In the West Bank, Israeli settlers threw stones at Palestinians driving near Silat ad-Dhahr. Israeli forces delivered stop-work notices for 9 houses in al-Ramadin and Arab Abu Farda near Qalqilya and demolished 2 agricultural structures in Tarqumiyah. Israeli forces also violently dispersed Palestinian protesters in Hebron, causing tear-gas related injuries. 9 Palestinians were arrested during late-night raids in Jalazun refugee camp, Beitunia, Silwad, Rantis, Tulkarm, Jannatah, and Beit ‘Anan; Israeli forces violently dispersed Palestinians protesting the raid in Beit ‘Anan with live ammunition and tear gas and no injuries were reported. In Gaza, Israel said it had downed a drone belonging to Hamas, which crashed into the sea. Islamic Jihad charged the PA with creating division among Palestinians by arresting its members in the West Bank. It was unclear when and how many members of Islamic Jihad the PA had arrested. (MEMO 11/9)

PA prime minister Mohammed Shtayyeh met with a bi-partisan group of senators led by Chris Coons (D-DE) in Ramallah. The group discussed reopening the consulate to Palestinians in Jerusalem and U.S. aid to Palestinians. (WAFA 11/8; TOI 11/10)

In Syria, Israeli forces conducted air strikes in Homs and Tartus, injuring 2 Syrian soldiers and causing damage. (HA 11/8)

Haaretz reported that the Israeli military did not know that AP and Al Jazeera had offices in al-Jalaa high-rise in Gaza before deciding to level it on 5/15. Top officials in the Israeli military, including chief of staff Aviv Kochavi, were alerted to the fact after the decision was made to target the building, but before the strike was carried out, and nevertheless decided to go ahead with the strike. Israel never publicly released any evidence to back its claim that Hamas operated out of al-Jalaa building. (HA, MEMO 11/8)

The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. Front Line Defenders published an investigation showing that the Israeli NSO Group’s Pegasus spyware had been used to spy on 6 Palestinian human rights activists, including 1 field researcher working for Al-Haq, the executive director of Bisan Center for Research and Development—a U.S. citizen—1 Palestinian lawyer who works for Addameer and had his permanent residency in East Jerusalem revoked on 10/18, and 3 unidentified Palestinians. Front Line Defenders investigated 75 iPhones and found 6 were infected with Pegasus spyware, later confirmed by Citizen Lab and Amnesty International. The 3 named victims work for organizations deemed to be terrorist groups by Israel’s defense minister Benny Gantz on 10/22 for alleged connections with the PFLP. NSO Group was blacklisted by the U.S. on 11/3 for facilitating attacks on human rights activists and journalists. A U.S. court rejected NSO Group’s claim of immunity in a lawsuit brought by Facebook, also known as Meta Platforms Inc., about the hacking of its WhatsApp servers. (HA 11/8; MEMO 11/9)

In the West Bank, Israeli settlers uprooted 900 olive and apricot saplings and stole olive harvests in Sabastia. Israeli settlers also uprooted 70 trees in the Masafer Yatta area. Israeli forces shot and injured 1 Palestinian man with live ammunition during a late-night raid in Tammun. Israeli forces also shot and injured 1 Palestinian minor in Silwad before arresting him. Elsewhere, Israeli forces demolished 1 structure in Haris and 1 house in Abu Nawwar, displacing 8 Palestinians, and delivered a stop-work notice for a house under construction in Deir Balut. 10 Palestinians were arrested during late-night raids in and around Ramallah, Kobar, Beita, ‘Azzun, al-Shuyukh, and Beit Umar. In East Jerusalem, 1 Israeli police officer was filmed hitting 1 Palestinian teenager at the Damascus Gate plaza. The teenager was filmed approaching the officer to complain that he was beaten by another officer. As the officer asked the Palestinian which of his colleagues had beaten him, the officer started beating the Palestinian with his club. Later, on 10/14, the officer was suspended for 5 days. 3 Palestinian minors were arrested in Silwan and al-Tur. Off the coast of Gaza, Israeli naval forces confiscated 1 Palestinian fishing boat anchored some 6 nautical miles west of Gaza. The International Committee of the Red Cross (ICRC) said in a statement that 9,300 olive trees had been destroyed in the West Bank from August 2020 to August 2021. The ICRC further stated that Palestinians growing olives face 3 challenges: impediments to their movement and access, harassment and violence by settlers, and impacts of climate change. The Palestinian prisoner administration said that some 400 Palestinian prisoners in Israeli prisons soon will start an open-ended hunger strike to protest new restrictions imposed after 6 prisoners escaped Gilboa prison on 9/6. The Palestinian Football Association (PFA) canceled a meeting with FIFA president Gino Infantino due to his participation in an event hosted by former U.S. ambassador to Israel David Friedman at the Israeli Museum of Tolerance, built on a Muslim cemetery in East Jerusalem that dates back to the 11th century. The PFA said in a statement that it views Infantino’s participation in the event “as a total affront to the values of religious tolerance and peaceful coexistence, both endorsed by the FIFA statutes.” (WAFA 10/12; WAFA 10/13)

The commander of an Israeli military unit that was attacked by Israeli settlers from the Yitzhar settlement on 10/11 said they did not respond violently because his unit was in a Jewish community. The commander said that “the core of Yitzhar are good people.” (HA 10/12)

Israel’s justice minister Gideon Saar said at a conference that the U.S. consulate to Palestinians will not reopen in Jerusalem, saying, “It needs Israeli approval . . . We will not compromise on this issue.” (REU 10/12; MEMO 10/13)

90 Google employees and more than 300 Amazon employees wrote an open letter published in the Guardian calling on the 2 companies to “pull out of Project Nimbus [a cloud server sold to Israel for $1.2 billion] and cut all ties with the Israeli military.” The employees complained that the 2 companies’ cooperation with Israel will “make the systematic discrimination and displacement carried out by the Israeli military and government even crueler and deadlier for Palestinians.” (NA 6/22; GDN, MEE 10/12; HA, MEMO, WAFA 10/13)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5. Israeli forces also ordered a stop-work for a school in Kisan and seized 1 bulldozer. 4 Palestinians were arrested at military checkpoints near Bethlehem and Qalqilya. In East Jerusalem, 1 Palestinian was arrested in Issawiyya and 2 Palestinians were handed notices that they were banned from the Haram al-Sharif compound for 4 and 5 months. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles off the shore west of Bayt Lahiya; no injuries were reported. The former leader of Islamic Jihad in Palestine, Ramadan Shalah, died after having been in a coma for more than 2 years. PA president Mahmoud Abbas expressed his condolences to the Shalah family and said Palestine had “lost a great national figure.” (AJ, WAFA 6/7)

In Israel, thousands of protesters demonstrated against the Israeli government’s plans to annex parts of the West Bank at Rabin Square in Tel Aviv. During the protest, a video message from U.S. democratic senator Bernie Sanders (D-VT) urged protesters to stand up against authoritarian leaders and annexation and called for an end of the occupation of the West Bank. According to Sanders’s foreign policy advisor, Matt Duss, Sanders made the address following a request by Israeli-Palestinian MKs Ayman Odeh and Aida Touma-Sliman. In the West Bank, clashes erupted between Israeli forces and Palestinians when Israeli settlers toured Joseph’s Tomb near Nablus; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet, others suffered tear-gas related injuries. 6 Palestinians were arrested including 5 during late-night raids in Hebron, Taqqua, and al-‘Arub refugee camp; 1 was arrested at a military checkpoint near al-Khadir. Israeli forces delivered a stop-work order for a Palestinian-owned house near Tubas. In East Jerusalem, 15 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces opened fire at agricultural lands east of Khan Yunis; no injuries were reported. Israel notified 6 Palestinians living in the East Jerusalem neighborhood of Issawiyya that Israel intends to use a British Mandate-era emergency regulation to place them under nighttime curfew for several months. (HA 12/30)

8 Palestinian and Arab banks signed a memorandum of understanding with the Jerusalem District Electricity Company (JDECO) for a loan to facilitate an end to the power cuts that have affected thousands of Palestinians since 12/15. The Israel Electric Corporation (IEC) began to cut power for several major cities in the West Bank because the JDECO had accumulated too much debt to the IEC due to a fiscal crisis. The JDECO is a Palestinian-owned electricity company that relies on the IEC for supplying power to East Jerusalem and the West Bank. (WAFA 12/29)

In a statement, Hamas’s interior ministry accused the PA of providing information to Israel that aided the Israeli assassination of PIJ commander Baha Abu al-Ata on 11/12. The statement also said that Hamas had arrested a PA intelligence cell which had allegedly collected the information given to Israel. (HA 12/29)

The Israeli security cabinet approved a request made by defense minister Naftali Bennett to withhold $43 million of the PA tax revenue collected by Israel from the PA. According to the defense ministry, the $43 million represents payments transferred from the Israeli government to Israeli families who were victims of Palestinian attacks. The U.S. conducted 3 airstrikes in Syria and Iraq against the Kata’ib Hezbollah militia group, killing 25 and injuring 55. U.S. officials said the attack was in response to the killing of a civilian contractor on 12/27 working for the U.S. at a military base in Iraq, officials also warned that “additional actions” may be taken. According to the Iranian media outlet Fars, the Iranian Revolutionary Guard seized a foreign tanker carrying illegal oil south of Larak Island in the Persian Gulf. The reporting did not indicate the nationality of the ship, but 16 Malaysian crew members were arrested. (HA 12/30; AJ 12/31)

Israeli forces arrested 18 Israeli settlers while evacuating temporary homes at an Israeli-deemed illegal settlement east of the Ofra settlement. In East Jerusalem, Israeli authorities issued 2 demolition orders for 2 buildings in Shu‘fat refugee camp. Israeli forces also demolished 2 Palestinian-owned homes in Silwan; at least 1 Palestinian was injured trying to protect his home. In Gaza, Israel reduced the fishing zone from 15 nautical miles to 6 in response to the rocket fired from Gaza on 4/29. Israeli authorities said that the rocket was launched by Islamic Jihad. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. Israeli naval forces also removed and destroyed all fishing nets placed outside of the 6-nautical-mile fishing zone. In Israel, 2 Israelis were sentenced to 1 year in prison for assaults made on 4 Palestinian citizens of Israel in 2017 to deter them from dating Jewish women. The EU called on Israel not to deport Human Rights Watch director for Israel and Palestine Omar Shakir, who was denied a petition at the Jerusalem district court to halt his pending deportation on 4/16. (HA 4/30)

The EU asked the PA to accept the reduced tax revenue Israel is offering until a solution to the PA’s financial crisis is found. The EU stressed that the request “does not constitute a legal or political endorsement of Israeli deductions.” (HA 4/30; HA 5/1)

The U.S. government is working to designate the Muslim Brotherhood a foreign terrorist organization, said the White House. According to New York Times reporting, U.S. president Donald Trump was urged by Egyptian president Abdel Fattah al-Sisi to make the designation while on an official visit to Washington on 4/9. In a joint statement by U.S. democrats in the House of Representatives, concern was expressed for the Israeli-planned demolition of Khan al-Ahmar and Susiya. The U.S. members of Congress signing the statement were Jan Schakowsky (D-IL), David Price (D-NC), John Yarmuth (D-KY), Peter Welch (D-VT), Gerry Connolly (D-VA), Barbara Lee (D-CA), and Lloyd Doggett (D-TX). Member of the House of Representatives Betty McCollum (D-MN) reintroduced her bill H.R.2407 “Promoting Human Rights for Palestinian Children Living Under Israeli Military Occupation Act.” The bill, if passed, would amend the Foreign Assistance Act, cutting assistance to foreign countries that uses “military detention, interrogation, abuse, or ill-treatment of children in violation of international humanitarian law,” and authorize $19 million annually to NGOs monitoring human rights abuses associated with Israel’s military detention of children. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. Additionally, Israel summoned France’s ambassador to Israel Hélène Le Gal to the Israeli foreign ministry for a reprimand for Araud’s statements. (HA 4/30)

The EU contributed $4.1 million to the PA’s private sector reconstruction agricultural program to help farmers in Gaza. In a separate announcement, EU foreign policy chief Federica Mogherini said that the EU was contributing with an additional $24.5 million in humanitarian assistance to Palestinians in Gaza and the West Bank. IDF troops shoot and injure a Palestinian at a checkpoint in c. Hebron after he allegedly attempts to stab 1 of them. Elsewhere in the West Bank, IDF troops fire tear gas and stun grenades inside the grounds of a hospital complex in Ramallah, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. The IDF says that the troops entered the hospital’s grounds to break up a crowd forming there. IDF troops also violently suppress Palestinian journalists protesting in solidarity with the 1,500-plus hunger striking Palestinian prisoners observing the Dignity Strike in Bethlehem and outside Ofer Prison nr. Ramallah; 5 journalists are injured. Israeli forces arrest 5 Palestinians during late-night raids nr. Bethlehem, Nablus, and Qalqilya; and patrol nr. The White House officially confirms that Pres. Trump plans to visit Israel and the oPt on 5/22–23 in the context of his efforts to restart Palestinian-Israeli peace negotiations. The Saudi newspaper al-Hayat will report on 5/5 that the White House refused an Israeli request to delay the visit until 6/2017, which would coincide with the 50th anniversary of the 1967 war. Other sources say that Trump feared the proposed timing would cast him as a biased mediator. (HA 5/4; AH, HA 5/6)

IDF troops shoot and critically injure a Palestinian youth at the Huwwara checkpoint nr. Nablus after he allegedly attempts to stab 1 of them. Meanwhile, a Palestinian vehicle is found burned and vandalized outside nearby Huwwara village. It was presumably the target of an overnight price-tag attack. Elsewhere in the West Bank, IDF troops set up mobile checkpoints and fire stun grenades in Kifl Haris village nr. Salfit to clear the way for Israeli settlers to visit a Jewish holy site in the area. They also arrest a Palestinian at a checkpoint in c. Hebron when she is allegedly found to be carrying a knife, arrest 11 Palestinians during late-night raids in and around Nablus, Tubas, Hebron, Bethlehem, and Qalqilya; and patrol nr. Israeli PM Netanyahu announces that the Israeli govt. holds the PA responsible for the fate of the 3 missing Israeli teenagers, since “the terrorists originated from Palestinian territory.” Anonymous PA officials tell the media that Abbas has instructed his security services to help in the manhunt.
