In the Gaza Strip, employees of the ministries of public works, labor, justice, and women’s affairs—those led by Gaza-based ministers of the PA unity govt.—go on strike, protesting unpaid salaries since 6/2. In the West Bank, Palestinians throw stones at Israeli settlers’ vehicles nr. Sinjil, injuring 2 women. Israeli police arrest a settler in connection with the shooting of a Palestinian nr. Hebron on 1/10. The IDF conducts house searches and arrest raids nr. Jenin, Hebron, and Bethlehem; patrols nr. Jericho, Qalqilya, Tulkarm, Hebron, and Jenin. Following up on the 1/11 meeting between political factions in Gaza, a Hamas spokesperson says that the group will make a political decision to quit the PA unity govt. if the crisis facing civil employees is not resolved. (MEMO 1/12; JP 1/13)

Egyptian authorities announce that they will not open the Rafah border crossing this week, reversing their 1/11 announcement. The decision comes after the Sinai Province of the Islamic State captures an Egyptian security officer nr. Shaykh Zuwayd. (MNA 1/12)

Israeli security forces shut down 3 Nazarethbased Muslim charities—Muslim Women for al-Aqsa, al-Fajr, and Ruad al-Aqsa—suspected of channeling funds to Hamas and inciting violence at Haram al-Sharif. (HA 1/12; AFP 1/13)

Israel’s Justice Minister Tzipi Livni meets with U.S. Secy. of State John Kerry in Rome, following a meeting last week in Washington that discussed the possibility of reviving Israeli-Palestinian peace talks. U.S. Pres. Barack Obama speaks with PM Benjamin Netanyahu by phone to discuss the peace process. Meanwhile, Israeli authorities approve construction of 296 new settlement housing units in Beit El settlement nr. Ramallah. (JP 5/8; JP, MNA 5/9)

In Jerusalem, Jewish settlers accompanied by Israeli security forces enter the al-Aqsa Mosque compound for the second consecutive day, preventing Muslim worshippers from freely accessing the site. Meanwhile, Israeli police detain Jerusalem Mufti Mohammed Hussein for a few hours over his role in clashes the previous day.

In the West Bank, IDF forces demolish 3 Palestinian homes in al-Auja village nr. Jericho. IDF undercover units conduct a raid nr. Jenin, arresting PA Preventive Security officer Mohammed Ahmed Zakarna, who received an amnesty a few years ago for his participation in the al-Aqsa Martyrs’ Brigades. The IDF patrols in 1 village nr. Hebron in the morning, and in 1 village nr. Tulkarm at night. IDF troops conducts house searches and arrest raids in Hebron and 1 village nr. Hebron in the afternoon, and in 1 village nr. Hebron, 1 village nr. Jenin and in Tulkarm at night. Israeli human rights organization B’Tselem publishes a report that says Israel killed 87 Palestinian civilians in Operation Pillar of Defense in 11/2012, 80% of whom died in the second half of the operation. (JP 5/9)

Jordan’s parliament votes in favor of petitioning the government to expel Israeli amb. Daniel Nevo and recalling Jordan’s amb. to Israel to protest recent unrest involving Jewish settlers entering the al-Aqsa Mosque compound (see 5/7) Ultimately, Jordan’s Interior Min. Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, Ni‘lin), 2 villages nr. Qalqilya (Kafr Qaddum, Jayyous) and 1 village nr. Bethlehem (al-Ma’sara). Injuries include, 1 Palestinian is wounded from a tear gas canister to the head in Bil‘in and 8 Palestinians wounded by rubber-coated metal bullets (5 in Budrus and 3 in al-Nabi Salih). The IDF patrols in 1 village nr. Ramallah in the morning; in al-Fawar refugee camp nr. Hebron (clashes but no serious injuries reported) and Qalqilya in the afternoon; and in 2 villages each nr. Jericho and Qalqilya, and 1 village each nr. Jenin, Ramallah, and Tulkarm at night. The IDF also conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon. In the Gaza Strip, IDF troops open fire on Palestinians close to the border fence in 2 incidents: nr. Bayt Hanun (wounding 2) and nr. Jabaliya (wounding 1). Israeli naval vessels open fire on fishermen working off the north Gaza coast, causing no injuries or damage. (MNA 2/22, PCHR 2/28)

IDF troops make an incursion 500 m into Gaza nr. Wadi al-Silqa village to level 9 d. of agricultural land. In the West Bank, the IDF conducts late-night arrest raids, house searches in al-Am‘ari r.c., Jenin.

In Jerusalem, Israeli security forces seal entrances of Jerusalem’s Old City to Palestinians, deploy 200 security officers inside the al-Aqsa Mosque compound (locking the doors of the mosque and corralling Palestinian worshipers), escort 500 Jewish settlers to pray at the site for Purim; when some 20 masked Palestinians inside the compound stone tourists below the wall, Israeli riot police fire rubber-coated steel bullets, tear gas, stun grenades at the Palestinians in the compound, injuring 6; Israeli police escort settlers away around noon, but small clashes continue in alleyways around the mosque, leaving 10s more Palestinians and 4 Israeli police lightly injured and at least 7 Palestinians under arrest.

Israel’s Jerusalem district court orders Palestinian resident of Jerusalem Mansur Abu Gharbiyya expelled for 2 yrs. for “participating in public activities” (not further specified). (NYT, WT 3/1; OCHA, PCHR 3/4)

Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. Israel imposes a general closure on the West Bank for the 2-day Yom Kippur holiday. The IDF conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. Jewish settlers fr. Kiryat Arba nr. Hebron attack Palestinians exiting the nearby al-Ras Mosque and throw stones, empty bottles at Palestinian vehicles; no serious injuries are reported. (PCHR 10/1)

Outraged by rumors that right-wing Jews plan to invade the al-Aqsa Mosque compound to mark Yom Kippur, Palestinians throw stones at French tourists visiting the mosque, mistaking them for Jewish activists. Israeli police disperse the crowd of approximately 150 Palestinians with stun grenades, leading to a number of disturbances throughout East Jerusalem. Palestinians also throw rocks, Molotov cocktails, and garbage at Israeli border police. In Gaza, Israeli naval vessels confiscate a Palestinian fishing boat off the Rafah coast, temporarily detaining 2 Palestinian fishermen (releasing them on 8/18). (OCHA 8/19; PCHR 8/20)

In the West Bank, the IDF conducts late-night raids, house searches nr. Salfit and Jenin, in and around Hebron, and in Ramallah, arresting 13 Palestinians (including 3 teenagers); raids the Tulkarm home of a Palestinian woman recently released fr. Israeli jail, confiscating a mobile phone and photos. (PCHR 8/20)

At least 30 Jewish settlers attack mbrs. of the Hanun and al-Ghawi families, who were evicted fr. their homes in the Shaykh Jarrah neighborhood of East Jerusalem on 8/2 (see Quarterly Update in JPS 153), injuring 2 Palestinian girls and 1 international activist; Israeli security forces intervene, arresting several Palestinians and settlers, releasing all of them within a day. In Jerusalem’s Old City, Israeli police change the lock on the al-Nazir Gate of the al-Aqsa Mosque, normally controlled by Waqf authorities. The police later claim to have replaced the locks by mistake, and Waqf officials restore the original lock. In a training exercise lasting 1 hr., Israeli security forces practice scaling the fences surrounding the al-Aqsa Mosque using ladders. (OCHR 8/19; PCHR 8/20)

In Acre, inside Israel, Israeli Palestinians and Jews clash again when Jews angry over the 10/8 incidents pour into the streets after the lifting of the Yom Kippur fast at sundown and attack and vandalize Palestinian homes and shops in Arab neighborhoods, sparking fistfights and stone-throwing exchanges; Israeli police fire tear gas, percussion grenades, water cannon to disperse the crowds, also arresting several people; no serious injuries are reported.
