In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces fired tear gas at Palestinians in Silwan, igniting a fire and causing injuries. In Gaza, some communications were restored after being cut off by Israel on 10/27. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. Islamic Jihad also said it attacked some Israeli military vehicles in Gaza. 2 Israeli soldiers were injured by a mortar shell in Gaza. Rockets were fired at Israel, causing damage. In Hanita, Islamic Jihad said 2 al-Quds Brigades fighters had been killed during an operation near the Blue Line. In Lebanon, Hezbollah said it had downed an Israeli drone. The Gaza Ministry of Health said at least 8,005 Palestinians have been killed, including around 5,000 women and children, and 20,242 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. The Palestinian Red Crescent Society said Israel has ordered it to evacuate al-Quds Hospital; airstrikes later damaged the hospital as well as the al-Shifa and Indonesian hospitals. UNRWA said the slow flow of aid has prompted thousands of Palestinians in Gaza to take food supplies from its warehouses. The UN said nearly 1,000 Palestinians have been displaced from their homes in the West Bank since 10/7 due to Israeli settler attacks and Israeli military demolitions. A Palestinian citizen of Israel, actress Maisa Abd Elhadi, was charged by Israel with incitement to terrorism and expressing solidarity with a terrorist organization for an Instagram post. Interior Minister Moshe Arbel directed the Population and Immigration Authority to determine if he could revoke her citizenship. Elhadi was arrested on 10/12. (HA 10/30)

International Committee of the Red Cross president Mirjana Spoljaric said “[i]t is unacceptable that civilians have no safe place to go in Gaza amid the massive bombardments, and with a military siege in place there is also no adequate humanitarian response currently possible. 30 Israeli human rights and civil society organizations urged the international community to “act urgently to stop the state-backed wave of settler violence which has led, and is leading to, the forcible transfer of Palestinian communities in the West Bank.” The French foreign ministry called on Israel to take action to protect Palestinians in the West Bank. President Biden told Israeli prime minister Benjamin Netanyahu that more humanitarian aid has to enter Gaza immediately. Before the 2 spoke, U.S. national security advisor Jake Sullivan said Israel “has a responsibility to rein in the settlers.” Sullivan also said Israel must distinguish between “terrorist targets” and civilians and claimed Hamas was using human shields. In the West Bank, Israeli settlers with a military escort toured Solomon’s pools near Bethlehem and an archeological site near Qarawat Bani Hassan. Israeli settlers with a military escort also raided Jalbun, leading to tear-gas related injuries. Israeli forces closed Route 60 near Huwwara for 3 hours, claiming stones were thrown at settler vehicles. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli police arrested 5 Israelis for spitting on Christians and churches in the Old City of Jerusalem. 4 of the 5 were arrested shortly after a spitting incident at a church and the other was arrested for an incident earlier in the week. (AJ, HA, HA, WAFA 10/4; HA 10/7)

The UN Office for the Coordination of Humanitarian Affairs said 84 Palestinians had fled their homes in the Masafer Yatta area since July due to Israeli restrictions on their movement after the 2022 Supreme Court decision to allow Israel to forcefully transfer Palestinians living in the “firing zone.” (HA 10/4)

Haaretz reported that Israeli minister at the Defense Ministry Bezalel Smotrich has been excluding the military advocate general official Eli Levertov from discussions on settlement expansion reportedly over Levertov’s objections to decisions made by Smotrich on settlements. (HA 10/4)

Jordan sent a letter to the Israeli embassy in the country complaining of Israeli settler tours at the Haram al-Sharif compound and settler attacks on Christians in Jerusalem. (WAFA 10/4)

U.S. secretary of state Antony Blinken overrode a Republican block on the dispersal of $75 million in food assistance to Palestinians hours before a clause would have seen the funds dispersed elsewhere. The State Department did not publish the outcome, which was instead announced by UNRWA-USA. (HA 10/4)

National Unity Party leader Benny Gantz met with U.S. national security advisor Jake Sullivan at the White House for a briefing on the Saudi-Israeli normalization deal negotiations. It was reported that the White House is seeking to have Gantz’s party and other opposition parties replace the Religious Zionist Party and the Jewish Power Party if Bezalel Smotrich and Itamar Ben-Gvir oppose concessions to Palestinians as part of the normalization deal. 20 U.S. senators wrote a letter to U.S. president Joe Biden urging his administration to preserve the option of a two-state solution in a potential Saudi-Israeli normalization deal. The senators said Israel should commit to not annexing any of the West Bank; halt settlement expansion; dismantle illegal settlements, including those retroactively legalized; allow natural growth in Palestinian towns and cities; and allow Palestinians to travel within the West Bank without interference. In the West Bank, thousands of Israeli settlers with a military escort toured Jabel ‘Aybal in Area B in an effort to assert their claim to the hill near Nablus. Israeli settlers also vandalized an agricultural structure in Ein al-Beida. Elsewhere, Israeli settlers with a military escort attacked Qusra, causing tear-gas related injuries. Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron, assaulting 1 and firing tear gas. Elsewhere, Israeli forces prevented students and teachers from reaching 27 schools in the Masafer Yatta area. Israeli forces also closed the Ibrahimi Mosque to Muslim worshippers, citing the Jewish celebration of Sukkot. Meanwhile, Israeli forces erected dirt mounts on 3 roads leading to Sabastia and its Roman ruins, preventing Palestinian travel. Israeli forces also seized 1 tractor in Deir Istiya and 1 car in Khirbet Humsa. 12 Palestinians were arrested during late-night raids in Jenin, Ya’bad, Jalazone refugee camp, and Turmus ‘Ayya. In East Jerusalem, Israeli settlers were filmed spitting on Christians in the Old City. Israeli settlers also assaulted 1 Palestinian man in Silwan, causing bruises. In the West Bank, Israeli forces shot and injured 3 Palestinians, including a medic, with baton rounds during a late-night raid in Beita; others suffered tear-gas related injuries. Israeli forces issued a stop-work order for a house in Masafer Yatta. 11 Palestinians were arrested during late-night raids in Aida refugee camp, Azza refugee camp, Beit Umar, and Qalandia refugee camp. Palestinian prisoners called off a hunger strike scheduled to begin today, saying that the Israeli government had suspended its plans to reduce family visits. (WAFA 9/14)

Lebanese parliament speaker Nahib Berry said a ceasefire had been reach in Ain al-Hilweh refugee camp. 16 people have been killed and some 150 injured since 9/7. (MEMO 9/14)

2 Israelis were sentenced to 11 and 4.5 years in prison for an attack on a Palestinian man in Jerusalem in 2021 during the Unity Intifada. Noam Elimelech was sentenced for stabbing the man 10 times in addition to punching and kicking him and for attacking a police officer. Naftali Elmakais was sentenced for punching the man after he was on the ground. The 2 Israelis also had to pay the Palestinian man $26,000 in damages. 2 other Israelis are convicted but have yet to be sentenced. (HA 9/14)

The Israeli Ministry of Justice said it managed to reconstruct a deleted video related to the arrest and assault on a Palestinian man in Shu’fat in August who had what appeared to be a Star of David imprinted on his face. Israeli police had claimed that there was not any video of the incident and that the 16 police officers who arrested the man all had their body cameras off. (HA 9/14)

PA finance minister Shukri Bishara said that the amount of funds from the PA tax revenue that Israel has withheld since 2019 had reached $800 million. (QDS, WAFA 9/14)

Israeli authorities claimed that they had seized 16 tons of ammonium chloride bound for Gaza from Turkey. Israel said the ammonium chloride can be used for making rockets and Israel has banned the import of the substance to Gaza. (HA, REU 9/14)

PA president Mahmoud Abbas arrived in Havana for the Group of 77+ China summit. Abbas met with Cuban president Miguel Díaz-Canel on the first day of his visit. (QDS, WAFA, WAFA 9/14)

Israeli prime minister Benjamin Netanyahu’s office said that he and U.S. president Joe Biden will meet on the sidelines of the UN General Assembly next week. Netanyahu’s office also said that he will meet with South African tech billionaire and owner of X, formerly known as Twitter, Elon Musk in California on 9/18. Times of Israel reported that Saudi Arabia will co-host an event focused on revamping efforts to end the Israeli occupation of Palestine called “Peace Day Effort for Middle East Peace” on the sidelines of the UN General Assembly annual meeting. The event is also sponsored by the Arab League, the EU, Jordan, and Egypt. Neither the PA nor Israel was invited to partake in the event. (TOI 9/14; QDS 9/15; TOI 9/18)

The U.S. decided to withhold $85 million in miliary aid to Egypt due to Egypt’s decision not to release political prisoners. The funds will be redirected to Taiwan and Lebanon, which will receive $55 million and $30 million respectively. (AJ, MEE 9/14)

In the West Bank, Palestinians set an Israeli settler vehicle on fire in Turmus ‘Ayya after an Israeli settler drove his car into the town. The settler was unharmed. Israeli settlers brought their livestock to graze on Palestinian crops in the Masafer Yatta area, causing damage. Israeli forces injured 112 Palestinians, including 109 by tear gas, during a raid in Beita. Israeli forces also raided Beit Furik, causing tear-gas related injuries. Elsewhere, Israeli forces raided Tulkarm refugee camp, injuring 4 Palestinians, including 2 by live ammunition and 2 who were rammed by a military jeep. Israeli forces also shot and wounded 1 Israeli settler, believing he was a Palestinian, outside of the Ma’ale Levona settlement. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces raided the home of PA governor of Jerusalem Adnan Ghaith in Silwan. The Israeli cabinet approved a 5-year plan that will see $850 million invested in developing East Jerusalem, including in infrastructure, education, employment, and welfare. The cabinet also approved 2,000 new housing units for Palestinian residents. A plan to continue a program that prepares Palestinians for Israeli universities was dropped due to opposition from Finance Minister Bezalel Smotrich. (HA 8/20; HA, MEMO 8/21)

In the West Bank, Israeli settlers attacked Palestinian herders in al-Thaala in the Masafer Yatta area, forcing them to leave their pastures. Israeli forces shot and killed 1 Palestinian and wounded 2 others with live ammunition and 170 with tear gas during a punitive demolition raid in Nablus. The Israeli forces demolished the family home of 1 Palestinian accused of having killed an Israeli soldier in October 2022. Israeli forces also raided Ya’bad, razing a road, damaging 2 vehicles, and raiding the Electricity Authority building. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Bayt Jala. Israeli forces also demolished 8 residential structures east of Tubas, displacing 16. In East Jerusalem, an Israeli settler threw stones at the Cenacle Christian site, damaging windows. PA president Mahmoud Abbas met with Chinese prime minister Li Qiang in Beijing. At the end of Abbas’ 4-day trip, the PA and China issued a joint statement where the PA supported China’s treatment of its Muslim minority in Xinjiang, which has been severely condemned by human rights organizations. The Islamic Supreme Fatwa Council in Palestine issued a fatwa against participation in the upcoming Israeli municipal elections in Jerusalem. (QDS, WAFA 6/15)

A conference on spitting attacks by Jewish people on Christians in the Old City organized by the Center for the Study of Relations Between Jews, Christians, and Muslims at the Open University of Israel was forced to change its venue from the Tower of David Museum in the Old City of Jerusalem after pressure from the Israeli-run municipality, including from the mayor’s office. Jerusalem deputy mayor Arieh King called the conference “anti-Semitic.” Officials from the Israeli Foreign Ministry and Jerusalem municipality were invited to attend the conference but refused. A CNN investigation confirmed Palestinian eyewitness accounts that Israeli forces did not intervene to protect Palestinians from the Israeli settler pogrom in Huwwara on 2/26. An Israeli soldier told CNN that he and the other soldiers knew of the threat posed by the Israeli settlers but chose not to intervene and instead allowed the settlers to enter Huwwara. The CNN investigation also said that Israeli soldiers only intervened to prevent Palestinian residents from trying to repel the settler attack. (CNN, HA 6/15)

In the West Bank, Israeli forces raided Ramallah to punitively demolish the family home of a Palestinian accused of planting 2 bombs in Jerusalem in November 2022; 35 Palestinians were injured, including 20 by live ammunition and others with baton rounds, including 2 clearly marked press photographers who were hospitalized with baton round injuries to their head and stomach. Israeli forces also raided Zweidin in the Masafer Yatta area, firing tear gas at Palestinians and seizing 1 bulldozer. Elsewhere, Israeli forces issued stop-work orders for 5 residential structures in al-Burj. Israeli forces also issued notifications to residents of al-Zawiya that Israel will seize 96 dunams (23.7 acres) of Palestinian-owned land. 27 Palestinians were arrested during late-night raids in Beita, Arrabah, Yatta, Beit Umar, and Biddu. Haaretz reported that Lehava chairperson Bentzi Gopstein was advising National Security Minister Itamar Ben-Gvir and others in the Israeli police. Gopstein is facing charges for inciting racism and terrorism against Palestinians and has been barred by the High Court of Justice from running for a seat in the Knesset. (HA, JP, TOI 6/8)

Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Farhan also said that Saudi Arabia is developing its own nuclear program and would prefer U.S. help in its development but had other bidders too. (AP, AX, REU, REU 6/8)

Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. In the West Bank, 1 Israeli settler was killed near the Hermesh settlement; the Al-Aqsa Martyr’s Brigades took responsibility, calling it revenge for Israeli attacks on the organization. Israeli forces subsequently closed multiple checkpoints in and around Tulkarm. Israeli settlers raided Jalud, throwing stones and attempting to set fire to a house. When Israeli forces showed up, they violently dispersed Palestinian protesters, injuring 3 with baton rounds. Israeli settlers also threw stones at Palestinian-owned vehicles traveling near Yasuf and Ya’bad. Elsewhere, Israeli settlers erected tents near Deir Istiya. Israeli settlers also vandalized Palestinian-owned vehicles near the Homesh settlement outpost. Israeli forces raided Askar refugee camp, injuring 1 with a baton round and 44 with tear gas. Israeli forces seized 2 bulldozers and 1 tractor in al-Walaja. Israeli forces also issued stop-work orders for 2 homes and 1 water well in the Masafer Yatta area and 8 stop-work orders for homes in Deir Balut. Human Rights Watch (HRW) said in a report that Palestinian security forces in the West Bank and Gaza systematically torture critics of the PA and Hamas in their detention. HRW called on countries donating to PA security forces to cut off their funding and for the ICC to investigate the issue. HRW said that Palestinian security forces use solitary confinement, beatings, and stress positions to punish and intimidate critics and political opponents and to elicit confessions. UN human rights council’s commission of inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, released its 1st report since receiving its mandate on 5/27/2021. In its report, it pointed to Israel’s continued occupation of Palestinian territory and discrimination against Palestinians as a key factor in recurrent tensions between Israelis and Palestinians. 2d, the report noted Palestinian resentment is fueled by lack of consequences for Israeli human rights violations. A commissioner working on the report said that “Israel clearly has no intentions of ending the occupation. In fact, it has established clear policies to ensure complete permanent control over the Occupied Palestinian Territory.” The report also criticized the PA and Hamas for using the occupation as justification for human rights violations against their own people. Israeli ambassador to the UN Gilad Erdan was elected vice president of the 77th session of the UN general assembly (UNGA), along with 20 others. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. Israeli forces also prevented Palestinians from digging a water well in Thaher al-‘Abed near Ya‘bad. Elsewhere, Israeli forces demolished 4 residential structures and 1 agricultural structure in Lasifer, displacing 30 Palestinians, and demolished 4 residential structures in Shaab al-Batm in the Masafer Yatta area, displacing 40 Palestinians. Israeli forces also delivered a punitive demolition notice against the home of 1 Palestinian prisoner in Silat al-Harithiya. 22 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Salfit, Nablus, Jenin, and Deir Jarir. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. In the West Bank, 1 Israeli settler was shot and killed and 2 others wounded when 10 shots were fired at their car at the Homesh settlement outpost near Nablus. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. In the West Bank, Israeli forces shot and killed 1 11-year-old boy near Beit Umar who was sitting in his father’s car; according to the family, the child’s father decided to turn his car around after seeing a flying checkpoint near the city, when the Israeli forces fired 13 bullets at the car. Israeli forces also violently dispersed Palestinian protesters near the Evyatar settlement outpost, injuring 8 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces delivered demolition orders against 1 water well and 1 agricultural structure in al-Fakheit in the Masafer Yatta area. 11 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Jenin refugee camp. The Israeli ministry of defense said it had informed the PA that it would increase the number of work permits for Palestinians by 16,000. 15,000 of the permits would be for construction work and 1,000 would be for work in hospitality. PA prime minister Mohammed Shtayyeh met with EU envoy for the Middle East peace process Sven Koopmans in Ramallah, where he called for a revival of the peace process under the auspices of the Quartet on the Middle East. PA health minister and head of the PA environmental quality authority Mai al-Kaila and Jamil Matour met with the Israeli health and environmental protection ministers Nitzan Horowitz and Tamar Zandberg, both of the Meretz (Vigor) party, in Jerusalem to discuss cooperation on health and environmental issues. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. The meeting was arranged by Israel’s minister of regional cooperation Issawi Frej upon the request of the U.S. The last time PA and Israeli ministers met was in 2018 when PA prime minister Rami Hamdallah met with Israeli finance minister Moshe Kahlon. Israel’s defense minister Benny Gantz visited the French defense minister Florence Parly in Paris to relay Israeli findings in regards to the news that the Israeli company NSO Group’s spyware Pegasus had been used to spy on French President Emmanuel Macron’s phone. In a briefing at the UN security council, the deputy special coordinator for the Middle East peace process Lynn Hastings said that the UNRWA was facing “an imminent cash flow crisis” amounting to $100 million. The Israeli supreme court upheld a decision by the Israeli military to punitively demolish the home of an alleged attacker in Turmus ‘Ayya, despite the alleged attacker not having lived in the house for years as he became a resident of the U.S. before he allegedly shot 3 Israeli settlers on 5/2; the demolition will displace his wife and children, who all have U.S. citizenship. The Israeli civil administration approved 31 zoning plans for settlement expansion in Maale Adumim, Alfei Manashe, Elkana, Havat Sde Bar, and Yitzhar, including housing units, a commercial center, and a park. Chairperson of the Joint List Ayman Odeh criticized the new Israeli government, saying that “the left is surrendering to the right . . . the right continues to sabotage the chances of peace and to deepen the occupation, repression, and dispossession of millions of Palestinians.” (AP, HA 6/23)

A poll conducted by the Associated Press-NORC Center for Public Affairs Research found that 51% of American democrats think that the U.S. is not supportive enough of Palestinians. The PA extended the strict COVID-19 restrictions by 2 weeks, 1st instituted on 12/17 including curfew on evenings and nights on weekdays and all day and night during weekends. The PA says it has secured the Russian-made vaccine Sputnik V, which will arrive in 2021. 20 percent of the Palestinian vaccinations are expected to be delivered for free from the World Health Organization as part of a scheme to deliver vaccinations to poorer countries.
