Israeli-Palestinian clashes continue, leaving 2 Palestinians dead. Palestinian gunmen continue to snipe at Gilo, and the IDF again fires rockets back at Bayt Jala. The IDF also fires on residential areas of Rafah and at Palestinian fishing boats off the Rafah coast, injuring 1 fisherman. Jewish settlers in Hebron sever telephone wires, cutting phone service to about 1,000 Palestinians. Settlers also set fire to a Palestinian barn nr. Nablus, killing several goats. The IDF arrests 8 Palestinians in the West Bank village of al-Mughir; bulldozes 10s of dunams of Palestinian land btwn. Netzarim Junction and Qarni crossing, in the Rafah area, nr. Kissufim crossing. After 19 days of recounting votes, Florida certifies Texas gov. George W. Bush as winner of the 11/7 presidential elections in the state, giving him the electoral college votes to become president. Hizballah detonates a roadside bomb nr. an IDF convoy in the Shaba` Farms area of the Golan Heights, killing 1 soldier, injuring 2. Israel responds with airstrikes, artillery and machine gun fire on Hizballah targets in s. Lebanon, wounding 1 Lebanese civilian. PA Dep. Education M Naim Abu al-Humus resigns in protest of the failure of the PA to respond to teachers' demands for pay increases. Teachers fr. In Iqlim al-Tuffah, outside Israel's self-declared security zone, an Israeli plane drops a 660-lb. bomb on the home of Amal regional cmdr. Abbas Hallal, injuring his mother, 14 civilians (including 6 children). Israel claims the shelling was a mistake. In 2 other IDF and SLA attacks in s. In the Netherlands, the trial of 2 Libyans charged in the 1988 bombing of Pan Am 103 opens. The Libyans plead not guilty, blame the crime on the PFLP-GC and the Palestinian Poplar Struggle Front. Both groups deny the charge. (MM, NYT, WP 5/4; MEI 5/5; CSM 5/9)

In response to recent attacks that have killed 5 IDF soldiers in s. Lebanon, Israel carries out airstrikes against Hizballah bases in the Biqa` Valley and 3 power stations n. of the self-declared security zone, wounding 18 Lebanese civilians and leaving much of Lebanon without electricity.
