Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. PA foreign minister Riyad al-Maliki says that he plans to initiate an application for the State of Palestine to obtain full membership at the UN during his next visit to New York City in 1/2019. The application, if accepted by the UN Security Council, would see Palestine’s status upgraded from non-member observer state. Later, Israel’s Ambassador to the UN Danny Danon says that Israel and the U.S. are already working together to “stop the [new Palestinian] initiative.” (JP, WAFA 12/26; TOI 12/27)

PA security forces seal off the entrances to the Palestinian Legislative Council building in Ramallah, preventing Hamas officials from holding a planned press conference. A PA official says that although Hamas claims they were attempting to hold a press conference, their true intention was to open a session of the PLC in protest of the 12/22 announcement of a new round of PLC elections. The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. According to the Israeli NGO Peace Now, an expanded Givat Eitam would “block Bethlehem from the south, and prevent any development in the only direction that has not yet been blocked by settlements.” (HA, PCN, TOI 12/26)

Haaretz reports that Israeli prime minister Benjamin Netanyahu has asked the IDF to declare an end to Operation Northern Shield, but to continue detecting and demolishing the cross-border tunnels allegedly built by Hezbollah. Some senior defense sources say that Netanyahu no longer has a political reason for a formal operation in the north now that he is running for re-election. Meanwhile, the IDF announces that it has uncovered and demolished a 5th cross-border tunnel and the Knesset votes to dissolve itself, officially triggering snap elections. In the West Bank, IDF troops arrest 12 Palestinians during raids in and around Ramallah, Qalqilya, Jenin, Hebron, and Nablus; and patrol near Nablus, Jenin, Salfit, Qalqilya, and Hebron. Israeli forces bulldoze 70 dunams (approximately 17.3 acres) of Palestinian land near Qalqilya, apparently clearing the area for the expansion of a nearby settlement. They also confiscate a tractor from a Palestinian farm near Hebron. Israeli settlers throw stones at Palestinian vehicles outside Burqa village near Nablus, damaging 1 windshield; and destroy the door to a nearby pharmacy, damage traffic signs, and uproot a number of trees in the area. They also uproot approximately 200 olive saplings from a Palestinian grove near Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Rafah, causing 2 fishing boats to drown. Touring the Israel-Lebanon border area, Israeli prime minister Benjamin Netanyahu says that the IDF has done “extraordinary work” in detecting and demolishing tunnels built by Hezbollah into northern Israel since the launch of Operation Northern Shield. One day after the Israeli ruling coalition announced that early elections would be held on 4/9/19, the main Israeli television stations publish polls projecting that Prime Minister Netanyahu’s Likud Party will win the most votes. According to one poll, 52% of the Israeli public wants Netanyahu to continue as prime minister. (HA, JP, TOI 12/26)

In the West Bank, Israeli forces carry out the punitive demolition of part of the Tulkarm-area home of a Palestinian suspected of shooting and killing 2 Israeli settlers on 10/7 (IDF troops shot and killed the suspect during an arrest raid on 12/12). The demolition sparks clashes with Palestinian residents of the area; 3 Palestinians are arrested and 6 are injured. Separately, IDF troops arrest 20 Palestinians during raids near Ramallah, Hebron, Bethlehem, and Jenin; and patrol near Hebron throughout the day. Israeli settlers assault and severely injure a Palestinian after they force him out of his car outside Bethlehem. In the evening, hundreds of Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 22 Palestinians are injured. Also off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Khan Yunis, causing no damage or injuries. In response to the PA’s ban on Palestinian purchases of lamb from Israel on 12/2, Israel’s Agriculture Minister Uri Ariel imposes a ban on Palestinian fruit and vegetable imports. Ariel neglects to announce the ban to the public. Palestinian farmers export between 280 and 300 tons of produce to Israel per day, and the ban is expected to cost the Palestinian economy approximately NIS 1 million (approximately $265,545) per day. After the IDF announced the discovery of a 4th Hezbollah-built cross-border tunnel on 12/16, UNIFIL states that 2 of the 4 were built in violation of UN Security Council Resolution 1701, which ended the 2006 Israel-Lebanon war. “UNIFIL has requested the Lebanese authorities to ensure urgent follow-up actions in accordance with the responsibilities of the Government of Lebanon pursuant to resolution 1701,” a UNIFIL statement reads. Earlier in the day, the Lebanese Armed Forces go on high alert after several Lebanese soldiers confront IDF troops installing barbed wire along the border near Mays al-Jabal village. UNIFIL forces are deployed to the scene to defuse the situation and prevent misunderstandings, according to a UNIFIL spokesperson. (AP, HA, TOI, TOI 12/17)

In the West Bank, IDF troops open fire at a Palestinian vehicle driving outside Silwad village near Ramallah, injuring the driver. They also shoot and critically injure a Palestinian minor during clashes sparked by an alleged stone-throwing attack outside Qalqilya. IDF raids in al-Khadir near Bethlehem and Jalazun refugee camp near Ramallah spark additional clashes; 1 Palestinian is injured and 7 are arrested. IDF troops arrest 11 more Palestinians during further raids near Salfit, Ramallah, Hebron, and Tulkarm; and patrol near Hebron throughout the day. Israeli settlers throw stones at Palestinian vehicles driving between Nablus and Ramallah, between Nablus and Tulkarm, and outside Hebron, causing minor damage to several. Three settler families set up makeshift homes on Palestinian-owned land outside the Kiryat Arba settlement in protest of the recent Palestinian attacks on their fellow settlers. Unidentified assailants throw stones at Israeli settlers driving near Nablus, moderately injuring 1 settler. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Meanwhile, an Israeli settler assaults a Palestinian near the Old City. Israeli forces then arrest the Palestinian victim of the assault and a 2d Palestinian during raids in Silwan. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. During that time, the government would be directed to figure out a way to retroactively authorize the 66 outposts. (TOI 12/16; FMEP 12/21)

The IDF announces that it has discovered a fourth Hezbollah-built tunnel leading from southern Lebanon into northern Israel in the context of Operation Northern Shield. (HA, TOI, WP 12/16; TOI 12/18)

IDF troops shoot and kill a Palestinian in central Hebron after he stabs and lightly injures an Israeli soldier. Elsewhere in the West Bank, IDF troops arrest a Palestinian at a checkpoint near Nablus when he is found to be in possession of a knife. They conduct overnight raids in Tulkarm, sparking clashes with stone-throwing Palestinians; there are no serious injuries reported. They arrest 6 Palestinians on further raids in and around Bethlehem, Qalqilya, and Hebron; and patrol near Nablus and Hebron. Israeli forces raze 14 dunams (approximately 3.4 acres) of Palestinian land outside Hebron, uprooting approximately 320 olive and almond trees and demolishing 3 water wells. They uproot an additional 60 olive and orange saplings from Palestinian land near Jericho. Israeli settlers puncture the tires of 7 Palestinian-owned vehicles and leave racist graffiti on nearby walls in Marda village near Salfit overnight. Along Gaza’s border overnight, IDF troops violently disperse dozens of Palestinians setting fire to tires, lighting fireworks, and otherwise continuing the Great March of Return near al-Bureij refugee camp; 4 Palestinians are injured. Meanwhile, hundreds of Palestinians gathering near Jabaliya refugee camp to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops stationed along the border fence and Israeli naval forces disperse the demonstrations; 46 Palestinians are injured (4 seriously). Israeli firefighters put out 3 fires in open areas near Ashqelon that were reportedly sparked by incendiary kites and balloons flown from Gaza. A senior IDF officer says that the IDF recently identified a new Hezbollah observation post built to look like an environmental NGO site along the Israel-Lebanon border. It is the 6th such site the IDF has identified this year. “Hezbollah is building military infrastructure along the border with its men moving there armed when they are watching the Israeli border,” the officer says. “This is military infrastructure in civilian guise.” A UNIFIL spokesperson responds, rejecting Israel’s claim that there are armed forces in border zone. “UNIFIL has not observed any unauthorized armed persons at the locations or found any basis to report a violation of [UNSC] Resolution 1701 but continues to monitor activities closely.”  (HA, JP, TOI 10/22)

Jordan’s Foreign Minister Ayman Safadi says that Jordan has no plans to negotiate with Israel over the 2 pieces of land that were leased to Israel for 25 years in the context of the 1994 Jordan-Israel peace treaty (Jordan’s King Abdullah announced plans not to renew those leases on 10/21). “We are a country with international standing,” he says. “We acted by the letter of the law and we have the tools to protect our interests.” (HA, TOI 10/22)

In the West Bank, IDF troops arrest 10 Palestinians and issue 1 arrest summons during raids in and around Hebron, Jenin, and Bethlehem, and patrol near Hebron and Qalqilya. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Abu Dis. Israeli DM Lieberman accuses Hezbollah of perpetrating the 10/21 rocket attack on Israel. He says that the barrage was “not spillover, it was deliberate fire at Hezbollah’s initiative.” Later, Israeli defense sources say they cannot confirm Lieberman’s accusation. “The remarks reflect the minister’s best judgment,” one official says. Protests continue across the oPt as IDF troops violently clash with Palestinians protesting and throwing stones along Gaza’s border e. of al-Bureij r.c. and at Palestine Technical University in Tulkarm; 11 Palestinians are injured. IDF troops shoot and injure a Palestinian in Hebron after she allegedly attempts to stab them. The IDF conducts raids and house searches in 1 village each nr. Jenin, Ramallah, and Qalqilya, 3 areas nr. Hebron, as well as Tulkarm and 1 nearby village, arresting 9 Palestinians, issuing an arrest summons to 1, and confiscating personal property; patrol in 1 village each nr. Ramallah and Qalqilya, and 6 villages nr. Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. In Syria, senior Hezbollah officer Samir Kuntar and several Syrian civilians are killed in an air strike outside Damascus. Hezbollah and both Lebanese and Syrian media say that Israel is responsible. The Israeli govt. does not confirm its involvement. Later, unknown persons fire 3 rockets from s. Lebanon into open areas in the Galilee, causing no injuries or damage. In the Gaza Strip, IDF troops e. of Khan Yunis open fire on Palestinian farmers nr. the border fence, causing damage. In the West Bank, IDF troops violently disperse Palestinians protesting the closure of the entrance to their village nr. Ramallah. In the ensuing clashes, 3 Palestinians are injured with rubber-coated metal bullets. The IDF conducts house searches, arrest raids, and patrols nr. Jenin and Hebron. UNRWA suspends the operation of its cash assistance program in Gaza, which provides aid for the 96,000 refugee families whose homes were partially or completely destroyed during OPE. Director of Operations Robert Turner says that the agency has received only $135 m. of the $720 m. pledged by international donors. (+972, AFP, REU 1/27)

From Syria, 4 rockets are fired into the Israeli-occupied Golan Heights and 2 land nr. the Hermon ski resort, causing no injuries. The IDF responds by firing 20 artillery shells into Syria. Meanwhile, Iran sends a message to the U.S. govt. saying that Israel should expect retaliation for its 1/18 attack that killed 6 Hizballah fighters and 6 mbrs. of the Iranian Revolutionary Guard Corps. In the U.S. Senate, Robert Menendez (D-NJ) and Mark Kirk (R-IL) introduce the Nuclear Weapon Free Iran Act of 2015 after weeks of deliberation and debate. It would increase congressional oversight on the P5+1’s negotiations with Iran and reinstate sanctions should the negotiations fail to culminate in a final agreement. Earlier in the day, Menendez and 9 other Democratic supporters of the bill send a letter to the White House saying that they will not push for a vote until after the end of 3/2015, the deadline that the P5+1 and Iranian negotiators have set to reach a political accord. In the Gaza Strip, the IDF kills 4 mbrs. of Izzeddin al-Qassam Brigades in 2 separate incidents. First, IDF troops working to close a tunnel on both sides of the border are targeted by an explosion, wounding 5 soldiers. Returning fire, they kill 1 Palestinian. Subsequently, the Israeli Air Force (IAF) bombs another tunnel, killing 3 Palestinians who were inside. In addition, IDF troops along the border nr. Jabaliya r.c. open fire on an open area, causing no damage or injuries. In the West Bank, Palestinian gunmen open fire on a settler vehicle close to Hawara checkpoint nr. Nablus, causing no injuries. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village each nr. Nablus and Jenin at night; patrols in 2 villages each nr. Hebron and Jenin and 1 village nr. Ramallah in the afternoon. Jewish settlers vandalize around 300 olive trees nr. Qalqilya. Reports emerge that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh have handed in their resignation letters to PA Pres. Abbas, in response to what the 2 describe as Israel’s lack of commitment to the peace process. However, PLO official Wassel Abu Yousef denies that any such resignation had taken place. At a meeting of the PLO executive cmte, Abbas says that the Palestinian leadership will take steps in response to Israeli settlement construction, but without specifying exactly what. The IAF attacks a shipment of missiles located at a Syrian military base, a strike confirmed by an anonymous Obama administration official. The air strike targets missiles at a base nr. Latakia thought to be en route to Hizballah. Meanwhile, the OPCW announces that Syria has met a deadline in the internationally mandated disarmament program, with equipment and production facilities rendered inoperable. (AP, REU 10/31)

U.S. VP Joe Biden and other administration officials work to convince lawmakers to hold off from passing further sanctions targeting Iran, to let the current efforts to secure a negotiated solution have some breathing space. Comments by sens. emerging from the private briefing with Senate Democratic leaders and Republican and Democratic mbrs. of the Senate Banking Cmte. indicate that the Obama administration had done enough to convince many of the need to wait. The Israeli Air Force makes an airstrike in Syria. U.S. officials say that the target was weapons, rather than a building or installation. An anonymous Israeli official subsequently says that the target was a shipment of missiles intended for Hizballah, believed to include a Syrianproduced surface-to-surface guided weapon. Meanwhile, Lebanese sources report several sorties by Israeli air force planes in Lebanese airspace, breaches of sovereignty which are condemned by Pres. Michel Suleiman. (HA 5/3; AP, REU 5/4)

IDF soldiers violently disperse Palestinians, Israelis, and internationals taking part in weekly nonviolent demonstrations against the Israeli occupation and in solidarity with Palestinian prisoners. Bulgarian interior min. Tsvetan Tsvetanov accuses Hizballah of being behind a bomb attack on a bus of Israeli tourists in Burgas on 7/18/12. In response, U.S. secy. of state John Kerry and White House counterterrorism adviser John Brennan say that the EU must take ‘‘proactive action’’ in opposing the Lebanese organization. (AP, REU 2/5)

Jerusalem Post International republishes Sudanese media reports claiming that in the previous month, the Israeli air force struck at least 2 weapons convoys in Sudan believed headed for Gaza. The Sudanese military denies the reports, and Israel declines to comment. The Israeli navy has been operating in the Red Sea in recent years in effort to halt arms smuggling to Hamas and Hizballah. A computer hacker identifying himself as a Saudi Arabian teenager with the handle 0xOmar hacks 3 Israeli credit card companies and publishes online the credit card data and security information of at least 20,000 Israelis. While unable to confirm the identity of the hacker or hackers, the Israeli government calls it an act of cyberterrorism intended to harm the Israeli economy. (NYT 1/7; WP 1/8; JPI 1/17)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The IDF expands Operation Summer Rains overnight, sending 50 tanks, troops back into n. Gaza in and around Gaza City, engaging in intense clashes with and conducting air strikes on Palestinian gunmen, leaving at least 7 Hamas mbrs., 5 Islamic Jihad mbrs., 9 civilians dead, at least 57 Palestinians wounded, bulldozing wide tracts of land. In at least 3 incidents in Jabaliya r.c., the IDF phones Hamas mbrs. warning them to evacuate their houses, then conducts air strikes destroying the homes. The IDF also closes the Qarni crossing. Ras al-Naqura, alleging that he was sent “to photograph and report where rockets have landed in Israel,” noting that he visited Beirut, Tehran within the last 2 yrs.; Falah, who was arrested before Hizballah’s 7/12 cross-border raid and the firing of rockets into Israel, said the photos were for academic purposes, he did not know the antenna was military, and his trips to Lebanon, Iran were public knowledge. The IDF faces intense fighting in s. Lebanon, where some 100 Hizballah mbrs. ambush an elite IDF Golani Brigade unit in Bint Jubayl, pinning them down for 1 hr. under a heavy barrage of mortars, antitank rounds, RPGs, and small-arms fire before they could return fire, killing 8 IDF soldiers, wounding at least 22; the IDF estimates that it killed around 20 Hizballah mbrs. The IDF strikes at least 110 targets across Lebanon, hitting a Lebanese army base (killing 11 soldiers, wounding 35), a home in s. Lebanon (killing 9 Lebanese civilians), targets in Baalbek; targets trucks in what is seen as a new campaign aimed at preventing Hizballah from relocating rockets, though most trucks hit are civilian ones bearing essential goods to Lebanese towns, including destroying a convoy in the Biqa‘ Valley carrying medical supplies fr. the UAE; continuing to destroy roads and bridges. At least 20 Lebanese are killed during the day. The IDF confirms that small special forces teams have been conducting “pinpoint operations” in s. Overnight, the IDF launches heavy missile barrages and air strikes on s. Beirut suburbs (leveling wide swaths around the Hizballah headquarters) and s. Lebanon, hitting a major power station. In response, Hizballah fires some 20 rockets on Haifa, killing 8 Israelis and wounding 7 at a rail yard, hitting the city’s main oil refinery and gas depot, and a busy downtown street at rush hour; the IDF says that 4 of the rockets fired were Iranian made Fajr missiles (which, if confirmed, would mark Hizballah’s 1st use of the weapons), but Hizballah says it fired only Raad-2 and Raad-3 missiles.
