Approximately 60,000 Israelis march through the Old City of Jerusalem in commemoration of Jerusalem Day, a celebration of the IDF’s 1967 capture of the city. Hundreds of left-wing activists and Palestinians participate in a counter-demonstration outside the Old City, sparking minor clashes (there are no serious injuries). Approximately 700 Jewish settlers visit Haram al-Sharif; Israeli forces arrest 15 of them for praying at the sanctuary, along with 3 Islamic Waqf guards. Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Shu‘fat r.c. In the West Bank, IDF troops arrest 2 Palestinians nr. Nablus when they are discovered to be carrying pipe bombs. They also assault and arrest 2 Palestinian youths walking home from school in Aida r.c. nr. Bethlehem, and arrest 11 Palestinians during late-night raids nr. Qalqilya, Tulkarm, Nablus, and Ramallah. In Gaza, 5 Palestinians are injured in an explosion at an unspecified “resistance site” nr. Rafah, according to medical sources. Along Gaza’s border, IDF troops open fire on Palestinian agricultural fields nr. Gaza City, causing no damage or injuries. In n. In the West Bank, Israeli forces confiscate a Palestinian tractor from Ras al-Ahmar village nr. Tubas and deliver stop-work orders for 12 Palestinian projects under construction nr. Hebron. IDF troops arrest 5 Palestinians during late-night raids nr. Tulkarm, Jenin, and Nablus; and patrol nr. Nablus, Qalqilya, and Hebron. Unidentified assailants throw rocks at a bus nr. Bethlehem, breaking a windshield and injuring 3 IDF soldiers. In East Jerusalem, more than 60 Orthodox Jews tour Haram al-Sharif; Israeli forces arrest 5 who attempt to pray at the sanctuary. Israeli forces arrest a Palestinian at an entrance to the Old City, alleging that she was preparing to stab them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Rafah, causing no damage or injuries. In n. Israel, Israeli forces demolish a Palestinian’s home in Hurfish village on the grounds that it violated construction regulations. In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. Israeli PM Netanyahu holds talks with UN Secy.-Gen. Ban Ki-moon. Netanyahu compares Hamas to ISIS, in reference to the group’s 8/22 execution of collaborators, and blames the group for the latest escalation in violence. (AJ, HA, REU 8/23)

In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. The IDF conducts approximately 100 strikes on targets across the Gaza Strip, killing 14 Palestinians in Bayt Hanun, Rafah, Khan Yunis and Dayr al-Balah. Hospitals in Gaza report a serious shortage of medicines and equipment, particularly for trauma injuries. Palestinians fire around 100 rockets and mortar shells into Israel, causing damage and seriously wounding 2 children in the bedouin village of Lakia. Iron Dome batteries intercept 15 of the projectiles. In addition, al-Qassam Brigades fly a drone into s. Israel along the coast nr. Ashdod, and the Israeli Air Force (IAF) shoots it down. In the West Bank, IDF troops shoot and kill a 22-year-old Palestinian civilian in clashes nr. Hebron. In Bayt Umar nr. Hebron, IDF troops shoot and injure 2 Palestinians in another confrontation. Following a meeting of Arab League FMs in the evening, Egypt’s Foreign Ministry proposes a cease-fire to start the next day, followed by talks in Cairo. The Arab League welcomes the proposal. An Israeli official says that PM Netanyahu will discuss the proposal the following day with his security cabinet. (AFP, AP, HA, JP, MNA, REU 7/14)

A rocket launched from inside Lebanon hits n. Israel, causing no damage or injuries, the 4th such attack in recent days. IDF troops respond with artillery shells. (REU 7/14)

The IDF continues attacks across the Gaza Strip, killing 18 Palestinians. Also, the IDF drops leaflets over Bayt Lahiya that tell residents to evacuate ahead of intensified attacks. In response, around a quarter of Bayt Lahiya’s population, approximately 70,000 people, flees and seeks shelter in UNRWA facilities. Palestinians fire more than 70 rockets into Israel, causing some damage and injuring 1 with shrapnel. Meanwhile, Palestinian gunmen execute an alleged collaborator with Israel in Rafah. While in Vienna for talks on Iran’s nuclear program, U.S. Secy. of State Kerry speaks with PM Netanyahu on the phone, and says that the U.S. is ready to help broker a cease-fire along the lines of the 11/2012 agreement. Also, Kerry discusses the crisis with his French, British, and German counterparts. Speaking in Vienna, French FM Fabius and British foreign secy. William Hague both urge a return to the ceasefire agreement of 11/2012. Israeli PM Netanyahu says at his weekly cabinet meeting that “we don’t know when the operation will end” and that “it might take a long time.” (AP, HA, JP, MNA, REU 7/13)

For the 3d day in a row, 2 rockets fired from inside Lebanon land in n. Israel, causing no damage or injuries. IDF troops reply with artillery fire. There is no claim of responsibility for the rocket attack. (AP, HA, REU 7/13)

Unknown persons fire 1 rocket from inside Syria and into the Israeli-occupied Golan Heights, causing no damage or injuries. IDF troops respond with artillery fire toward Syrian military bases, and claim direct hits, though there are no reports of damage or casualties. (HA 7/13)

IDF air strikes and shelling of the Gaza Strip continues for a 4th day, killing 16 Palestinians as 230 targets are hit. The attacks cause widespread damage to houses, infrastructure, and public buildings. There are fatal strikes in al-Shuja‘iya, elsewhere in Gaza City, Jabaliya, and Rafah, among others. Palestinians fire 90 rockets into Israel, causing damage and injuring 10 in Beersheba and Ashdod, including 1 seriously. Iron Dome batteries intercept 25 of the rockets. Two IDF soldiers are lightly injured by an antitank missile nr. the Gaza border, damaging their jeep. In the West Bank, IDF troops shoot and injure 9 Palestinians with live fire and rubber-coated metal bullets during clashes nr. Rachel’s Tomb in n. Bethlehem. In Kafr Qaddum, Israeli soldiers shoot and injure 5 Palestinians with live ammunition during clashes, and there are less intense confrontations after Friday prayers in Hebron and nearby al-Fawar r.c. In East Jerusalem, Israeli authorities prevent Palestinian men under 50 years old from entering Haram al-Sharif, and 20 Palestinians are injured by stun grenades and rubber-coated metal bullets during clashes in Issawiyya. Israeli PM Netanyahu says that “no amount of international pressure will prevent Israel from continuing its operation in the Gaza Strip,” and that he has held phone calls with leaders of the U.S., Germany, Britain, France, Canada, and Russia. Israeli DM Ya’alon speaks with U.S. Defense Secy. Hagel, with the latter expressing concern about the risk of further escalation. The U.S. House of Reps. agrees to a nonbinding res. in support of Israel’s right to defend itself against rocket fire from the Gaza Strip. Meanwhile, Egyptian authorities close the Rafah crossing after opening it briefly to allow 11 wounded Palestinians to leave for treatment. (AP, HA, MNA, REU, YA 7/11)

Israel’s Interior Min. reports for the first time that preliminary approval for construction of 625 housing units in East Jerusalem’s Pisgat Ze’ev was quietly granted in 11/2010. During the day, the IDF makes another incursion into the Gaza area e. of Jabaliya that was shelled on 12/1, firing on the surrounding area but causing no reported injuries. A Palestinian is fatally electrocuted in a smuggling tunnel accident on the Rafah border. In the West Bank, the IDF patrols in Izbal Jaloud village nr. Qalqilya during the day; conducts late-night arrest raids, house searches nr. Nablus. Jewish settlers fr. Halamish settlement nr. Ramallah attempt to storm Nabi Salih village but are removed by IDF troops; later in the day, Palestinian youths throw stones at IDF troops patrolling the area, who respond with tear gas and stun grenades, causing no serious injuries. In n. Israel, 1,000s of Israelis flee their homes as a major forest fire brought on by drought tears through the Mount Carmel forest; at least 36 Israelis are left dead, most of them prison guards racing to evacuate inmates fr. a jail. Some 400 Gazans protest on the Rafah border demanding that Egypt unilaterally open the crossing into Gaza. Egypt deploys 100s of additional police and border patrol officers along the Rafah border, fearing another breach, as occurred in 1/08 (see Quarterly Update in JPS 147). On the Rafah border, 5 Palestinians are killed, 3 are injured when a smuggling tunnel collapses. In the West Bank, the IDF raids and occupies a Palestinian home nr. Bethlehem as an observation post; conducts late-night arrest raids, house searches nr. Jenin, Tulkarm. Israeli security forces raid a theater in East Jerusalem to prevent a Palestinian folklore troupe fr. performing as part of a series of events billed as celebrating the Arab League designation of Jerusalem as the capital of Arab culture for 2009), saying the program violates the ban on Palestinian political activity in the city. Unknown assailants fire a Katyusha rocket fr. s. Lebanon into n. Israel, lightly injuring 3 Israelis. A 2d rocket lands inside Lebanon, causing no damage or injuries. Israel files a formal complaint with the UN, demanding stepped-up UNIFIL and Lebanese government enforcement in s. Lebanon in keeping with UN Res. 1701’s provisions to halt arms smuggling into s. Lebanon and reiterating Israel’s right to self-defense. (WJW 2/26)

Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Air strike target areas include Bani Suhayla, Bayt Lahiya, Gaza City (areas northwest of the city and al-Nasser, al-Sabra, al-Sha‘af, Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk, al-Zaytun), Khan Yunis, Khuza, al-Mughraqa, Nussayrat r.c., al-Qarara, Rafah, al-Shabura r.c., Twam, Yibna r.c. Heavy artillery and tank fire are reported in and around Bayt Lahiya (white phosphorous suspected), al-Bureij r.c., Gaza City (al-Sabra, al-Tuffah), Jabaliya town and r.c. Naval bombardment centers on Rafah’s Tal al-Sultan neighborhood.

Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. Overnight, the IDF pulls troops out of Rafah and al-Shuka and back into the Dahaniyya airport, ending a 3-day offensive; troops go back into al-Shuka briefly during the day to surround, evacuate, blow up a Palestinian home, also bulldozing 20 d. of surrounding agricultural land. Late in the evening, the IDF makes an air strike destroying a Palestinian home nr. Bayt Lahiya, damaging 2 others after warning residents by phone to evacuate. In the West Bank, the IDF sends troops into Silat al-Harithiyya nr. Jenin, occupies a house as a sniper post, shoots and assassinates wanted Islamic Jihad mbr. Sami al-‘Imari; arrests, searches the Ramallah home of Change and Reform PC mbr. Fadl Hamdan; conducts arrest raids, house searches and fires on residential areas of Shayukh nr. Hebron in a raid targeting the AMB; searches vehicles, an Internet caf´e in Hebron; issues military orders confiscating 10s of d. of agricultural land southwest of Hebron for construction of the separation wall. Jewish settlers driving nr. Nablus open fire at a Palestinian truck driving ahead of them, killing a 48-yr.-old Palestinian, wounding his son. The IDF intensifies air strikes across Lebanon, hitting targets in s. Beirut, Ansar, al-Jibbayn, Nabatiyya, Naqura, Qana, Tyre (striking within 40 yards of a UN humanitarian aid convoy traveling with prior coordination with the IDF, hitting a car traveling in the opposite direction), killing 10s of Lebanese civilians, several Lebanese soldiers, 1 PFLP-GC mbr. Ground operations continue across s. Lebanon, with Hizballah claiming to disable 4 tanks (in Adassiyya, Ras al-Biyada, Wadi Hunin), acknowledging the death of 3 Hizballah mbrs. The IDF says that it has taken prisoner 22-yr.-old Hizballah mbr. Hasan Ali Sulayman, who has allegedly admitted under interrogation to involvement in the 7/12 capture of 2 IDF soldiers. Hizballah fires around 160 rockets into n. Israel, killing 3 Israeli civilians (1 an Israeli Palestinian) in Haifa, and killing 12 IDF reservists, wounding 5 in Kfar Giladi on the border with Lebanon. The IDF continues operations in Rafah and al-Shuka, firing on and shelling residential areas, conducting house-to-house searches, forcing some 400 Palestinian families to flee their homes, killing 1 Palestinian civilian, wounding at least 13 civilians. The IDF also shells areas around Bayt Hanun, wounding at least 2 Palestinians; fires across the border fr. Israel at Palestinian farmers working their land nr. al-Maghazi r.c., wounding 1. In the West Bank, the IDF arrests PA parliament speaker ‘Aziz Dwayk (Change and Reform) in his Ramallah home on charges of being a mbr. of a terrorist organization (Hamas); conducts random ID checks in Dahaysha r.c. (firing on stone-throwing Palestinians who confront them, wounding 2), Tubas; conducts arrest raids, house searches in Bethlehem, Jenin town and r.c., Nablus; burns 30 d. of agricultural land btwn. the separation wall and the Green Line nr. Overnight, the IDF makes air strikes outside a Palestinian r.c. s. of Tyre, wounding 1 person, lands 2 naval commando units (reportedly wearing Lebanese army uniforms) nearby, raids an apartment building housing Hizballah mbrs. allegedly involved in long-range rocket attacks on Israel, clashing with Hizballah mbrs. for 3 hrs., killing 4 suspected Hizballah mbrs., 1 Lebanese soldier at a nearby checkpoint, 2 bystanders before withdrawing. During the day, the IDF continues air strikes, hitting 170 targets in s. Beirut, and n. of Hermel; drops leaflets over Sidon, warning residents to leave prior to imminent strikes there; continues ground operations in some 20 villages in s. Lebanon, leaving 2 IDF soldiers dead, at least 9 wounded in clashes in Aita al-Sha‘b, Taybeh. Hizballah fires 160 rockets into n. Israel (140 of them in a 90 min. period in the evening), killing 3 Israeli Palestinians in Arab al-Aramshe, also hitting targets in Haifa, Kiryat Shimona, Ma’alot, Nahariya, Safad, Shlomi, Tiberias, wounding a total of 54 Israelis. The IDF continues operations al-Shuka, making air and artillery strikes on buildings allegedly housing Hamas and Islamic Jihad weapons caches, exchanging fire with Palestinian gunmen, conducting house-tohouse searches, prompting residents to flee, leaving 2 Palestinian civilians, 1 Palestinian militant dead, at least 1 Palestinian wounded. Late in the evening, the IDF expands operations deeper into Rafah, making air strikes on militant targets in heavily residential areas, killing 1 Islamic Jihad mbr., 2 other armed Palestinians, a Palestinian woman and her 2 children, wounding at least 3 Palestinians; also destroys the remaining parts of a PA security barracks. Also in Gaza, the IDF makes an air strike destroying a home in Shatti r.c. nr. Gaza City after warning residents to evacuate. In the West Bank, the IDF conducts arrest raids in Tulkarm town; patrols in Tulkarm r.c.; conducts random ID checks in Hebron. The IDF calls up more reservists (no details reported), moves additional artillery to the border with Lebanon; escalates air strikes on s. Beirut (killing at least 1 Lebanese soldier, wounding 2 soldiers, 4 civilians), hitting bridges and roads in Christian areas n. of the capital along the coast for the 1st time (killing a least 5 Lebanese civilians, wounding 19; hitting an 8-truck UN convoy, preventing the movement of other aid convoys south); also strikes targets in s. Overnight, the IDF launches ground operations in al-Shuka, using helicopters, drones, and some 50 tanks, armored vehicles, bulldozers; seals off Dahaniyya airport, the eastern entrance to Rafah, the main north–south Gaza highway; makes heavy air and artillery strikes on residential areas throughout the day, with Palestinian militants retaliating with antitank and light weapons fire, leaving 2 Hamas mbrs., 2 Islamic Jihad mbrs., 1 PA security officer, 5 bystanders dead and more than 30 Palestinians wounded (including at least 8 militants, 18 civilians). Palestinians fire 4 rockets toward Israel, but all land inside Gaza, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. The IDF operates in 20 villages in s. Lebanon, most of them less than 2 mi. inside the border, engaging in intense clashes with Hizballah (particularly in Bint Jubayl, Maroun al-Ras, Marwahin, Rajmin), with Hizballah killing 4 IDF soldiers, wounding 4, destroying at least 4 APCs in Aita al-Sha‘b and Taybeh. The IDF also continues air strikes across Lebanon, including in s. Beirut (hitting houses of senior Hizballah and Hamas mbrs.), Blat, Nabatiyya, Rashaya, Taybeh, in the Biqa‘ Valley, and in the far n. nr. the border with Syria. Hizballah fires around 180 rockets into n. Israel, killing 5 Israeli civilians in Acre and 3 bedouin in Tarshiha nr.
