Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. In Lebanon, Israeli forces bomb Tayr Harfa, Wadi Hassan, Majdal Zoun, Marwahin, Zibqin, and Jabal Balat. In Syria, Israeli forces bomb Damascus, killing an Iranian national and causing damage. In Yemen, Houthi militants fire a ballistic missile at Eilat, which Israel says is intercepted over the Red Sea. More than 27,131 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,287 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNICEF says it estimates that 17,000 Palestinian children in Gaza have been left separated from their families during the Israeli assault on Gaza and that nearly all children in Gaza require mental health support. Hamas official Osama Hamdan says the ceasefire proposal by Israel, Egypt, Qatar, and the U.S. is not acceptable, saying a permanent ceasefire is needed. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. In the West Bank, Israeli settlers uprooted dozens of almond trees and grapevines in Bayt Umar and threatened the Palestinian landowners with guns. Israeli forces razed Palestinian-owned land in ‘Ayn Bus and seized 1 greenhouse in Bethlehem. Israeli forces also shot and injured 1 Palestinian with live ammunition as he was trying to enter Israel for work through the separation barrier near Far‘un. Elsewhere, Israeli forces dismantled and seized 1 agricultural structure in Tuqu‘. Israeli forces also arrested 1 Palestinian at the Qalandia checkpoint, claiming he wanted to stab a soldier with a screwdriver. 15 others were arrested during raids in and around Qabatiya, Jenin refugee camp, Burqin, Ramallah, Kafr Malik, Tulkarm, Tubas, and Nablus. The Israeli government told its high court of justice that it had delivered 100 COVID-19 vaccine doses to the PA and that more doses would arrive in some 10 days. The PA health ministry denied having received any doses of COVID-19 vaccines from Israel. (HA, WAFA 1/13)

The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Israel attacked several places in Dayr al-Zur and Abu Kamal in eastern Syria with airstrikes, killing 57 people and wounding at least 37. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11. Secretary Pompeo also announced that the terrorist group Al Qaeda has a home base in Iran without providing any evidence, a charge the Iranian foreign minister Mohammad Javad Zarif called “warmongering lies.” On 1/10, Secretary Pompeo said that the Houthi rebels in Yemen would be added to the U.S. list of foreign terrorist organizations, a designation many humanitarian organizations lambasted as it will make it impossible to deliver aid to the civilian population living in Houthi-controlled areas who are heavily hunger stricken. In the West Bank, hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 4 Palestinians are injured. Dozens of IDF troops raid the Ramallah headquarters of the PA’s Wafa News and Information Agency, detaining a number of employees, firing tear gas inside the building, and confiscating tapes from surveillance cameras in the building. The raid sparks minor clashes in central Ramallah; 5 Palestinians are injured. Israeli soldiers also shoot and injure 7 Palestinians during clashes sparked by IDF raids in Tubas and Nabi Salih village near Ramallah late at night. Meanwhile, IDF troops arrest 13 Palestinians during further raids near Ramallah, Hebron, Nablus, Tulkarm, and Qalqilya; and patrol in and around Tulkarm and Hebron. Israeli settlers puncture the tires of 3 Palestinian vehicles and leave racist graffiti on nearby walls in Beytin near Ramallah. A separate group of settlers throws rocks at Palestinian vehicles on a road outside Nablus, causing minor damage. Thousands of Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on a number of Palestinian boats setting sail in a symbolic challenge of the Israeli blockade. IDF troops violently disperse the protesters on the shore and Israeli naval forces fire warning shots at the boats; 17 Palestinians are injured. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Rafah. In the West Bank, IDF troops shoot and injure a Palestinian at an entrance to the Kiryat Arba settlement near Hebron after he allegedly attempts to stab 1 of them and a number of Israeli settlers. Israeli forces raid a Palestinian elementary school in Masafer Yatta near Hebron, evacuate the premises, and deliver demolition orders to the administrators. They deliver demolition notices for 3 residential structures on further raids in the village. They also dismantle 5 makeshift Palestinian residences near Tubas. UN Humanitarian Coordinator Jamie McGoldrick announces a $1 million transfer to prevent the “collapse of services and a potential outbreak of disease” in Gaza. “Unfortunately, it comes in the absence of action from the relevant authorities, who have responsibility for the well-being of Gaza's citizens, or predictable donor support.” McGoldrick says that $2 million more is still needed to pay for essential health, water, and sanitation services through the end of 2018. Israel’s Knesset passes a new law requiring private businesses that choose not to sell products or services to Israel’s settlements in the West Bank or East Jerusalem to display signage indicating that on their premises. Businesses that fail to display proper signage will be fined. Member of the Knesset (MK) Shuli Moalem-Refaeli (Jewish Home), who proposed the legislation, says, “businesses that choose to discriminate against consumers who live in Judea and Samaria, in outlying areas or in Arab communities will be obligated to inform their customers in advance. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. Talks continue among PLO leaders, the Free Syria Army, and Syrian regime forces about Yarmuk r.c., without concluding a deal. PLO representatives are demanding that all armed groups, including Palestinian gunmen, withdraw from the camp; that authorities allow food and fuel to enter for residents; and that all parties to respect the neutrality of the camp. Rescue workers continue to search for 2 missing persons in the rubble of the destroyed al-Dalou family home (see 11/18). Palestinian armed groups fire 42 rockets into Israel, bringing the total to 1,128 rockets since Israel’s operation began on 11/14; over 300 rockets have been intercepted by Iron Dome, and fewer than 40 have landed in populated areas. Late at night, unidentified Palestinians fire at least 1 Qassam rocket fr. Gaza into Israel. Israel’s Interior Min. gives final approval for the construction of the 1,600 new housing units in Ramat Shlomo settlement in East Jerusalem that were first announced during U.S. VP Joe Biden’s visit to Israel in 3/2010 (see Quarterly Update in JPS 156). The ministry says it also intends to give final approval to another 2,700 new units in East Jerusalem’s Givat HaMatos and Pisgat Ze’ev settlements in response to the recent popular protests in Israel that have demanded, among other things, more and cheaper housing. The U.S. says “unilateral action of this kind works against our [peace] efforts.” Israel’s Peace Now accuses the government of “exploiting the housing crisis in Israel to promote its settlement policy” with the intention of undermining the peace process.
