Jenin and in Qalqilya and 1 nearby village at night. Separately, Israeli forces notify Bedouin families nr. Bethlehem that they must evacuate their homes before military exercises are conducted. Israel opens Kerem Shalom crossing with Gaza to allow for entry of fuel and goods, and exit for 7 truckloads of strawberries and flowers bound for Europe. Israel also allows cement and gravel for UN projects to enter. (WAFA 12/16)

The EU’s Foreign Affairs Council announces that Israelis and Palestinians will be offered an unprecedented assistance package in the event of a final status peace deal. The incentives, under the bracket of “Special Privileged Partnership,” include political, economic, and security support. The EU also says that it is ready to contribute to post-conflict arrangements as part of ensuring any deal’s long-term viability. (HA 12/13; WAFA 12/16)

Israeli, Lebanese, and UN military officers meet to defuse tension following fatal crossborder gunfire the previous day. A statement from the UN Interim Force in Lebanon (UNIFIL) says that the Lebanese soldier who killed an Israeli soldier was acting alone. Israeli DM Ya’alon says that the Lebanese authorities promised to punish the shooter. (AFP, AP, REU 12/16)

UN emergency relief coordinator Valerie Amos issues an appeal at a meeting of donor countries in Geneva for $6.5 billion for Syria and its neighbors, including Egypt, Iraq, Jordan, Lebanon, and Turkey, each of which host significant populations of Syrian refugees. Separately, UN High Commissioner for Refugees António Guterres cites Turkish officials’ estimate that the number of Syrian refugees in the country will reach 1.5 m. by the end of 2014. (REU 12/16)

The Muslim Brotherhood-led Anti-Coup Alliance in Egypt announces that it will call for a boycott of the constitutional referendum scheduled for 1/2014. Spokesperson Hamza alFarawy says that the group rejects “any vote under military rule.” (AFP 12/16)

EU foreign ministers release a statement pledging to suspend some sanctions on Iran as soon as the IAEA verifies that Tehran has begun limiting its nuclear activities, in accordance with the 6-mo. interim agreement signed in 11/2013. In the Gaza Strip, Israeli forces launch air strikes targeting 2 chicken farms, a border fence tunnel, and an Islamic Jihad training site nr. Khan Yunis. There are no injuries reported in any of the attacks. IDF troops also conduct a limited incursion in s. Gaza to level land nr. the border fence. The IDF also shells agricultural land nr. Gaza City, with no damage or casualties. Separately, a Palestinian fighter is killed in an accidental explosion in Gaza City. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 3 nearby villages and al-‘Arub r.c., and 1 village each nr. Bethlehem, Jenin, Nablus, and Ramallah at night. Following the 11/16 decision by Hamas officials, Ma’an News Agency’s office in Gaza City reopens, following 4 mos. of closure, with the authorities also announcing that Al-Arabiya TV’s offices would also reopen. Hamas closed the 2 news organizations on 7/25 after they reported that Muslim Brotherhood officials who had fled Egypt were being sheltered in the Gaza Strip. (MNA 11/19)

UNRWA Under Secy.-Gen. Jeffrey Feltman tells the UN Security Council (UNSC) that the agency will be unable to pay salaries to roughly 30,000 employees in 12/2013, including teachers and medical personnel, due to a $36 m. deficit. Meanwhile, hundreds of teachers gathered outside the High Court of Justice in Ramallah after the PA appealed to the court with the claim that the limited strike launched on 11/17 was in contravention of labor laws. A double suicide bombing kills 23 outside the Iranian embassy in Beirut, including an Iranian diplomat. The attack was claimed by al-Qa‘ida linked group Abdullah Azzam Brigades that, in a statement, said their demands were the withdrawal of Hizballah forces from Syria and the release of Salafist jihadists from Lebanese jails. Following the bombings, Hizballah’s dep. leader Naim Kassem says that the group will not be swayed from its course of support for the Syrian govt. Saudi Arabia condemns the attack as “cowardly.” (AFP 11/19; AP, REU 11/20)

U.S. Secy. of State Kerry says that IsraeliPalestinian talks are intensifying with “core issues . . . on the table.” He makes the remarks in a joint press conference with Qatari FM Khaled al-Attiyah after meeting with Arab League officialsin Paris. It is also announced that Qatar has agreed to provide $150 million in debt relief to the PA. Kerry praises what he calls the Arab League’s “remarkable commitment” to advancing the peace process. Syrian pres. al-Asad says that “the factors are not yet in place” for an international peace conference known as “Geneva 2” intended to secure a political transition and settlement to the civil war. Asad, talking to Lebanese television, questions what groups will be present and their claims to be legitimate reps. of the Syrian people. Meanwhile, chief of the OPCW Sigrid Kaag says in Damascus that the Syrian govt. has thus far “fully cooperated” in the destruction of its chemical weapons arsenal. (AFP 10/21–22)

U.S. Secy. of State John Kerry calls Israeli PM Benjamin Netanyahu to express disapproval over plans for new construction in Ramat and Gilo settlements. Meanwhile, Jordanian FM Nassar Judeh, in a joint press conference in Ramallah with PA FM Riyad Malki, announces that Kerry will shortly be in Amman for a 4th visit to Jordan to discuss peace efforts. Rami Hamdallah, president of an-Najah University, announces that Pres. Abbas has asked him to replace Salam Fayyad as prime minister and form a new govt., adding that most ministers will remain in post. Fayyad resigned on 4/13 and has been serving as a caretaker. U.S. Secy. of State John Kerry welcomes the appointment, but the decision is denounced by Hamas, whose spokesperson Fawzi Barhoum says that Abbas should have implemented the reconciliation deal achieved in Cairo in 5/2013, rather than name his own appointee. Meanwhile, senior Fatah leaders Nabil Shaath and Othman Abu Gharbieh arrive in Gaza to take part in talks with representatives of all factions about national reconciliation. In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Israeli newspaper Ha’Aretz claims that the Obama admin. aims to host a Middle East peace summit in Washington in 6/2013, bringing together Israeli PM Benjamin Netanyahu, Palestinian pres. Mahmud Abbas, and Jordan’s King Abdullah II. U.S. officials deny the report. (HA 4/25)

White House spokesperson Jay Carney responds to a question about the consequences of the Israeli election for peace efforts by restating the administration’s call for a resumption of direct negotiations on final-status issues. Meanwhile, the UN’s special coordinator for the Middle East peace process, Robert Serry, tells a UNSC meeting that courageous steps by Israeli and Palestinian leaders are required to save the two-state solution. At the meeting, Palestinian FM Riyad al-Maliki sits behind a ‘‘State of Palestine’’ nameplate, drawing criticism from U.S. amb. Susan Rice, who says that the U.S. does not recognize the UNGA vote in 11/2012 (see Quarterly Update in JPS 166). After the meeting, Maliki says that the Palestinians’ decision about whether to go to the ICC over Israel’s settlement construction will depend on what the Israeli government does in the E1 area nr. Eyewitnesses say the soldiers were traveling in a civilian car. Also, a Palestinian teenager shot by the IDF during clashes in Aida r.c. on 1/18 dies in the hospital. The IDF patrols in 1 village nr. Human rights NGO the Palestinian Center for Human Rights publishes a list of media workers in the Gaza Strip arrested by Hamas security services over the previous 48 hours. Meanwhile, dep. head of Hamas politburo Musa Abu Marzuq says that there is no disagreement within Hamas about Mahmud Abbas heading a unity government. (MNA 1/23)

PA fin. min. Nabil Qassis says that the government’s financial crisis is structural, requiring systematic changes in the budget and culture. He reveals that the deficit has now exceeded $1.4 b. (MNA 1/23)

Jordan holds parliamentary elections, which are boycotted by the Muslim Brotherhood–affiliated Islamic Action Front. The boycott is based on claims that the electoral system is biased in favor of rural tribal areas where pro-regime sentiment is highest, in contrast to large, more densely populated urban areas, where pro-Brotherhood views are strong among poor Palestinians. In the election, 1,425 candidates compete for 150 seats, up from 120, in the lower house. King Abdallah has agreed to cede some powers to the new legislature, such as choosing the PM and running day-to-day affairs. There are numerous reports of vote-buying and small-scale clashes in Karak governorate and some districts of Amman. The results see pro-government candidates maintain their dominance of the parliament, though 37 Islamist and other government critics win seats in the legislature. The Lebanese army states that 12 Israeli warplanes violated Lebanese airspace overnight, claiming that the breach of Lebanon’s sovereignty is a violation of UN Res. 1701, which was accepted as the basis for the cease-fire that ended the Israeli-Lebanon war of 2006. (Daily Star 1/23)

In an effort to reopen the Ramallah– Jerusalem road in al-Amari r.c. nr. Ramallah, Palestinian security forces open fire on Palestinians demonstrating in solidarity with Palestinian prisoners in Israel. Three Palestinian youths are wounded in the legs by live ammunition. (MNA 1/21)

Egyptian security forces seize 1 ton of explosives in the Sinai Peninsula allegedly bound for the Gaza Strip, the largest single such capture. Local media report that police have seized a total of 5 tons of explosives as well as disassembled rockets and automatic weapons in the last 3 mos.—all apparently headed for Gaza. Egyptian maj. gen. Sameeh Bashadi says that in the past 3 days, 10 Palestinians have been detained after entering Sinai illegally from the Gaza Strip and that a list of Palestinians entering Egypt through the tunnels has been distributed to the Egyptian security forces. Palestinian pres. Abbas arrives in Saudi Arabia to attend the 3d Arab Economic, Social and Developmental Summit, where he renews his call for urgent financial aid.
