U.S. Dep. Secy. of State Burns meets with Israeli PM Benjamin Netanyahu to discuss ways of reviving peace talks with the Palestinians. U.S. officials say that they are trying to find ways around Palestinian demands for a settlement freeze in East Jerusalem and the West Bank, but give no details. (NYT 11/22; JPI 12/2)

The IDF makes a late-night incursion into s. Gaza, patrolling in and firing on residential areas of Rafah, causing no injuries and making no arrests. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF raids and searches the home of a PA police officer nr. Jenin, arresting him; patrols in 7 villages nr. Ramallah, in 1 instance firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them. PA Tourism and Antiquities M Hamdan Taha says that now that Palestine has full membership in UNESCO (see QU in JPS 162), it is planning to seek world heritage status for the old cities of Hebron and Jericho. An application for Bethlehem is already in the works and is expected to have a better chance now that Palestine has membership. The PA also plans to seek recovery of artifacts looted by Israel, increase funds for preservation and excavations, and use its status to force Israel to stop calling West Bank sites “Israeli antiquities.” (WP 11/22)

King Abdallah of Jordan makes an official visit to Ramallah (his 1st in 10 yrs.) to hold talks with PA pres. Abbas on their independent efforts to reconcile with Hamas and personally to inform Abbas that Jordan has invited Damascus-based Hamas leader Khalid Mishal (barred fr. visiting Jordan since 1999) for an official visit to Amman. The king stresses that any improvement in ties with Hamas is not intended as a move against the PA or as a gesture to Jordan’s Islamist opposition. The U.S. reportedly has expressed displeasure to Jordan over the Mishal visit and hinted that U.S. aid could be cut if Jordan reconciles with Hamas. (NYT, WP 11/22; JPI 12/2)

The UNSC refers the Palestinian application for membership to a special comm. (1 diplomat fr. each of the 15 states) for review. The comm. schedules its 1st mtg. for 9/30. If the Palestinians can secure the backing of at least 9 of the 15 UNSC members, the application can proceed via the UNGA even if the U.S. vetoes. At this stage, 6 UNSC mbrs. plan to vote in favor, 5 plan to abstain, 1 (the U.S.) plans to vote against, and 3 are undecided. (NYT 9/29)

In advance of the Jewish New Year, Jewish settlers put up banners on roads leading to settlements that say in Hebrew and Arabic “Next year, Israeli sovereignty over Judea and Samaria” and “This is the Land of Israel.” Meanwhile, the IDF praises the PA security forces for their close coordination to prevent violence surrounding the UNGA session. The IDF also confiscates 148 d. of Palestinian agricultural land in Battir village nr. Bethlehem. (PCHR, WP 9/29; OCHA 10/7)

EU foreign policy chief Ashton extends her regional visit through at least 9/15 for more talks with Palestinian, Israeli, U.S., and Arab officials regarding the Palestinian statehood bid at the UN and a possible Quartet statement on reviving talks. (Independent, Turkish Weekly [Internet] 9/15)

Salfit in the evening; conducts late-night arrest raids, house searches nr. Qalqilya. Jewish settlers fr. Gil’ad settlement stone Palestinian vehicles on the Nablus–Qalqilya road, injuring 1 Palestinian. One of 2 Palestinians who confessed to the 3/11/11 murder of a Jewish family in Itamar is sentenced to life in prison. PA police release on bail Palestinian journalist George Cantawi pending his trial in 10/2011; Cantawi was recently arrested and charged with defamation and slander for criticizing medical services in Bethlehem after PA governor of Bethlehem ‘Abd al-Fattah Hamayil filed the complaint and suit against him. The IDF makes a brief incursion into s. Gaza to level lands and clear lines of sight along the border fence e. of al-Qarara. In the West Bank, the IDF begins leveling land for construction of a new segment of the separation wall nr. al-Walaja nr. Bethlehem; conducts late-night arrest raids, house searches in Jenin r.c. Hamas authorities in Gaza hang 2 Palestinians convicted of collaborating with Israel; the father and son were arrested in 2003 and convicted and sentenced in 2004 by the Fatah-led PA. The U.S. for the first time explicitly states that it would veto a UN resolution endorsing Palestinian statehood. (JAZ, NYT 7/27)

In Lebanon, unidentified assailants detonate a roadside bomb nr. a UNIFIL convoy outside Sidon, wounding 5 French soldiers. Hizballah condemns the attack. (AFP, DPA 7/26; WT 7/27; DPA 7/28) (see 5/27)

Israel delays the monthly transfer of VAT taxes it collects on behalf of the PA ($90 m.), saying it fears the money will go to Hamas now that Abbas has agreed to form a temporary unity govt. The IDF makes an incursion into Izbat al-Tabib village nr. Qalqilya to bulldoze and fence off a plot of land; beats and disperses residents and international activists who confront them, moderately injuring 1 Palestinian woman and arresting 5 international activists. The IDF also patrols in 5 villages nr. Qalqilya, 2 nr. Jenin (firing stun grenades in 1 village), and 1 nr. Tulkarm; conducts late-night arrest raids, house searches nr. Bethlehem, Jericho, Qalqilya. In retaliation for rocket fire on 1/31, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF arrests 3 Palestinian children (ages 13–16) for straying nr. the separation wall in Bil‘in; makes a late-night raid on a Palestinian home in al-Khadir nr. Bethlehem looking for a 12- yr.-old boy who threw stones at troops earlier in the day, assaulting a boy in the house and knocking him unconscious (he is taken by ambulance to a hospital for evaluation), roughly searching rooms, and allegedly stealing gold; conducts late-night arrest raids, house searches nr. In Ramallah, the PA, which had banned anti-Mubarak protests in the West Bank, organizes 100s of Fatah mbrs. into proMubarak demonstrations, with the PAcontrolled media denouncing Egyptian opposition figure El-Baradei as a war criminal and CIA agent, calling him responsible for the war on Iraq. Later in the day, some 150 Palestinians in Ramallah organize a counterdemonstration in solidarity with the Egyptian people but are beaten and dispersed by PA riot police, who arrest 2 journalists and a human rights worker monitoring the rally. Yemen’s pres. Saleh pledges he will not run again when his term ends in 2013 or appoint his son to succeed him. In the past 10 days, he has also promised to lift the state of emergency imposed since 1992, raised the salaries of soldiers and civil servants, pledged to hire more college graduates, cut income taxes, imposed price controls, extended welfare payments to an additional 500,000 Yemenis, waived college tuition fees for students for the current year, and promised to reopen voter registration to enable some 1.5 m. Yemenis to register to vote. Today, Obama issues a statement welcoming Saleh’s reform steps. The opposition remains dubious, with many saying Saleh must step down immediately. Hereafter, protests shrink in size (from the 1,000s to the 100s) but increase in frequency, becoming near daily events in Sana’a and Aden through the end of the quarter. (NYT, WP 2/3; NYT 2/4)
