PA forces subsequently violently disperse Palestinians protesting outside of the Jenin governor’s office demanding that a Palestinian prisoner is released to participate in the funeral procession, 30 are injured. A Palestinian allegedly collaborating with Israel is reportedly killed after the airstrike. Israeli forces also raid Tulkarm, razing infrastructure and damaging buildings. Elsewhere, Israeli forces arrest 30 Palestinians during raids in and around Tulkarm, Nablus, Hebron, Ramallah, Jericho, and Jalazone refugee camp. In Gaza, Israeli forces bomb Gaza City, Nuseirat refugee camp, Dayr al-Balah, Rafah, and al-Bureij, killing at least 104 people, including the head of aid distribution in Gaza Amjad Hathat. Israel says its forces have killed 90 people in and around al-Shifa Hospital since 3/18 and brought 160 out of 300 arrested Palestinians to Israeli detention centers in the Naqab. Hamas denies Israeli claims that Hamas members were in the hospital. The Gaza Media Office says Israeli attacks have killed more than 100 aid workers in the past week. Autopsy reports reveal that a Palestinian prisoner who died at the Ofer Prison on 2/8 died due to medical neglect while a prisoner who died on 1/1 at the Megiddo Prison died after being beaten. (HA 3/20)

The Israeli High Court of Justice approves the demolition of the family home of a Palestinian man who was killed by Israeli forces after he injured an Israeli soldier in East Jerusalem on 10/12/2023. It is the first time the Israeli court has approved a punitive demolition based on an attack that did not lead to Israeli fatalities. (AJ, HA, HA 3/20)

The Palestinian Football Association (PFA) urges FIFA to sanction Israel due to the Israeli attacks on Gaza. The PFA says 6 other national soccer associations endorse the proposal that will be discussed at the next FIFA congress in May. (AJ 3/20)

U.S. secretary of defense Lloyd Austin urges Israeli defense minister Yoav Gallant to consider alternatives to a ground invasion of Rafah during a phone call. Secretary of State Antony Blinken says “gaps are narrowing” in the ceasefire negotiations. Hamas official Osama Hamdan says the Israeli response to the Hamas counterproposal was negative. Blinken also meets with Saudi crown prince Mohammed bin Salman and Foreign Minister Faisal bin Farhan Al Saud in Jeddah and UAE foreign minister Abdullah bin Zayed Al Nahyan in the UAE. Blinken says the U.S. has submitted a new draft resolution at the UN Security Council calling for an immediate ceasefire. The Wall Street Journal reports that the Israeli efforts to expand the buffer zone along the Gaza fence have caused widespread destruction of buildings and that Israel intends it to be more than half a mile wide. Israeli settlers with a military escort raid Jenin to visit Joseph’s Tomb. Israeli forces shoot and injure 7 Palestinians during a raid in Dheisheh refugee camp. Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces demolish a retaining wall and raze a tract of land in Silwan. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. Israeli forces bomb a house with a drone strike in Tulkarm refugee camp, injuring 9, demolish a memorial for Palestinians killed by Israeli forces, and cause vast damage using bulldozers. Israeli forces also shoot and injure 14 Palestinians and demolish a home, displacing 12 people, during a raid in Askar refugee camp. Elsewhere, Israeli forces fatally shoot a Palestinian at the Ein Siniya checkpoint, claiming he had attempted to stab a soldier. U.S. secretary of state Antony Blinken meets with Israeli president Isaac Herzog, Foreign Minister Israel Katz, and Prime Minister Netanyahu. Blinken says Saudi Arabia, the UAE, Jordan, Qatar, and Turkey have promised to help rebuild Gaza when Israel is done destroying it, calling on Netanyahu to avoid “further civilian harm” and adding normalization with Saudi Arabia is still on the table. Blinken also calls South Africa’s case against Israel at the ICJ “meritless” and announces that Israel has agreed to allow a UN “assessment mission” into northern Gaza. Elsewhere, Israeli settlers blocked the entrance to Deir Balut. Israeli forces shot and killed a Palestinian man, claiming he had injured 2 Israeli soldiers in a car ramming near Atuf. Israeli forces also shot and killed a Palestinian outside of the Ofer Prison, injuring 4 others with live ammunition. Elsewhere, Israeli forces raided Tulkarm, damaging infrastructure and Palestinian property. Israeli forces also assaulted and detained 3 Palestinian farmers in Khirbet Yanun. Meanwhile, Israeli forces shot and injured 2 Palestinians during raids in Idhna and Arrabah. Israeli forces also demolished 5 homes and 6 water tanks in Farasin. Separately, Israeli forces seized a home in Karma, turning it into a military outpost. In the western part of Jerusalem, 2 Palestinian gunmen were killed after they opened fire at a bus station, killing 3 people and wounding 16 others. An Israeli civilian was killed by the soldier who killed the 2 Palestinians after the soldier mistook him for a Palestinian. The soldier was later arrested for the killing of the Israeli after a video circulated showing he had his hands raised in the air. Hamas said the 2 gunmen were members of its armed wing. Israeli forces subsequently arrested members of the families of the 2 Palestinians in Sur Baher. In Gaza, a Palestinian man succumbed to injuries sustained from Israeli forces on 11/29 in Beit Hanun. The temporary ceasefire that was set to expire at 7 a.m. was extended for an additional day into 12/1. 30 Palestinian prisoners, 8 women and 22 children, were released from Israeli prisons on the seventh day of the prisoner exchange. 8 Israeli captives were released from Gaza. 2 Russian Israelis released on 10/29 were counted as released today to uphold the 1 to 3 prisoner release ratio that the parties had agreed to. Israel reportedly rejected a proposal from Hamas to exchange 7 captives and the bodies of 3 captives who had been killed in Israeli airstrikes. Egypt and Qatar said they continued efforts to extend the ceasefire by 2 days. A +972 Magazine and Local Call investigation based on interviews with 7 current and former members of the Israeli intelligence community, Palestinian testimonies, data, and documentation from Gaza revealed that Israel had increased its attacks on what it calls “power targets,” which include private buildings, infrastructure, and high-rise blocks, to create a shock effect among civilians. According to the sources, the goal of bombing these civilian targets is to “lead civilians to put pressure on Hamas.” Several sources also said Israel has files that show its assessment of how many civilians will be killed in the bombing of these civilian targets. A source told the 2 publications that Israel had increased its permitted “collateral damage” from dozens when targeting a Hamas commander to hundreds and that Israel is fully aware how many civilians will be killed in its attacks. The sources also revealed that Israel use AI-based systems, such as Habsora, to identify targets, including the suspected homes of junior members of Hamas and Islamic Jihad. The investigation also said that Israel had broken from previous protocol by allowing the targeting of residential buildings without warning the residents, with Israeli Air Force chief of staff Omer Tishler saying that the “roof knocking” policy does not apply to war. The New York Times reported that Israeli military and intelligence officers knew of Hamas’ plans for Operation Al-Aqsa Flood but dismissed the attack as aspirational. The Israeli military obtained a 40-page document it called “Jericho Wall” outlining the plans for the operation, which the Times said was followed “with shocking precision.” The document showed that Hamas had intricate knowledge of Israeli military bases, prompting questions of whether it had informants in the Israeli military. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. 7 members of the civil defense team were killed in Israeli airstrikes on the Palestinian civil defense headquarters in at-Tuffah, bringing the number of humanitarian staff killed since 10/7 to 31. Palestinian prisoner Kayed al-Fafsous suspended his 75-day hunger strike after his family urged him to end it, fearing that Israel will let him die as part of its campaign against Palestinians related to the war with Hamas. Hamas released a video of one of its captives, a 21-year-old dual French Israeli citizen, who said in the video, “I'm in Gaza. I came back early on Saturday morning from a party in the Sderot area. I was seriously injured in the arm. They brought me to Gaza, and they took me to the hospital here for three hours. They've been taking care of me, providing medication. I'm just asking that you bring me back home as soon as possible to my family, my parents, my siblings. Please get me out of here as quickly as possible.” Hamas military spokesperson Abu Obeida said Hamas is holding around 200-250 people captive and that they are being treated with dignity and respect. Scottish first minister Humza Yousaf said that he fears that his in-laws, who are visiting Gaza, could die any day as they are running out of water and food. Prime Minister Sunak characterized the Hamas operation on 10/7 as a “pogrom” while addressing the House of Commons and said, “Israel must defend itself in line with international humanitarian law.” Sunak said 6 UK citizens have been killed and 10 are missing. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters at the Qalandia checkpoint, killing 4 and injuring 9. In Gaza, Israeli forces continued bombing civilian targets, in some instances without warning, killing at least 200 people. Palestinian militants fired rockets at Israel and attacked Israelis on the ground near the Gaza fence, resulting in hundreds of casualties and causing damage. Near Gaza, Israeli forces shot and killed an Israeli citizen and shot and injured 4 Israeli soldiers and an Israeli citizen, mistaking them for Palestinians. Association football’s global governing body FIFA announced that it had canceled the draw for the U-20 FIFA World Cup, scheduled to be held in Indonesia on 3/31, after Bali governor Wayan Koster refused to host the Israeli U-20 team which had qualified for the tournament. Israel and Jordan signed an agreement of intent to build a solar power plant in Jordan to supply 600 megawatts of electricity to Israel in exchange for Israel to send 200 million cubic meters of desalinated water to Jordan. Israel said that an Israeli-owned ship was attacked by 1 or 2 missiles in the Gulf of Oman. Other reports said that the damage done to the ship was caused by a blast, to which the cause had not been determined. Israeli defense officials claimed that the missiles were fired by the Iranian Revolutionary Guard Corps. No injuries were reported, and the ship was able to continue to the UAE to repair the damage. Haaretz reported that 2 U.S. senators, Ben Cardin (D-MD) and Rob Portman (R-OH) were circulating a letter to U.S. secretary of state Antony Blinken calling on him to take a more forceful stance on the ICC’s investigation of Israel and Hamas, in order to shield Israel. The pro-Israel group J Street said it was circulating their own letter, calling Cardin and Portman’s letter an “unnecessary act of political posturing,” saying the U.S. state department already rejected the ICC’s decision. Israeli forces attacked Hezbollah infrastructure in Lebanon, claiming that shots were fired from Lebanon toward Israeli troops the day before. Lebanon’s supreme defense council said it would file a complaint to the UN. Earlier in the day, Israel had proposed changes to the UNIFIL mandate, which Lebanon rejected. U.S. secretary of state Mike Pompeo met with senior members of the royal family in Bahrain to discuss “the importance of building regional peace and stability,” including normalizing ties between Bahrain and Israel. According to Bahrain state news, King Hamad bin Isa al-Khalifa told Pompeo that Bahrain is committed to the Arab Peace Initiative and the creation of a Palestinian state before normalizing relations with Israel. In the West Bank, Israeli settlers set up a caravan on Palestinian-owned land in Bil‘in. Israeli forces forced the village of Sabastiyya to remove a newly installed flagpole carrying a Palestinian flag; the flagpole was installed at a site frequently toured by Israeli settlers. 10 Palestinians were arrested during raids in and around Tulkarm, Bethlehem, Ramallah, and al-‘Arub refugee camp. In East Jerusalem, 6 Palestinians were arrested, including 1 during a raid in the Old City, and 5 at 1 of the gates to the Haram al-Sharif compound. In Gaza, Israeli forces fired missiles at southern Gaza, causing damage in Khan Yunis and east of Rafah; incendiary balloons were sent toward Israel, causing fires; 1 Palestinian-owned house in Abasan sustained severe damage. Israeli forces also opened fire on agricultural lands; no injuries were reported. 4 people from the same family also tested positive for the COVID-19 virus in the 1st instance of community spread of the virus in Gaza; prior positive tests have only occurred in quarantine facilities. 4 Palestinians died in an explosion in a house east of Gaza City; the reason for the explosion remained unclear. U.S. secretary of state Mike Pompeo landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, Defense Minister Benny Gantz, and Foreign Minister Gabi Ashkenazi. In the West Bank, Israeli settlers attacked a Palestinian man in Susiya. Israeli forces made Jiftlik a temporary military zone and seized an irrigation system, 2 bulldozers, 1 tractor, and 1 water tank. 21 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-Fawar refugee camp, Ramallah, Jericho, Nablus, and Tulkarm. In East Jerusalem, 2 Palestinians were arrested. The Israeli Jerusalem municipality ordered some 200 Palestinian-owned industrial buildings in Wadi al-Juz to be evicted and demolished. Israeli defense minister Benny Gantz said he had instructed the Israeli army’s chief of staff to accelerate the army’s preparations for “the upcoming diplomatic changes in the Palestinian area.” Defense Minister Gantz was referring to the potential fallout from Israel’s upcoming plans to annex parts of the West Bank. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv.
