In the Gaza Strip, around 200 Palestinians violently protest outside the UN’s headquarters in Gaza City against UNRWA’s 1/27 suspension of its cash assistance program. The protest was organized by a Hamas comm. IDF troops e. of Khan Yunis open fire on agricultural lands, causing damage. Unknown assailants set fire to a Fatah official’s car in Gaza City. Also, dozens of Palestinian health professionals gather outside the Ministry of Health building to protest unpaid salaries. In the West Bank, a Palestinian youth is moderately injured when he sets off a piece of unexploded Israeli ordnance left over after recent IDF exercises nr. ‘Ayn al-Hilwa in the Jordan Valley. The IDF conducts arrest raids and house searches nr. Hebron and Jenin. In East Jerusalem, IDF troops conduct house searches and arrest raids in the Old City. Hours after the IDF retaliated to projectile fire from Syria on 1/27, Hizballah fighters fire an antitank missile from inside Lebanon at an IDF convoy in a disputed area along the border nr. Shaba‘ Farms, killing 2 soldiers and injuring 7. The IDF responds with artillery fire, killing a Spanish peacekeeper with the UN Interim Force in Lebanon (UNIFIL). About an hour later, Hizballah fires mortars at several IDF positions in the area, causing no injuries. The IDF responds again by firing between 25 and 50 artillery shells and conducting IAF flyovers. Following the exchange, Hizballah and the Israeli govt. then exchange messages through UNIFIL expressing the desire to avoid further escalation. (AFP, BBC, HA, JP, MNA, TOI 1/28)

U.S. House of Reps. minority leader Nancy Pelosi (D-CA) calls Israeli PM Netanyahu and asks him to postpone or cancel his planned 3/3 congressional address. Netanyahu also speaks to Sens. Harry Reid (D-NV), the minority leader, and Chuck Schumer (D-NY), a prominent supporter of Israel. (RC 1/28; JP 1/29; HA 1/30)

Two small rockets and later a mortar land in the Israeli-occupied Golan Heights, causing no damage or injuries. While the IDF says the fire is ‘‘accidental spillover’’ from the Syrian civil war, rather than intentional, the Popular Front for the Liberation of Palestine-General Command says that Syrian government has given the Damascusbased group permission to attack Israeli targets in the Golan Heights. Syrian pres. Bashar al-Asad says that Syria is capable of facing Israel, but does not suggest Damascus will retaliate for the recent Israeli air strikes (e.g., 5/5). Hizballah’s deputy head Naim Qassem says that the Israeli attacks aim to boost the opposition fighters and does not comment on claims that missiles bound for the Lebanese group were the target. Meanwhile, Syrian rebel faction the Yarmouk Martyrs Brigade says that it is holding 4 Filipino UN peacekeepers it detained on the Syrian side of the ceasefire line between Syria and the occupied Golan Heights, claiming that fighting had endangered the observers. In East Jerusalem, some 40 rightwing Israelis enter the al-Aqsa Mosque compound protected by Israeli security forces, sparking clashes with Palestinian worshippers.

In the West Bank, Jewish settlers attack Palestinian vehicles and agricultural land nr. Nablus, causing no injuries. The IDF patrols in 2 villages nr. Tulkarm in the morning, and in 2 villages nr. Hebron, 2 villages nr. Jenin and 1 village nr. Tulkarm at night. Also at night, IDF troops conduct house searches and arrest raids in Nablus, 1 village nr. Nablus, 1 village nr. Israeli drones makes an air strike on a car in Gaza City, assassinating Zuhair al-Qaissi, top military cmdr. the Popular Resistance Comms. (PRCs) and senior PRC mbr. Mahmoud Hanani, and seriously wounding 1 civilian bystander. Israel accuses Qaissi of plotting a cross-border attack similar to the 8/2011 Elat attack from Egypt. In response, Islamic Jihad and the PRCs fire at least 6 Qassam rockets, 4 Grads, and 2 mortars fr. Gaza into Israel, causing no damage or injuries. Later, Israel carries out 2 more air strikes on a rocket-launching team e. of Gaza City, killing 3 Islamic Jihad mbrs. Late in the evening Israeli warplanes make 3 air strikes on separate targets nr. Gaza City, striking a residential area (lightly injuring 2 civilians inside their home), targeting a garage under an apartment building (injuring 3 civilians, including a child), and targeting a group of armed Palestinians, killing 1 Islamic Jihad mbr. In the West Bank, the IDF patrols in 6 villages nr. Ramallah in the morning; 3 villages nr. Jenin in the evening (firing tear gas and stun grenades at stone-throwing youths who confront them in 1 instance, causing no injuries); and 1 village nr. Tulkarm late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni’lin; demonstrations in Bil’in and Nabi Salih also call for solidarity with Palestinian prisoners in Israeli jails. Similar protests area also held in Bayt Dajan nr. Nablus and Kafr Qaddum nr. Qalqilya. IDF soldiers fire live (Nabi Salih only) and rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries; 1 American activist is arrested. As the armed conflict in Syria escalates, Hamas officials in Lebanon meet with Hizballah leaders to urge them to back away from supporting the Asad regime, warning that continued support for a regime that kills innocent civilians would undermine Hizballah’s reputation. (NYT 4/6)

Israel warns that it will not allow passage to a flotilla of 8 boats organized by the Free Gaza Movement (FGM) and a Turkish organization, Humanitarian Relief Fund (going by the acronym IHH), currently en route to Gaza in an effort to defy Israel’s siege and deliver 10,000 tons of humanitarian aid, saying it will send Israeli naval commandos to intercept the boats and escort them to Ashdod port, where the 100s of activists onboard would be deported. The U.S. urges restraint. (NYT, WP, WT 5/28)

IDF troops on the Gaza border nr. the former Nahal Oz crossing fire on armed Palestinians laying a roadside bomb nr. the border fence, injuring 7; the Palestinians respond with mortar fire, causing no injuries. The IDF also makes air strikes, directs tank fire at an area s. of Qarni crossing in response to mortar fire fr. the area; 2 Palestinian civilians, no Israelis are injured in the exchange. In the West Bank, the IDF makes a predawn raid on a Palestinian home in ‘Arab al-Ramadin village nr. Hebron, firing tear gas in the home (8 family mbrs. are evacuated to a medical center for treatment); conducts late-night arrest raids, house searches nr. Israel charges 2 Israeli Palestinians, Ameer Makhoul (dir. of Ittijah, a union of Arab organizations in Israel) and Omar Said (also a pro-Arab advocate), with espionage for allegedly passing information on the location of IDF facilities to Hizballah, a charge the men deny. (WP, WT 5/28)

Israeli naval vessels fire on Palestinian fishing boats off the Bayt Lahiya coast, lightly injuring the occupants of a boat that catches fire. Unidentified Palestinians fire 2 rockets or mortars into Israel, causing no reported injuries or damage. (PCHR 9/3; WJW 9/3)

In the West Bank, IDF troops fire on Palestinian youths who allegedly threw a Molotov cocktail at their observation tower nr. Beit El settlement n. of Ramallah, killing 1 teenager with 3 gunshots to the chest and arresting 4 others; fire sound bombs and tear gas to disperse Palestinians and medical workers who approach the area, injuring a paramedic and an UNRWA worker. The IDF also conducts late-night raids, house searches nr. Ramallah, Nablus, Qalqilya, in and around Hebron, arresting 6 Palestinians (including 1 teenager). Israel announces that it has arrested (on 8/10, not previously reported) and indicted 23-yr.-old Israeli Palestinian Rawi Fuad Sultani for taking part in a Hizballah-orchestrated plot to assassinate IDF Chief of Staff Lt. Gen. Gabi Ashkenazi. Israel alleges that Sultani, who worked out at the same gym as Ashkenazi, was recruited by Hizballah to monitor Ashkenazi’s movements and routine. (WJW 9/3; JPI 9/10; NYT 9/12; JR 9/29)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. Hamas mbrs. fire 4 mortars fr. Gaza into Israel, killing 1 Israeli civilian, wounding 3, in what may be the 1st fatal Palestinian mortar strike. The IDF retaliates with air strikes on Gaza Interior Min. security offices in Rafah (killing 2 Hamas-affiliated security officers, wounding 5 civilians) and a naval police post on the s. Gaza shore (killing 3 policemen). In a mysterious incident northeast of Jerusalem, Ofra settlement guards fire on 2 Palestinians whom they claim approached the settlement fence carrying a hunting rifle, killing 1 Palestinian and detaining the other, turning him over to the IDF, which quickly seals the area; later, the AMB claims responsibility for an attack on Ofra but says the man killed was an innocent bystander and that its mbrs. escaped unharmed. Also in the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation) and beat demonstrators at a similar protest al-Masa’ra (lightly injuring 3). Hizballah and its allies take control of streets in west Beirut, attacking and shutting down media outlets owned by Saad Hariri’s Future Movement, as the army steps aside, saying soldiers will keep peace but not take sides. Hizballah also takes over several government offices, but immediately turns them over to army. Clashes abate somewhat after Hariri orders his forces not to fight. The IDF continues operations in Rafah and al-Shuka, firing on and shelling residential areas, conducting house-to-house searches, forcing some 400 Palestinian families to flee their homes, killing 1 Palestinian civilian, wounding at least 13 civilians. The IDF also shells areas around Bayt Hanun, wounding at least 2 Palestinians; fires across the border fr. Israel at Palestinian farmers working their land nr. al-Maghazi r.c., wounding 1. In the West Bank, the IDF arrests PA parliament speaker ‘Aziz Dwayk (Change and Reform) in his Ramallah home on charges of being a mbr. of a terrorist organization (Hamas); conducts random ID checks in Dahaysha r.c. (firing on stone-throwing Palestinians who confront them, wounding 2), Tubas; conducts arrest raids, house searches in Bethlehem, Jenin town and r.c., Nablus; burns 30 d. of agricultural land btwn. the separation wall and the Green Line nr. Overnight, the IDF makes air strikes outside a Palestinian r.c. s. of Tyre, wounding 1 person, lands 2 naval commando units (reportedly wearing Lebanese army uniforms) nearby, raids an apartment building housing Hizballah mbrs. allegedly involved in long-range rocket attacks on Israel, clashing with Hizballah mbrs. for 3 hrs., killing 4 suspected Hizballah mbrs., 1 Lebanese soldier at a nearby checkpoint, 2 bystanders before withdrawing. During the day, the IDF continues air strikes, hitting 170 targets in s. Beirut, and n. of Hermel; drops leaflets over Sidon, warning residents to leave prior to imminent strikes there; continues ground operations in some 20 villages in s. Lebanon, leaving 2 IDF soldiers dead, at least 9 wounded in clashes in Aita al-Sha‘b, Taybeh. Hizballah fires 160 rockets into n. Israel (140 of them in a 90 min. period in the evening), killing 3 Israeli Palestinians in Arab al-Aramshe, also hitting targets in Haifa, Kiryat Shimona, Ma’alot, Nahariya, Safad, Shlomi, Tiberias, wounding a total of 54 Israelis. The IDF shells areas of n. Gaza, killing a 16-yr.-old Palestinian, wounding a 4-yr.- old outside their homes; detains 2 unarmed Palestinians attempting to sneak into Israel nr. al-Maghazi r.c. to find work. In the West Bank, the IDF bans Palestinians fr. entering Israel; conducts arrest raids, house searches in Hebron, Tulkarm (searching Change and Reform offices and nearby Internet cafe, damaging computers; the Palestinian Media and Studies Center, confiscating computers, files; an Islamic women’s charity and sports club, vandalizing furniture, confiscating files). For a 2d day, a PSF officer is shot, wounded by unidentified armed Palestinians nr. Khan Yunis. (NYT 8/1; NYT 8/2; PCHR 8/3; OCHA 8/9)

Overnight, the 48-hour partial suspension of Israeli air strikes on s. Lebanon goes into effect (2:00 A.M. local time 7/31; 7:00 P.M. ET 7/30). Within hrs., the IDF launches air strikes in support of ground troops in Taybeh, at a Lebanese army jeep traveling nr. Qasmiyya n. of Tyre (based on false information that a senior Hizballah mbr. was in the car, killing 1 Lebanese soldier, wounding 3). The Israeli cabinet also approves plans to “expand and deepen” ground operations in s. Lebanon. With air strikes eased, Lebanese rescue workers begin combing bombed-out cars and destroyed buildings in villages in s. Lebanon, finding at least 49 bodies during the day, but relief agencies report that the IDF is still demanding that aid convoys coordinate their routes with the IDF on a case-by-case basis despite the 24-hr. window for humanitarian operations. The IDF also conducts some air strikes nr. the Syrian border and on Bint Jubayl; continues ground operations in Aita al-Sha‘b, Kafr Kila, Maroun al-Ras. Hizballah launches 3–4 mortars into Kiryat Shimona, but no rockets. The Lebanese government warns that the country has only a few days’ fuel supply remaining and once it runs out, provision of normal health care and relief aid will cease. The IDF expands Operation Summer Rains overnight, sending 50 tanks, troops back into n. Gaza in and around Gaza City, engaging in intense clashes with and conducting air strikes on Palestinian gunmen, leaving at least 7 Hamas mbrs., 5 Islamic Jihad mbrs., 9 civilians dead, at least 57 Palestinians wounded, bulldozing wide tracts of land. In at least 3 incidents in Jabaliya r.c., the IDF phones Hamas mbrs. warning them to evacuate their houses, then conducts air strikes destroying the homes. The IDF also closes the Qarni crossing. Palestinians fire 13 rockets fr. Gaza into Israel, lightly injuring 1 Israeli in Sederot. In the West Bank, the IDF sends undercover units in a car with Palestinian license plates into Kafr Qadim nr. Qalqilya, surrounds a home, evacuates and checks residents, demolishes the home, arrests 1 Palestinian, injures 1; bars a Palestinian heart attack victim fr. crossing a checkpoint to reach a Qalqilya hospital, allowing him to die; patrols, searches cars in Yatta nr. Hebron; conducts arrest raids, house searches in and around Hebron, and in al-Fara‘a r.c. nr. Jenin, Nablus. In Rafah, a Palestinian is killed in an exchange of fire btwn. PA security forces, armed Palestinians. Israeli security sources reveal that Israeli-Canadian citizen Falah, arrested on 7/8 and held without access to a lawyer, was detained for photographing a military antenna nr. Ras al-Naqura, alleging that he was sent “to photograph and report where rockets have landed in Israel,” noting that he visited Beirut, Tehran within the last 2 yrs.; Falah, who was arrested before Hizballah’s 7/12 cross-border raid and the firing of rockets into Israel, said the photos were for academic purposes, he did not know the antenna was military, and his trips to Lebanon, Iran were public knowledge. The IDF faces intense fighting in s. Lebanon, where some 100 Hizballah mbrs. ambush an elite IDF Golani Brigade unit in Bint Jubayl, pinning them down for 1 hr. under a heavy barrage of mortars, antitank rounds, RPGs, and small-arms fire before they could return fire, killing 8 IDF soldiers, wounding at least 22; the IDF estimates that it killed around 20 Hizballah mbrs. A 9th IDF soldier is killed, 5 are wounded by antitank fire in clashes nr. Maroun al-Ras. Meanwhile, the IDF continues air strikes nr. Beirut and in s. Lebanon, including hitting an Amal command center and the Hizballah headquarters in Tyre. In Anjar nr. the Syrian border, a truck carrying emergency food, medical supplies donated by the UAE (see 7/18) is hit, killing the Syrian driver. Hizballah fires around 150 rockets into Israel, striking Carmiel, Haifa, Jish, Safad, Tiberias. Israel allows 2 Jordanian military transports carrying humanitarian aid to land at Beirut airport, though it still will not provide safety guarantees for trucks transporting the supplies southward on the coastal highway or across the border fr. Syria, where relief goods for 20,000 people have been stockpiled. The UN moves 5 convoys of supplies (containing wheat, soap, diapers, water purification tablets, medical kits) to the south on 5 routes approved for one-time use by the IDF. (NYT, WP, WT 7/27)

Unidentified militants in s. Lebanon (thought to be Hizballah mbrs. retaliating on behalf of Islamic Jihad for the suspected Israeli assassination of a senior Islamic Jihad mbr. on 5/26) fire Katyusha rockets across the border at an IDF post, seriously injuring 1 IDF soldier. The IDF makes air strikes on 2 Popular Front for the Liberation of Palestine–General Command (PFLPGC) posts, on a weapons depot nr. the Syrian border in the Biqa‘Valley and in s. Beirut, killing 1 PFLP-GC mbr., wounding at least 5. Later, Hizballah fires mortars, rockets toward at least 10 IDF outposts on the n. Israel border, wounding 1 IDF solider; the IDF fires artillery, conducts air strikes on Hizballah targets in s.
