In the West Bank, the IDF fires rubbercoated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international activists taking part in protests against the separation wall in Bil‘in and at peaceful Palestinian protesters demonstrating against planned land confiscations in Dayr Nizam and al-Nabi Salih both northwest of Ramallah (10s suffer tear gas inhalation at all 3 sites). Jewish settlers fr. Kiryat Arba and Harsina settlements nr. Hebron uproot 80 Palestinian-owned grapevines along a nearby settler-only bypass road. (OCHA, PCHR 2/11)

Overnight, the IDF raids, imposes a curfew on Nur al-Shams r.c. and Tulkarm, fatally shoots Islamic Jihad West Bank military cmdr. Luay Saadi, Islamic Jihad mbr. Majid Askar in an apparent assassination; hrs. later, Islamic Jihad fires 5 rockets fr. Gaza into s. Israel, causing no damage or injuries. The IDF responds with air and artillery strikes on open areas used for rocket launches in n. Gaza, causing no injuries; shelling fr. naval vessels at PA security forces sites in n. Gaza, causing no damage or injuries; ongoing mock air raids over Gaza, breaking the sound barrier to harass the population; closure of the Erez, Qarni crossings. During the day, the IDF also demolishes 2 stores nr. Jenin, claiming that they “could be used” to manufacture explosives; conducts arrest raids, house searches around Hebron for a 3d night, as well as nr. Jenin. A Palestinian gunman fires on an IDF post nr. Halamish settlement nr. The IDF fatally shoots 5 Palestinians in incidents across the Gaza Strip: 2 are killed attempting to cross the border fence into Israel, 2 are killed while allegedly planting a roadside bomb, 1 is fatally shot nr. a Jewish settlement. The IDF also shells residential areas of Khan Yunis, seriously injuring a 3-yr.-old and 6-yr.-old in their beds; fires on residential areas, stone-throwing Palestinians in Balata r.c., Bayt Furik; arrests 70 Palestinians harvesting olives nr. Bayt Jala; conducts arrest raids, house searches in Bethlehem, Dura, al-Khadir, Nabi Salih nr. Ramallah, Silwad, Tulkarm. A Palestinian dies of injuries received a wk. earlier in Rafah. At midday in Gaza City, PA preventive security officers, PA military intelligence officers exchange gunfire, toss grenades at each other, leaving 1 preventive security officer seriously injured, 3 others lightly injured; later in the day, the same group exchanges fire again, leaving 2 people injured; Fatah, PA officials meet later to contain the crisis, the reasons for which are unknown. The IDF raids Nabi Salih village nr. Ramallah, rounding up and detaining the 500 residents outside in the rain for 2 hrs., searching homes, photographing and fingerprinting all men before releasing all residents, withdrawing; conducts a similar but smaller operation in Burqa village nr. Nablus, rounding up residents, firing on homes, arresting 1 man. The IDF also erects signs around Qalqilya warning that “any Israeli who enters” the city will be fined $780; imposes a curfew on, conducts arrest raids in al-‘Arub r.c., Nablus; bulldozes 2 dunams of land in Khan Yunis. Hamas leader ‘Abd al-Aziz Rantisi proposes a 10 yr. truce with Israel in exchange for Israel’s withdrawal to 1967 borders, stressing that the deal would not include Hamas’s recognition of Israel or an end of the conflict. (REU 1/25; VOP 1/25 in WNC 1/27; HA, WP 1/26) (see 1/7)

The IDF shells the home of PSF West Bank head Jibril Rajub, injuring 6 bodyguards; Rajub, his family are home but are not injured. The IDF also directs shells, heavy machine gun fire at al-Arub refugee camp, Bayt Jala, al-Bireh, Hebron, al-Khadir, Ramallah. Jewish settlers establish a new settlement enclave in Nabi Salih, nr. Ramallah; occupy 2 Palestinian shops in Jerusalem's Old City; set Palestinian wheat fields on fire nr. Hebron. Israel's Peace Now reports that at least 15 new Jewish settlement sites have been established since Sharon was elected in 2/01. The Mitchell Comm. gives Israel, the PA its final report, which is identical to its preliminary report (see 5/16). Comm. heads Mitchell and fmr. sen. Warren Rudman send a letter to the Anti-Defamation League stressing that the report makes no direct linkage between halting violence, halting settlements. Angry over Sharon's decision to use F-16s on 5/18 without consulting the full cabinet or security cabinet, the full Israeli cabinet limits the "kitchenette" (Sharon, Peres, Ben-Eliezer) to ordering strikes against 3 types of Palestinian targets without prior approval.
