After weeks of tension and intermittent violence throughout Jerusalem and the West Bank, a group of Palestinians kill 2 Israeli settlers and injure 4 settler children in a drive-by shooting nr. Nablus, sparking a wave of retaliatory acts. After the attack, Israeli forces search the area for the shooters and deploy 4 additional battalions in the West Bank. In a series of attacks,Israeli settlers shoot and injure a Palestinian man s. of Bethlehem; torch a Palestinian car and vandalize more than 40 Palestinian vehicles nr. Nablus, Qalqilya, and Ramallah; blockade a main road outside Tulkarm; throw stones at Palestinians and their property nr. Palestinian Authority (PA) PM Rami Hamdallah calls on the U.S. to pressure Israel into unfreezing its monthly tax revenue transfers to the PA, which have been punitively withheld since the beginning of 1/2015. The transfers amount to over $100 m. per mo. and comprise 60–70% of the PA’s revenues. Senior PA official Nabil Shaath meets with 22 European Union (EU) reps. and ambs., calling on the EU to play a bigger role in future negotiations with Israel and warning that the PA’s financial and political problems could lead to violence.
