In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles north of Rafah; no injuries were reported. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

PA and U.S. officials held a virtual meeting discussing economic ties. The meeting was headed by PA economic affairs minister Khaled Osaily and acting assistant secretary of state for Near East Affairs Yael Lambert. (MEMO, WAFA 12/15; ALM 12/18)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. Italy contributed $2.25 million to UNRWA programming in the West Bank and East Jerusalem, and $1.13 million to UNRWA programming in Syria. (WAFA 12/14)

In the West Bank, Israeli settlers vandalized some 70 olive trees in Khillat al-Dabe in Masafer Yatta. The Hebron Rehabilitation Committee said Israeli forces prevented its workers from renovating 12 Palestinian-owned homes in the al-Jabari area of Hebron. 12 Palestinians were arrested during raids in Bethlehem, Tuqu‘, Beit Fajjar, Beit Sahour, al-Am‘ari refugee camp, Beita, Bayt Dajan, and Rujeib. In East Jerusalem, 1 Palestinian minor, facing eviction by Israeli settlers, allegedly stabbed an Israeli settler in her neighborhood in Sheikh Jarrah; the settler was lightly injured. The Palestinian girl was found in a nearby school 1 hour later and was arrested by Israeli forces; she denied involvement. Israeli forces also arrested 3 other people at the school and raided the girl’s home, arresting her mother. Israeli settlers toured Sheikh Jarrah, chanting “death to Arabs.” Israeli forces later closed off Sheikh Jarrah, preventing activists and journalists from entering the neighborhood. 5 Palestinians were arrested in Isawiya. In Israel, Israeli right-wing activists vandalized a mosque in Umm al-Fahm by spraying racist graffiti and drawing the Star of David on it. The Israeli Jerusalem municipality advanced early-stage plans for a new Israeli settlement in East Jerusalem near Bayt Safafa, to be called Givat Shaked. The plans for the new settlement include 473 settler units, 2 schools, and synagogues. The settlement was 1st proposed by former Israeli prime minister Yitzhak Rabin in 1995, but shelved after international outrage, including from the U.S. (HA, MEE 12/6; MEMO 12/7; TOI 12/8)

Jordan rescinded its submission to the Academy Awards, also known as the Oscars, and apologized after pressure from Palestinians who called the film Amira offensive. The film depicts a Palestinian girl who is ostracized from her community after she discovers that she was conceived by sperm from an Israeli prison guard and not the Palestinian prisoners she thought was her father. The PA and Hamas were among those lobbying against the movie. (HA, MEE, MEMO 12/9)

Israeli defense minister Benny Gantz claimed, in response to a formal query by members of the Meretz party, that the 6 rights organizations he had declared terrorist organizations on 10/22 had PFLP members who did not work for them on their payroll. He also claimed that PFLP members controlled the organizations. (HA 12/8)

Lebanon’s labor minister Mustafa Bayram said Lebanon would ease restrictions on what professions Palestinian refugees in the country are allowed to work. Labor Minister Bayram’s office quickly sought to clarify that the changes would be within the confines of the current Lebanese legislation. The legislation does not allow much leeway for substantial changes to the rules banning Palestinians from certain jobs. Bayram, who is from the Amal party, was quickly shunned by Lebanese politicians from other parties, who said he does not have the authority to make any changes on the issue. Gebran Bassil of the Free Patriotic Movement called the comments “‘naturalization in disguise’ of the Palestinians . . . there shouldn’t be any stealing of jobs from Lebanese under the current circumstances.” Bayram eventually completely retracted his initial statement, saying that there will be no changes. In the West Bank, Israeli settlers vandalized Palestinian property in al-Bireh, drawing the star of David and writing racist slogans on a building and a vehicle. Israeli forces demolished 3 houses in al-Walaja and 1 agricultural structure in al-Khader. Israeli forces also sprayed herbicides on olive crops in Battir, damaging 70 olive seedlings. 7 Palestinians were arrested during late-night raids in and around Jenin, Ya‘bad, Husan, Bayt Awa, and Hebron; Israeli forces shot 1 Palestinian with live ammunition protesting the raid in Husan. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber. PA prime minister Mohammed Shtayyeh said during a cabinet meeting that the PA had only received 10% of the usual contributions to its economy that it receives from foreign donors, leading to a very difficult financial situation. Prime minister Shtayyeh also pointed to Israeli deductions in the PA’s tax revenue and the COVID-19 pandemic as contributing to the PA’s financial hardship. (WAFA 11/9; MEMO 11/10)

PA president Mahmoud Abbas and EU representatives inaugurated a new headquarters built for the Palestinian Central Elections Commission, funded by the EU, in Ramallah. (WAFA, WAFA 11/9)

Jordanian king Abdallah II and foreign minister Ayman Safadi met with head of the United Arab List Mansour Abbas in Amman, to discuss the 2-state solution and King Abdallah’s custodianship of the holy places in Jerusalem. Abbas also told reporters that PA president Mahmoud Abbas has requested meeting him but that he has opted not to, fearing the response from the government coalition. (HA 11/9; ALM, ALM, MEMO 11/10)

Israel’s environmental protection minister Tamar Zandberg of Meretz (Vigor) said that the Israeli government was violating the coalition agreement by continuing to expand settlements in the West Bank. Environmental Protection Minister Zandberg also said she was dismayed by the targeting of Palestinian rights organizations in the West Bank. (HA 11/9)

Colombia’s president Iván Duque Márquez opened a trade office to Israel in Jerusalem, during a visit. The PA condemned the move and called on Colombia to reverse the decision. (TOI 11/9; WAFA 11/10)

UN humanitarian agencies and the Association of International Development Agencies, representing more than 80 NGOs, issued a statement in support of the 6 Palestinian rights organizations that were declared terrorist organizations by Israel’s defense minister Benny Gantz on 10/22. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Surif; 1 Palestinian was injured by a stone to his head. Israeli settlers also tried to attack Palestinians in Kafr Qaddum before they were repelled by Palestinians. Elsewhere, Israeli settlers vandalized 45 olive trees in Burin. Israeli forces shot and killed 1 Palestinian minor while violently dispersing a protest in Deir al-Hatab. PA prime minister Mohammed Shtayyeh called the killing an instance of state terrorism. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 5 with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 6 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron and Burqa, causing tear-gas related injuries. Meanwhile, Israeli forces raided al-Bireh, violently dispersing Palestinian protesters; 1 was shot with a rubber-coated bullet, others suffered tear-gas related injuries. The Finnish Christian missionary group Felm said it had stopped funding Defense for Children International-Palestine because of Israel’s announcement on 10/22 that the organization is 1 of 6 to be declared a terrorist organization. Felm is the 1st to publicly take action based on the Israeli terror designation. Felm’s executive director said it had done so due to concerns of banking sanctions. The director said his group had not seen evidence to back Israel’s claim that the 6 rights organizations are financing or supporting terrorism. (MEMO, REU 11/5)

UNRWA commissioner-general Philippe Lazzarini told the Guardian that the UNWRA was close to collapsing, in part due to UK budget cuts to the agency by more than 50%. Commissioner-General Lazzarini said UNRWA is short $100 million for its budget for 2021. Lazzarini was in London to urge the Foreign Office to rethink its cuts to the UNRWA. (GDN, WAFA 11/5)

In the West Bank, some 20 Israeli settlers attacked Palestinians harvesting olives in Turmus ‘Ayya, spraying pepper spray in the face of 1 Palestinian, setting fire to 1 vehicle, and slashing the tires of other cars nearby. Israeli settlers also set up 6 mobile homes and some tents in Khillat al-Nahla. 4 Palestinians were arrested, including 3 during late-night raids in Far‘un and Hebron; 1 was arrested at a checkpoint near Hebron. In East Jerusalem, 1 Palestinian family started demolishing their own home in Wadi al-Juz. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of Khan Yunis and Beit Lahiya; no injuries were reported. In Israel, Palestinians protested outside of a police station in Sakhnin against the Israeli police’s failure to address the many murders in the Palestinian community in Israel. In the West Bank, Israeli settlers stole harvesting equipment in Qaryut and tried to steal olive crops before being chased away by Palestinians. Israeli forces razed 10 dunams of agricultural land in Wadi Rahal. 18 Palestinians were arrested during late-night raids in Iskaka, Silwad, Ein Yabrud, Jalbun, Hebron, and Atuf. Israeli prime minister Naftali Bennett ordered 2 companies of Israeli “Border Police” soldiers to be deployed to fight violence in Palestinian populated areas of Israel. The decision follows debates among Israeli politicians on how to address the many killings in Palestinian-majority towns and villages, which has so far reached 102 in 2021. (HA 10/20)

Israeli authorities said that it had increased the number of work permits for Palestinians in Gaza, from 7,000 to 10,000, starting on 10/21. (ALM, AP, HA 10/20; HA 10/21)

Israel said it will require Palestinians working in Israel and in Israeli settlements to show proof of vaccination against the COVID-19 virus, starting on 11/1. (HA 10/20)

An Israeli military court allowed the publication of a 2016 conviction of an Israeli civil administrations major who was sentenced to 11 years in prison for raping 1 Palestinian woman and for receiving a bribe of a sexual nature. The Israeli soldier was also convicted of sexual harassment. (HA 10/20; MEMO 10/22)

Axios reported that U.S. national security advisor Jake Sullivan discussed the possibility of normalizing relations between Saudi Arabia and Israel during a meeting with Saudi crown prince Muhammad bin Salman in Neom, Saudi Arabia, on 9/27. According to Axios, 3 U.S. and Arab sources said Crown Prince bin Salman did not immediately reject the idea. It was unclear what the U.S. administration is offering Saudi Arabia for a normalization deal with Israel. The U.S., during the Trump administration, made big concessions to the UAE and Morocco in exchange for their normalization with Israel, including sales of advanced weaponry to the UAE and recognition of Moroccan sovereignty over Western Sahara to Morocco. The Saudi-led Arab Peace Initiative from 2002 laid out the parameters under which Saudi Arabia will normalize ties with Israel. (AX, HA 10/20)

In the West Bank, Israeli settlers attacked 2 Israeli soldiers and 1 Palestinian man with tear gas when the 2 soldiers were asking the Palestinian about settler vandalism at al-Mughayyir near the Adei Ad settlement outpost. Israeli settlers from the Ariel settlement also vandalized Palestinian property in Marda, spraying racist graffiti on walls and vehicles and puncturing tires. Elsewhere, Israeli settlers stole olive harvesting equipment in Burin. Israeli forces issued a demolition notice for a newly built road connecting Ya‘bad and Khirbat Emreha. Israeli forces also delivered notices for the seizure of 40 dunams (9.9 acres) of land in Yasuf. 10 Palestinians were arrested during late-night raids in and around ‘Azzun, Beita, Burqa, Nawawrah, Beit Umar, and Hebron; during the raid in Beit Umar, Israeli forces damaged 2 vehicles and fired tear gas at Palestinians confronting the soldiers. In East Jerusalem, Israeli forces violently dispersed Palestinians from the Damascus Gate plaza, forcing them to leave the area. The Jerusalem local planning committee approved the expropriation of land in the planned East Jerusalem Israeli settlement of Givat Hamatos, where 1,257 housing units are planned, along with filing plans to expand Pisgat Ze’ev. (AJ, HA, MEE, MEMO 10/14; AP, TOI 10/15)

Some 400 Palestinians held in Israeli prisons started an open-ended hunger strike to protest new restrictions imposed after 6 prisoners escaped Gilboa prison on 9/6. (MEMO, WAFA 10/14)

In Syria, Syrian officials said Israel had conducted an air strike near Palmyra, targeting a telecommunications tower and causing damage. Russia said that the Syrian air defense system did not engage the Israeli-fired missiles because the Israeli jets firing them were using civilian airplanes as cover. 9 people were killed in the attack, according to the London-based Syrian opposition group Syrian Observatory for Human Rights. Chairman of the Religious Zionist party Bezalel Smotrich told Palestinian Israeli lawmakers during a Knesset discussion that they are only in Israel because “Ben-Gurion didn’t finish the job and throw you out in 1948.” Smotrich also called the lawmakers “terror supporters.” (HA 10/13; MEMO 10/14)

Israel’s regional cooperation minister Issawi Frej and deputy minister of foreign affairs Idan Roll met with Sudanese justice minister Nasredeen Abdulbari in Dubai. They talked about promoting future projects between the 2 countries and how to further their normalization deal. (AP 10/13; ALM 10/14)

U.S. secretary of state Antony Blinken met with Israeli foreign minister Yair Lapid and later had a trilateral meeting with Foreign Minister Lapid and foreign minister of the UAE Sheikh Abdullah bin Zayed Al Nahyan in Washington D.C. During a press conference, Secretary Blinken said that the U.S. is moving forward with reopening the U.S. consulate to Palestinians in Jerusalem, despite Israeli opposition. In the West Bank, Israeli settlers burned Palestinian-owned olive trees and stole olive harvests between Jurish and Qusra. Israeli settlers also stole olive harvests from a Palestinian farmer near Kafr Qalil. Israeli forces delivered a demolition order for a house in Susiya and a stop-work order for a house in Laseefer, near Yatta. 15 Palestinians were arrested, including 11 during late-night raids in Hebron, Tulkarm, Seida, ‘Urif, Sa‘ir, Beit ‘Anan, Biddu, and al-Shuyukh, and 4 during the day in the vicinity of Bethlehem. In East Jerusalem, some 70 Israeli settlers toured the Haram al-Sharif compound. 2 Palestinians were arrested in al-Tur and Isawiya. In Gaza, Palestinians protested outside of the UNRWA headquarters against the 2-year working plan signed between the U.S. state department and UNRWA. The agreement conditions U.S. aid on monitoring of UNRWA aid recipients’ affiliation with militant groups and monitoring of school curriculum. (AJ 10/5)

The Israeli supreme court proposed that 3 Palestinian families living in Sheikh Jarrah under the threat of eviction become “1st generation protected tenants” in their homes. The status would protect them and their families from being evicted by Israeli settlers for 3 generations. A 4th family was offered to become 2d-generation protected tenants. Under this scheme, which the supreme court calls a compromise, the families still have a chance to prove to the Israeli court that they have ownership rights. The families would have to pay $750 a year in rent to the Nahalat Shimon settler organization. Both the Palestinian families and the Israeli settler groups trying to evict the families have expressed opposition to the proposal from the supreme court. If the Palestinian families accept the “compromise,” they would have to pay Nahalat Shimon’s court and legal fees in the amount of $9,300. The settler organization and the Palestinian families were told to respond to the proposal by 11/2. The Palestinian families have been living in their homes since 1956, when the Jordanian government and the UN built 28 homes in Sheikh Jarrah for displaced Palestinians. The Czech Republic announced that it will buy an air defense system from the Israeli state-run company Rafael Advanced Defense Systems Ltd. The deal is worth $630 million and will provide the Czech Republic with the Spyder system. (AJ 10/5; MEMO 10/6)

U.S. senator Rand Paul (R-KY) delayed a vote in the Senate on the $1 billion bill providing additional military aid to Israel, allegedly to replenish the Iron Dome missile defense system. The bill would have passed immediately if all 100 senators agreed to pass it. Instead, it will have to go through the formal process before it can be passed. (HA, HA 10/5)

In the West Bank, Israeli settlers planted olive saplings on Palestinian-owned land in Tuqu‘. Israeli soldiers shot and killed 1 Palestinian man during a late-night raid in Burqin; 2 others were injured. It was later revealed that the man was a member of Islamic Jihad. Israel claimed that the man was shooting at the Israeli troops with an improvised Carl Gustaf rifle. 4 Palestinians were arrested, including 2 during late-night raids in al-Azza refugee camp and Aida refugee camp, 1 on a street in the Old City in Hebron and 1 at Checkpoint 300. In East Jerusalem, Israeli forces shot and killed 1 Palestinian woman in the Old City, claiming she had tried to stab Israeli soldiers. Israel said Israeli soldiers had asked her to identify herself and started inspecting her belongings when she pulled a knife. 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces shot and killed 1 Palestinian bird hunter east of Gaza City. Israeli forces also opened fire east of Beit Hanun; no injuries were reported. PA president Mahmoud Abbas extended the COVID-19-related state of emergency by 30 days. The state of emergency has been in place since March 2020, when the pandemic hit Palestine. (WAFA 9/30)

In Lebanon, Hezbollah said it had shot down an Israeli drone in south Lebanon near Yater. Israel confirmed that 1 of its drones had “fell within Lebanese territory.” (HA 9/30)

Israel’s foreign minister Yair Lapid visited Bahrain, meeting with king Hamad bin Isa Al Khalifa and prime minister Salman bin Hamad Al Khalifa. During the trip, Foreign Minister Lapid inaugurated the new Israeli embassy in Manama. (AJ, AJ, ALM, HA, HA 9/30; ALM, HA 10/1)

Off the coast of Gaza, Israel naval forces also opened fire at Palestinian fishermen within 1.5 nautical miles west of al-Sudaniyya; no injuries were reported. A survey conducted between 6/28-7/1 on 800 Jewish-American voters by the Jewish Electorate Institute showed that 25% of the respondents said that Israel is an apartheid state and 34% said that “Israel’s treatment of Palestinians is similar to racism in the U.S.” 22% agreed that Israel is committing genocide against the Palestinians. 20% of the respondents under 40 believed that Israel does not have right to exist and 38% of that group agreed with the statement that Israel is an apartheid state. In an interview with Vice News, the Hamas leader in Gaza Yahya Sinwar said that Hamas was ready for an immediate and unconditional ceasefire hours after firing the 1st rocket during the escalation of violence last month and that Hamas had communicated this to the Egyptian, Qatari, and UN mediators every day of the assault on Gaza. Sinwar reiterated that the Hamas rockets fired at Israel on 5/10 were intended to be a message to Israel that Hamas will not allow Israel’s aggression at al-Aqsa Mosque and in Shaykh Jarrah, and about Israel’s violations of international law in the occupied Palestinian territories in general. Yair Lapid of Yesh Atid (There Is a Future) told Israeli president Reuven Rivlin that he had formed a government coalition 30 minutes before his mandate to do so ran out. The coalition consisted of an extremely diverse group of parties and people, including Naftali Bennett of Yamina (Rightwards) who will be prime minister for the 1st 2 years. The other party leaders were Mansour Abbas of Ra’am (United Arab List), Gideon Sa’ar of Tikva Hadasha (New Hope), Avigdor Lieberman of Yisrael Beiteinu (Israel Our Home), Nitan Horowitz of Meretz (Vigor), Merav Michaeli of Labor, and current deputy and defense minister Benny Gantz of Kahol Lavan (Blue and White). The only factor binding these parties, which range from far-right to left, was the desire to unseat prime minister Benjamin Netanyahu. According to the government agreement, after the 1st 2 years with Bennett as prime minister, Lapid will become prime minister in a rotation deal similar to the 1 made between Prime Minister Netanyahu and Deputy Prime Minister Gantz, which never materialized. Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. Later in the day, Secretary Blinken met with PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh in Ramallah, as well as Palestinian activists at the offices of AMIDEAST. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The Trump administration closed the consulate and merged it with the Israeli embassy after it was moved to Jerusalem. In an attempt to deflect from international outcry, Belarus said it had forced a Ryanair plane traveling from Athens to Vilnius to land in Minsk because a bomb threat in the name of Hamas was made against it. Hamas denied the allegation. In the incident, which happened on 5/23, Belarusian warplanes forced the commercial jet to land in Minsk for Belarusian forces to arrest a passenger who runs a website for opponents of Belarusian dictator Alexander Lukashenko. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. In the West Bank, Israeli forces handed stop-work orders for 13 Palestinian houses in Qabalan. In East Jerusalem, Israeli settlers attacked 1 Palestinian man and 1 Israeli man trying to help him, causing injuries. Israeli forces arrested 2 Palestinian minors suspected of slapping 1 ultra-orthodox Jewish man and filming the incident on the Jerusalem light rail. 1 Palestinian family started demolishing their own home in Jabal Mukabir. 9 Palestinians were arrested, including 7 minors during late-night raids in the Old City and al-Tur, and 2 were arrested in the Old City during the 8th day of clashes between Israeli forces and Palestinians at the Damascus Gate plaza. The Israeli supreme court dismissed a petition from 9 Palestinian-Israeli families to have the court order the local municipality to open an Arab school in Upper Nazareth. At a normalization celebration event at the UAE embassy in Washington D.C., the ambassadors of Israel and the UAE to the U.S., along with diplomats from Morocco and Bahrain, planted an olive tree. Israel sent COVID-19 medical aid to Jordan upon Jordanian request, including ventilators, test kits, and face masks. The move was seen as an Israeli effort to ease tension between the 2 countries, which have been high in recent months. The request was made in March, when Jordan’s COVID-19 cases were peaking. In the West Bank, Israeli settlers demolished part of a Palestinian-owned house in Hebron. Israeli settlers also stole 40 olive saplings in Jalud. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. 60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. PA health minister Mai al-Kaila said the PA will wait to use the AstraZeneca vaccines until the WHO confirms that they are safe to use. Many EU countries have suspended using the AstraZeneca vaccines after 1 otherwise healthy Danish woman died and 3 Norwegian health workers were in severe condition from blood clots after receiving the vaccine. The U.S. released a declassified report that concluded that Saudi crown prince Mohammed bin Salman is responsible for the murder of U.S. resident and journalist Jamal Khashoggi on 10/2/2018. President Joe Biden said during his presidential campaign that he would hold Saudi Arabia accountable for its actions after the Saudi royal family had been shielded by the Trump administration. The Biden administration froze a ban on transactions involving the Houthi rebel group in Yemen after the Trump administration designated the group a foreign terrorist organization, stoking fears that the already dire humanitarian situation in Yemen would worsen. The PA said it will receive its 1st doses of COVID-19 vaccines in March from the company Astro-Zeneca. The PA foreign ministry also said in a statement that Israel is “ignoring its duties as an occupation power and committing racial discrimination against the Palestinian people, depriving them of their right to health care . . . The search by the Palestinian leadership to secure the vaccines from various sources doesn't exempt Israel from its responsibilities towards the Palestinian people in providing the vaccines.” Many human rights organizations, Amnesty International amongst them, have maintained that it is Israel’s responsibility to provide vaccines to the Palestinian people it occupies, a responsibility Israel denies, citing the Oslo Accords. An Israeli military court convicted the prominent Palestinian activist Issa Amro of 6 of 18 charges against him, including obstructing Israeli forces’ activities and assaulting 1 Israeli settler. Amnesty International has called the charges politically motivated and Amro denies the charges against him. He will be sentenced on 2/8. Sudan announced that it had signed on the normalization deal between Israel, Bahrain, and the UAE after Sudan was formally removed from the U.S. list of state sponsors of terrorism in December. The agreement was formalized by the Sudanese justice minister Nasredeen Abdulbari and U.S. treasury secretary Steven Mnuchin. The U.S. has also agreed to settle Sudan’s debt to the World Bank and granted Sudan immunity from prosecution related to the 2 U.S. embassy bombings in east Africa during the 1990s.
