After a day of violence and intense IDF activity across the Ramallah region on 12/13, tensions remain high in the West Bank. The Israeli authorities maintain the closure of all major roads in the area while they search for the perpetrator of the attack that left 2 Israeli soldiers dead. One Palestinian is killed during clashes sparked by an IDF raid in Jalazun refugee camp. Six Palestinians are injured during clashes sparked by a similar raid in nearby al-Bireh. Two more Palestinians are injured when IDF troops violently disperse a protest outside nearby al-Mughayyir. Separately, a Palestinian stabs and lightly injures an Israeli soldier at an IDF post outside the Beit El settlement; the soldier moderately injures the Palestinian in the ensuing confrontation (the Palestinian will turn himself in to the IDF on 12/15). Unidentified assailants throw rocks at Israeli troops outside al-Bireh, moderately injuring 1 soldier. The IDF then seals off the main Ramallah-Nablus road and conducts raids in the area searching for the assailants. IDF troops shoot and injure 5 Palestinians during clashes sparked by a raid in al-Laban near Nablus; violently disperse Friday protests against the Israeli occupation in central Hebron, Luban al-Sharqiyya near Nablus, and Bil‘in near Ramallah (4 Palestinians are injured); arrest 1 Palestinians and issue 1 arrest summons during additional raids near Hebron; and patrol near Hebron, Bethlehem, Jenin, Nablus, Tulkarm, and Salfit. Israeli settlers throw stones at Palestinian vehicles near Nablus and Qalqilya, and open fire on a Palestinian passersby in Jalazun refugee camp (1 Palestinian is injured and several vehicles are damaged). In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Issawiyya. Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. Hamas reportedly orders the protesters to stay away from the fence so as not to provoke any escalation of violence. Nevertheless, IDF troops violently disperse the demonstrations near Gaza City, Khan Yunis, and Jabaliya refugee camp; 60 Palestinians are injured. Also along Gaza’s border fence, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian youths approaching the border fence near Bayt Lahiya, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians at a Friday protest against the Israeli occupation in 3 villages near Ramallah (Ras Karkar, al-Mughayyir, and Bil‘in) and Kafr Qaddum near Qalqilya; 4 Palestinians are injured. They also arrest 2 Palestinians during raids in and around Bethlehem; and patrol near Nablus, Hebron, Tulkarm, and Qalqilya. Israeli forces confiscate a bulldozer from a Palestinian construction site near Salfit. Israeli settlers puncture the tires of several Palestinian-owned vehicles and spray racist graffiti on nearby walls in al-Jaba‘ village near Bethlehem. A Jordanian laborer assaults and moderately injures 2 Israelis in Eilat. The Israeli police say they suspect the attacker of having political motivations. The Jordanian was in Israel with a work visa. His first day of work in Israel was 11/29. (HA 11/30)

Approximately 7,000 Palestinians gather along Gaza’s border fence to continue the Great March of Return. Most protesters stay about 700 meters from the border fence, comporting with the limits the main Palestinian factions reportedly agreed to on 11/1. Some Egyptian intelligence officers attend the protests near al-Bureij refugee camp to monitor the situation. IDF troops violently disperse the demonstrations near Khan Yunis; 7 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and 3 villages near Ramallah (al-Mazra‘a, Ni‘lin, and Bil‘in); 1 Palestinian is injured and another is arrested. They also shoot and injure a Palestinian during clashes sparked by an arrest raid in Nablus; arrest 1 more Palestinian during another raid near Nablus; and patrol near Qalqilya and Hebron. Following a divestment campaign led by Palestinian solidarity activists, a spokesperson for Leeds University tells the school’s student newspaper that the university has divested from Airbus, United Technologies, and Keyence Corporation. The holdings reportedly comprised $1.2 million. The activists called for the university to divest from HSBC as well, but the $1.7 million investment Leeds holds in HSBC reportedly remains unchanged. The spokesperson says that the investment in HSBC does not represent a “direct investment” in an “armament company,” but that the university is in ongoing talks to learn more. “This is a massive success,” says the head of the Leeds Palestine Solidarity Group. At least 20,000 Palestinian protesters gather along Gaza’s border, marking the 2d consecutive Friday of the Great March of Return. They set fire to hundreds of tires and roll them toward the border fence (some Palestinians say that the burning tires are meant to create a smokescreen to defend protesters from Israeli snipers). IDF troops violently disperse the protesters near Gaza City, killing 7 and injuring at least 250. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. Elsewhere in the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s occupation, settlements, and separation wall in Beita near Nablus, al-Bireh, 3 villages near Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Hebron, and Abu Dis near Jerusalem; 8 Palestinians are injured. For the 2d week in a row, the U.S. blocks a Kuwait-backed effort to get the UNSC to call for an independent and transparent investigation into the IDF’s violent crackdown on the Great March of Return. According to Palestinian UN envoy Riyad Mansour, 14 of the 15 members of the UNSC support the effort. U.S. diplomats blocked a similar Kuwaiti initiative on 3/31 after the beginning of protests on 3/30. (TOI 4/6; JP, TOI 4/7)

Approximately 30,000 Palestinians gather along Gaza’s border for a massive protest dubbed the “Great March of Return” commemorating Land Day and calling for refugees’ rights to return to their homes in Israel (see extensive coverage in JPS 47 [4]). They chant slogans, throw stones, and build protest tent camps in various locations. IDF troops violently disperse the demonstrations in multiple locations; 15 Palestinians are killed and hundreds are injured. Video recorded at the march shows a Palestinian being shot in the back while running away from the border. The protests are set to continue for 6 weeks. Hours before the protest, the IDF declares the border area a closed military zone, threatening violence should any person approach. Israeli tanks then shell and kill a Palestinian farmer working along the border. In the evening, 2 armed Palestinians open fire on an IDF post along Gaza’s northern border. Israeli soldiers return fire, and Israeli tanks and jets strike Hamas observations posts in the area as well; there is no major damage or injuries. UN secretary-general António Guterres calls for an independent and transparent investigation into the killings in Gaza today and “appeals to those concerned to refrain from any act that could lead to further casualties and in particular any measures that could place civilians in harm’s way,” according to a spokesperson. The UNSC also convenes to discuss the killings, despite U.S. and Israeli requests to postpone the discussion to 3/31. (HA, REU 3/31)

A Palestinian driver allegedly rams his car into a small group of IDF troops standing along a road near Nablus, killing 2, critically injuring a 3d, and moderately injuring a 4th. The Palestinian driver is arrested. Later, IDF troops conduct raids in the alleged attacker’s hometown, Barta‘a, near Jenin, arresting his brother and ransacking several homes. The Israeli authorities also revoke the work permits of approximately 100 of the alleged attacker’s relatives. In East Jerusalem, Israeli police block Palestinian activists from organizing a running race to coincide with the Israeli government–organized Jerusalem Marathon, an annual race through the city that requires the closure of a number of main streets; 2 Palestinians are arrested. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. The embassy is set to open with ambassador David Friedman and a skeleton staff working out of an existing U.S. facility in the Arnona neighborhood. “This decision will turn the 70th anniversary of Israeli independence into an even bigger celebration,” says Israeli PM Netanyahu. “Thank you, President Trump, for your leadership and your friendship.” Palestine Liberation Organization (PLO) secretarygeneral Saeb Erakat says, “The U.S. decision to recognize Jerusalem as Israel’s capital and now to move its embassy on the eve of marking 70 years since the Nakba [. . .] shows the determination of the U.S. administration to violate international law, destroy the 2-state solution, and provoke the feelings of the Palestinian people, as well as of all Arabs, Muslims, and Christians around the globe.” (AP, HA, JP, TOI, WAFA 2/23)

For the 9th consecutive Friday, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in East Jerusalem (Issawiyya and Abu Dis), Nablus, 4 villages near Ramallah (Bil‘in, Ni‘lin, Budrus, and Nabi Salih), al-Bireh, Kafr Qaddum near Qalqilya, and along Gaza’s border near Jabaliya refugee camp, Bayt Lahiya, and Khan Yunis. 30 Palestinians are injured. Later, when an Israeli drives into Abu Dis, approximately 200 Palestinian minors torch his car and throw stones at him, causing minor injuries. The Israeli Air Force (IAF) launches an air strike at a military base outside Damascus, Syria. According to Syrian press sources, the target was an Iranian military base 13 km south of the city. The extent of the damage is not reported. (HA, TOI 12/2)

IDF troops shoot and seriously injure a Palestinian youth, allegedly after he drives his car into Israeli civilians, first at the Efrat junction, and later at the Gush Etzion junction near Bethlehem, injuring 2. After the first collision, the Palestinian drove on to Gush Etzion, where he hit and moderately injured the 2d Israeli. He was shot when he exited his vehicle. The Associated Press reports that the U.S. State Dept. recently notified the Palestinians that the Palestine Liberation Organization (PLO) diplomatic office in Washington could be forcibly closed unless they enter peace negotiations with Israel (see Update). Secy. of State Rex Tillerson reportedly told the Palestinians that the decision stemmed from Palestinian Authority (PA) pres. Mahmoud Abbas’s expressions of support for the International Criminal Court investigating and prosecuting Israelis in his 9/20 speech to the UN General Assembly (UNGA). (AP, HA, TOI 11/17)

Hamas announces that it is constructing a new security barrier along Gaza’s border with Egypt, including new guard posts, lighting, and cameras. A Hamas official says that the barrier was specifically provided for in a recent Hamas-Egypt agreement. “These continuing measures are for the sake of achieving control of the s. border and to completely prevent infiltration and smuggling,” he adds.
