In the West Bank, IDF troops arrest 12 Palestinians during raids in and around Ramallah, Qalqilya, Jenin, Hebron, and Nablus; and patrol near Nablus, Jenin, Salfit, Qalqilya, and Hebron. Israeli forces bulldoze 70 dunams (approximately 17.3 acres) of Palestinian land near Qalqilya, apparently clearing the area for the expansion of a nearby settlement. They also confiscate a tractor from a Palestinian farm near Hebron. Israeli settlers throw stones at Palestinian vehicles outside Burqa village near Nablus, damaging 1 windshield; and destroy the door to a nearby pharmacy, damage traffic signs, and uproot a number of trees in the area. They also uproot approximately 200 olive saplings from a Palestinian grove near Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Rafah, causing 2 fishing boats to drown. Touring the Israel-Lebanon border area, Israeli prime minister Benjamin Netanyahu says that the IDF has done “extraordinary work” in detecting and demolishing tunnels built by Hezbollah into northern Israel since the launch of Operation Northern Shield. One day after the Israeli ruling coalition announced that early elections would be held on 4/9/19, the main Israeli television stations publish polls projecting that Prime Minister Netanyahu’s Likud Party will win the most votes. In the West Bank, IDF troops open fire at a Palestinian vehicle driving outside Silwad village near Ramallah, injuring the driver. They also shoot and critically injure a Palestinian minor during clashes sparked by an alleged stone-throwing attack outside Qalqilya. IDF raids in al-Khadir near Bethlehem and Jalazun refugee camp near Ramallah spark additional clashes; 1 Palestinian is injured and 7 are arrested. IDF troops arrest 11 more Palestinians during further raids near Salfit, Ramallah, Hebron, and Tulkarm; and patrol near Hebron throughout the day. Israeli settlers throw stones at Palestinian vehicles driving between Nablus and Ramallah, between Nablus and Tulkarm, and outside Hebron, causing minor damage to several. Three settler families set up makeshift homes on Palestinian-owned land outside the Kiryat Arba settlement in protest of the recent Palestinian attacks on their fellow settlers. Unidentified assailants throw stones at Israeli settlers driving near Nablus, moderately injuring 1 settler. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Meanwhile, an Israeli settler assaults a Palestinian near the Old City. Israeli forces then arrest the Palestinian victim of the assault and a 2d Palestinian during raids in Silwan. A Palestinian demolishes his own home in Jabal Mukabir to avoid paying Israeli demolition fees. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. Israeli forces shoot and kill a Palestinian driver after he allegedly attempts to ram them outside Ithna village near Hebron. Elsewhere in the West Bank, IDF troops shoot and injure 5 Palestinians during clashes sparked by raids in Surda and Nabi Salih villages near Ramallah and Bayt Umar near Hebron. The IDF also conducts raids in Ramallah for a 2d day in a row, sparking clashes with Palestinian residents of the area; 6 Palestinians are lightly injured. Meanwhile, Israeli forces demolish a Palestinian home in Jiftlik. Shortly after the demolition, they open fire on a Palestinian driver allegedly attempting to ram them. The driver, who is later identified as the owner of the demolished home, is lightly injured and his car is damaged. Israeli soldiers then assault and arrest him. Separately, Israeli forces issue stop-work orders to Palestinians building new classrooms onto a school in Bayt Dajan near Nablus. An IDF spokesperson announces that Israeli forces have discovered another of Hezbollah’s cross-border tunnels in the context of Operation Northern Shield. According to the spokesperson, the tunnel has been booby-trapped so anyone entering from the Lebanese side would “face a serious danger to their lives.” Meanwhile, Lebanese president Michel Aoun says that U.S. officials have told him that Israel has no “aggressive intentions” behind Operation Northern Shield, adding that he too has no “aggressive intentions.” Aoun also says that his government takes the issue of Hezbollah’s tunnels “seriously.” Tensions along the border remain relatively low, although sources both in Israel and Lebanon say that there is potential for the situation to escalate quickly. IDF troops shoot and kill a Palestinian amid clashes sparked by an overnight arrest raid in Tulkarm (a video of the incident will circulate later in the week showing that Israeli soldiers shot the man in the back). Elsewhere in the West Bank, Israeli forces demolish 5 Palestinian commercial buildings in Haris village near Salfit. IDF troops arrest 10 Palestinians and issue 1 arrest summons during late-night raids near Bethlehem, Salfit, Ramallah, Tulkarm, Jerusalem, and Tubas; and patrol near Bethlehem and Hebron. Israeli forces demolish 4 Palestinian makeshift commercial structures outside Haris village near Salfit. In East Jerusalem, Israeli forces demolish a Palestinian home under construction in Jabal Mukabir, another in Sur Bahir, and 2 small commercial facilities in Bayt Hanina. A Palestinian demolishes his own small parking garage in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Hanun. Hours after the IDF announces that it yesterday launched Operation Northern Shield to uncover and demolish “attack” tunnels built by Hezbollah and leading into northern Israel, Israeli prime minister Benjamin Netanyahu says there has already been “operational successes” in the operation. “Whoever tries to harm the State of Israel will pay a heavy price,” he says. “We will continue with further actions—public and clandestine—in order to safeguard the security of Israel.” IDF officers predict it will likely take several weeks to locate and demolish all of the tunnels. IDF troops shoot and kill a Palestinian in central Hebron after he stabs and lightly injures an Israeli soldier. Elsewhere in the West Bank, IDF troops arrest a Palestinian at a checkpoint near Nablus when he is found to be in possession of a knife. They conduct overnight raids in Tulkarm, sparking clashes with stone-throwing Palestinians; there are no serious injuries reported. They arrest 6 Palestinians on further raids in and around Bethlehem, Qalqilya, and Hebron; and patrol near Nablus and Hebron. Israeli forces raze 14 dunams (approximately 3.4 acres) of Palestinian land outside Hebron, uprooting approximately 320 olive and almond trees and demolishing 3 water wells. They uproot an additional 60 olive and orange saplings from Palestinian land near Jericho. Israeli settlers puncture the tires of 7 Palestinian-owned vehicles and leave racist graffiti on nearby walls in Marda village near Salfit overnight. Along Gaza’s border overnight, IDF troops violently disperse dozens of Palestinians setting fire to tires, lighting fireworks, and otherwise continuing the Great March of Return near al-Bureij refugee camp; 4 Palestinians are injured. Meanwhile, hundreds of Palestinians gathering near Jabaliya refugee camp to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. Israeli firefighters put out 3 fires in open areas near Ashqelon that were reportedly sparked by incendiary kites and balloons flown from Gaza. A senior IDF officer says that the IDF recently identified a new Hezbollah observation post built to look like an environmental NGO site along the Israel-Lebanon border. It is the 6th such site the IDF has identified this year. “Hezbollah is building military infrastructure along the border with its men moving there armed when they are watching the Israeli border,” the officer says. “This is military infrastructure in civilian guise.” A UNIFIL spokesperson responds, rejecting Israel’s claim that there are armed forces in border zone. “UNIFIL has not observed any unauthorized armed persons at the locations or found any basis to report a violation of [UNSC] Resolution 1701 but continues to monitor activities closely.”  (HA, JP, TOI 10/22)

Jordan’s Foreign Minister Ayman Safadi says that Jordan has no plans to negotiate with Israel over the 2 pieces of land that were leased to Israel for 25 years in the context of the 1994 Jordan-Israel peace treaty (Jordan’s King Abdullah announced plans not to renew those leases on 10/21). “We are a country with international standing,” he says. “We acted by the letter of the law and we have the tools to protect our interests.” (HA, TOI 10/22)

In the West Bank, IDF troops open fire with live ammunition on a group of young Palestinians throwing Molotov cocktails at Israeli settlers’ cars nr. Nablus, killing 1 and lightly injuring another. Later, Israeli settlers gather between Nablus and Ramallah to throw rocks at Palestinians’ cars. Also, IDF troops deploy heavily in the area, arresting 1 Palestinian at a mobile checkpoint and a relative of the deceased Palestinian on a raid in Burin village. The IDF conducts house searches and arrest raids in Hebron and nr. Salfit; patrols nr. Ramallah, Jericho, Qalqilya, and Jenin. Israeli settlers cut down a number of olive and almond trees outside Yatta nr. Hebron. PA security forces conduct house searches and raids in Nablus and nearby Balata r.c. The court’s ruling cites the armed wing’s role in the 10/24 attack on Egyptian security forces in Sinai that was claimed by the group now known as the Sinai Province of the Islamic State. In the Gaza Strip, gas shipments are held as a result of a dispute between the Palestinian Ministry of Finance in Gaza and the Palestinian Gen. Directorate of Petroleum. In the West Bank, an Israeli settler stabs a Palestinian man e. of Hebron, causing moderate injuries. Hours later, Israeli settlers attack a 12-year-old Palestinian in the H2 area of Hebron, causing major bruising. In response, the IDF sets up several mobile checkpoints around Hebron, and later detain and beat 1 Palestinian. U.S. and Iranian officials meet for a 2d day of talks in Geneva, with the teams led by Dep. Secy. of State William Burns and Under Secy. of State Wendy Sherman, and Iran’s Dep. FM Abbas Araghchi, respectively. Separately, a report by the International Atomic Energy Agency (IAEA) leaked to the press says that Iran has failed to address concerns about suspected atomic bomb research. Israeli PM Netanyahu says that “the idea of taking unilateral steps is gaining ground” among Israel’s political class, particularly in light of the collapse of U.S.-led negotiations, in an exclusive interview published by Bloomberg View. Netanyahu’s office subsequently clarifies that this is not a reference to any intention to evacuate settlements. Economy Minister Naftali Bennett welcomes the remarks and urges the adoption of his plan, which would include the annexation of parts of the West Bank. Meanwhile, senior Palestine Liberation Organization (PLO) official Hanan Ashrawi condemns talk of unilateral steps as a way to bypass talks, while U.S. State Dept. spokesperson Marie Harf responds to Netanyahu’s remarks by emphasising that “no one should take any steps that undermine trust, including unilateral.” (Bloomberg, HA, YA 5/23)

China and Russia veto a UN Security Council (UNSC) res., drafted by France, referring the Syrian crisis to the International Criminal Court (ICC) for an investigation into possible war crimes. The 13 other mbrs. of the UNSC vote in favor. It is the 4th time that China and Russia have blocked Western-drafted resolutions on Syria since spring 2011. Meanwhile, the Organization for the Prohibition of Chemical Weapons (OPCW) says that the last 100 tons of Syria’s declared stockpile of precursors for poison gas and nerve agents are ready for transport, but Syrian authorities say it is too dangerous to move them for the time being. Gunmen kill Shadi al-Manaei, leader of Ansar Bayt al-Maqdis, along with 3 other mbrs. of the Egypt-based militant group, in a drive-by shooting in c. Sinai. Egyptian officials say that the attack is likely revenge for the group’s killing of local tribesmen as “collaborators.” (AP 5/22)

Lawmakers allied with Hizballah boycott a session of Lebanon’s parliament, blocking the body from electing a new pres. This is the 5th failed attempt in the past mo. Lebanon’s current pres., Michael Suleiman, is scheduled to leave office on 5/24, the last day of his 6-year term. (AP 5/22)

Palestinian Authority (PA) Pres. Mahmud Abbas tells a group of visiting Israeli students in Ramallah that he does not seek to “flood Israel” with millions of Palestinian refugees or to change the country’s “social composition.” Meanwhile, at an Al Jazeera event in Oxford, UK, Palestinian chief negotiator Saeb Erakat warns that Palestinians will call for a boycott of Israel and turn to international tribunals if the negotiations fail. In Egypt, a bomb explodes on a bus in Sinai, killing 2 South Korean tourists and the local driver, and wounding 12. Ansar Bayt al-Maqdis claims responsibility, and says that a suicide bomber executed the attack. (AP, REU 2/16; JTA 2/17; REU 2/18)

The Free Syrian Army (FSA) announces that it has replaced its leader, Gen. Selim Idriss, with Col. Abdelilah al-Bashir, a decision prompted by “the ineffectiveness of the command in the past few mos.,” according to an FSA statement issued following a meeting in Gaziantep, Turkey. Meanwhile, Syrian FM Walid Muallem accuses the U.S. of creating a “negative climate” for dialogue at the 2d round of talks in Geneva, as the Syrian delegation returns from Switzerland to Damascus. U.S. Secy. of State Kerry praises the opposition’s “seriousness of purpose,” and criticizes the Syrian govt. for stalling in Geneva and attacking civilians in Syria. On the Syria-Jordan border, 10 gunmen from Syria open fire on Jordanian troops as they patrol, according to a Jordanian military spokesperson. Hizballah’s leader, Shaykh Hasan Nasrallah, says that his group intends to stay and fight in Syria because Lebanon is threatened by Takfiri groups. He also urges Arab nations to help a process of Syrian national reconciliation. (DS 2/16)

White House spokesperson Jay Carney says that the Obama administration is working to bring together Israeli and Palestinian officials in the coming weeks to discuss how to commence direct negotiations. Palestinian official Nabil Abu Rudeineh says that Israel is still blocking the path to formal talks, claiming that Pres. Abbas had agreed to send a delegation to Washington to continue lower-level preliminary discussions. Meanwhile, EU foreign ministers issue a statement welcoming Kerry’s announcement that an agreement had been reached (7/19) for establishing a basis for resuming direct negotiations. Palestinian pres. Abbas says that any future peace deal with the Israelis be put to a national referendum, while Israeli PM Netanyahu says that his govt. will pass a law requiring a referendum on any peace treaty. The Washington Post runs (5/28) a special report alleging proof of an elaborate plan orchestrated either by Iranback Hizballah elements or operatives based in Iran to assassinate U.S. embassy officials and their families in Azerbaijan. In a State of the Union address devoted to domestic affairs, Pres. Obama pointedly calls on Syrian pres. Benny Gantz announces that in light of the dramatically increasing number of covert foreign operations Israel has undertaken in the past year, the Israeli DMin. has formed a new operational branch called the Depth Corps specifically to handle special operations “deep in enemy territory.” The new branch (separate fr. the existing Northern, Southern, and Central Commands) will be headed by former special operations commander Maj. Gen. Shai Avital and will pull and coordinate resources fr. the military’s various elite commando units on an ad hoc basis, depending on the mission. While Israel does not confirm or deny covert operations abroad, media reports over the past year have indicated that Israel has carried out operations in Sudan (targeting arms traffic to Hizballah and Hamas), Iran, Lebanon, and Syria. According to HA, since most recent covert ops have targeted Iran, IDF insiders often refer to the Depth Corps as “Iran Command.” (AFP, IHY 12/16; HA 12/18; JPI 2/10)

In light of Jewish settler violence against the IDF on 12/12, the Israeli cabinet approves several measures against right-wing Jewish extremists, including permitting their detention without trial (administrative detention) and trial in military courts, allowing soldiers in the West Bank to arrest them, and banning them fr. entering the West Bank; it does not label them “terrorists,” which would have allowed security forces even greater leeway to act against them. Hrs. later, Israeli police raid a Jerusalem apartment and arrest 6 Israelis for involvement in “recent events” targeting Palestinians and the IDF. In apparent “price-tag” attacks to protest the government moves: Jewish extremists set fire to the Nabi Ukasha mosque in West Jerusalem (Israeli authorities have barred Palestinians fr. using the mosque but have allowed Jewish settlers affiliated with the extremist Kach party to use the courtyard as a playground); Jewish settlers fr. Burkan settlement set fire to 2 Palestinian cars in nearby Salfit; and Jewish settlers fr. Yitzhar set fire to 2 Palestinian cars in nearby Douma village nr. Nablus. Under pressure fr. PA and Jordanian officials, Israel reopens the Mughrabi footbridge to the Haram al-Sharif/Temple Mount (closed on 12/12/11), saying it will reinforce rather than rebuild it. Meanwhile, IDF troops on the Gaza border e. of Gaza City fire on a Palestinian who strays too nr. the border fence while hunting birds, moderately wounding him. Addressing 10,000s of Hamas supporters in Gaza City to mark Hamas’s 24th anniversary, Hamas acting PM Ismail Haniyeh says that “Today we say it clearly: Armed resistance and armed struggle are the strategic way to liberate the Palestinian land from the sea to the river,” but that if Israel were to turn over the occupied territories, including East Jerusalem, Hamas could take a “temporary” respite “without Israel being recognized and without any concession being made.” Of note: at the rally, the flags of the Arab states are displayed except for Syria’s. The New York Times runs a long special report on a 6-yr. U.S. investigation of Lebanese Canadian Bank and its suspected role providing financial support to “terrorists.” U.S. officials allege—but refuse to release their evidence—that the investigation revealed that the bank laundered hundreds of millions of dollars fr. Hizballah criminal enterprises and that Hizballah had significant ties to Latin American drug cartels. U.S. investigators say the transactions also revealed a pattern “in which entities tied to Hezbollah have been buying up militarily strategic pieces of property in largely Christian areas” of Lebanon. Hizballah calls the claims “politically motivated propaganda.” U.S. admin. sources say that when the connections first came to their attention in fall 2010, some argued that the Hizballah link should be left unstated, but the admin. changed course (1) after Hizballah forced out Saad Hariri as PM and secured appointment of an ally in his place and (2) when the UN tribunal accused Hizballah of involvement in Rafiq Hariri’s assassination. After an extended delay of almost 5 months, Lebanon’s PM Najib Mikati forms a government, giving Hizballah and its allies 18 of 30 seats. (NYT, WP, WT 6/14; Carnegie Middle East Center, WT 6/15)

On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Unrelated to the “March to Palestine,” IDF troops fired across the border into Gaza, killing a Palestinian who allegedly was planting an explosive device. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies. No reliable figures on casualties are available since independent media access and communications are extremely difficult. Deaths are thought to be well into the 1,000s and perhaps as high as 10,000. The IDF sends troops, tanks, bulldozers into n. Gaza to occupy border areas nr. Bayt Hanun (the Shurrab Farm area), Bayt Lahiya to deter Palestinian rocket fire. In the West Bank, the IDF patrols in, fires on residential areas of Tubas. In Gaza City, Fatah-led protests demanding that the Hamas-led government pay back salaries owed civil servants escalate dramatically, with some 3,000 Fatah-affiliated security forces attacking members of the predominantly Hamas ESF, sparking clashes that leave 6 Palestinians dead (3 bystanders, 1 Force 17 officer, 1 PSF officer, 1 ESF officer), around 61 wounded; the ESF reportedly uses grenades, antitank weapons, rifles to break up the demonstration and arrests 25 protesters. During the day, demonstrations spread to Khan Yunis (where Fatah-affiliated security officers clash with the ESF, leaving 26 wounded), al-Bureij r.c. (where Fatah, Hamas mbrs. exchange fire, killing 2 Palestinians), Ramallah (where AMB mbrs. demonstrate for the removal of the Hamasled government and vandalize, partially burn the empty PC building and adjacent building, vandalizing a Hamas newspaper office, temporarily occupying the PA Education Min.), as well as in Askar r.c. (where Fatah, Hamas mbrs. trade fire, wounding 1 Palestinian), Balata r.c. (where protesters attack a women’s center, a youth center), Hebron (where Fatah protesters ransack, set fire to offices of Hamas-affiliated PC mbrs.), Nablus (where Fatah mbrs. ransack, torch offices of Hamas-affiliated PC mbrs.; vandalize 2 Islamic private schools, wounding 2 Palestinians; fire on the home of an al-Jazeera TV reporter), and Salfit (where protesters attack the al-Nahda association offices). Late in the evening in Gaza City, suspected Hamas mbrs. throw grenades at a group of PSF protesters, killing 1 PSF mbr., wounding 30. The IDF completes its withdrawal fr. Lebanon at 2:30 A.M. local time (8:30 P.M. 9/30 ET) but vows to continue surveillance overflights of Lebanon until UN Res. 1701 is implemented in full, including the release of 2 captured IDF soldiers and disarmament of Hizballah. As the quarter opens,Israel’s blockade of Gaza enters its 6th mo., allowing no goods or people out (except for very limited medical emergencies) and letting only limited food and fuel supplies and a handful of diplomats and international aid workers in; Palestinians are receiving on average 6–8 hrs./day of electricity and 2–3 hrs./day of water after Israel’s bombing of Gaza’s sole generator on 6/28. The Israel Defense Forces (IDF) continues Operation Summer Rains (see Quarterly Update in JPS 141), which began on 6/28 after the capture of an IDF soldier in a Palestinian cross-border raid fr. Gaza on 6/25, making occasional ground incursions into Gaza, maintaining troops at the Dahaniyya airport site outside of Rafah. In Gaza, the IDF launches air strikes, destroying a empty Palestinian home in Gaza City, causing no injuries; sends at least 50 armored vehicles into the outskirts of Bayt Hanun, firing on residential areas, bulldozing large areas of agricultural land, ordering residents of 15 houses to surrender for ID checks, arresting 2 before withdrawing across the border. Also in Gaza, 1 Palestinian is killed, 3 are injured when they apparently prematurely detonate explosives they are handling. In the West Bank, the IDF patrols in Azun nr. Qalqilya (firing on stone-throwing youths who confront them, wounding 2), Fahma nr. Jenin (firing on residential areas, damaging homes), Jenin town and refugee camp (r.c.; wounding 1 Palestinian), al-Khadir nr. Bethlehem (firing on residential areas); conducts arrest raids, house searches nr. Hebron, Salfit. In Khan Yunis, a 14-yr.-old Palestinian boy is killed in crossfire btwn. Two days after an Israel-Hizballah cease-fire went into effect ending 34 days of war (Israel dubbed its offensive Operation Change of Direction; see Chronology in JPS 141), the Lebanese government reaches a compromise agreement with Hizballah under which only the army will be allow to “carry weapons” s. of the Litani (allowing Hizballah to store weapons nr. the border with Israel) and the Lebanese cabinet votes to order the army to prepare to deploy across s. Lebanon (a precondition for an Israeli withdrawal). The UN estimates that since 8/14, more than 200,000 Lebanese have returned to their homes and 60,000 have returned fr. Syria, leaving more than 700,000 still internally displaced. The Lebanese government now puts the comprehensive toll at 1,152 Lebanese killed and some 3,700 wounded, with numbers expected to rise as more bodies are recovered.
