Israel’s military advocate general said that the soldiers responsible for the death of Palestinian American Omar As’ad on 1/12/22 will not be criminally prosecuted. 78-year-old As’ad died of heart failure after being arbitrarily detained and left on his stomach on the floor in a yard of an abandoned house while handcuffed, blindfolded, and gagged. The U.S. State Department said on 6/14 that it is seeking more information from Israel about the decision not to charge the soldiers. Amnesty International released a report on the Israeli attacks on Gaza between May 9 and May 13, calling on the ICC “to consider the applicability of the crime against humanity of apartheid within its current formal investigation.” Amnesty found that 31 Palestinians had been killed, including in unlawful killings and possible war crimes. Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. Additionally, settler violence has risen with 45% and 45 more Palestinians have been killed by Israeli forces compared with the yearly average of the Netanyahu governments. (PCN 6/23)

3 Jewish-Israelis were charged with terrorism after severely beating 1 Palestinian-Israeli man on 5/12 in Bat Yam. The Palestinian man was pulled from his car and beaten by a large mob of Jewish-Israelis while an Israeli TV crew filmed the incident as it was unfolding. 6 people were for the attack, while TV footage show the faces of several others beating the man who have not been arrested. AP reported that 17 journalists in Gaza had their WhatsApp accounts blocked since 5/21. WhatsApp is owned by Facebook, which has been accused of silencing Palestinian voices. In an attempt to deflect from international outcry, Belarus said it had forced a Ryanair plane traveling from Athens to Vilnius to land in Minsk because a bomb threat in the name of Hamas was made against it. Hamas denied the allegation. In the incident, which happened on 5/23, Belarusian warplanes forced the commercial jet to land in Minsk for Belarusian forces to arrest a passenger who runs a website for opponents of Belarusian dictator Alexander Lukashenko. In East Jerusalem, Israeli forces raided al-Makassed Hospital, leaving without making arrests. 8 Palestinians were arrested during raids in the Old City, al-Tur, Silwan, and Shu‘fat. In Gaza, 4 Palestinians were killed and many were injured, raising the comprehensive death toll since 5/10 from 232 to 236, including 65 children and 3 pregnant women. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. At the UN, U.S. ambassador to the UN Linda Thomas-Greenfield said that the U.S. had “not been silent,” despite blocking UN security council statements criticizing the violence from the latest escalation between Hamas and Israel. UN general-secretary António Guterres said he was “deeply shocked by the continued air and artillery bombardment” of Gaza and said that Gaza’s children lived in “hell on Earth.” No unified statement was released by the UN general assembly. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. In the West Bank, thousands of Palestinians marched to commemorate the 71st Nakba Day in Bethlehem and Ramallah. Israeli forces also arrested 7 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, and Nablus. In East Jerusalem, the Israeli civil administration delivered 20 demolition notices to Palestinian buildings in Issawiya and 2 for buildings in Shu‘fat refugee camp. 1 Palestinian was arrested during a late-night raid in Silwan. Also in East Jerusalem, 1 Palestinian teen was hospitalized after being assaulted by Israeli settlers, who during the assault, was yelling “Death to Arabs.” In Gaza, thousands of people commemorated Nakba Day along the Gaza fence. Israeli forces suppressed the commemoration protest using live ammunition, rubber-coated bullets, tear gas, and skunk spray, injuring 65 people. 16 Palestinians were wounded by live ammunition and 14 by rubber-coated bullets. One Palestinian was arrested trying to cross into Israel. Israeli officials reported 9 fires in Israel as a result of incendiary balloons. No injuries were reported in relation to the fires. The Israeli high court of justice rejected a petition by a Gaza company producing snacks to allow it to sell its products in the West Bank. The high court sided with the Israeli states argument that it was the PA’s fault that the company could not sell its products in the West Bank. According to Haaretz, there is no clear procedure to how a request the exporting of goods from Gaza to the West Bank. (HA 5/15)

In East Jerusalem, Israeli authorities issued 2 demolition orders for 2 buildings in Shu‘fat refugee camp. Israeli forces also demolished 2 Palestinian-owned homes in Silwan; at least 1 Palestinian was injured trying to protect his home. In Gaza, Israel reduced the fishing zone from 15 nautical miles to 6 in response to the rocket fired from Gaza on 4/29. Israeli authorities said that the rocket was launched by Islamic Jihad. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. Israeli naval forces also removed and destroyed all fishing nets placed outside of the 6-nautical-mile fishing zone. In Israel, 2 Israelis were sentenced to 1 year in prison for assaults made on 4 Palestinian citizens of Israel in 2017 to deter them from dating Jewish women. The U.S. government is working to designate the Muslim Brotherhood a foreign terrorist organization, said the White House. According to New York Times reporting, U.S. president Donald Trump was urged by Egyptian president Abdel Fattah al-Sisi to make the designation while on an official visit to Washington on 4/9. In a joint statement by U.S. democrats in the House of Representatives, concern was expressed for the Israeli-planned demolition of Khan al-Ahmar and Susiya. Member of the House of Representatives Betty McCollum (D-MN) reintroduced her bill H.R.2407 “Promoting Human Rights for Palestinian Children Living Under Israeli Military Occupation Act.” The bill, if passed, would amend the Foreign Assistance Act, cutting assistance to foreign countries that uses “military detention, interrogation, abuse, or ill-treatment of children in violation of international humanitarian law,” and authorize $19 million annually to NGOs monitoring human rights abuses associated with Israel’s military detention of children. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. The EU contributed $4.1 million to the PA’s private sector reconstruction agricultural program to help farmers in Gaza.
