In the West Bank, Israeli settlers stole olive harvests from Palestinian farmers near Awarta. Elsewhere, in Rujib, Israeli settlers threw stones at Palestinians harvesting olives. Israeli settlers also flooded Palestinian-owned farmland with sewage discharge in Dayr al-Hatab. Israeli forces detained 12 Palestinians on their way to work in Israel at the Barta‘a crossing. Israeli forces also prevented Palestinian farmers access to their land on the other side of the separation wall near Salfit. U.S. ambassador to Israel David Friedman attended the opening of the Ariel settlement’s new medical school partly financed by American casino magnate Sheldon Adelson. Ambassador Friedman said at the opening, “A new medical school has opened in Samaria [the West Bank] . . . How many people had ever thought that those words would ever be spoken? We at the State Department are very proud to work so closely with Ariel University, along with other universities in Israel.” (JP, TOI 10/27; HA 10/28)

U.S. president Donald Trump announced that U.S. troops had killed ISIS leader Abu Bakr al-Baghdadi in the Idlib province of Syria. (HA 10/27)

In the West Bank, 2 Palestinians were arrested during the day: 1 during a raid near Bethlehem and 1 at a military checkpoint in Hebron. Later, during late-night raids, Israeli forces arrested 11 Palestinians in and around Jenin, Qalqilya, Tulkarm, Salfit, Ramallah, and al-Bireh. Israeli forces shot a Palestinian citizen of Israel at a temporary military checkpoint near Tulkarm. The man was not arrested by Israeli forces and said it opened an investigation into the incident. In Sawahara al-Sharqiyya, Israeli forces demolished a building under construction. In Gaza, Israeli forces made incursions east of Rafah to raze farmland. (WAFA, WAFA, WAFA 7/15; HA, WAFA 7/16)

U.S. president Donald Trump invoked Israel in a series of tweets against 4 U.S. congresswomen, saying they are “anti-Israel,” they should apologize to Israel, and democrats embracing the 4 congresswomen are endorsing “hate of Israel and the USA!” (Twitter, Twitter, Twitter 7/15)

In the West Bank, 2 apartments in Hebron belonging to the family of a Palestinian convicted for the murder of an Israeli in February were demolished by Israeli forces. In Salfit, Israeli forces raided and took measurements for demolition of a home belonging to the family of a Palestinian alleged to have attacked Israeli settlers in the settlement of Ariel on 3/17. The alleged perpetrator was killed by Israeli forces on 3/20. Israeli forces also violently dispersed the weekly anti-settlement protests in Kafr Qaddum using live ammunition, rubber-coated bullets, and tear gas, injuring 6. One French activist was arrested during the protest. In East Jerusalem, a soccer tournament in Bayt Safafa was shut down by Israeli police, claiming that it was organized by the PA. In Gaza, Israeli forces attacked 2 Hamas posts east of al-Bureij refugee camp after shots allegedly were fired at Israeli soldiers near the Gaza fence, causing damage, but no injuries were reported. Israeli forces also fired live ammunition, tear gas, and rubber-coated bullets at protesters partaking in the weekly Great March of Return protests, injuring at least 46 Palestinians. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. According to Israeli sources, an incendiary balloon was found on a beach near Ashqelon in Israel. Israeli authorities announced that it would institute a week-long closure between 4/19 and 4/27 of entry points to Israel from Gaza and the West Bank for the celebration of Passover. In an interview with the Atlantic, the outgoing French ambassador to the U.S. Gérard Araud, in discussing the Trump administration’s “peace plan,” called Israel an apartheid state. He said, “They [Israel] have the West Bank, but at the same time they don’t have to make the painful decision about the Palestinians, really making them really, totally stateless or making them citizens of Israel. They won’t make them citizens of Israel. So they will have to make it official, which is we know the situation, which is an apartheid. There will be officially an apartheid state. . . . They are in fact already.” Araud also recounted a conversation between French president Emmanuel Macron and U.S. president Donald Trump, in which Trump said “I have given everything to the Israelis; the Israelis will have to give me something.” (AM 4/19; HA 4/24)

The U.S. envoy to the Middle East Jason Greenblatt rebuffed in a tweet speculations that part of the Trump administration’s “peace plan” includes transferring parts of Egypt’s Sinai to the Gaza Strip. (HA 4/19)

In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. In East Jerusalem, around 87 Israeli settlers along with Israeli forces stormed Haram al-Sharif to perform prayers. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. PLO Executive Committee member Hanan Ashrawi called Netanyahu’s victory a vote to “entrench and expand apartheid.” (HA, HA, WAFA 4/10; HA 4/11)

The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

Hundreds of Palestinians gather along Gaza’s border fence to set tires on fire and otherwise continue the Great March of Return. IDF troops violently disperse them near Gaza City, Khan Yunis, and Rafah, injuring 3. Also along Gaza’s border fence, IDF troops open fire on Palestinian shepherds working near Dayr al-Balah, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli forces uproot approximately 300 olive and almond trees from a Palestinian grove near Jenin. They also deliver stop-work orders to 3 Palestinian homes under construction near Salfit. Meanwhile, IDF troops arrest 18 Palestinians during raids in and around Bethlehem, Nablus, Hebron, and Tubas; and patrol near Tulkarm, Salfit, Qalqilya, and Hebron. In Saudi Arabia, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner offers new details about the Trump administration’s long-awaited plan for Palestinian-Israeli peace, which is expected to be released after the Israeli elections on 4/9. “We want to see Palestinians under one leadership that will allow them to live in dignity,” he says. Kushner also says that one of the main goals of the plan is to eliminate borders “in order to guarantee freedom of movement for people and goods.” The plan also reportedly focuses on strengthening the Palestinian economy. In the West Bank, Israeli settlers puncture the tires of several Palestinian vehicles and leave racist graffiti on nearby walls in Iskaka village near Salfit. Approximately 30 armed settlers enter Urif village near Nablus in the evening. They damage equipment at an infrastructure construction site and spark clashes between their IDF escort and Palestinians in the area; 3 Palestinians are injured. IDF troops also violently disperse Palestinian schoolchildren throwing stones in Hebron; and patrol near Qalqilya, Tulkarm, and Hebron. In East Jerusalem, several senior Islamic Waqf officials enter Haram al-Sharif via al-Rahma Gate and pray at the sanctuary. Israeli forces demolish a Palestinian home in al-Walaja. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and al-Bureij refugee camp, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian homes, farmers, and shepherds near Rafah, Khan Yunis, and Dayr al-Balah, causing no damage or injuries. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. Bahrain’s Foreign Minister Khalid bin Ahmed Al Khalifa is depicted saying that “toxic” money from Iran has obstructed past efforts to resolve the Palestinian-Israeli conflict. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Dayr al-Balah and open fire on Palestinian farmlands near al-Maghazi refugee camp, causing no damage. A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. Abbas also says that the Palestinians will not participate in any peace conference not based on past UN resolutions. (JP 2/5; MNA, WAFA 2/6)
