More than 20 Israeli settlers enter a Palestinian school in Burin village near Nablus, sparking clashes with stone-throwing students; 2 students are injured and 2 Palestinian vehicles are damaged. The settlers claim that some students from Burin threw stones at their cars earlier in the day. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Issawiyya. PA FM al-Maliki says that the Palestinian leadership has decided to request, at a summit planned for 1/6 in Amman, the implementation of the Amman Summit resolutions of 1980, which stipulated a political and economic boycott of any country that moves its embassy in Israel to Jerusalem. He also says that the PA will lobby in countries where Israeli diplomats are pressing governments to move their embassies to Jerusalem, and that they will wait for a new composition of the UNSC before resubmitting their application for full membership at the UN. For the first time since U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, there are no major Palestinian demonstrations in the oPt. In the West Bank, the IDF shoots and injures 2 Palestinians, arrests 14, and issues arrest summons to 1 during late-night raids in and around Bethlehem, Tulkarm, Qalqilya, Jenin, Nablus, and Ramallah; and patrols near Hebron and Nablus. The UNSC votes on a resolution that Egyptian diplomats circulated on 12/16. The resolution states that any decisions about Jerusalem’s status have no legitimacy under international law. Every member votes in favor, except the U.S., which exercises its veto. U.S. ambassador to the UN Nikki Haley calls the resolution an “insult” that won’t be forgotten. Egyptian diplomats circulate a draft resolution to the UNSC that “affirms that any decisions and actions which purport to have altered the character, status or demographic composition of the Holy City of Jerusalem have no legal effect, are null and void, and must be rescinded in compliance with relevant resolutions of the [UNSC]” and “calls upon all states to refrain from the establishment of diplomatic missions in the Holy City of Jerusalem.” The U.S. is expected to veto the resolution. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. In a meeting with the Palestinian leadership, PA pres. Abbas says that he has begun drafting a resolution to submit to the UNSC that would elevate Palestine to full UN membership. “As you know, we submitted this request in 2011, but it was rejected for various reasons. God willing, these reasons are now removed because we are very much interested in becoming a full member of the United Nations.” It was previously reported, on 9/20, that Abbas agreed to delay efforts to join international fora to give time for U.S. pres. Trump’s peace initiative to develop. Meanwhile, Palestine Liberation Organization (PLO) Executive Committee member Hanan Ashrawi says that the PLO has decided to submit an official request to the International Criminal Court to investigate Israeli settlement activity in the West Bank and East Jerusalem. In his 3d report to the UNSC since the passage of Resolution 2334 denouncing Israel’s settlements in 12/2016, UN Special Coordinator Nickolay Mladenov says that Israel is not adhering to the resolution, noting that Israeli officials continue to use “provocative rhetoric” about the settlements, and that settlement growth has actually accelerated since the resolution passed. On a tour of the Israel-Gaza border, U.S. special representative Jason Greenblatt says it is necessary for the PA to resume control of Gaza: “It is clear that the PA needs to resume its role in the administration of Gaza, as Hamas has substantially harmed the people of Gaza and has failed to meet their most basic needs.” (HA, MNA 8/31; HA 9/1)

The United Nations Security Council (UNSC) renews the UN Interim Force in Lebanon’s (UNIFIL) peacekeeping mission, and, addressing U.S. and Israeli complaints, approves new language authorizing more joint border patrols with Lebanese armed forces, and requiring “prompt and detailed” reports whenever UNIFIL troops encounter Hezbollah roadblocks. Tensions remain high in East Jerusalem after the widespread and deadly clashes on 7/21; 1 Palestinian is killed and 14 are injured in clashes in al-‘Izzariya, Wadi al-Juz, Issawiyya and al-Tur. Clashes also break out outside Haram al-Sharif throughout the day, but there are no serious injuries. Meanwhile, Palestinians across the city largely observe a commercial strike to commemorate the 3 Palestinians killed on 7/21. Meanwhile, Israeli forces arrest 16 Palestinians during raids in Silwan, al-Tur, and the Old City. In the West Bank, a Palestinian youth is killed when he accidentally triggers a piece of unexploded Israeli ordnance nr. Tubas. IDF troops conduct raids in Kobar, the Ramallaharea village of the Palestinian who allegedly stabbed 4 Israeli settlers at the Halamish settlement on 7/21, threatening punitive demolition of his home and sparking minor clashes (there are no serious injuries). Hundreds of settlers from Halamish set up a new outpost nr. their settlement to protest the 7/21 attack. Settlers protest and throw stones at Palestinian vehicles across the West Bank in response to the attack, damaging several cars and causing no serious injuries. Sweden, France, and Egypt call for the UN Security Council (UNSC) to hold an emergency meeting to address the escalating tensions at Haram al-Sharif. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, settlements, and killing of a Palestinian youth in Jalazun r.c. on 3/23 in 5 villages nr. Ramallah (Nabi Salih, Bil‘in, Kafr Malik, al-Mughayyir, and Ni‘lin), Kafr Qaddum nr. Qalqilya, and in c. Hebron; 5 Palestinians are injured. They also arrest 2 Palestinians during raids nr. UN special coordinator Nickolay Mladenov tells the UN Security Council that Israel has not complied with UNSC Res. 2334, which passed on 12/23/2016. Israeli settlement construction has increased in the past 3 mos., despite the resolution’s call for a halt in such activity, according to Mladenov. Meanwhile, the UNHRC adopts 4 res. on the Israeli-Palestinian conflict: the first calls on mbr.-states to avoid ties with Israel’s settlements in the oPt, the 2d reaffirms the Palestinians’ right to self-determination, the 3d concerns human rights in the oPt, and the 4th condemns Israel for violating the human rights of Syrian Druze of the Golan Heights. The Jerusalem Municipality’s Local Planning and Building Comm. approves the construction of 566 new residences in Israeli settlements in East Jerusalem. At the Israeli cabinet’s weekly meeting, Netanyahu says that he no longer supports the so-called regulations bill, which would retroactively authorize hundreds of illegal settlement outposts in the West Bank. He says “it’s possible” that the bill led to the UNSC’s res. condemning settlements on 12/23, and that it would be “irresponsible” to advance it further. Netanyahu also argues that a vote on a bill annexing the Ma’ale Adumim settlement bloc should be postponed until at least after he meets with U.S. pres. Trump.
