As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. Across the West Bank, Palestinians protest against OCL, clashing with the IDF at numerous points (Abu Dis, Issawiyya, and al-Ram nr. Jerusalem; Bani Na‘im nr. Hebron; Ni‘lin and Silwad nr. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas. The IDF conducts daytime house searches nr. Jenin, making no arrests; conducts late-night arrest raids, house searches in Bil‘in and nr. Hebron, Nablus. In the West Bank, the IDF conducts late night arrest raids in and around Jenin town and r.c., Nablus, and in al-Fara‘a r.c. nr. Tubas (firing live ammunition and rubber-coated steel bullets on stone-throwing youths who confront them, wounding 6); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 2 Palestinians, 1 international). Israel imposes new restrictions requiring Palestinian medical personnel fr. the West Bank who work in Jerusalem to enter Jerusalem only through the Qalandia checkpoint, the most crowded checkpoint, causing them significant delays. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Shimon Peres, who randomly approached Baher while he was touring the campus library meeting with students; the university evicts Baher from campus housing and orders a disciplinary hearing (date not set) to decide whether he should be suspended. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. IDF district cmdr. Noam Tivon cancels plans to give a speech at a yeshiva in Efrat settlement nr. Bethlehem after Jewish settlers fr. Hebron threaten to hold a massive demonstration to block his visit, calling him an “expulsion criminal” for previously ordering the removal settlers fr. the unauthorized Federman Farm outpost. Egyptian border police discover, demolish 20 smuggling tunnels on the Rafah border; smugglers exchange fire with police, leaving 2 unidentified individuals dead and 4 wounded inside Egyptian territory. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr. As a goodwill gesture to the PA, which recently deployed a new security unit in Jenin, Israel begins allowing up to 100 Israeli Palestinians/day to travel to Jenin; visitors must return by nightfall and expect to undergo searches and questioning. Also in the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm, nr. Hebron. Jewish settlers fr. Kiryat Arba hold an outdoor celebration the “unification” of Jerusalem; the IDF bars Palestinians fr. using roads in the area. Palestinians throw stones at 2 Jewish settler buses in East Jerusalem and nr. Ramallah, causing no injuries. In Gaza, IDF tanks, bulldozers level land on the Palestinian side of the Qarni crossing. On the Rafah border, 1 Palestinian is killed, 4 are injured when 2 smuggling tunnels collapse. In Gaza City, the acting Hamas government organizes a military court that convicts 5 Palestinians on charges of forming an illegal organization in 7/07 and of plotting against the dismissed government of Ismail Haniyeh, sentencing them to unspecified prison terms. Israel’s siege of Gaza, imposed after Hamas’s takeover of the Strip in 6/07, remains tight. In Gaza, the Israel Defense Forces (IDF) conduct late-night arrest raids, house searches in Shuka nr. Rafah, arresting 3 Palestinians, wounding 1 with live ammunition, bulldozing 8 dunams (d.; 4 d. = 1 acre) of greenhouses and a poultry farm (killing 50,000 chickens). In the West Bank, the IDF patrols in Qaryut nr. Nablus, detaining 4 Palestinians (including 3 teenagers) for questioning; conducts late-night arrest raids, house searches nr. Jenin and Hebron (partially bulldozing a Palestinian home in Bayt Umar); fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in n. of Jerusalem nr. Ramallah (10s suffer tear gas inhalation); and beats demonstrators at a similar protest al-Ma‘sara nr. Bethlehem (lightly injuring 3). Nr. Nablus, 10s of armed Jewish settlers fr. Hamas mbrs. fire 4 mortars fr. Gaza into Israel, killing 1 Israeli civilian, wounding 3, in what may be the 1st fatal Palestinian mortar strike. The IDF retaliates with air strikes on Gaza Interior Min. security offices in Rafah (killing 2 Hamas-affiliated security officers, wounding 5 civilians) and a naval police post on the s. Gaza shore (killing 3 policemen). In a mysterious incident northeast of Jerusalem, Ofra settlement guards fire on 2 Palestinians whom they claim approached the settlement fence carrying a hunting rifle, killing 1 Palestinian and detaining the other, turning him over to the IDF, which quickly seals the area; later, the AMB claims responsibility for an attack on Ofra but says the man killed was an innocent bystander and that its mbrs. escaped unharmed. Also in the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation) and beat demonstrators at a similar protest al-Masa’ra (lightly injuring 3). Hizballah and its allies take control of streets in west Beirut, attacking and shutting down media outlets owned by Saad Hariri’s Future Movement, as the army steps aside, saying soldiers will keep peace but not take sides. Hizballah also takes over several government offices, but immediately turns them over to army. Clashes abate somewhat after Hariri orders his forces not to fight. UNRWA resumes food aid in Gaza after Israel allows a special delivery to UNRWA of a 5-day supply of fuel. Palestinians fire several rockets fr. Gaza into Israel, causing damage but no injuries. Egyptian border guards discover, demolish 5 smuggling tunnels along the Rafah border. In the West Bank, the IDF raids and seals for 3 yrs. a sewing factory in Hebron owned by the ICA (see 4/26); conducts late-night arrest raids, house searches in and around Jenin town and r.c. and Nablus, in Abu Dis and Azariyya nr. In Gaza, the IDF bulldozes 24 d. of olive groves and a small Gaza police outpost nr. al-Maghazi r.c. Egyptian border police discover, demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Anata nr. Jerusalem; occupies a Palestinian home nr. Jenin as a military outpost; conducts late-night arrest raids, house searches nr. Tulkarm and in al-Bireh (raiding and searching the municipal building, rounding up 2 municipal employees fr. their homes and bringing them to the offices to log onto password-protected computers), Ramallah (raiding the chamber of commerce offices), Jericho. The Israeli Housing Min. presents Olmert with a proposal for construction of 1,900 new Jewish settler housing units across the West Bank in 2008: 682 units in Beitar Ilit nr. Bethlehem, 510 units in Givat Ze’ev n. of Jerusalem, 302 units in Ma’ale Adumim e. of Jerusalem, 160 units in Binyamin settlement n. of Jerusalem, 158 units in Efrat nr. Bethlehem, and 48 units each in Ariel nr. Salfit and Kiryat Arba in Hebron. Palestinians throw stones at Jewish settler vehicles nr. Egyptian intelligence chief Omar Sulayman secures a pledge by Hamas, Islamic Jihad to suspend rocket fire fr. Gaza unilaterally while he works to obtain a more formal bilateral cease-fire agmt. with Israel. In Jerusalem, an armed Palestinian enters the library of Mercaz Harav, Israel’s leading Zionist yeshiva and the ideological home of the far-right religious settler movement, and opens fire on students with an AK-47, killing 8 Israelis and wounding 9 before an IDF soldier and 2 undercover policemen enter the building and shoot him dead; Israeli security officials identify the attacker as a bus driver for the school and an East Jerusalem resident who apparently acted alone. Israeli police later raid Jabal Mukabir neighborhood, detaining 9 Palestinians for questioning. In Gaza, Islamic Jihad, Hamas mbrs. ambush an IDF patrol that enters Gaza through the Kissufim crossing, detonating a roadside bomb and firing on the vehicle, killing 1 IDF soldier, wounding at least 1. In response, the IDF shells an Islamic Jihad site nr. al-Qarara, killing 3 Islamic Jihad mbrs.; makes an air strike on an Islamic Jihad rocketlaunching site nr. Dayr al-Balah, killing 1 Islamic Jihad mbr. A 5th Islamic Jihad mbr. is killed when a rocket he is preparing to fire into Israel explodes prematurely. The IDF also bulldozes land inside the Gaza border fence e. of al-Qarara. The Israeli navy fires on Palestinian fishermen off the Rafah coast, heavily damaging 1 boat, causing no injuries. Palestinians fire 7 rockets fr. Gaza into Israel, damaging 2 houses, lightly injuring 1 Israeli. Egypt begins replacing some stretches of barbed wire along the Rafah border with a 10-ft.-high stone and concrete wall. In the West Bank, the IDF demolishes the Bethlehem home of a wanted Palestinian; conducts late-night arrest raids, house searches in and around Tulkarm r.c., nr. In Gaza, 2,000 Palestinians hold a peaceful demonstration at a sealed breach in the Rafah border to urge Egypt to keep the border open. Outside Rafah, 2 Palestinian teenagers are injured when they accidentally trigger unexploded IDF ordnance. In the West Bank, the IDF sets up a checkpoint outside a Bayt Umar cemetery to check the IDs of mourners attending the funeral of the 2d Kefar Etzion attacker (see 1/24); later fires percussion grenades, rubber-coated steel bullets at mourners, wounding 6; fires on residential areas of al-Khadir nr. Bethlehem, causing no injuries; conducts arrest raids, house searches in Jenin, northwest of Jerusalem; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 2). Palestinian children throw stones at Jewish settler vehicles traveling on Route 55 nr. Azun and Route 60 nr. Hawara, damaging 2 but causing no injuries. Inside Israel, 20,000 Israeli Palestinians march in Sakhnin to protest a 1/27 government decision not to try police officers who fatally shot 13 Israeli Palestinians during 10/00 antigovernment demonstrations in Um al-Fahm in solidarity with the intifada. With the Rafah border breached, Israel halts emergency imports authorized on 1/22, arguing that Gazans can now get food and fuel fr. Egypt. Meanwhile, the IDF makes an air strike on a car nr. the Rafah border, assassinating Izzeddin al-Qassam Brigades mbrs. Zayid ‘Abd al-‘Aal and Ibrahim al-‘Absi; sends troops into areas e. of Rafah to conduct arrest raids, detaining and taking back to Israel 25 Palestinians possibly connected to the 1/23 border breach. In the West Bank, 2 Palestinians fr. Bayt Umar nr. Hebron infiltrate Kefar Etzion settlement, stab and wound 3 Jewish settlers before being shot dead by settlement security officers; no group takes responsibility. The IDF sends troops into Bayt Umar, fires on residential areas, occupies the homes of the 2 Kefar Etzion attackers, interrogates their families, fires on stone-throwing Palestinians who confront them, killing 1 Palestinian teenager, wounding 2 Palestinians; later, IDF troops posted at the entrance to the village fire on a funeral procession for 1 of the assailants, injuring 1 mourner. A Palestinian gunman fires on Israeli border police outside Shu‘fat r.c. nr. Jerusalem, killing 1 Israeli border policeman, wounding another, escaping unharmed; no group takes responsibility.
