Along Gaza’s border, IDF troops shoot and injure a Palestinian minor approaching the border fence near Khan Yunis. They also open fire on Palestinian farmers and shepherds near Dayr al-Balah and al-Bureij refugee camp, causing no reported injuries. In the West Bank, Israeli settlers assault and lightly injure a number of Palestinian farmers working near Hebron. Israeli forces demolish a number of structures on Palestinian farmland near Bethlehem and seize a tractor from a farm near Tubas. IDF troops arrest 7 Palestinians during late-night raids near Tulkarm, Ramallah, Nablus, and Jenin; and patrol near Qalqilya, Hebron, and Ramallah. An unexploded piece of Israeli ordnance detonates in the northern Jordan Valley, killing 4 Palestinian-owned cows. In East Jerusalem, Israeli MK Yehuda Glick (Likud) leads a group of right-wing Jewish activists on a tour of Haram al-Sharif. Separately, Israeli forces arrest 3 Palestinians during a raid in Hizma. Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Earlier this month, PA foreign minister Riyad al-Maliki said he intended to file the paperwork for another full membership bid before the end of 1/2019. (AP, TOI 1/29)

Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. A PA spokesperson calls the move “unacceptable.” “We call on the countries sponsoring this agreement to take a clear stance from this grave Israeli position and to immediately act to pressure the Israeli government to continue implementation of the agreement as agreed and not to treat Israel as a state above the law.” (HA, JP, TOI, WAFA, WAFA 1/28; MNA, TOI 1/29; FMEP 2/1)

Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. A small group of protesters detonate an explosive along the border fence, ripping a hole in the barrier that allows approximately 20 of them to cross into Israel; 3 are killed when Israeli soldiers open fire on the group. Throughout the day, IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 4 more Palestinians are killed at approximately 150 are injured. The killings bring the death toll stemming from the Great March of Return to 177. In the West Bank, Israeli settlers throw stones at a Palestinian vehicle south of Nablus, killing 1 occupant and injuring the other. IDF troops arrest 4 Palestinians during raids near Bethlehem and Tulkarm; and patrol near Hebron, Nablus, and Qalqilya. They also violently disperse Palestinians gathering in Ras Karkar near Ramallah and Kafr Qaddum near Qalqilya to protest the Israeli occupation; 7 Palestinian are injured. Israeli forces seal off all entrances to Hadida, the northern Jordan Valley village where they demolished several structures yesterday. Israeli border security guards arrest a Palestinian attempting to cross into Israel near Qalqilya armed with a knife. In central Israel, an incendiary balloon is found on the side of the street in Rishon Lezion, causing no damage or injuries. A Palestinian prisoner dies in Israel’s Ayalon Prison. It’s unclear exactly what circumstances led to his death. He was arrested in 2015 and sentenced to 7 years in prison. He is reportedly the 4th Palestinian prisoner to die in Israeli custody since the beginning of the year. (MNA, WAFA 10/12)

After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza. Lieberman previously barred fuel transfers for a few weeks in 8/2018 after a similar surge of resistance activities in Gaza. (HA, TOI 10/12; MNA, TOI, TOI, YA 10/14)

Hamas leader Ismail Haniyeh says that Hamas is still working to reach “understandings” with Israel on a possible long-term cease-fire agreement. “We are working with a number of parties, including Egypt, Qatar and the UN, to reach understandings in order to break the blockade,” he says. “It is possible to reach the kind of understandings that would lead to quiet in exchange for the lifting of the blockade,” he adds, before alluding to the Egyptian goal of incorporating a new intra-Palestinian reconciliation agreement into the process. “The quiet does not have to come at a political price or at the expense of the intra-Palestinian reconciliation.” (YA 10/12)

The Tel Aviv District Court rejects an appeal from Lara Alqasem, the U.S. student who was denied entry to Israel on 10/2, determining that her ongoing support for BDS is grounds for denial. Her lawyers may still petition Israel’s High Court of Justice. (HA, TOI 10/12)

Along Gaza’s border, Israeli forces conduct a limited incursion to level lands near al-Bureij refugee camp. In the West Bank, Israeli forces uproot 130 Palestinian olive trees outside the Jordan Valley village of Bardala. Israeli soldiers shoot and injure 2 Palestinians in a car near Hebron. It’s unclear why they opened fire. The IDF also arrests 2 Palestinians during latenight raids in Qalqilya and near Bethlehem, and patrols near Tulkarm and Hebron. Israeli settlers slash the tires of 3 Palestinian cars and leave racist graffiti on a 4th in Jalud village near Nablus. A Palestinian journalist succumbs to injuries sustained when the IDF violently dispersed peaceful protests along Gaza’s border on 4/13, bringing the death toll stemming from the Great March of Return to 37. Israeli police shoot and kill a Palestinian in Sheikh Jarrah, East Jerusalem, after he injures 6 Israelis in a drive-by shooting nr. an Israeli police headquarters (2 succumb to their injuries later in the day). The Palestinian was reportedly supposed to turn himself into the Israeli authorities today to begin serving a 4-mo. sentence for attacking a police officer in 2013. Israeli forces later conduct a series of raids in Silwan and al-Ram, interrogate the attacker’s family, and spark clashes with stone-throwing Palestinians; 7 Palestinians are detained, and 1 Associated Press photographer and 2 Israeli soldiers are injured (1 seriously). Israeli troops return to al-Ram late at night, arrest the attacker’s teenage daughter, and threaten punitive demolition of the attacker’s home. Around 1,200 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus, sparking clashes between their IDF escort and stonethrowing Palestinians; there are no serious injuries. Meanwhile, IDF troops arrest 13 Palestinians and damage 1 workshop during raids and house searches nr. Tulkarm, Hebron, and Qalqilya. Inside Israel, Israeli forces demolish multiple homes in the bedouin village of Bir Hadaj nr. Beersheba. The IDF also demolishes 22 residential and agricultural structures in the n. Jordan Valley, 8 homes in a bedouin community nr. Bethlehem, and a number of residences, agricultural structures, solar panels, and the main water pipeline in a bedouin village nr. Jerusalem. Along Gaza’s border, Israeli forces open fire on Palestinian farmers nr. al-Maghazi r.c., causing no injuries; and conduct a limited incursion to level land nr. al-Bureij r.c. In separate incidents, IDF troops on the Gaza border e. of al-Bureij r.c. and e. of Khuza‘a fire warning shots at Palestinian farmers approaching the border fence, causing damage but no injuries. Israeli forces conduct a limited incursion across the border fence e. of Gaza City. Separately, IDF troops dismantle an explosive planted nr. the border fence in n. Gaza. In the West Bank, Israeli forces demolish a number of structures in the n. Jordan Valley; cut down 150 olive trees nr. Hebron and 300 in a village nr. Nablus. Activists try to rebuild the “Gate of Jerusalem” protest tent camp in Abu Dis, but IDF troops raid the site, confiscate their tents, and violently disperse the activists; 6 Palestinians and 1 Israeli are detained. IDF troops violently disperse Palestinian activists demonstrating against the occupation in Jalazun r.c. nr. Ramallah, injuring 4 with live ammunition and 5 with rubber-coated metal bullets. (One of the injured Palestinians will die from his wounds on 3/25.) The IDF conducts house searches and raids in 3 villages nr. Hebron, 1 nr. Ramallah, and Jenin r.c., arresting 11 Palestinians; patrols in 2 villages nr. Tulkarm, and 1 each nr. Qalqilya and Jenin. In East Jerusalem, Israeli settlers with the support of Israeli forces, move into a Palestinian-owned building and 2 plots of land in Silwan, sparking clashes with stone-throwing residents of the neighborhood. In the Gaza Strip, the Union of Civil Servants announces that all govt. employees will go on strike on 12/11, and that school workers will strike on 12/14, in protest of the PA unity govt.’s failure to pay civil servants in Gaza who were hired after Hamas came to power in 2007. An IDF tank stationed along the border e. of al-Bureij r.c. fires on agricultural land, causing damage. Hours later, 4 IDF tanks and 3 armored bulldozers cross the border fence in e. Gaza, leveling land and firing live ammunition toward Palestinian property. In the West Bank, IDF troops detain 2 Palestinians as they approach the Tekoa settlement nr. Bethlehem. Israeli forces confiscate 3 Palestinian-owned tractors while patrolling in a bedouin village in the n. Jordan Valley. They also stop work on a UN Development Program project nr. Salfit, detain 2 Palestinian workers, and confiscate 1 tractor. The IDF conducts house searches and arrest raids nr. Ramallah, Hebron, Tulkarm, and Jenin. Israeli settlers cut the wires to 4 electricity poles and chop down several olive trees nr. Burin village s. of Nablus, clearing the area for the expansion of 2 nearby settlements. In East Jerusalem, Israeli police raid the Silwan home of Ahmad al-Ghoul, head of the Fatah Youth Movement in Jerusalem, and arrest him. He was recently attacked by Israeli settlers on 11/21. Israeli authorities deliver demolition notices to several residences and commercial buildings in Silwan, al-Tur, Issawiyya, and Jabal Mukabir. Israeli police detain 2 Palestinian women at Haram al-Sharif. They also conduct arrest raids around East Jerusalem; deliver demolition notices in Silwan, al-Tur, Issawiyya, and Jabal Mukabir. After threatening a mass action on 12/6, 70 Palestinian prisoners in Israeli prisons launch a hunger strike in protest of Israel’s treatment of a fellow prisoner and its use of solitary confinement. (MNA 12/9; WAFA 12/10)

The Knesset Finance Comm. approves a series of public funds transfers, including PM Netanyahu’s 12/8 request for around $20 m. to support the West Bank settlements. (AFP, TOI, YA 12/9)

The Lower House of the Irish Parliament unanimously passes a nonbinding res. calling on the Irish govt. to recognize Palestinian statehood, similar to the 1 passed by the Upper House on 10/23. (REU 12/9; HA 12/11)

In the Gaza Strip, IDF troops conduct 2 brief incursions nr. Khan Yunis and al-Bureij r.c., levelling land alongside the border fence. In the West Bank, the IDF conducts house searches and arrest raids in 3 villages nr. Hebron and 1 village nr. Jenin at night; patrols in 2 villages nr. Tulkarm, 1 village nr. Hebron and 1 village nr. Salfit at night. Jewish settlers vandalize Palestinian property in 2 villages in the Jordan Valley and nr. Ramallah, leaving “price-tag” graffiti. The UN Human Rights Council passes a resolution by a 36-1 vote (Venezuela was the sole opposing vote). It calls for an urgent investigation into alleged crimes by Syrian govt. forces and Hizballah fighters in Qusair, and also condemns the role of foreign fighters. The text was drafted by Qatar, Turkey, and the U.S. (AP 5/29)

The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)
