Israel rejects Hamas’s latest call (ca. 12/20) via Egypt for a cease-fire, vows to continue “counterterrorist operations” to deter rocket fire. Dep. PM Haim Ramon says Israel’s strategic goal is to overthrow Hamas in Gaza using military and economic pres sure. Islamic Jihad, declaring that it would not adhere to a truce, fires 5 rockets fr. Gaza into Israel, damaging 2 commercial buildings but causing no injuries; another rocket lands inside Gaza, damaging a Palestinian home in Bayt Hanun, causing no injuries. Before the 2d post-Annapolis mtg. of the Palestinian and Israeli negotiating teams on 12/24, Olmert’s government reopens the Sufa crossing (closed since 10/28/07) for up to 30 trucks/day, but also seeks Knesset approval for $25 m. to construct 500 settlement housing units in Har Homa in Jerusalem and 240 units in Ma’ale Adumim outside of Jerusalem; it is unclear whether the money is for units already approved for construction (see 12/4) or involves new building plans. Meanwhile, in Gaza, the IDF fires on unarmed Palestinians (including a child) on their land nr. the border fence e. of Dayr al-Balah, wounding 1; shells a Hamas border patrol e. of al-Bureij r.c., killing 2 Hamas mbrs. In Gaza, the IDF fatally shoots 2 armed Palestinians on the border nr. Jabaliya; sends troops into al-Shuka nr. Rafah to bulldoze 6 d. of agricultural land nr. the Gaza airport; bulldozes Palestinian land along the border fence n. of Bayt Lahiya. In the West Bank, the IDF sends undercover units into Sa‘ida nr. Tulkarm to raid 2 Palestinian homes, mortally shooting Islamic Jihad cmdr. Tariq Milhem in an exchange of fire, allowing him to bleed to death over 2 hrs., also fatally shooting his 11-yr.-old brother, wounding 2 other family mbrs. In the West Bank, the IDF patrols in, fires on residential areas of Balata r.c. nr. Nablus, wounding 1 Palestinian woman; conducts house searches in ‘Ayn Bayt al-Ma’a; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 2. Jewish settlers fire on a Palestinian wedding party nr. Nablus, wounding 2 Palestinians. Jewish settlers in Hebron assault an 11-yr.-old Palestinian boy riding his bike, breaking his arm. Meanwhile, 500 Fatah mbrs. hold an unauthorized protest against the Hamas-led government outside the main security headquarters in Gaza City, throwing stones at ESF officers guarding the building, who fire into the air and beat back the demonstrators, injuring 15. Separately in Gaza City, ESF officers raid a wedding to halt celebratory gunfire, scuffling with guests, beating and injuring 1 Palestinian. (WT 8/25; OCHA 8/29; PCHR 8/30)

Under a temporary cease-fire brokered by the Palestinian Clerics Association btwn. the Lebanese army and Fatah alIslam (FI) militants who have been fighting in and around the Palestinian refugee camp of Nahr al-Barid nr. Tripoli since 5/07, army soldiers escort the remaining families of FI mbrs. (22 women, 41 children) out of the r.c. in anticipation of a final assault. The army estimates that 70 FI mbrs. are left in the camp and are refusing to surrender. (NYT, WT 8/25)

In Gaza, Fatah-Hamas fighting that erupted in Rafah on 6/9 escalates sharply, spreading across the Strip (Dayr al-Balah, Gaza City, Jabaliya r.c., Rafah), with 100s of gunmen exchanging RPG and machine gun fire, and sides kidnapping rival mbrs. and setting up security checkpoints, leaving at least 4 Palestinians dead, 36 wounded (mostly civilians). Incidents include a PA presidential guard mbr. being shot and thrown off an 18-story Gaza City building, the retaliatory abduction and killing of a Hamas cleric, and the murder of an ESF officer by throwing him off a high-rise building. Late in the evening, Fatah, Hamas officials call on their fighters to leave the streets and observe a cease-fire. Meanwhile, in response to the 6/9 Islamic Jihad–AMB attack, the IDF makes 3 predawn air strikes on Gaza City, destroying a study center and charitable association run by Islamic Jihad and an alleged AMB weapons depot, wounding 7 bystanders. The IDF ends operations in Shuka, releasing all but 6 Palestinians detained at the start of the incursion on 6/8. Citing intraPalestinian fighting, Israel forces the closure of Rafah crossing, barring EU monitors fr. reaching the site. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron. Jewish settlers burn 200 d. of Palestinian agricultural land nr. Tulkarm. The IDF makes air strikes on a car in Bayt Lahiya, assassinating 4 Islamic Jihad mbrs. (Muhammad Abu Nima, Mahmud Awad, Majid al-Batash, ‘Abd al-‘Aziz al-Hilu); on an alleged weapons factory in Gaza City, damaging several neighboring houses but causing no injuries; on a group of armed Palestinians in al-Bureij r.c., missing them, hitting a building, damaging 7 homes, injuring 4 bystanders (including a 1-yr.-old child). The IDF also conducts an arrest raid in Bayt Lahiya. Hamas, Islamic Jihad, the Popular Resistance Comms. (PRCs) fire 15 rockets fr. Gaza toward Israel (3 land in Gaza), hitting a car in Sederot, killing 1 Israeli woman (the 11th killed by Palestinian rocket fire since rockets came into use in 1/02; the previous deadly strike occurred on 11/21/06), wounding 2 men. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem, Hebron, Nablus, and in Balata r.c. (targeting the AMB), Qalqilya, Tulkarm. Jewish settler teenagers fr. Karmi’el nr. Hebron throw stones at a bedouin woman nr. Yatta, injuring her. Fatah mbrs. shoot, wound 2 Hamas mbrs. in Khan Yunis and set fire to a library on the campus of the predominantly Hamas College of Science and Technology. The Lebanese army’s siege of Nahr al-Barid r.c. continues overnight. During the day, fighting is heavy: Army snipers atop buildings surrounding the camp firing on anyone moving in the streets inside, soldiers open machine gun fire on anyone trying to leave the camp; FI responds with automatic weapons, mortar fire, anti-aircraft guns; the army responds with artillery, tank fire. (The army also surrounds the volatile ‘Ayn al-Hilwa r.c. as a precaution, prompting armed Palestinian factions there to go on alert.) The UN secures a brief cease-fire in the afternoon, allowing the evacuation of 16 wounded Palestinian civilians fr. the camp before FI breaks the truce. Lebanese PM Fuad Siniora asks the U.S. to expedite $280 m. in previously pledged military aid to more effectively combat FI. After dark, army shelling of Nahr al-Barid increases significantly. The IDF makes at least 6 air strikes on Gaza, killing 9 Palestinians, wounding 10s. Air strikes target an ESF barracks outside the Interior Min. (killing 1 ESF mbr., wounding at least 21 Palestinians, including at least 10 bystanders); a civilian car (apparently mistaken for a Hamas vehicle) driving nr. Rafah, killing 2 Palestinian children, wounding their father, 2 siblings; a trailer used to house ESF mbrs. guarding Interior Min. spokesman Khalid Abu Hilal’s home, killing 1 ESF mbr., wounding 4; a Hamas base e. of Gaza City nr. Qarni, killing 4 Hamas mbrs., 1 bystander and wounding 4 Hamas mbrs., 2 bystanders; a car in Gaza City, in an apparent attempt to assassinate Izzeddin al-Qassam Brigades (IQB) cmdr. The IDF reoccupies an area of prime Palestinian agricultural land northeast of Bayt Hanun and northwest of Bayt Lahiya to expand its n. Gaza buffer zone, declaring the area off limits to Palestinians farmers, leveling land; deploys an artillery battery on the n. Gaza border, shelling areas nr. Bayt Lahiya and in Jabaliya r.c. (targeting Islamic Jihad mbrs.), causing no injuries; sends tanks into n. Gaza to conduct “limited ground operations” to halt Palestinian rocket fire, occupying buildings in Bayt Lahiya, and later Bayt Hanun and Jabaliya r.c. (The U.S. supports Israel’s “right to defend itself.”) A Palestinian teenager is injured in Jabaliya r.c. when he accidentally triggers unexploded IDF ordnance (IDF UXO). Palestinians fire at least 17 rockets fr. Gaza into Israel, wounding several Israelis and damaging a synagogue, high school, and industrial building. (The Israeli DMin. evacuates 900 residents fr. Sederot, where most rockets have hit, taking them for a “weekend respite” at a recreation center in Netanya; about half of the town’s 24,000 residents have left.) In the West Bank, the IDF conducts arrest raids, house searches in and around Salfit, Tulkarm (firing on stone-throwing Palestinians who confront them, wounding 2) and in Hebron (also raiding a wedding in Hebron, interrogating celebrants and arresting 3), Nablus; sends troops to patrol in Bayt Fajjar nr. Bethlehem, firing on residential areas and stonethrowing youths who confront the troops, killing 1 Palestinian teenager, wounding a 2d. Meanwhile, a new Hamas-Fatah ceasefire significantly reduces violence in Gaza, though at least 6 Palestinians are killed in clashes during the day. The dead include a Hamas mbr. kidnapped, executed by Fatah; a Hamas mbr. killed by a Fatah sniper; 4 Hamas supporters killed, 14 wounded when Fatah forces ambush a funeral for 2 ESF mbrs. killed on 5/16. Hamas mbrs. also attack PA national security forces (NSF) and PSF headquarters in n. Gaza. With the PA security forces unable to guarantee his security, Abbas delays plans to go to Gaza today to discuss the interfactional fighting. The IDF makes an air strike on a car nr. Jabaliya r.c. carrying Islamic Jihad mbrs. who had fired rockets toward Israel (causing no damage), missing the vehicle and causing no damage; within the hr., the IDF makes a 2d air strike on a car in the same area, killing 1 Palestinian with no known resistance connections. Citing 9 killings in 2 days, Hamas’s Izzeddin al-Qassam Brigades declares an end to its observance of the 11/26/06 cease-fire, though PM Haniyeh says that the PA still has every intention of making it work. During the day, Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires on stone-throwing Palestinians in Ramallah, killing a 15-yr.-old Palestinian boy; evicts some 80 Palestinians fr. Hadidiyya in the n. Jordan Valley (the Israeli High Court ruled on 1/3 that they posed a security threat to Jewish settlers in nearby Ro’i settlement; see Quarterly Update in JPS 143); confiscates 169 d. of Palestinian land nr. Tulkarm for construction of the separation wall; imposes a curfew on Hawara nr. Nablus; conducts late-night arrest raids, house searches in Balata r.c., Nablus. A Palestinian gunmanfires on a Jewish settler vehicle nr. Hizma checkpoint into Jerusalem, injuring a settler and a Palestinian bystander. In Jabaliya r.c., PRC mbrs. abduct 5 Palestinians, including 2 ESF mbrs., exchanging fire with the ESF that leaves 1 of the abductees dead and sparks local demonstrations. In Gaza City, armed mbrs. of a local clan attack an ESF base, injuring 1 ESF mbr., kidnapping another (who is released later in the day after the PA intervenes). When AMB, Islamic Jihad fire 9 rockets into Israel, causing no damage or injuries, the IDF shells n. Gaza for the 1st time since the 11/26 cease-fire went into effect, wounding 4 Islamic Jihad mbrs. preparing to fire a rocket into Israel, also killing 1 Palestinian bystander and wounding 2; Israel says the strike was not intended to signal a change of policy or an escalation. The IDF also sends bulldozers into Gaza w. of Rafah to level land along the border fence. In the West Bank, IDF demolishes 3 Palestinian businesses, an animal pen in Barta‘a nr. Jenin; fires on stonethrowing Palestinian youths nr. the Qalandia checkpoint outside Jerusalem, seriously wounding 1 with a bullet to the head, lightly wounding 3 others; conducts arrest raids, house searches in ‘Askar r.c., Balata, Nablus, Tulkarm and nr. Overnight, the Israeli navy rounds up 14 Palestinian fishing boats, detains 56 fishermen, releases 50 later in the day. A Hamas sniper fires across the Gaza border into Israel, wounding an Israeli electrical worker in the 1st armed attack by Hamas since the Gaza cease-fire went into effect 11/26/06. Hamas mbrs. also fire 2 mortars at the IDF post at Qarni crossing, causing no damage or injuries. Hamas spokesman Ghazi Hamad reiterates Hamas’s call for mutual calm; Israel says that it will continue to abide by the truce but that its patience is wearing thin. In Shati’ r.c., an Islamic Jihad mbr. is killed, 9 Palestinians are injured when explosives he is handling detonate prematurely. Egyptian security forces announce that they have captured a Hamas mbr. in the n. Sinai, who allegedly intended to sneak into Israel to stage a suicide bombing. In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron, firing on stone-throwing Palestinians, wounding 4. Jewish settlers fr. Kiryat Arba bar Palestinian worshipers fr. entering al-Ras Mosque in Hebron; the IDF observes but does not intervene. Separately, 50 Jewish settlers fr. Kiryat Arba, under IDF protection, occupy a 4-story Palestinian residential building in Hebron, claiming to have legally purchased it; the owner denies this; officers fr. the Temporary International Presence in Hebron (TIPH) ask the settlers to see the purchase documents, but they refuse. A Jewish settler fr. Hebron seriously injures a Palestinian man in a deliberate hit and run. In Gaza City, 200 family mbrs. of Palestinians detained by Israel hold a sit-in to demand greater PA and international efforts to secure a prisoner release. For a 3d day, IDF troops at the Erez crossing fire at Palestinians collecting scrap metal nr. the border fence, wounding 1 Palestinian. In the 1st such incident since the Gaza ceasefire went into effect on 11/26, an Islamic Jihad mbr. receives a phone call fr. the IDF warning him to evacuate his home pending an air strike; family and neighbors surround the home and no strike is carried out. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem, in Silat al-Harithiyya, nr. Nablus. Inside Israel, Israeli forces demolish 21 bedouin homes in Twayyil in the Negev. An ESF mbr. is injured in an exchange of fire btwn. ESF, Fatah mbrs. in Bayt Lahiya. ESF, Force 17 mbrs. clash nr. Abbas’s office in Gaza City, leaving a Force 17 mbr. wounded. After nearly 6 mos. of silence, the PRC faction holding captured IDF Cpl.
