In the West Bank, Israeli forces seized 1 tractor and 2 vehicles during a raid in Ras al-Ahmar in the Jordan Valley. Israeli forces also demolished 4 barns and a house under construction near Bayt Jala. Israeli settlers from the Yitzhar settlement raided ‘Urif south of Nablus, throwing stones and bottles at buildings, causing damage. 26 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Tulkarm, Bethlehem, Hebron, and Jericho. In East Jerusalem, Israeli forces demolish 1 house in Bayt Hanina and 1 wall in Issawiyya. Israeli forces also arrested 7 Palestinians during late-night raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen in 3 separate incidents; 1 Palestinian was arrested and 1 boat confiscated. An Israeli court ruled that 6 Palestinians from the bedouin village of al-Araqib in southern Israel have to pay $372,000 for their own evictions. Al-Araqib was last demolished on 8/5 for the 149^th time since 2010. (HA 8/8)

An Israeli aircraft bombs a site near Rafah where a group of Palestinians are reportedly preparing incendiary kites and balloons to fly into southern Israel; there are no reported injuries. The strike comes after an incendiary device sparks a small fire in an open area on the Israeli side of the border fence. Later, Israeli drones bomb similar sites near Bayt Hanun and Jabaliya refugee camp, causing no major damage or injuries. IDF troops stationed along the border fence open fire on Palestinian farmland near Dayr al-Balah. In the West Bank, Israeli forces destroy 400 meters of water pipelines outside Bardala village in the north Jordan Valley. They also arrest 1 Palestinian during a late-night raid near Hebron, and patrol near Tulkarm, Hebron, and Nablus. Israeli settlers set fire to 2 Palestinian vehicles in ‘Urif village near Nablus late at night. They also leave racist graffiti in the area. Israel’s High Court of Justice postpones the planned evacuation and demolition of Khan al-Ahmar, a Bedouin village near Jerusalem, until 8/15, rejecting the Israeli government’s response to a petition from the village’s legal team. (JP, TOI, WAFA 7/12)

Tensions remain high at Haram al-Sharif, as Palestinians hold a “day of rage” across the oPt. Muslim worshippers clash with Israeli forces after midday prayers at the Lion’s Gate to the Old City; 2 Palestinians are injured and arrested. Elsewhere, Palestinian, Israeli, and international protesters clash with Israeli forces at Qalandia checkpoint, Shu‘fat, Ramallah, and Bethlehem; at least 8 Palestinians are injured. Protests in Nablus and Tubas are without incident. Meanwhile, after a number of Jewish settlers perform religious rituals at Haram al-Sharif, the Israeli police temporarily suspended Jewish visitation rights to the sanctuary. Hebron, Nablus, and Tulkarm; and patrol nr. Hebron during the day. In East Jerusalem, Israeli forces arrest 10 Palestinians during raids in Silwan, al-Tur, Issawiyya, and Shu‘fat r.c. After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Separately, a White House spokesperson says that the U.S. is “very concerned” about the situation and calls on “the State of Israel and the Hashemite Kingdom of Jordan to make a good faith effort to reduce tensions and to find a solution that assures public safety and the security of the site and maintains the status quo.” (TOI 7/19; SA, TOI 7/20)

Israeli police shoot and kill a Palestinian in Sheikh Jarrah, East Jerusalem, after he injures 6 Israelis in a drive-by shooting nr. an Israeli police headquarters (2 succumb to their injuries later in the day). The Palestinian was reportedly supposed to turn himself into the Israeli authorities today to begin serving a 4-mo. sentence for attacking a police officer in 2013. Israeli forces later conduct a series of raids in Silwan and al-Ram, interrogate the attacker’s family, and spark clashes with stone-throwing Palestinians; 7 Palestinians are detained, and 1 Associated Press photographer and 2 Israeli soldiers are injured (1 seriously). Israeli troops return to al-Ram late at night, arrest the attacker’s teenage daughter, and threaten punitive demolition of the attacker’s home. Around 1,200 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus, sparking clashes between their IDF escort and stonethrowing Palestinians; there are no serious injuries. Meanwhile, IDF troops arrest 13 Palestinians and damage 1 workshop during raids and house searches nr. Tulkarm, Hebron, and Qalqilya. Inside Israel, Israeli forces demolish multiple homes in the bedouin village of Bir Hadaj nr. Beersheba. The IDF also demolishes 22 residential and agricultural structures in the n. Jordan Valley, 8 homes in a bedouin community nr. Bethlehem, and a number of residences, agricultural structures, solar panels, and the main water pipeline in a bedouin village nr. Jerusalem. Along Gaza’s border, Israeli forces open fire on Palestinian farmers nr. al-Maghazi r.c., causing no injuries; and conduct a limited incursion to level land nr. al-Bureij r.c. In the West Bank, Israeli forces demolish part of a classroom in a bedouin community nr. Jerusalem, and 6 residences and 9 sheep barns in the n. Jordan Valley. IDF troops arrest 10 Palestinians, including 1 Palestinian Legislative Council mbr., during raids and house searches nr. Jenin, Tulkarm, and in and around Hebron; and patrol nr. Salfit and Hebron during the day. Palestinian youths throw Molotov cocktails at an Israeli settler’s vehicle late at night nr. Ramallah, injuring 1 settler. In East Jerusalem, Israeli forces demolish 3 residential buildings in al-Tur and Bayt Safafa. Israeli forces continue targeting Shu‘fat r.c., raiding the camp for the 5th day this week and arresting 6 residents. The Hebron area is hit hard throughout the day, as IDF troops shoot and injure a Palestinian at the entrance to al-Fawar r.c. after he stabs and seriously injures an Israeli soldier (the Palestinian will succumb to his injuries later in the day); Israeli forces place a closure on the camp. IDF troops are heavily deployed across Hebron, after a Palestinian gunman allegedly shot at an Israeli settler’s vehicle in the Old City. Israeli forces conduct raids in al-‘Arub r.c. and patrol throughout the Hebron area, arresting 10 Palestinians total. Elsewhere in the West Bank, a Palestinian youth succumbs to injuries sustained in clashes with the IDF nr. Ramallah 2 weeks ago, on 11/11. IDF troops violently clash with protesters at Palestine Technical University in Tulkarm for the 2d day, injuring 4 Palestinians; patrol nr. Tulkarm. The IDF conducts raids and house searches in Jenin and 4 villages nearby, and in 1 village nr. Ramallah, arresting 6 Palestinians. Israeli forces demolish a road in a bedouin community in the Jordan Valley; confiscate stonecutting equipment from a quarry nr. Bethlehem. In East Jerusalem, Israeli forces raid a sports club in al-Tur, confiscating data from surveillance cameras. A number of right-wing Jewish activists tour Haram al-Sharif in the morning. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Along Gaza’s border, Israeli forces conduct a limited incursion nr. Jabaliya to level land and build up earth mounds that will obstruct Palestinian farmers; open fire on Palestinian lands along the border fence e. of Khan Yunis. In the Gaza Strip, the Union of Civil Servants announces that all govt. employees will go on strike on 12/11, and that school workers will strike on 12/14, in protest of the PA unity govt.’s failure to pay civil servants in Gaza who were hired after Hamas came to power in 2007. An IDF tank stationed along the border e. of al-Bureij r.c. fires on agricultural land, causing damage. Hours later, 4 IDF tanks and 3 armored bulldozers cross the border fence in e. Gaza, leveling land and firing live ammunition toward Palestinian property. In the West Bank, IDF troops detain 2 Palestinians as they approach the Tekoa settlement nr. Bethlehem. Israeli forces confiscate 3 Palestinian-owned tractors while patrolling in a bedouin village in the n. Jordan Valley. They also stop work on a UN Development Program project nr. Salfit, detain 2 Palestinian workers, and confiscate 1 tractor. The IDF conducts house searches and arrest raids nr. Ramallah, Hebron, Tulkarm, and Jenin. Israeli settlers cut the wires to 4 electricity poles and chop down several olive trees nr. Burin village s. of Nablus, clearing the area for the expansion of 2 nearby settlements. In East Jerusalem, Israeli police raid the Silwan home of Ahmad al-Ghoul, head of the Fatah Youth Movement in Jerusalem, and arrest him. He was recently attacked by Israeli settlers on 11/21. Israeli authorities deliver demolition notices to several residences and commercial buildings in Silwan, al-Tur, Issawiyya, and Jabal Mukabir. Israeli police detain 2 Palestinian women at Haram al-Sharif. They also conduct arrest raids around East Jerusalem; deliver demolition notices in Silwan, al-Tur, Issawiyya, and Jabal Mukabir. After threatening a mass action on 12/6, 70 Palestinian prisoners in Israeli prisons launch a hunger strike in protest of Israel’s treatment of a fellow prisoner and its use of solitary confinement. (MNA 12/9; WAFA 12/10)

The Knesset Finance Comm. approves a series of public funds transfers, including PM Netanyahu’s 12/8 request for around $20 m. to support the West Bank settlements. (AFP, TOI, YA 12/9)

The Lower House of the Irish Parliament unanimously passes a nonbinding res. calling on the Irish govt. to recognize Palestinian statehood, similar to the 1 passed by the Upper House on 10/23. (REU 12/9; HA 12/11)

In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Meanwhile, Israel demolishes 4 Palestinian apartments in the al-Tur neighborhood of East Jerusalem, as well as a water well and utility room in the al-Fawar r.c. in Hebron. The IDF patrols in 3 villages nr. Tulkarm in the morning, in 2 villages nr. Jenin in the afternoon. At night, IDF troops conduct house searches and arrest raids in Dahaysha r.c. in Bethlehem, in Hebron, in 5 villages nr. Hebron, in Nablus, and in 1 village nr. Ramallah. UN Secy.-Gen. Ban Ki-moon urges the Syrian government to allow experts into the country to investigate reports of alleged use of chemical weapons. Damascus wants any investigation limited to a 3/2013 incident nr. Aleppo while Ban wants to also include a 12/2012 incident in Homs. (see 4/24) (AP 4/29)

Israeli troops on the n. Gaza border twice fire at suspicious movement in open areas e. of Bayt Hanun, causing no reported injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 1 village nr. Jenin in the morning and in Tulkarm town and r.c. in the evening, in both cases firing at stone-throwing youths who confront them, causing no reported injuries. OCHA reports that in the previous wk., the IDF demolished 10 tents and 5 animal pens in the Bedouin village of Fasayil al-Wusta and 2 animal pens in the neighboring Bedouin village of Fasayil al-Fauqa, both in the Jordan Valley. Fatah and Hamas announce that, in keeping with their 5/2011 reconciliation deal, they have agreed on formation of a new Central Elections Commission to prepare for presidential and parliamentary elections. They fail to reach an agreement on formation of a caretaker government to take the Palestinians to elections, postponing further discussion until late 1/2012. (JPI 12/30)

After a UNSC briefing on the Middle East, 14 UNSC mbrs. criticize the U.S. (without naming it directly) for blocking any criticism of Israel’s recent approvals for new settlement construction in East Jerusalem and the West Bank and of the increasing settler violence, as well as for threatening to veto any UNSC res. supporting Palestinian statehood. British UN Ambassador Mark Lyall Grant, speaking on behalf of the European UNSC mbrs. (Britain, France, Germany, and Portugal), calls recent Israeli settlement and settler actions “devastating” to the 2-state solution, saying “Israel’s security and the realization of the Palestinians’ right to statehood are not opposing goals. On the contrary, they are mutually reinforcing objectives. But they will not be achieved while settlement building and settler violence continues.” Grant also calls on Israel and the Palestinians to send their comprehensive proposals on territory and security to the Quartet as soon as possible. (The Palestinians have already submitted theirs to the Quartet, so this is seen as an added rebuke to Israel, which has not done so.) (HA 12/21, NYT 12/22)

In Gaza, 1 Palestinian is injured in a smuggling tunnel accident on the Rafah border. In the West Bank, the IDF bulldozes the bedouin village of Fasayil al-Wusta in the Jordan Valley, saying it was erected on state land nr. a settler-only bypass road, displacing 103 bedouin (including 63 children); demolishes 2 wells nr. Hebron; patrols in 3 villages nr. Jenin and 1 nr. Tulkarm in the morning; arrests Qalqilya Fatah official Muhammad Walawil and his brother during the day, without giving cause; raids Tulkarm late at night to arrest 3 Palestinians who had ignored orders to appear before an Israeli military court on 6/13/11 to testify against a Palestinian prisoner. The IDF also escorts 8 Israeli MKs on a rare daytime visit to Joseph’s Tomb in Nablus, where they publicly call on the government to declare sovereignty over the site. In response to IDF attacks on 2/5, Palestinians fire at least 20 rockets and mortars fr. Gaza into Israel, injuring 2 Israeli girls (ages 1, 12) playing outside in Kibbutz Beeri. The IDF then steps up air strikes and shelling of Hamas targets around Bayt Hanun, Gaza City, Jabaliya r.c., and Khan Yunis, wounding at least 3 Hamas mbrs. and an 80-yr.-old woman. In the West Bank, the IDF demolishes 2 Palestinian homes, bedouin tents, and 2 merchandise stalls in Jiftlik in the Jordan Valley, displacing 29 Palestinians; demolishes 4 tents, 9 animal pens, 2 other structures belonging to bedouin families nr. Tubas, displacing 30 Palestinians; bulldozes a room of a home nr. the separation wall in Qalqilya; conducts arrest raids, house searches nr. Nablus and in Hebron (again targeting the homes of the alleged 2/4 bombers), Qabatya, Ramallah, Tulkarm. Overnight, the IDF sends troops, tanks, helicopter gunships into Khan Yunis in a major raid, clashing with armed Palestinians (killing at least 2 Hamas mbrs., wounding at least 22 Palestinians, including at least 5 children on their way to school), shelling and then bulldozing a Palestinian home that allegedly provided cover for gunmen (killing 5 mbrs. of a Palestinian family, wounding 2 others), bulldozing 29 d. of agricultural land. Early in the morning, Palestinians fire a Grad-type rocket fr. Gaza into Israel, striking nr. Ashqelon, causing no damage or injuries but marking the deepest rocket strike to date; also fire several homemade rockets, damaging an Israeli home is Sederot. During the day, the IDF makes air strikes destroying the homes of 2 senior Islamic Jihad cmdrs. (previously killed by the IDF), a Gaza City warehouse, and at least 1 other target associated with Islamic Jihad (no casualties are reported in these strikes); makes an air strike on a Hamas post in Rafah, killing a Fatah mbr. in detention there, wounding 2 Hamas mbrs., 2 bystanders; sends troops into Gaza City, sparking clashes with local gunmen and calling in air strikes in support, killing 1 armed Palestinian, wounding 2. Overnight, in the West Bank, the IDF launches a major raid into Nablus and neighboring ‘Ayn Bayt alMa’ r.c., imposing a round-the-clock curfew, sending in at least 70 military vehicles and bulldozers, occupying homes as observation posts, arresting 3 senior AMB mbrs., sparking demonstrations, clashing with local Palestinians, leaving 33 injured (many by rubber bullets); the PA, which has daytime security control of Nablus, denounces Israel for attempting to undermine its efforts to expand security control before Bush arrives in the region on 1/9; the raid is ongoing at the end of the day.
