In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. Israeli forces also demolished 3 Palestinian-owned homes in Ein ad-Duyuk al-Foqa. 28 Palestinians were arrested during late-night raids in Hebron, Nablus, Ramallah, Bethlehem, Jenin, Jericho, and Tulkarm. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). Approximately 3,000 Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on approximately 15 Palestinian boats setting sail in a symbolic protest of the Israeli blockade. Israeli naval forces fire warning shots at the boats, forcing them to turn back to shore, and IDF troops along the border fence open fire on the other protesters; 1 Palestinian is killed and 34 are injured, including 3 paramedics. This brings the death toll stemming from the Great March of Return to 186. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. In the West Bank, Israeli forces demolish a Palestinian home under construction in Atana refugee camp near Ramallah and uproot approximately 550 Palestinian trees outside Bayt Ula near Hebron. IDF troops arrest 14 Palestinians during late-night raids near Jenin, Nablus, Qalqilya, and Tulkarm; and patrol in and around Nablus and Hebron. The PLO Central Council (PCC) convenes for a 2d day of meetings in Ramallah and reaches a non-binding decision to suspend all PLO and PA agreements with Israel, including those that govern the PA’s security coordination with the IDF, until the Israeli government recognizes the State of Palestine. PA president Mahmoud Abbas vows to implement the decision, a move he has not taken in response to similar PCC decisions in the past. (HA, JP, MNA, WAFA, YA 10/30)

Senior Israeli security officials speculate that the uptick in violence along Gaza’s border fence this weekend stemmed from a power struggle in Gaza between PIJ and Hamas over the ongoing Great March of Return and the potential benefits to come from a cease-fire agreement with Israel. Separately, a senior Israeli political source says that Prime Minister Benjamin Netanyahu is focused on the ongoing negotiations on a cease-fire, rather than preparations for another assault on Gaza. “We can reoccupy Gaza and remove Hamas from power, but there are no volunteers to take Gaza off our hands,” the source says. “If there was someone willing to take responsibility for the strip, we would have taken over it tomorrow.” (HA, YA 10/29)

An Israeli aircraft conducts an air strike along Gaza’s border fence near Khan Yunis, killing 3 Palestinian minors. An IDF spokesperson says that the Palestinians were attempting to place a suspicious object along the border fence. Hours after the strike, hundreds of Palestinians march to the homes of senior Hamas and Islamic Jihad in Palestine (PIJ) leaders demanding that they retaliate against Israel. PIJ then puts out a statement threatening to respond and rejecting the Israeli narrative about what the 3 minors were doing. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian bird-hunters working near Bayt Hanun; 1 Palestinian is injured. In the West Bank, Israeli forces chase a Palestinian shepherd off his land in the northern Jordan Valley. Opening the meetings, PA president Mahmoud Abbas says, “We are facing a historical moment; either to be or not to be.” He calls for the Palestinian people to support the PLO and reaffirms that there can be no Palestinian state without Gaza or a capital in Jerusalem. The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Concluding 3 days of talks in Moscow, Hamas and Fatah officials agree to form a new Palestinian unity govt. IDF troops shoot and kill a Palestinian during an overnight raid in al-Fara‘a r.c. nr. Tubas. The man’s family says the soldiers opened fire on the man after he shouted at them, thinking they were petty thieves. An IDF spokesperson says that the soldiers opened fire because the man was approaching them with a knife. Elsewhere in the West Bank, Israeli forces demolish a water pipeline serving bedouin communities nr. Tubas. IDF troops arrest a Palestinian who allegedly attempts to stab them at an intersection nr. Hebron, and assault an elderly Palestinian woman during a raid in Kafr Qaddum nr. Qalqilya. They also arrest 5 Palestinians during late-night raids in Jenin and nr. Nablus and Hebron, and patrol during the day nr. Nablus and Hebron. In East Jerusalem, Israeli forces conduct raids in Jabal Mukabir, notifying 13 mbrs. of the family of al-Qunbar, the Palestinian driver who rammed a group of Israelis on 1/8, that their residency status has been revoked. Hamas, the PLO, and Islamic Jihad Movement in Palestine (PIJ) officials meet in Beirut to discuss the possibility of holding a meeting of the Palestine National Council (PNC), which has not convened since 2009. They conclude that it is necessary for them to hold a PNC meeting with all factions represented and to implement existing reconciliation agreements. (JP 1/10; JP 1/18)

Meanwhile, dozens of Gazans gather in front of UNRWA’s offices in Rafah to protest a perceived lack of support. In s. Israel, Israeli police raid a slaughterhouse in a village nr. Beersheba, arresting more than 100 Palestinians from the West Bank working without proper permits. In the West Bank, Israeli forces deliver a stop-work order to a workshop under construction nr. Hebron. IDF troops conduct late-night house searches and raids in and around Ramallah, Qalqilya, Hebron, Nablus, and Jenin, arresting 19 Palestinians and issuing arrest summons to 2; patrol nr. A senior Fatah official reported on the Hamas and Fatah national reconciliation efforts following 2 days of talks in Doha on 3/26–27. He says they agreed to form a national unity govt. comprising Hamas, Fatah, and other factions, and to hold legislative and presidential elections within 6 mos. In addition, they agreed that a new unity govt. would work according to the Palestine Liberation Organization’s (PLO) guidelines (i.e., pursuing a 2-state solution by way of negotiations). Other reports say that the talks produced only 1 agreement: to not discuss the talks with the media. (TOI 3/28; JP 3/29)

In the West Bank, IDF troops violently disperse Palestinians protesting the Israeli occupation in Kafr Qaddum village nr. Qalqilya and outside al-‘Arub r.c. nr. Hebron, injuring 1 with live ammunition in the former. Unknown assailants open fire on an Israeli ambulance on a road nr. the Beit El settlement outside Ramallah, causing damage but no injuries. IDF troops then conduct raids in a nearby village. The IDF patrols in 3 villages and al-Fawar r.c. nr. Hebron; conducts a late-night raid in a village nr. Hebron, arresting 2 Palestinians and sparking minor clashes with stone-throwing youths. Israeli settlers throw stones at a Palestinian man nr. Hebron, moderately injuring him. In East Jerusalem, Israeli settlers assault a Palestinian man in Bayt Hanina, moderately injuring him. Israeli forces conduct raids in the Old City, arresting 3 Palestinian youths. The PLO Exec. Comm. appoints senior Fatah official Azzam al-Ahmad to lead a comm. to consult with the various Palestinian factions and determine a more representative structure for a new consensus govt. The comm. begins talks with both Hamas and Islamic Jihad. A senior Palestinian official says that Hamas has placed impossible conditions on its participation in the govt. (YA 6/27; MNA 6/28)

In the Gaza Strip, IDF troops open fire on a Palestinian attempting to enter Israel, injuring, then detaining him. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing damage but no injuries. In the West Bank, IDF troops conduct house searches and raids in ‘Askar r.c. nr. Nablus, arresting a leader of Islamic Jihad, and in Yatta s. of Hebron, sparking serious clashes, in which 5 Palestinians are injured. The IDF also conducts house searches and arrest raids nr. Tulkarm, Jenin, Salfit, Nablus, Hebron, and Ramallah; patrols nr. Hebron, Jenin and Qalqilya. Early in the morning, IDF troops close all 4 entrances to a village nr. Nablus. Reps. of all PLO factions meet to discuss recent criticism of the PA unity govt. from Hamas. They conclude that Hamas is responsible for hindering the unity govt.’s work in Gaza. At a meeting between Hamas and Palestinian factions in Gaza, Hamas calls for an emergency comm. to be formed to administer the territory, and the PFLP and DFLP oppose the proposal. Instead, they agree to form a comm. to follow up on the implementation of the 4/23 national reconciliation deal, which led to the formation of the unity govt. on 6/2. (MNA 1/11; JP 1/13)

In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. IDF strikes in the Gaza Strip continue, except in the hours following the govt.’s acceptance of the Egyptian cease-fire, killing 13 Palestinians. The IDF warns 100,000 residents of the al-Zaytun and al-Shuja‘iya neighborhoods to evacuate before morning on 7/16. Palestinians fire more than 120 rockets into Israel, including dozens directed at Tel Aviv, in a barrage claimed jointly by al-Qassam Brigades and al-Quds Brigades. Nr. the Erez crossing, 1 Israeli civilian is killed by a mortar shell while distributing food supplies to IDF soldiers. Israel’s security cabinet votes 6–2 in favor of accepting the Egyptian cease-fire proposal from the previous day, and the IDF stops all strikes for several hours. PM Netanyahu says that if Hamas rejects the initiative, Israel will have “legitimacy” to take further action “to restore quiet.” PA Pres. Abbas, in Cairo for talks with Egyptian pres. al-Sisi, calls for the acceptance of the proposal. However, Hamas rejects the text, describing it as “an initiative of kneeling and submission,” and both the armed Palestinian groups and the IDF continue hostilities. Hamas spokesperson Abu Zuhri says that the group was ignored by Egyptian mediators, with Islamic Jihad official Khalid al-Batsh commenting that “initiatives shouldn’t be proposed through media outlets, but rather through the obvious channels, which are resistance factions and their leaders.” An unnamed senior PLO official says that “the Egyptians coordinated the initiative with Abbas and ignored Gaza,” and thus “Hamas leaders felt humiliated by the fact that the proposal was released without them being consulted about its contents ahead of time.” (AFP, AP, HA, MNA, REU, WAFA 7/15; PCHR 7/16)

A group of 400 Jewish immigrants fr. the U.S. and Canada arrive in Israel; 75% of them will live in Beit Shemesh, Jerusalem.
