In Gaza, Egyptian authorities close the Rafah border crossing after keeping it open since 6/13. IDF troops on the border e. of Khan Yunis open fire on 3 Palestinians nr. the border fence, injuring 1. In the West Bank, a Palestinian man shoots and wounds 2 Israelis from Lydda who are traveling nr. an Israeli settlement outside Ramallah; 1 of the Israelis succumbs to his injuries later in the day. (The IDF will arrest 5 Palestinians allegedly responsible for the shooting attack on 7/15, including 3 mbrs. of Fatah’s military wing.) Later, the IDF conducts a violent raid in a village nr. Ramallah, destroying personal property, detaining several Palestinians, and confiscating recording equipment. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; 3 Palestinians are injured. The IDF patrols in 1 village nr. Jenin and 2 each nr. Ramallah and Jericho. Cypriot pres. Anastasiades calls PA pres. Abbas to discuss the possibility of Abbas addressing an upcoming EU meeting in Brussels in an effort to restart the peace negotiations with Israel. Anastasiades discussed a similar possibility with Israeli PM Netanyahu on 6/15. (HA 6/29)

In the West Bank, IDF troops block a large funeral procession in a village nr. Hebron for the Palestinian man who died on 4/9 from health issues he developed in Israeli prison. The soldiers violently disperse stone-throwing mourners, killing 1 Palestinian and injuring 13 with live ammunition and rubber-coated metal bullets. The IDF also violently disperses Palestinian, Israeli, and international protesters at weekly nonviolent demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Silwad, Nabi Salih, Jalazun r.c., and outside Ofer Prison), Kafr Qaddum nr. Qalqilya, and outside an Israeli settlement nr. al-Bireh; 15 Palestinians are moderately injured and 4 are arrested. The IDF conducts house searches and raids in 2 villages nr. The Palestinian Medical Examination Union decides to halt the transfer of medical tests to Israeli labs, effectively signing the group on to the boycott of Israeli goods and products. (MNA 4/10)

Breaking the Palestinians’ nonintervention policy on the Syrian conflict, Senior Fatah official Tawfiq al-Tirawi calls for Palestinian fighters in Syria and Lebanon to defend Yarmouk r.c. against ISIS, which launched attacks in the camp on 4/1. Later, UN Dep. Special Envoy for Syria Ramzy Ezzeldin Ramzy flies to Damascus for consultations with the Syrian govt. about Yarmouk. (GDN, MNA 4/10)

IDF troops on the Gaza border e. of Khan Yunis fire on a group of Palestinians approaching the border fence, causing 3 to suffer from tear gas inhalation. Separately, IDF troops stationed e. of Rafah open fire on agricultural lands nr. the border fence, causing damage. In 2 incidents off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 10 Palestinians are moderately injured. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. IDF troops also violently disperse Palestinian and international activists gathering in Abu Dis at the site of the “Gate of Jerusalem” protest tent camp. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. PA Pres. Abbas arrives in Sharm al-Shaykh, Egypt, to participate in an Arab League summit on 3/28 and 3/29. Ahead of the summit, the Arab League agrees to send a delegation to Washington to lobby the U.S. Congress and promote the Arab Peace Initiative. (WAFA 2/25; MNA 3/27; HA 3/28)

IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Palestine becomes a formal party to 5 international conventions, banning torture, racial discrimination, promoting women’s rights, children’s rights, and the rights of the disabled. In response, Israel withdraws the VIP passes of 4 senior Fatah officials— Nabil Shaath, Tawfik Tirawi, Abbas Zaki and Jibril Rajub—thereby restricting their status at checkpoints and border crossings to the level of other Palestinian citizens. Fatah announces that its 48th anniversary celebrations will take place in the Gaza Strip after all (see 12/27), with Hamas officials approving a venue. The government in Gaza releases 26 prisoners, including 6 affiliated with Fatah, as a ‘‘gesture’’ intended to create a positive environment for national reconciliation. (MNA 12/28)

Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; a Palestinian child (al-Nabi Salih) and 1 Swedish activist (Kafr Qaddum) are moderately injured by tear gas canisters, and 1 Palestinian (Kafr Qaddum) is moderately injured by a rubber-coated steel bullet. Pres. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. Experts describe the act as prescribing a ‘‘laundry list of security enhancements’’ for Israel (see QU in JPS 165 for details). (JTA, White House press release 7/27; WP 7/28, 7/30; Defense News 8/1)

Hamas acting PM in Gaza Ismail Haniyeh meets with Egyptian pres. Morsi in Cairo to discuss Fatah-Hamas reconciliation prospects and ways of further easing the siege of Gaza. (WP 7/28)

Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). Palestinians hold at least 5 other Land Day rallies in the West Bank (outside Rachel’s Tomb in Bethlehem, outside Ofer Prison and at 2 points along the separation wall nr. Ramallah, and at the Qalandia crossing n. of Jerusalem). IDF soldiers fire live ammunition (Ofer and Qalandia only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 19 (including 2 children; at least 7 are hit by live fire and 1 is seriously injured by a tear-gas canister to the head). In Gaza, Hamas authorities allow 1,000s of Palestinians to conduct a nonviolent demonstration nearly a mile from the Erez crossing, deploying police to prevent the protesters from marching to the border. Nonetheless, IDF troops on the Gaza border fire on the demonstration, killing 1 Palestinian and wounding 37 (1 seriously; including 16 children). A major protest planned for East Jerusalem does not materialize. Inside Israel, some 2,000 Israeli Palestinians demonstrate in the Galilee, with no violence reported. (NYT, WP 3/31; OCHA, PCHR 4/5)

Nonviolent Land Day protests are also held in Jordan and Lebanon. In Lebanon, 100s of Palestinians and Lebanese gather at Beaufort castle, 9 miles fr. the Israeli border, where Lebanese military forces deploy to prevent them fr. marching to the border. In Jordan, some 20,000 Palestinians march toward the West Bank border but stop 4 miles. No violence is reported in either case. (NYT, WP 3/31)

Israel releases Reform and Change PC mbr.Mansur (detained without charge in Nablus on 7/20). The IDF repatriates to Gaza another 26 of the 188 Fatah mbrs. who fled on 8/2; the PA allows 88 to take asylum in Jericho; 16 who were wounded during their flight remain in Israeli hospitals; the other 24 remain in IDF custody, where they are questioned regarding possible ties to attacks on Israeli targets. In the West Bank, the IDF conducts early-morning house searches in Yatta nr. Hebron, including searching the home of PC mbr. Khalil al-Rab‘i, holding him for questioning; conducts late-night arrest raids, house searches in Nablus and nr. Tubas, Tulkarm. Jewish settlers fr. Taffuh settlement nr. Salfit, beat a Palestinian shepherd and steal 23 sheep, open fire on residential areas nearby. Jewish settlers fr. Kiryat Arba beat an elderly Palestinian couple outside their home nr. the unauthorized settlement outpost in Wadi al-Nassara (see 8/1).
