In the West Bank, the IDF demolishes a Palestinian home in al-Nu‘man village nr. Gaza toward Israel, with at least 9 landing inside Israel, causing no damage or injuries. Late at night, in response to the recent increase in Palestinian rocket fire, the IDF makes an air strike on a manned Hamas facility in Khan Yunis, injuring 2 IQB mbrs., marking Israel’s 1st targeting of an occupied Hamas facility since OCL ended in 1/2009. Hrs. later, the IDF carries out 6 more air strikes targeting 2 suspected tunnels nr. the border. Targets include Bayt Lahiya and Jabaliya in n. Gaza (hitting a poultry farm, killing 1,800 chickens), 3 smuggling tunnels on the Rafah border, and 2 alleged Hamas military sites in s. In the West Bank, the IDF patrols in 4 villages (2 nr. Jenin, 1 nr. Qalqilya, 1 nr. Tubas), fences off a plot of Palestinian agricultural land nr. ‘Azun village nr. Qalqilya, denying access to farmers. Jewish settlers fr. Itamar settlement nr. Nablus beat a Palestinian shepherd grazing his flock nr. the settlement, forcing him to flee; the settlers gather the sheep and set fire to them, killing 12 and maiming 7. Israel’s security cabinet agrees in principle to allow more exports out of Gaza and expects details to be fleshed out within the next few days, but there is no serious change before the end of the quarter. In the afternoon and early evening, unidentified Palestinians fire 6 mortars fr. Gaza into Israel, causing light damage in 1 instance and moderately injuring 1 Israeli in another. The IDF makes 4 air strikes on al-Mughraqa in c. Gaza, destroying a building used by Hamas’s Izzeddin al-Qassam Brigades (IQB), a partially constructed home, and a well, causing no reported injuries; makes another air strike destroying an IQB building in Gaza City’s al-Zaytun neighborhood, damaging several surrounding buildings but causing no serious injuries. In the West Bank, the IDF conducts late-night patrols in Kifl Haris nr. Salfit. Israeli authorities deport detained Hamas-affiliated PC mbr. Muhammad al-Nemnem, wounding 2 bystanders; Israel later accuses Nemnem of involvement in “attacks against Israeli and U.S. targets in the Sinai Peninsula.” The IDF makes a brief incursion into c. Gaza e. of al-Bureij r.c. to level land and clear lines of sight; an Israeli tank fires a shell at the surrounding area, but no damage or injuries are reported. Abbas and PM Fayyad would receive special treatment; Israeli security officials say the decision had to do with Qurai‘’s recent statements denouncing Israel’s settlement policy. The PASF for the 1st time arrests a Palestinian for selling goods made in a Jewish settlement, enforcing the PA’s 4/2010 law prohibiting the sale of settlement-produced products (see Quarterly Updates in JPS 156–57); the defendant is jailed in Bethlehem pending trial. In a bid to secure the backing of rightwing coalition partners for a package of U.S. guarantees for a short extension of the settlement freeze, Netanyahu proposes legislation that would require those becoming Israeli citizens to pledge a loyalty oath to “the State of Israel as a Jewish and democratic state,” as opposed to simply “the State of Israel” as it is now worded. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. The IDF retaliates with a late-night air strike on an IQB training site in the Shaykh Ridwan area of Gaza City, destroying a building, damaging 30 surrounding buildings and 3 cars, and injuring 6 Palestinian civilians. In the West Bank, the IDF makes a brief incursion into Tulkarm early in the morning to photograph the entrances of a police station, the local PASF and PA General Intelligence headquarters, and a PASF medical services building, withdrawing without incident; blocks Palestinians from joining a solidarity rally with Jewish settlers outside Bayt Fajjar village (site of a mosque arson on 10/4), sparking clashes between stonethrowing Palestinian youths and soldiers (no serious injuries reported); patrols late at night, without incident in 2 villages n. of Jenin; conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’a r.c. and Zawata village, both nr. Nablus. The Israeli daily Ha’Aretz reports that nearly 350 housing units are currently under construction in West Bank settlements, including 56 in Keddumim nr. Gaza assassinating senior Hamas military cmdr. and rocket maker Issa Batran, marking the 1st Israeli assassination in Gaza since Operation Cast Lead (OCL) ended in 1/09. Ashqelon, causing damage but no injuries, marking a serious escalation; the last time Ashqelon was hit by Palestinian rocket fire was in 2/09. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 1 Palestinian and 1 international activist. Tulkarm in the morning, making no arrests; conducts late-night arrest raids, house searches in Tulkarm; makes a late-night raid on the Qalqilya home of the PA Undersecy. for Civil Affairs Ma‘ruf Zahran while he is on vacation in Turkey, searching the home and arresting his son. Overnight, the Israeli navy acting on “prior intelligence” fatally shoots 5 al-Aqsa Martyrs Brigades (AMB) mbrs. diving off the Gaza coast and the Palestinian fisherman manning their boat, wounding and capturing 2 other AMB divers. The AMB claims the men were unarmed and on a training mission; Israel claims they were en route to Israel to stage an attack. Later in the day, the IDF carries out an air strike on the n. Gaza border area, seriously wounding 1 Hamas mbr. preparing to launch a Qassam rocket. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials in the industrial zone, wounding 1 Palestinian. Obama, who reportedly makes tough demands of Israel to put the peace process back on track. After a 90-min. sidebar with his advisors, Netanyahu makes a counterproposal that is rejected by Obama. In Gaza, 1 IDF soldier is killed by friendly fire when IDF infantry and tank units on the Gaza border are mobilized to halt 3 unarmed Palestinians nr. the border fence, and the tank crew accidentally fires on the infantry unit on the Israeli side of the border; the Palestinians are not injured. After unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries, the IDF makes an air strike on an alleged weapons depot in Gaza City, destroying it and lightly injuring 8 Palestinian civilians (including 1 woman and 2 children). Later in the evening, unidentified Palestinians fire another rocket toward Israel, but it lands harmlessly nr. the Erez crossing. Late in the evening, IDF troops on the central Gaza border e. of Dayr al-Balah shoot, wound an unarmed Palestinian outside his home 500 m fr. the border. The IDF also announces plans to seize 49 d. of Palestinian land in Beitunia for construction of a new checkpoint on Route 443 as a step to reopening the road to Palestinian traffic in accordance with an Israeli High Court ruling; conducts late-night house searches in al-Bireh but makes no arrests. Biden wraps up his trip to Israel with a big speech to the Israeli public at Tel Aviv University, underscoring American solidarity with Israel. He reiterates U.S. disapproval of the Ramat Shlomo housing plan because it “undermined the trust required for productive negotiations,” but accepts what he calls “significant” assurances from Netanyahu that the construction will not break ground for years, expressing hope that negotiations would “resolve this and other outstanding issues” before construction could begin. He then heads to Jordan. Separately, Netanyahu issues a statement apologizing for the “unfortunate timing” of the Ramat Shlomo announcement, but notably not apologizing for the construction itself. At the same time, Israel’s Jerusalem municipality announces plans to build 1,000s of settlement housing units e. and s. of Jerusalem in areas Israel intends to keep under final status, including 3,000 units each in Gilo and Givat Matosim, 1,500 units each in Har Homa and Pisgat Ze’ev, 1,200 units in Ramot, 600 in Armona Netseev, 450 in Neve Ya’acov, and 144 in Olive Mount. In Ramallah, at least 1 PA security official and 1 Fatah Central Comm. member take part in a ceremony in Ramallah naming a public square after Dalal Mughrabi, a 19-yr.-old Fatah member who in 1978 led a squad from Lebanon that sailed to Israel where they staged attacks killing 1 American and 38 Israelis before being shot dead; Netanyahu denounces the official Fatah and PA participation as incitement undermining the peace process. Late in the evening, the IDF patrols in Ramallah, firing rubber-coated steel bullets at stonethrowing Palestinian youths who confront them, causing no injuries; carries out latenight house searches in Jenin town and r.c., making no arrests. In Gaza, the littleknown Salafist group Ansar al-Sunna fires a Qassam rocket into Israel, causing no damage or injuries but marking the 1st incidence of rocket fire since 2/12. Later in the day, unidentified Palestinians fire 2 more Qassams toward Israel, but they land harmlessly inside Gaza. Late at night, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. Early in the morning, IDF troops on the Gaza border e. of Gaza City open fire and direct artillery strikes on armed Palestinians operating nr. Juhur al-Dik village, killing 1 armed Palestinian and hitting a Palestinian home and lightly injuring 3 girls (ages 5–12), then making a brief incursion 400 m into the area. Around the same time, IDF troops on the n. Gaza border nr. Bayt Lahiya make a brief incursion to arrest 6 Palestinians collecting scrap material fr. destroyed homes and a brick factory nr. the border (they are released after 12 hrs. of questioning). Several hrs. later, the IDF makes an air strike on Gaza killing Islamic Jihad mbr. Faris Jabir, who Israel claims was part of a squad preparing an attack on the Qarni border crossing. (Palestinians notably do not claim his death as an assassination.) In the West Bank, the IDF bulldozes 6 wells and 5 agricultural storehouses nr. the separation wall northwest of Hebron, confiscating electrical generators and irrigation equipment. Two yrs. after Israel’s High Court ruled that a section of the separation wall in Bil‘in must be rerouted, the IDF begins work to move the barrier; residents welcome the change but stress that it falls far short of their demands that the wall be removed altogether. In the evening, the IDF carries out an air strike on a group of Islamic Jihad mbrs. nr. the c. Gaza border e. of Dayr al-Balah as they are preparing to fire a rocket into Israel, killing 3 Islamic Jihad mbrs. (including senior field cmdr. Awad Abu Nasir). In the West Bank, the IDF demolishes the only elementary school, 11 Palestinian homes, 10 animal pens, and a greenhouse in Khirbat Tana, displacing at least 120 Palestinians (mostly children) and marking the apparent first stage of Israel’s implementation of a 2/09 court order to raze the village (see 12/10/09); demolishes another Palestinian home in al-Tur nr. East Jerusalem; conducts late-night house searches in several villages around Jenin and nr. Egyptian border police clash with 100s of Palestinians protesting Egypt’s refusal to allow a humanitarian aid convoy through the Rafah crossing into Gaza without Israel’s permission and Egyptian plans to build an underground steel wall to deter smuggling tunnels, leaving 1 Egyptian soldier fatally shot, 10s of Palestinians injured. In Gaza, a PRC mbr. injured in the 1/5 Israeli air strike on al-Qarara dies. The UN reports that since 12/23, 1 Palestinian has been killed in a smuggling tunnel collapse on the Rafah border. Israel approves the construction of a new Jewish settlement neighborhood in Jerusalem funded by U.S. settlement financier Irving Moskowitz to build 4 apartment buildings (24 units total) on East Jerusalem’s Mount of Olives, creating Israeli territorial contiguity between Mount Scopus and the Mount of Olives, completely surrounding the Old City of Jerusalem with Jewish settlements; the U.S. issues a stern protest stating the project harms the peace process.
