided Luban al-Sharqiyya, during which 1 Israeli settler pushed 1 Palestinian off a 4-meter wall, causing him to be hospitalized. Israeli settlers also uprooted some 50 olive trees near al-Twana. Elsewhere, Israeli settlers and military escort raided Kafr Ni‘ma, leading to confrontations; no injuries were reported. Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work at the separation barrier near Barta‘a. Israeli forces also clashed with Palestinians during a raid in Tuqu‘, injuring 1 child who was hit by a tear gas canister, others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Kaubar, Dura, Hebron, Dheisheh refugee camp, and al-Khadir; during the raid in Dheisheh refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition and others suffered tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home in Shaykh Jarrah. Palestinians protested the pending eviction of 4 Palestinian families in Shaykh Jarrah whose homes are expected to be taken over by Israeli settlers. Israeli authorities also banned the Old City’s caretaker of Islamic cemeteries from entering the city for 15 days. 5 Palestinians were arrested, including 4 during late-night raids in al-Tur and 1 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 6 nautical miles west of Gaza City, causing damage to 3 boats. In Gaza, Israeli forces made incursions and leveled farmland north of Bayt Lahiya. In Israel, 1 Palestinian from the West Bank was arrested at his workplace in Umm al-Fahm. Egypt announced that it would open the Rafah crossing “indefinitely.” It was reported that the decision was tied to the Fatah and Hamas reconciliation efforts and Palestinian plans to hold elections. (ALM, REU, WAFA 2/9; AJ 2/10)

14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. Islamic Jihad said the group would not run in the elections but that they would not interfere with them. (AJ, AP, HA, WAFA 2/9; HA, AP 2/10)

German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling between Bethlehem and Hebron; 1 Palestinian child was injured by broken glass in his eye. Israeli settlers also uprooted dozens of Palestinian-owned olive saplings east of Yatta. Israeli forces opened fire at a vehicle with 5 Palestinians inside at a military checkpoint near Jenin, causing damage to the vehicle; no injuries were reported. 7 Palestinians were arrested in and around Hebron, Qalqilya, and Nablus; during a raid in Tammun, Israeli forces seized mobile phones, leading to confrontations with Palestinians; no injuries were reported. During a different raid in Sabastiyya, Israeli forces clashed with Palestinians, leading to tear-gas related injuries. In East Jerusalem, Israeli forces detained the secretary of Fatah in Jerusalem Yasser Darwish and banned him from entry to the West Bank for 3 months. 7 Palestinians were arrested during raids in Issawiyya, the Old City, and al-Tur. The U.S. Trump administration announced new sanctions on Iran that effectively shuts off the country from the global financial system. The new sanctions are expected to halt flows of food, medicine, and humanitarian aid to Iran. (AJ, REU 10/8)

In the West Bank, Israeli forces shot and killed 1 Palestinian teen and injured 2 others during a raid in Dayr Abu Mash‘al. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against settlement expansion southeast of Tulkarm, leading to tear-gas related injuries. Israeli forces also demolished 1 wall and issued demolition orders for 1 pond and 1 barn in Hizma. Palestinians protested against the UAE-Israel normalization deal in Turmus ‘Ayya. Officials from the PA, PLO, Fatah, Hamas, and Islamic Jihad participated; Israeli forces injured 7 using rubber-coated bullets, others suffered tear-gas related injuries. 9 Palestinians were arrested during raids in and around Qalandia refugee camp, al-Ram, Jenin, Tubas, Tulkarm, and Ramallah. In East Jerusalem, 9 Palestinians were arrested during raids in Issawiyya. In Gaza, Israeli forces shelled multiple areas of Gaza, causing damage. According to Israeli officials, incendiary balloons sent from Gaza toward Israel started 28 fires. Palestinians in Gaza protested the Israel-UAE normalization deal in Gaza City. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state. PA minister of education Sabri Saidam visits the Jubbet al-Dhib school that the IDF dismantled on 8/22 and 9/9 to celebrate its rebuilding and opening. Palestinians throw stones at Israeli forces on patrol in Tulkarm and nearby Nur Shams refugee camp, sparking minor clashes; there are no serious injuries. In Cairo, Hamas leader Ismail Haniyeh chairs the first meeting of Hamas’s top officials since their election earlier this year (see JPS 46 [4] and 47 [1]). They discuss relations with Egypt, the possibility of reconciliation with Fatah, and their regional position. Several Hamas officials then meet with top Egyptian security officers to discuss the Rafah border crossing and other bilateral issues. (TOI 9/10; TOI 9/11)

Israeli forces arrest a Palestinian at a checkpoint in Shu‘fat r.c. after he allegedly attempts to stab 1 of them, causing no injuries. In the West Bank, 3 Israeli settlers go missing in the Hebron region. The IDF then shuts down checkpoints and conducts raids across the region, including in al-‘Arub r.c. nr. Hebron, where they spark minor clashes; 2 Palestinians are injured. Meanwhile, further IDF raids nr. Qalqilya spark clashes with stone-throwing Palestinians; there are no serious injuries. The IDF arrests 8 Palestinians during late-night raids nr. Tulkarm, Ramallah, Hebron, Nablus, and Bethlehem; and patrols nr. Nablus and Hebron throughout the day. An Israeli settler driver rams a Palestinian child in Yatta village nr. Hebron, moderately injuring him. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no injuries or damage. In Gaza, Hamas forces arrest several local Fatah leaders across the region and issue arrest summons to a number of others. PA pres. Abbas meets with U.S. pres. Trump at the White House in Washington. They commit to a new Israeli-Palestinian peace effort, and Abbas reaffirms the Palestinian preference for a 2-state solution based on the pre-1967 armistice lines. Trump says he is ready to do “whatever is necessary” to achieve peace, but that the U.S. can only serve as “mediator, arbitrator, and facilitator” because any agreement would have to be directly negotiated between the 2 parties. Following a petition to the High Court of Justice from the Israeli NGO Adalah, the IPS announces that it will allow the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike since 4/17 to meet with their lawyers. The announcement comes absent a High Court ruling, but after a hearing at the court, in which the justices appeared to support Adalah’s position. Marking Palestinian Prisoners’ Day, approx. 1,500 Palestinian prisoners embark on a mass hunger strike organized by Fatah leader Marwan Barghouti under the banner of “freedom and dignity”. Meanwhile, thousands of Palestinians gather across the West Bank and East Jerusalem to mark Palestinian Prisoners’ Day and show solidarity with the hunger strikers. Israeli forces violently disperse protests outside the Ofer Prison nr. Ramallah, in Bethlehem, and in Abu Dis and al-‘Izzariya, arresting 4 Palestinians and injuring at least 11. A Hamas fighter dies in a tunnel collapse along Gaza’s border. No details about his death are made public. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. In the West Bank, IDF troops raid 2 bookstores in Hebron overnight, confiscating materials and sealing them off in response to alleged incitement. The IDF also shuts down the entrances to Tell village s. of Nablus, following reports of stone throwing in the area; arrests 3 Palestinians during late-night raids nr. PA FM Riyad al-Maliki says that Arab states have agreed to begin consultations in New York in support of a UNSC res. condemning Israeli settlements. He says, “We agreed that Arab ambs. to the UN would start consultations on the draft res. before the end of [10/2016].” (WAFA 10/4)

After a cabinet meeting, PA PM Rami Hamdallah announces that the PA has decided to postpone municipal elections by 4 mos., to 2/2017. Earlier in the day, the Central Elections Commission criticized the High Court’s 10/3 decision to cancel the vote in Gaza, saying that excluding Gaza would only compromise the political situation further and recommending a postponement. Hamas spokesperson Sami Abu Zuhri criticizes the postponement, saying, “We consider the govt.’s decision to postpone the election as an attempt to evade the election to serve Fatah’s interests.” (HA, MEE, MNA, TOI, WAFA 10/4)

The ship Zaytouna approaches Gaza with an all-female crew of 13 solidarity activists. They plan to test the Israeli blockade of Gaza on either 10/5 or 10/6 to focus international attention on the deteriorating humanitarian situation in Gaza. The International Comm. for Breaking the Siege of Gaza releases a statement supporting the women’s mission and calling on Israel to guarantee their safe arrival. Palestinian national reconciliation talks in Doha break down halfway through their last scheduled day. Hamas spokesperson Sami Abu Zuhri says that Fatah officials reneged on agreements made in previous rounds of negotiations and that Fatah withdrew during the 2d session of talks today. A Fatah spokesperson says that Hamas is “not ready yet for national unity and political partnership.” (MNA 6/18)

For the 2d day in a row, IDF troops shoot and kill a 16-year-old Palestinian at Huwwara checkpoint nr. Nablus. The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. On his way to New York, PA Pres. Abbas says that the Palestinian leadership is close to deciding if it will file complaints against Israel at UN institutions and courts. A Palestinian delegation travels to Cairo ahead of planned indirect talks on 9/23 with Israel.
